AN EXECUTIVE ORDER ESTABLISHING A BARANGAY OPERATION CENTER OF THIS BARANGAY.

WHEREAS, it is a declared policy of the states institutionalize the policies, structures, coordinative mechanism
and programs on disaster risk reduction from national down to local level;

WHEREAS, there is a need to establish a response team in the barangay to readily address during emergency
and imminent hazards;

WHEREAS, it is highly imperative to address disaster, examine the vulnerable elements in the community,
adopt measures to reduce the risk and put in a place holistic disaster risk reduction and management scheme
in the barangay to deal with the natural and man-made adversities before, during and after more importantly
even during normal situation;

WHEREAS, in relation to this executive order known as an order establishing the Barangay ___________ and
Rescue Team who are composed of trained individuals that shall perform their duties before, during and after
a disaster;

NOW THEREFORE, I Hon.______, Punong Barangay of ______________, by virtue of the power vested in me
by law, do hereby order the Barangay __________ and Rescue Team to have evening duties at the Disaster
Operation Center as part of their function making the said agency 24/7 operational.

This order shall take effect immediately.

AN EXECUTIVE ORDER ESTABLISHING A COMMUNITY DISASTER PREPAREDNESS

PROGRAM AND CREATING THE BARANGAY DISASTER RISK REDUCTION MANAGEMENT
COUNCIL OF BARANGAY KAKIDUGUEN, KASIBU, NUEVA VIZCAYA.

WHEREAS, the Philippines has always been disaster, natural or man-made all year round;
WHEREAS, the general welfare provisions of the Local Government Code have empowered
the Sangguniang Barangay to promote the economic upliftment, social welfare and material
program of the people in the community and ensure the protection of their lives and
properties;
WHEREAS, Republic Act 10121 of 2010 also known as the Philippine Disaster Risk
Reduction and Management Act 2010 provides for the creation of the National Disaster
Risk Reduction and Management Council;
WHEREAS, there is a need to strengthen institutional capacity for disaster risk reduction
and management, address the root causes of disasters and build resilience of local
communities to disasters;
WHEREAS, the barangay must direct, control and coordinate all its resources during
emergencies and disasters;

NOW THEREFORE, by virtue of the powers vested in me by law, I, Delfin L. Agaloos,

Punong Barangay of Kakiduguen, Kasibu, Nueva Vizcaya, do hereby order the establishing
a community disaster preparedness program and creating the barangay disaster risk
reduction management council in Barangay Belet, Kasibu, Nueva Vizcaya;

RESOLVED, AS IT IS HEREBY resolved, establishing a community disaster preparedness

RESOLVED FURTHER, that the DRRMC shall have the following functions, to wit:

1.Approved, monitor and evaluate the implementation of the Barangay Disaster Risk
Reduction Management Plan and annually review, test and develop the plan consistent
with other national and local planning programs;
2.Ensure integration of disaster risk reduction and climate adaptation into barangay
development plans, programs and budgets as a strategy in sustainable development and
poverty reduction;
3.Reccommend the implementation of forced or preemptive evacuation of local residents, if
necessary: and
4. Convene the council as provided by the Act.

RESOLVED, that copies of this executive order be furnished to all concerned officials and
offices of the government for their information.

Whereas, under the Local Government Code, Local Government Units have been vested the authority to
discharge the functions and responsibilities of national agencies and offices devolved to them;

Whereas, the Local Government Units are authorized to set aside the five percent(5%) and twenty percent
(20%) of their estimated revenue from regular sources as an annual lump sum appropriation for Calamity Fund
Special Development, respectfully;

Whereas, the Local Government units have been tasked with providing basic social services at all times
particularly in times of emergencies/calamities;

Whereas, in order to provide better services to their constituents, the LGU has listed to KASIMEA to help the
LGU in its DRRM activities and in case of emergecies in providing immediate assistance to the constituents;

I. Obligation of KASIMEA
A. Participate in the conduct of Clearing “Operasyon Linis” Greening programs along Antutot to
Poblacion National Highway and Kasibu Tourism Spots;

B. Mobilizing its members to help in times of emergencies.

II.Obligation of the LGU-Kasibu

A. To send letter informin BUSINESS about the activities that will take place and in case of emergencies.
Letter will be sent specifying number of manpower needed;
B. Provide meals and snack of BUSINESS member participated during MDRRMC activities and during
emergencies.
