1.0 SCOPE
This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for Dynamic System Monitor (DSM) to be used in
380/230/132/115/110kV substations of the Saudi Electricity Company, Saudi Arabia.
This Material Standard Specification shall always be read in conjunction with SEC General
Specification No. 01-TMSS-01, titled "General Requirements for All Equipment/Materials",
which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract
Schedules for project, as applicable.
The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.
IEEE 383 Qualifying Class 1E Electric Cables and Field Splices For
Nuclear Power Generating Stations
4.1 Design
4.1.1 Channels
Each DSM shall be provided with minimum 32 channels. DSM shall comply
with all the requirements specified in this standard.
The system shall be totally solid state (except for the magnetic Hard disk
drive ) for maximum reliability with no maintenance. Solid State Hard Disk
drive shall be supplied if specified in the Project Technical Specification
(PTS).
LAN connection shall be provided from the DSM RTU to SEC LAN/WAN in
the station.
DSM points shall be per the following table and the total number of points
shall be per Project Technical Specification (PTS):
a. The system shall convert the voltage and current values at each cycle
of the input to a single phasor, containing both the real and imaginary
parts of the phasor (for example magnitude and angle, referenced to
one Analog Input channel).
f. The system shall synchronize time to the GPS clock receiver with
time tagging of events to 1 millisecond resolution. The DSM RTU
shall be capable of receiving clock synchronizing signal from Master
Station in case of GPS clock failure.
i. The DSM software shall possess but not limited to the following
capabilities:
a. The DSM RTU shall be able to communicate with the DSM Master
Station through Dial-Up modem and LAN/WAN.
4.2 Construction
DSM shall be provided with all cables and complete parts necessary for
installation and connectivity.
4.2.2 Upgrades
For the complete life of the DSM, all expansions and upgrades shall be
compatible and shall require little or no modifications to the DSM software
and hardware.

DSM input signal interface drawings and I/O tabulation sheets consisting of I/O
point assignments and the corresponding terminal block assignments in DSM RTUs
shall be submitted. I/O tabulation sheet shall be submitted as a hard copy and soft
copy in Compact Disk (CD).
4.4 Simulator
Simulator shall be provided for DSM RTU if specified in the data schedule. The
simulator shall be equipped with fully operational configuration, simulation and
diagnostic software/s in preparation for the pre-commissioning/Final commissioning.
4.6 Spares
4.7.1 All cables and wires shall meet IEEE 383 Fire Retardancy Test.
4.7.2 All wires shall have permanent wire marker attached to the wire at the point
of termination at both ends of the wire.
4.7.3 All internal wiring shall be terminated with no more than two wires to one
terminal block point and only on one side of a terminal block to allow field
termination on the other side of the terminal block.
4.8.2 Not more than two (2) terminations shall be connected to one side of a
terminal block. Sliding link or knife type terminals shall be supplied. In
addition, ground fault isolation switches for every 16 inputs shall be
provided. The type and make of terminal blocks are subject to SEC review
and approval.
4.8.3 All terminal blocks shall be sized for appropriate gauge size, suitable for 0.5
to 1.0 mm2 (# 20 to # 16 AWG) for field contact wiring and larger for
internal power wiring as required.
4.8.4 All terminals and terminal blocks shall be clearly identified; matching with
interconnection drawing.
5.0 TESTS
Manufacturer shall prepare test procedures and conduct installation check-out and
performance testing in co-ordination with SEC which shall include, but not limited to the
following:
RTU functional test consisting of testing of all DSM input cards and controllers in
conjunction with the simulator.
