PSA SOCCSKSARGEN

2024 REGIONAL PLANNING WORKSHOP (RPW)

The Philippine Statistics Authority (PSA) XII conducted its 2024 Regional Planning Workshop (RPW) on 4-6 December 2023 at Bai Hotel,
Cebu City. The 2021 RPW was aimed to assess the region’s performance, plans, and targets during the year and at the same time harmonize
all programs and activities towards accomplishing its goals and objectives for the succeeding year. The 2024 RPW theme is ” Strengthening
Data Stewardship Towards a Responsive Public Servant”.

The 2024 RPW was facilitated by the PSA XII Regional Director (RD), Provincial Statistics Officers (PSOs), two (2) division chiefs, senior
statistical staff and selected administrative staff of the PSA XII Regional and its Provincial Offices, namely: South Cotabato, Sarangani/General
Santos City, Cotabato and Sultan Kudarat.
Day 1 – Monday,4 December 2023 (Attire: Business/Corporate Attire, all Black & White)

The 2024 Regional Planning Workshop (RPW) started at 10:00 in the morning.

The said workshop started with a prayer given by AO 1 Kudzape S.Cana and SS II Evelyn L. Quijano This was followed by the singing of
the National Anthem, and the PSA Jingle. A photo opportunity with OIC- DNS Clemente S. Manaog, MNSA and all the participants then ensued
after the introduction of the attendees.
Chief of CRASD Chief Sittimazuin M. Hofileña, MNSA emphasized the critical role of the Philippine Statistics Authority (PSA) in upholding
fiduciary duties and maintaining trust in its operations, especially in the context of civil registration. The message talks about the multifaceted
responsibilities of the PSA in fulfilling its fiduciary duty. By prioritizing trust, accuracy, continuous improvement, and adherence to standards,
the PSA can contribute significantly to the public's confidence in its operations and the reliability of the data it provides. By encouraging a
collaborative culture amongst regional branches and the central office, the PSA can harness the collective expertise and dedication of its
personnel. Stakeholders, including clients and the public, can be actively engaged and considered in decision-making processes, further
strengthening the bonds of trust. In essence, the call to work together is a call to synergy and shared responsibility. It is an acknowledgment
that the challenges and responsibilities faced by the PSA are best addressed through a united and collaborative effort. By doing so, the PSA
can not only meet its fiduciary obligations but also become a beacon of reliability, transparency, and service excellence in the realm of
statistics and civil registration.

RD's message highlighted the importance of PSA data. According to him, we are serving our
stakeholders, our clients, the public, the government that are using our data, thus we have
to work ensuring our stakeholders that the data we give to them are correctly gathered.
They are using data statistics that are conducted with rules that are upheld with utmost
standard, which is why there is a high probability of planning done accordingly. He
emphasized that we should know how to harmonize policies at our own level in order for us
to not be disoriented because of many policy conflicts against the other. That 2024 is a year
of challenge because of the major operation CBMS will set. We need to build collaboration
and partnership with our stakeholders, local government offices, respondents, households,
including line agencies and media partners. Our goal is to make the Filipino people satisfied with our service but in order to do so we need to
have flawless preparation. We shall exert effort. Our resources, techniques, and skills to win the heart of the Filipino. Digitalization is part of
the Marcos administration so PSA is a way forward. With the RPW, he hopes that everyone will give their partner commitment and dedication
to work. He urges to step up the level of commitment and strengthen the dedication. More serious and more committed in the given tasks and
assignments in coming 2024.

Deputy National Statistician CLEMENTE S. MANAOG, MNSA delivered his message emphasizing the RA 6713: Code of Conduct and
Ethical Standards for Public Officials and Employees.
REPUBLIC Act (RA) 6713 or the Code of Conduct and Ethical Standards for Public
Officials and Employees, or RA 6713 provides the eight norms of conduct that every
government official or employee must live by. These are commitment to public interest,
professionalism, justness and sincerity, political neutrality, responsiveness to the public,
nationalism and patriotism, commitment to democracy, and simple living. Each public official
and employee is required to observe these as standards of personal conduct in the discharge
and execution of official duties.

Under the provisions of Section 12 of Republic Act No. 6713, otherwise known as the "Code of
Conduct and Ethical Standards for Public Officials and Employees," the following shall be
implemented in the Employees' Compensation Commission (ECC).

1. DECLARATION OF POLICIES

It is the policy of the State to promote a high standard of ethics in public service. This code of conduct is a set of standard social norms,
regulations, and responsibilities of each employee in the organization.

Every public official and employee shall observe the following Norms of Conduct as standards of personal conduct in the discharge and
execution of official duties:

(a) Commitment to public interest. Public officials and employees shall always uphold the public interest over and above personal
interest. All government resources and powers of their respective offices must be employed and used efficiently, effectively, honestly, and
economically, particularly to avoid wastage in public funds and revenues.

(b) Professionalism. Public officials and employees shall perform and discharge their duties with the highest degree of excellence,
professionalism, intelligence, and skill. They shall enter public service with utmost devotion and dedication to duty. They shall endeavor to
discourage wrong perceptions of their roles as dispensers or peddlers of undue patronage.

