hypocritical? The Bible should be held to the same standards as the books you want to ban.
We are not a Christian nation; in fact, we were founded as a nation escaping the tyranny of a
single religion. Religion should have no bearing on our children's public education.

2 Have you forgotten the separation of church and state? If this proposal advances I will be there 4/18/2023 12:15 PM
to demand the banning of the bible for its content.

and that the Bible should instead be front and center. What would you say, then, to those who
believe the Bible to be propaganda and some of its teachings inappropriate? Would you agree,
then, what is "inappropriate" is a matter of pure opinion, depending on your religious point of
views and otherwise? How do you plan to address this point of view in a way that includes all
community members, or is this then solely for the purpose of religious teachings to households
that may hold different beliefs?

Hanover County Schools that support/do not support the plan to create a book review
committee?

this potential committee plan to mitigate its goals of assessing and limiting access to books in
schools without jeopardizing students' and teachers' Constitutional rights?
In regards to the
Bible having illicit content included to teach a moral lesson (to uphold Christian values), will
this committee read each book presented in its entirety to determine if any content deemed
"illicit" is included in the book for a reason (i.e. to instruct, show representation, issue
warnings/lessons, etc.)? If a committee is assembled, will there be a rubric designed by non-
partisan educational professionals not associated with the committee for board members to
follow when assessing books?
Will the makeup of the potential committee truly represent how
diverse NHCS are -- in race, gender, class, ability, orientation, etc. in order to best serve the
students this board is in charge of?
How will diversity be addressed by this potential
committee? Those in favor cite the Bible as a necessary book to include in school libraries,
but what about other religions, affiliations, orientations, communities, non-religious belief-
structures? If you are starting with "upholding" Christian values, how does limiting access to
knowledge about other value structures ensure What books specifically add to mass-school
shooting culture? How does a book put a gun in a person's hand and make them shoot up a
school? Would addressing gun laws that put guns in the hands of at the source of the (lack of)
legislation and not books that may or may not represent killing/shooting/massacres not be
more efficient at saving lives versus infringing on rights?

this being addressed? This question was presented to Dr. Foust but he would not give an
answer saying the question was negative. The system has plenty of subs “available” but many
are no longer subbing. Some have even been hired by NHCS but are still listed in the system.
On one occasion this year I needed to contact 65 people before finding a sub. On another it
was 80 people. It is unfair that teachers need to jump through so many hoops when sick or
needing to take a day off.

15 As a 30+ year NHC resident, a former NHCS employee, parent, grandparent, social worker and 4/17/2023 10:13 PM
mother of a teacher, I am concerned about the current state of our schools and would like to
know how the board is addressing the inequities created by the resegregation of our schools
(4/16/23 Star News article). How is the Board planning to support schools with the budget cuts
to counselors, graduation coaches and SEL teachers?

Additionally, what steps is the county making to compensate teachers for Master's degrees?

27 If your child was districted to a sub par school in NHC (like Wrightsboro Elem for example) 4/17/2023 9:35 AM
would you consider alternatives like charter schools so that your child has the best chance of
receiving quality education? If so, would you then expect that the NHCS system would support
your decision and help provide an education to your child? Based on the comments the board
had in regards to the proposed additional funding for charter schools, it seems that the NHCS
board is in favor of not supporting those families that choose a charter school over the under
performing schools that families are districted to. Families that choose charter schools likely
do so because they feel it's a better option than the traditional schools. Those families are also
tax paying members of the county and as such expect your support in return.

31 This question is for Pat Bradford. One of the policies currently under review is the School 4/15/2023 10:01 PM
Counseling Policy (3610). In February the proposed policy included the statement "The school
counseling program will mirror the American School Counselor Association National
Model for
school counseling programs and meet the objectives of the State Board of Education’s
comprehensive school counseling program curriculum and the academic, career, and
social/emotional developmental needs of the student population." As a school counselor at an
elementary school, helping address the social emotional needs of our students is one of the
main things I do.
At one of the policy committee meetings you stated "Please make me happy
and take the words Social/Emotional out "[of this policy]. Dr. Foust did a terrific job of
explaining what having school counselors support the social emotional needs of our students
looks like in day to day life.
At the last school board meeting, you asked for this policy to be
sent back to the policy committee for further review because our school board attorney
discovered that we are not required to include the words "social emotional" in the policy as
long as we ensure that the school counseling/guidance standard course of study is covered in
our daily operation.
Can you help me understand why you do not want the words "social
emotional" included in our school counseling policy when this is one of the MAIN issues that
our school counselors help our students learn to manage?

any of my classroom guidance lessons to see what is taught in my "social/emotional" lessons
at Bellamy.

