WORKING INSTRUCTION IN NARROW AND CONFINED SPACES


Narrow spaces can be large tanks, warehouses, silos, canals, wells, etc.

Working in narrow and confined spaces is a form of work with high OHS risk, valid for situations that are not
continuous.
Administrative measures
1- Before starting work in narrow and confined spaces, analyze the possible dangers, make a risk assessment, and
absolutely obtain a work permit.
2- Do not work alone in the area to be worked, one or two people must be outside as a companion.
3- Avoid performing works that are continuous in confined spaces.
4- It should be worked with as few employees as possible in confined spaces.
5- Identify the person to supervise. Work in these areas should be constantly monitored by supervisors staying in the
safe area.
6- An appropriate communication system should be established with the employees.
7- Identify a security guard who is in contact with the employees (eye contact, speech, signal line) and who can call
for help without leaving his place of duty.
8- Obtain the document containing the specified protective measures from the administration.
9- Start working after taking the protective measures specified in writing and informing the workers accordingly.
10- Before entering narrow and confined areas, make sure to measure the gas against dangerous gas accumulation in
the environment. Make the gas measurement from the outside without entering inside. If it is necessary to enter, be
sure to go inside with the appropriate gas mask and safety harness and signal lines.

11- Do not enter inside without performing degassing process in spaces where flammable explosive liquid or gaseous
substance residues are found.
12- To prevent the formation of flammable, explosive gas-dust concentrations, take additional measures such as air
supply from outside or wet working application.
13- Prevent flow of unexpected material or other substances by controlling the inlets and outlets before entering the
tank, boiler, well, pipe etc. spaces.
14- Provide necessary ventilation considering the gas formation during the operation and install an alarm system with
gas detector.
15- Do not use power tools as much as possible in confined spaces.
16- In these areas, use mobile lighting lamps with impact resistant special protection and low voltage.
17- Avoid oxy-acetylene or LPG welding works in confined areas such as tanks. Take additional measures, if
necessary.
18- Use direct current and idling limiting devices in electric welding works in confined areas such as tanks.
19- Do not perform welding work in explosive environments.
20- Prepare instructions or work permits for indoor works that should be repeated at regular intervals, and train
employees on these issues.

23- Install crane systems that will lift the employees up in an emergency. Fasten safety belts to this system.
And surround the area with barriers.

24- Provide workers with suitable gas masks for gas hazards.

25- When working with hazardous materials in the working environment, determine by measuring whether the
workplace exposure limit values are complied with.
26- If it is not complied with, evacuate and clean the space or discharge accumulated gas, and separate the space from
other spaces if necessary.
27- If there is a risk of infection due to biological factors, sterilize or disinfect the environment. If these are not
possible, wear personal protective equipment (PPE).
28- Ventilate the media naturally, not by blowing oxygen. Oxygen increases the risk of fire and explosion.

29- In cases where the oxygen rate in the air is below 20.9%, investigate the reasons for this. Identify the risks from gas
and hazardous substances.
30- In cases where the oxygen rate in the air is below 17%, or if ventilation is not possible, use a mask or isolation
mechanism.
31- Disable heating and cooling installations before starting work. Take precautions to prevent starting of the
installations during working.

32- If there is a risk of sinking or burial, work on a fixed work platform or use an in-silo lift.
33- Avoid creating an atmosphere that may cause an explosion. If this is not possible, stay away from fire and continue
working with trained workers only and wear protective clothing suitable to environment.
34- Do not perform welding work in explosive environments.

Additional Information on Electric and Shielded Gas Welding


35- Use only suitable and certified energy sources for welding against high electric current hazard**.
36- Use insulating intermediate screen (e.g. rubber and wooden shields).
37- Wear fire-resistant, dry clothing, and use sturdy safety shoes.
38- Do not install the energy sources used for welding in narrow spaces.
Additional Information on Gas Welding, Flame Cutting and Brazing
39- Do not put flammable gas and oxygen cylinders in narrow spaces.
40- Take out the ignition device and hoses out of the space during long work breaks.
41- Wear fire resistant protective clothing.
Additional Information on Using Electric Working Tools in Places with High Electric Current Hazard
42- Do not install mobile energy sources, transformers and construction electricity distribution system in places with
conductivity and indoors.
43- Bring the electrical mobile work tools to the places with conductivity and indoors only if the protection device is as
follows;
Low current, or
Protection insulated, or
Electric residual current protection (l <30 mA)
44- The danger of high electric current arises in the following ways. For example:
Workers' bodies to touch electrically conductive parts necessarily (on their knees, lying down or leaning)
in spaces with limited movement space,
The distance between the electricity source and the employees to be less than 2 m, and the employees
accidentally touch the parts that conduct electricity,
As a result of the loss of resistance and increase of electrical conductivity of human skin or work clothes
and protective clothing due to moisture and sweat in wet, damp and hot work areas.
45- In an emergency, definitely do not enter inside if you are not trained to respond and do not have the necessary
protective and intervention equipment. Urgently inform the authorities.

46- Always have trained and equipped people ready for rescue and use if intervention is necessary.

General
47- Be sure to follow the construction site rules, instructions as well as work health and safety rules described in the
training.