(c) Justness and sincerity. Public officials and employees shall remain true to the people at all times. They must act with justness and
sincerity and shall not discriminate against anyone, especially the poor and the underprivileged. They shall at all times respect the rights of
others, and shall refrain from doing acts contrary to law, good morals, good customs, public policy, public order, public safety, and public
interest. They shall not dispense or extend undue favors on account of their office to their relatives whether by consanguinity or affinity except
concerning appointments of such relatives to positions considered strictly confidential or as members of their staff whose terms are
coterminous with theirs.

(d) Political neutrality. - Public officials and employees shall provide service to everyone without unfair discrimination and regardless of
party affiliation or preference.

(e) Responsiveness to the public. - Public officials and employees shall extend prompt, courteous, and adequate service to the public.
Unless otherwise provided by law or when required by the public interest, public officials and employees shall provide information on their
policies and procedures in clear and understandable language, ensure openness of information, public consultations, and hearings whenever
appropriate, encourage suggestions, simplify and systematize policy, rules, and procedures, avoid red tape and develop an understanding and
appreciation of the socio-economic conditions prevailing in the country, especially in the depressed rural and urban.

Administrative Officer IV Fatima H.S Mohammadsha presented the house rules and Registration Officer IV Shyla Marie M. Detecio gave
the Overview and Objectives of the 2024 RPW. Moreover, the 2023 major accomplishments were presented through an Audio-Video
Presentation (AVP) by the division of RSSO XII and the four (4) Provincial Offices.
Day 2 – Tuesday, 5 December 2023 (Attire: Business/Corporate Attire, color b: y provinces/ region RSSO XII: Pastel Pink,
Cotabato: Pastel Red, Sultan Kudarat: Pastel Yellow, So. Cotabato: Pastel Green, Sarangani: Pastel Blue)

Day 2, resumed with the presentation on the 2024 Work Program. The presenters for the RSSO XII were Chief CRASD Sittimazuin M.
Hofileña, MNSA, and Chief Statistical Specialist, Ma. Eileen A. Berdeprado for Statistical Operations and Coordination Matters (SOCD).

For the provinces, the presenters were CSS Engr. Belinda R. Penuela of PSA-Cotabato, CSS Ismael B. Ramos, Jr., PSA-SARGEN, CSS
Jilmar F. Grecia, PSA-South Cotabato and CSS Herlita G. Caraan of PSA-Sultan Kudarat. After all the presentations, an open forum then
ensued.

This was followed by the presentation of the 2024 Workload Analysis, Review of the 2023 Risk Registry and Action Plan (RRAP), and
Opportunity Registry Action Plan (ORAP). Moreover, RO IV Shyla M. Deticio presented the Field Awards.

After the presentations, an open forum ensued.


Social Nights started at 7:30 PM with an opening prayer by Accountant II Jimil S. Kani & and RO II Sally Fe C. Dato-on. This was
followed by the welcome remarks of CSS Jilmar F. Grecia.

RD Maqtahar L. Magnuson expressed that social gathering is part of the activities, and
also part of exposing ourselves, to gain learning about the culture of the people in the area. a
part of knowing the culture in exposing ourselves. Social gathering strengthens our
camaraderie, being together is also a learning experience for all, and feeling the oneness of
PSA SOCCSKSARGEN.

Ceremonial Pledged of Commitment was conducted, followed by parlor games, a tribute


message given to the three retirees namely CSS Herlita G. Caraan, CSS Jilmar F. Grecia and.
the Giving of Awards to AVP Presentation Contest by RD Maq.

A closing remark was given by CSS Herlita G. Caraan, expressing her gratitude to RD
Maq for bringing the RPW to Cebu. Ma’am Ding said she has still had a substantial amount of
time to serve the PSA and to bond with, to have mentoring and coaching before her
retirement. She appreciates the leadership of RD Maq for being so charismatic. It’s not about
the seriousness of work but still having the time to enjoy and appreciate the togetherness, that
being together is also a learning experience for all. She said for those who will be still in service
let us always practice what is being taught to us. She is very positive that under the leadership
of Sir Maq, Region 12 will be zooming, to be the best region in the country.
Day 3 – Wednesday, 6 December 2023 (Casual Attire)

The last day of the planning workshop started with an opening prayer through AVP.

The 2024 Presentation of Consolidated Project Procurement Management Plan was


presented by each division in the RSSO XII and assigned personnel in the provincial
offices. Each Provincial office bookkeeper presented their 2024 Project Procurement
Management Plan (PPMP) and Annual Procurement Plan (APP). Issues and concerns
were raised after the said presentations. It was followed by the presentation of GAD
Plans and Budget for 2024 & and 2024 SOCCSKSARGEN Budget Proposal.

It was followed by closing remarks given by SOCD CHIEF Ma. Eileen A. Berdeprado
expressed her gratitude to OIC-DNS Manaog and RD Maq for granting the
opportunity to organize the 2024 RPW outside of Mindanao for the last two years.
She’s hoping next year our RPW we’ll be in LUZON. She also extends her
thanksgiving to the dedicated members of the Steering Committee and the various working groups. Her gratitude goes to our guests OIC-DNS
Manaog and RD Maq for their invaluable insights, guidance, and direction. She expressed "Giving survive 2023, we will survive 2024" and for
the coming year, let us pursue excellence and better public service. She shared a word of wisdom saying “The proof of the fooding is in the
eating" meaning let the results of the collective efforts speak for themselves as we embrace the challenges and opportunities 2024 holds.
According to Helen Cooler "Alone we can do little, together we can do much".