32 I understand that there is a lack of bus drivers but the inconsistency of bus routes in the 4/14/2023 2:10 PM
mornings makes it very troublesome, especially for children that are already walking on roads
with no sidewalks over 1/4 mile to get to the bus stop in the pitch dark. Then they are standing
on a dark corner (no streetlamps) for sometimes up to 40 minutes waiting for the bus because
the app does not show them the correct route/bus or won't update. The age range I am
speaking of his K-5 grade. About half of the time my husband and I get a phone call when the
bus is late and much of these past few months we never knew what bus number was actually
picking the children up at the stop. Both of our apps would say different things and then a
completely different numbered bus would stop to pick up the kids. So I guess my overall
question is, what is NHCS doing to improve the bus system? I will note that for some reason,
the afternoon bus system seems to work much better so there has to be something that can
be identified to fix the morning, right?

policies enforced and how come teachers have such leeway in choosing the books for their
classroom? Where is the accountability and who is giving permission? Wondering how books
like Stamped and Bus 57 make it into an AP Lang class with lexile scores of 4th and 5th grade

with Indoctrinating, biased content and messaging that appears to contradtict multiple
objectives in Policy 3200.

35 Will NHCS consider reinstating masters pay like wake county is doing ? 4/13/2023 3:52 PM

36 With all the building that the New Hanover County Commissioners have approved, our already 4/12/2023 10:27 AM
overcrowded schools cannot possibly accommodate the influx of children moving in. What plan
do you have to address the overcrowding at every school? Does the Board of Ed discuss the
overcrowding and need for new schools with the County Commissioners?

37 If the board decides to form a commission to review material for school libraries (and 4/11/2023 1:34 PM
potentially "ban books") how will the board preserve a diversity of opinion and community
representation in the commission formed? I fear that "First come, first served" is a VERY, very
poor way to form a commission, and sets the county up for a fight over poor representation as
it becomes clear that people from one side of the issue or another will invariably spam the
signup time.

38 If a screening board is formed to select material for school libraries, will all current 4/11/2023 1:24 PM
content/library inventory need to be evaluated, or just books brought up for concern on a case
by case basis?

hospital sale monies at the local level? Funding education adequately is so important for the
future.

41 I’be heard several Board members talk negatively about SEL and DEI. 1. I’d like for a Board 4/10/2023 8:45 PM
member to look at the current program used in the middle school and explain specifically what
is bad with the program and 2. I’d like an explanation of why equity is bad but equality is good.

42 This is more of a statement. Please do not give in to these right wing extremists. They do not 4/10/2023 7:02 PM
represent the majority. They are just the loudest. If you agree to start banning books and
whitewashing our history, only the children will suffer. An ignorant population is not good for the
future of our country. The idea that kids can't handle learning about racism, discrimination,
gender, and love, but we are okay subjecting them to active shooter drills, is insane. Please, if
pressured, do not give in to this. The future of our kids depends on it.

43 I would like to know why we cannot afford teaching assistants and extra help for elementary 4/10/2023 2:30 PM
school students. We are told that positions are being cut constantly (including teachers, which
is causing over crowded classrooms). They are even cutting the budget for janitors and they
are running out of paper towels and toilet paper because there is not enough. We have had a
huge influx of people moved to this area over the last three years and the county and the state
have been making a lot of extra money in taxes. I would like to know where all of this money is
going and why we can’t afford to help our children get he extra support they need. (yes I watch
the budget meetings on a regular basis). Thanks in advance for any clarification on this!

go 1-to-1? These positions have been around for many years, they are not a part of the ESSR
money. Who will take on the responsibilities of that position, especially with an increase in
technology in the schools?

LGBTQ and skin of color are treated equally and please don’t get on the book ban wagon.

children’s safety needs to be a bipartisan action plan and not a Board argument based on a
political agenda. Please… for our kids

54 What steps is the board taking to ensure the safety and health of LGBTQ students, especially 4/9/2023 5:02 PM
trans and non-binary students, given the current depression and suicide rates?

