It is submitted that Government Vide reference 1st cited, have approved

the model RFP (Request For Proposal) submitted by the Managing Director,
Swachha Andhra Corporation, Vijayawada for Remediation of existing MSW
dumpsites through Bio-mining process in Urban Local Bodies and also directed to
conduct Total Station Survey with 1M Contour intervals or drone mapping of any
landfill/dumping site to finalize the quantity of legacy waste in Cum/MT. Further,

Government vide reference 2nd cited have constituted committees for

implementation of remediation of existing MSW dumpsites through Bio-
Remediation and Bio-Mining process.
The Managing Director, Swachha Andhra Corporation, Vijayawada vide

reference 3rd cited have informed that the legacy waste of 1,56,000 MT was
quantified in the MSW dump site of Guntakal Municipality. Also the Managing
Director, Swachha Andhra Corporation have requested the Commissioners to
obtain Council Resolution to float tender with the above quantities as per the
provision of approved draft RFP to remediate the existing legacy dump site
through Bio-mining Process.
The Municipal Council, Guntakal vide reference 5th cited has accepted to
float the tenders through RFP for Bio-Mining of Legacy Waste of 1,56,000 MT in
dumpsite of Guntakal Municipality. Further the Committee-2 during meeting
18.10.2022 have accorded approval to float the tenders through RFP for Bio-
mining of Legacy waste of 1,56,000 MT in dumpsite of Guntakal Municipality.
The Request For Proposal (RFP) Tender for Bio-mining of Legacy Waste of
Guntakal Municipality is invited in e-procurement platform vide this Office Tender
Notice in reference 6th cited and the work was awarded to M/s BVG India Pvt
Limited, Pune with the lowest price of Rs.517.40 per MT.
The Tender Committee-2 Dated:19.10.2022 have permitting to submit the
same to the Committee-3 Tender Approval Committee and Tender Approval
Committee in its meeting held on 19.10.2022 recommended the Lowest price of
Rs. 517.40/- per MT quoted by M/s BVG India Pvt Limited, Pune.
Further, the Managing Director, Swachha Andhra Corporation, Vijayawada
vide Letter 9th cited have informed that the Committee-III has approved the
lowest price of Rs.517.40/- per MT quoted by M/s BVG India Pvt Limited, Pune
and requested the Municipal Commissioner, Guntakal to go ahead with
Commencement of the work.
As per the directions of the Managing Director, Swachha Andhra

Corporation, Vijayawada, this office vide ref 14th cited has issued LOA to M/s
BVG India Pvt Limited, Pune. The Agency vide ref 15th Cited has concluded the
agreement.
The Agency has grounded the work from 28.2.2023 and completed up to
86.60 percentage of work as on date. The Agency vide above references cited
has raised the bill for 1,35,152 MT of Legacy waste out of 1,56,000 MT.

The extract of bills along with M.Book No.131/2022-2023/MAE-2 & 134

/2023-2024/MAE-5 and scanned copies of Input and Output registers of Legacy
waste is enclosed.
The Agency has processed the Legacy waste of quantity 1,35,152.00 MT

out 1,56,000.00 MT till date and payment made Rs. 2,45,30,089.00 as GOI
share and Rs. 1,89,93,000.00 as ULB share for completed work. The Agency
requested to release the GOAP share vide 17th reference cited.
Keeping in view the above, the Managing Director, Swaccha Andhra

Corporation is requested to release the GOAP Share to process the payment to
the contractor.
