1. Introduction
CGD Network Capacity: means the maximum quantity in standard cubic meters per
hour (SCMH) of natural gas that can be injected into or off taken from the steel pipeline
network at specific points, meeting all the technical and operational parameters fixed in
steel network at steady state conditions, that is, all parameters like flow, pressure,
temperature, are in harmony and vary only along the steel network but not with time or
the aggregate rated capacity (in SCMH) of all City Gate Stations (CGS) connected to
steel network, whichever is lower. For cases, where any entry points
CGS/DPRS/custody metering systems) are connected directly to the medium density
poly ethylene (MDPE) network without involvement of any steel network, the rated
capacity of such entry points shall be considered.
Steel Pipe Network: means the steel pipeline laid and commissioned originating from
the source (primarily at tap-off point from any transportation / transmission / primary
network or city gate station) up to the Distribution Pressure Regulating Station or District
Regulating Station (DPRS or DRS), Metering and Regulating Station (MRS) and inlet
flange of CNG compressor station.

2. Background
Green Gas Limited, a joint venture of GAIL (India) Ltd. & Indian Oil Corporation Ltd.
proposes to implement City Gas Distribution network (New Pipeline) in Agra. Presently,
Green Gas Limited is planning to determine the Capacity of their existing CGD networks
in Agra as per requirement of PNGRB regulation.
As per PNGRB notification dated 19th May 2015, Regulation 5(5) (vi), GGL shall submit
the details of maximum achievable steel network capacity so derived, under the steady
state simulation with the details of variable and constant parameters, to the Board in the
specified format along with the hydraulic gradient and system flow diagram for the steel
network system. GGL shall submit the details of rated capacity of all entry points
(CGS/DPRS/custody metering systems) including entry points, if any, connected directly
to the MDPE network without any steel pipeline in between along with details of rated
capacity of exit points like DRS/IPRS/CNG station etc.
As per PNGRB Regulation 5(2), GGL shall furnish a declaration that the capacity has
been calculated using the approved flow equation. GGL shall also submit the detailed
report of the capacity and indicate the software used for the purpose within ninety days
of the notification of these regulations and thereafter as per the periodicity for
determining capacity of CGD network defined in regulation 7.
In this context, M/s MECON Limited is assigned to carry out the capacity determination
for CGD networks of Agra GA as per above notified regulation of PNGRB.

3. Design Basis
Objective: The present document gives the Design Basis to be adopted for Capacity
Determination of City Gas Distribution Networks of Agra Geographical Area viz.
Network-1: Water Works Tap-off to Ekta Chauki SV Chamber, Taj Nagari (Pipeline age
less than 10 years)
Network-2: NH-2 Valve GAIL Chamber to CNG TP Nagar Mother Station & DRS
(Pipeline age more than 10 years)
Network-3: TOP at Bhagwati Dhaba to Vyom OLS (Pipeline age less than 10 years)
Network-4: TOP near Brij Autos to OLS Brij Autos (Pipeline age less than 10 years)
Network-5: TOP at CGS to Kalindi Vihar (Pipeline age less than 10 years)
Basis of Design: This section defines the basic parameters used for design of pipeline
for and associated tap off points for the present as well as future use. The size of the
existing Pipelines is 8” & 4” considering the future requirements of the customers.

Design data:
Based on the existing CGD pipeline network drawings and the process parameters
(Pressure, flow & temp. etc.) at source and at consumer ends made available by M/s
Green Gas, simulations were carried out on the Pipeline Studio software following
PNGRB regulation steps. A dummy load is placed at farthest point of the existing CGD
network considering/ assuming MCP (Minimum Committed Pressure) as decided by M/s
Green Gas.
5. Assumptions-
i) Roughness- Pipeline roughness has been considered as 45 micron for both old
(Pipeline age more than 10 years) & new (Pipeline age less than 10 years) pipelines
without internal coating.

ii) Efficiency- Pipeline efficiency factor of 0.95 has been considered for new pipelines
& 0.85 for old pipeline.
iii) MCP-
Min. committed pressure of 11 kg/cm2g considered for Network-1 as the pressure
already drops to 11 kg/cm2g due to heavy load.
Min. committed pressure of 12 kg/cm2g considered for Network-2 as the pressure
already drops to 12 kg/cm2g due to heavy load.
Min. committed pressure of 13 kg/cm2g considered for Network-3.
Min. committed pressure of 13 kg/cm2g considered for Network-4.
Min. committed pressure of 15 kg/cm2g considered for Network-5.

7. Result-
7.1 Network-1: Dummy Load of 0 SCMH (zero) has been considered in the network as
the pressure already drops upto 11 kg/cm2(g) due to heavy load in the network. Hence
as per hydraulic simulation total capacity of Network-1 comes 14350 SCMH as there is
no provision for extra capacity in the network.
7.2 Network-2: Dummy Load of 0 SCMH (zero) has been considered in the network as
the pressure already drops upto 12 kg/cm2(g) due to heavy load in the network. Hence
as per hydraulic simulation total capacity of Network-2 comes 7400 SCMH as there is no
provision for extra capacity in the network.
7.3 Network-3: Dummy Load of 2000 SCMH has been considered in the network in
accordance with MCP. Hence as per hydraulic simulation total capacity of Network-3
comes 3200 SCMH.
7.4 Network-4: Dummy Load of 10000 SCMH has been considered in the network in
accordance with maximum velocity limit i.e. 30 m/s. Hence as per hydraulic simulation
total capacity of Network-4 comes 11200 SCMH.
7.5 Network-5: Dummy Load of 10000 SCMH has been considered in the network in
accordance with MCP. Hence as per hydraulic simulation total capacity of Network-5
comes 17400 SCMH.
Notes-
1) The constant input parameter i.e. I.D. of pipe, wall thickness, length etc. along with process
parameters at source and at consumer ends have been considered as per available data from
M/s Green Gas and discussion with M/s Green Gas.