55 Why are children in elementary school stuck with mostly the same classmates during their 4/9/2023 3:01 PM
progression through the grades? It feels like children are stuck with the same bullies and never
get a fresh start with new faces. It diminishes their ability to develop social skills in the
formative years. They aren’t put in scenarios to meet and socialize with new people. They
aren’t exposed to new opinions, lifestyles, backgrounds, experiences. I understand if you like
to keep the children together for comfort sake, but it harms more than it helps in the long run.
It takes away from making new friends. My child is in 4th grade. He has been in the same
school since kindergarten. Mostly the same children. There are clicks that don’t get broken up.
There are bullies who go unchecked and have ‘followers’ and know who they can manipulate
and who they can’t. If my child wasn’t friends with certain kids after the first year or 2, pretty
sure it isn’t going to happen. Now he has been stuck with these same kids who are rude and
disruptive and it actually is affecting his outlook on school. He dreads going to school because
he knows student C and J will most likely say/do this again and it’s disruptive and he isn’t
learning like he wants to.

56 How is NHCS going to handle our over crowded schools with all of the development coming? 4/9/2023 2:57 PM
Where will the money come from to support each student? How will the schools be supported?
What is the 20 year plan or goal for the schools? Our students need less kids in classes . Can
we expect another school? More trailers and teachers? Where will the extra money for the ,
Child nutrition budget, come from with all of the HUD housing being built? What about buses?
We will need more buses and drivers with the upcoming development. How will the NHCS pay
for this? Will you all send an email to the County Commissioners to ask for their assistance in
not overcrowding our schools and our communities? No more rezoning to high density housing
until our schools and roads are able to handle it.

57 Why are we not getting any reimbursement for our time with Letrs training? Can you please 4/9/2023 11:16 AM
look back at the year round schedule for next year? It seems that we have 9 extra days and no
workdays between quarters to work on report cards. Time keeps being taken away from us and
more work keeps getting added. Can you please look at the number of teachers that are
leaving? We are all overworked and underpaid.

58 How is NHCS going to accommodate the potential increase in enrollment from our growing 4/9/2023 9:26 AM

59 Could we please not cower in fear of a few radical parents that want to censor educational 4/8/2023 3:11 PM
materials or instruction? If censorship is what they desire, there are several private school
options available for their children. Kids need to hear all the stories about all varieties of
people, and not pretend certain uncomfortable things didn't happen or that certain people don't
exist. Let the professionals (the teachers and media specialists) at each school select the
materials they deem appropriate for public school instruction. Thank you.

ISCS, SDA and IB programs? The "specialist" are NOT helpful. Kaitlin Yadlosky and team are
inapt in their position. They routinely contradict their own words, misstate board policy,
misplace special education students. The SDA program is also a complete disaster. As a
parent with a child on the spectrum and as a teacher assistant in the ISCS program, I am
confused and disappointed how ego and numbers are more important than proper student
placement. The current structure is why so many spec education teachers and TAs are leaving
the county and profession. There needs to be an immediate change!

61 I inquired with the BOE via email in the fall of 2022 about changing the policy regarding 4/8/2023 12:29 PM
excused absences to include a provision for removing a child from school if the
parent/guardian has concerns for the child’s welfare. In this day and age of school shootings
and constant threats, it’s unconscionable to me that this hasn’t been addressed. I would like to
know if the BOE has already addressed this, or, if not, will consider this proposal?

62 Since 2020 numerous positions were added and paid for with ESSER funds. Many of these 4/8/2023 11:21 AM
positions are disappearing because ESSER funding is ending. It is my understanding that a
majority of these positions are counselors, social workers, interventions, teachers, teacher
assistants, and the like. These are positions that support our most vulnerable atudents and are
vital. It was stated that we must live as we did before the Pandemic.
It is also my
understanding that numerous positions have been added at the county office level since 2020.
Are any of the newly created positions at the county office level ending as well? Are the newly
created County Office positions as vital as our counselors, social workers, and interventionist?
Is it better to have the central office back to "pre pandemic" faculty ratios or to have our
counselors/social workers/etc. back to pre pandemic faculty :student ratios?

66 Why do we still work off this anti antiquated calendar system? It makes no sense to undo what 4/8/2023 8:41 AM
the school calendar had finally gotten right. The state rule about the start of school needs to be
changed so our calendar reflects what is happening currently in our children’s lives.

67 I’m on the traditional calendar, but my daughter is on year-round. It would be great if we had 4/8/2023 6:44 AM
the same days off and work days. At minimum the same holiday and spring break. Can we
make that happen?
Also as a parent and a teacher, I would love for all the schools to be year
round. We spend the first 9 weeks retracting what the kids learned the previous year. Many of
our students do not have involved parents. These kids do not practice during the summer to
retain the information. I believe it would be better for all the students. The agent may whine at
the initial idea, but just like me they’ll eventually love it.

