Jim Bartlett filed the Affidavit of Candidacy for the office of Superintendent of Public Instruction on January 19, 2024. The
office of Superintendent of Public Instruction is a non-partisan statewide office. Bartlett has already begun collecting
signatures for the required petition and is accepting invitations to present his platform at various events.
In addition to events, Bartlett is using social media, a website, seminars and an online course to teach the details of his
strategic objectives for gently and thoroughly reforming the education system in North Dakota.
He points out that, while much is being done to make an already good North Dakota better, the influence of secular
humanism in education has undermined the health and learning of students while costing taxpayers billions more than
necessary.
Bartlett has an impressive resume. He was a New Hampshire higher education commissioner at age 19, an award
winning engineering educator, National Science Foundation faculty connecting university research with high school
learning, ND Homeschool Association Executive Director, and developed an organic farm with his family. He has been a
creative education reformer for 45 years, (using innovative methods to bring practical learning to students) like bringing a
learning factory to engineering education, having students write the book, agribusiness and aquaponics to a Christian high
school, using original sources (Newton) to teach physics, extending home education through college and
entrepreneurship, and using the Ten Commandments for Christian college accreditation.
He recommends reading the Ten Commandments applications in Westminster Larger Catechism and following the
Reformed Bible Church (Appomatox, VA) or similar reformed churches to thoroughly understand what made America
great and how cultures are renewed and education local when the Ten Commandments are in education. He also
teaches classes on understanding the philosophies of our times.
The doctrine of lesser magistrates is an aspect of the Fifth Commandment which recognizes all legitimate authority comes
from God and aligns with His Word. In brief, the doctrine of the lesser magistrate teaches that when a superior or higher
ranking civil authority makes immoral/unjust laws or policies, the lower or lesser ranking civil authority has both the right
and duty to refuse obedience to that superior authority. This concept applies between all levels of authority and is the key
to getting education thoroughly reformed with only local control.
Bartlett emphasizes that applying the Eighth Commandment will be the first strategic objective. “Do Not Steal” means
unhook from all federal and state funds. This will give great flexibility to teachers to improve learning and enable unique
school communities to develop. Using the lean manufacturing eight wastes and free market perspective, costs will be
reduced and make the elimination of federal and state funds lift the burden of regulations with them.
Intrapreneurship and entrepreneurship will be taught to teachers to inspire them to be very creative and make more
money, which will ultimately inspire students far beyond traditional programs that treat students like cars on an assembly
line and treat teachers like slaves. ###
