II. Program Background and Rationale

I. Rationale

Republic Act 9155 also known as Governance of basic education Act


provides that a school must be managed by a school head who has “the authority,
responsibility and accountability for achieving higher learning outcomes.” His roles
include, but not limited to, leadership, management, teacher evaluation, and enforcing
students discipline. Likewise, in sec. 3 paragraph b. “to define the roles and
responsibilities of, and provide resources to, the field offices which shall implement
educational programs, projects and services in communities they serve and paragraph
f. “to encourage local initiatives for the improvement of schools and learning centers and
to provide the means by which these improvements may be achieved and sustained.
Thus, Building Teacher Leadership Capacity through Educational Leadership Programs
is a need.

Teacher leadership has been advanced as an essential component of successful


school reform and the professionalization of teachers (Lieberman, Saxl &Miles, 2000).
In order to maximize student learning, teachers must assume roles of leadership and
take on more responsibility for school-wide change (Katzenmeyer& Moller, 2001; Muijs
& Harris, 2003). Studies have found that teachers participating in decision-making and
collaborative teacher-principal leadership contribute to school effectiveness, teaching
quality, and improvement in student performance (Katzenmeyer& Moller, 2001).

In line with this, the _________________ will conduct a one-day Virtual


Leadership Symposium for selected teachers.

II. Objectives:

The activity aimed to;

1) give emphasis on the leadership, perseverance, and sense of responsibility


toward herself and the community,
2) enhance leadership capabilities
3) capacitate teachers on leadership practices
4) Integrate Leadership skills/ managerial skills and Core Messages in appropriate
learning competencies in various learning areas.

III. Program Description

This is a one-day virtual activity on Building Teacher Leadership Capacity


through Educational Leadership Programs/ Symposium for Teachers for them to be
aware and skilfully manage their different tasks and duties.

The program aims to provide learners, teaching, and non-teaching personnel an avenue
to:
a) Refresh the leadership skills of teachers
b) accept and carry out life’s challenges;
c) do their share and develop an awareness to be of service to others;
d) empower their selves to become responsive to the needs of the society,
and
e) Discover and develop their talents, and improve their minds and physical
well-being.