68 EOG testing has been around for almost a generation. Is anybody realizing that it is a failure. 4/7/2023 9:37 PM
You teach kids a test. They have no real survival knowledge. They are almost unemployable. I
have worked with some who admitted they were illiterate, yet they sport the Hoodie and have
paper from Hoggard. Help me understand.

69 What is being done about the rampid drug use? The number of overdoses of kids that 4/7/2023 9:21 PM
graduated in recent years is absolutely heartbreaking.

70 Why are we moving back to 1952 and burning books. As a history major, it is common 4/7/2023 8:56 PM
knowledge that those who do not learn from it repeat it. In 2023 shouldn't we all just learn to
play in the sandbox. Stop spreading hate.

71 What are you doing to stop the defund effort moving forward in NCGL. A motion that would 4/7/2023 8:51 PM

as weed smoking? You can clearly smell it!! My daughter is afraid to even go to the restroom
during the day for fearing the staff will think she is the one doing so. She has to wait till she
gets home from school to relieve herself. I understand you cannot watch everyone but theses
rules need to be inforced. Period no questions asked.

reach out to out to our local representatives and senator to get the state statutes on school
start dates to change? This is an issue the majority of the county seems to be in favor of, so

what are you doing, in the name of New Hanover County students and staff, to encourage
change on the state level?

74 How do you plan to not limit books, etc that just a vocal minority deem controversial in order to 4/7/2023 10:17 AM

75 Why are students in Middle School not allowed to use a locker? These kids are carrying large, 4/7/2023 8:12 AM
heavy backpacks on them throughout the day. My son has a constant sore upper back/neck
and he is an athletic kid. The chiropractor said it’s from the back packs and she consistently
sees more and more cases of MS age kids with this issue. Please help them out and let them
use lockers.

76 What measures are being taken to make sure that teachers do not lose class instructional time 4/6/2023 11:55 PM
having to deal with problems with the technology they are helping the students learn to use? I
volunteer in a classroom where a teacher had to spend at least half of the time that should
have been instruction/practice just getting everyone signed on to their tablet and, then, where
they needed to be on the Internet to do their research. An amazing lesson was lost in the
weeds of dealing with what seemed to be a regular problem not being efficiently and effectively
addressed by tech support and/or through teacher and student in-servicing. Thanks for
shedding some light on this part of our children’s education.

children spend on the school bus each day, and having reliable pick up and drop off times
should be a priority for the next school year. Equity begins with making sure all children get to
school safely and on time, including children at non -traditional schools.

to not let a studnet be put in safe space temporarily. If you could see these behaviors for
yourselves, you would agree. There is nothing scarier for a child than to have no boundaries. I
have seen a 5th grader running from the staff saying, "You can't touch me"! We cannot allow
the students to think they are in charge and have more power than the adults in the building.

who left RGMS this year many of them left because our county mandated instructional
programs are horrible and the students don’t feel safe in our school with violent students not

know requests were made to build new elementary schools but OUR high school students and
staff also deserve to be in a school and work environment that is safe. As behavior problems
continue to surge in addition to students’ SEL and specific learning needs, the increase in the
student to teacher ratio continues to soar having over 2200 students is simply not conducive
to a positive and safe environment. I know the board doesn’t control the growth of NHC but I
have not seen this severe need prioritized at all. I realize the state removed caps for non CTE
courses which is a large contributor to this problem but I would still like to see the board
advocate for the students and staff. Please do not send me a statistic of a student teacher
ratio of 19:1 because that calculation does not take into account for the CTE courses that do
have caps. It also doesn’t include that certified support staff are included in this calculation yet
they do not have courses assigned to them. Thank you!

entail. I also encourage the board to visit schools and have conversations with school-based
personnel, specifically teachers, to determine the impact district level positions are having on
student learning. The board can then compile this data to determine the need for these district

school maintenance dept to repaint and add 3 signs to a deficient area that crosses the traffic
path from cars exiting Anderson Elementary. IT IS DESPICABLE WATCHING 3 cross walk
guards be used from the eastern entrance of Anderson to the Murray entrance yet ZERO, I
REPEAT ZERO individuals are present on the west side of the school to protect those coming
to school from that direction. My neighborhood alone has multiple children in each of the 3
schools. YOU ARE WILLINGLY AND KNOWINGLY ENDANGERING YOUR STUDENTS AND
THEIR PARENTS EACH DAY THIS GOES UNADDRESSED. I AM FULLY PREPARED TO
