Define the following list of Amnesty Proclamations, Presidential Decrees and

Issuances by Philippine Presidents after Japanese Invasion.

1.     Proclamation No. 8- GRANTING AMNESTY TO ALL PERSONS WHO COMMITTED ACTS PENALIZED
UNDER THE REVISED PENAL CODE IN FURTHERANCE OF THE RESISTANCE TO THE ENEMY.

2.     Proclamation No. 51- A PROCLAMATION GRANTING AMNESTY

3. Proclamation No. 76- GRANTING AMNESTY TO THE LEADERS AND MEMBER OF THE HUKBALAHAP
AND THE PKM

 4. Proclamation No. 81 and 86 PROCLAMATION NO. 81 EXTENDING THE PERIOD FIXED IN THE
AMNESTY PROCLAMATION FOR THE LEADERS AND MEMBERS OF THE HUKBALAHAP AND PAMBANSANG
KAISAHAN NG MGA MAGBUBUKID (PKM).

5. Republic Act No. 810 AN ACT AUTHORIZING THE GUERRILLA AMNESTY COMMISSION TO HEAR
AMNESTY APPLICATIONS IN CERTAIN CASES EVEN IF THE SAME HAVE ALREADY BEEN DECIDED BY
SUPERIOR COURTS.

6. Proclamation No. 95 DECLARING TUESDAY, APRIL 2, 1963, AS A SPECIAL PUBLIC HOLIDAY IN THE
PROVINCES OF BULACAN AND BATAAN.

7. Proclamation Decree No, 206 PRESCRIBING GUIDELINES COVERING THE JURISDICTION OF THE
MILITARY TRIBUNALS AND CIVIL COURTS, GOVERNING CRIMINAL CASES INVOLVING APPLICATION FOR
AMNESTY.

8. Proclamation Decree No. 497 GRANTING AMNESTY TO ALL FILIPINO MUSLIMS WHO HAVE
COMMITTED ACTS PENALIZED UNDER EXISTING PENAL LAWS IN FURTHERANCE OF THEIR RESISTANCE
TO THE DULY CONSTITUTED AUTHORITIES OF THE REPUBLIC OF THE PHILIPPINES.

9. Prociamation Order No. 571 GRANTING AMNESTY TO POLITICAL EXPATRIATES FOR ILLEGAL ACTS
COMMITTED IN FURTHERANCE OF THEIR OPPOSITION AND RESISTANCE TO MARTIAL LAW AND THE
NEW SOCIETY.

10.Proclamation Decree No, 517 A GRANTING AMNESTY TO POLITICAL EXPATRIATES FOR ILLEGAL ACTS
COMMITTED IN FURTHERANCE OF THEIR OPPOSITION AND RESISTANCE TO MARTIAL LAW AND THE
NEW SOCIETY.

11.The Tripoli Agreement 1976 Tripoli Agreement was signed on December 23, 1976 in Tripoli, Libya by
Carmelo Z. Barbero, representing the Government of the Philippines and Nur Misuari of the Moro
National Liberation Front.

12.Proclamation Decree No. 1429 REVISING PRESIDENTIAL DECREE NO. 124, AS AMENDED BY

AMNESTY MANIFESTATION FORMS OF REBEL RETURNEES PURSUANT TO EXECUTIVE ORDER NO. 350,
DATED MARCH 13, 1989.

INSURGENCY OPERATIONS.

22.Proclamation No. 723 GRANTING AMNESTY TO MEMBERS AND SUPPORTERS OF THE


REBOLUSYONARYONG ALYANSANG MAKABANSA - SOLDIERS OF THE FILIPINO PEOPLE - YOUNG
OFFICERS' UNION (RAM-SFP-YOU) WHO HAVE OR MAY HAVE COMMITTED CRIMES AGAINST PUBLIC
ORDER, VIOLATIONS OF THE ARTICLES OF WAR AND OTHER CRIMES COMMITTED IN FURTHERANCE OF
POLITICAL ENDS.

23.Proclamation No. 724 AMENDING PROCLAMATION NO. 347 DATED MARCH 25, 1995.

24.Executive Order No. 299 DIRECTING THE NATIONAL AMNESTY COMMISSION TO CONDUCT
VERIFICATION, PROCESSING, AND DETERMINATION OF THE LIST OF RAM-SFP YOU MEMBERS WHO
ARE TO BE GRANTED AMNESTY UNDER PROCLAMATION NO. 723.

INSURGENTS AND ALL OTHER PERSONS WHO HAVE OR MAY HAVE COMMITTED CRIMES IN
FURTHERANCE OF POLITICAL ENDS, AND VIOLATIONS OF THE ARTICLES OF WAR, AND CREATING A
NATIONAL AMNESTY COMMISSION, AS AMENDED.

26. Proclamation No. 390 - AMENDING PROCLAMATION NO. 242 DATED JANUARY 9, 1956, AS
AMENDED, BY TRANSFERRING SAFE-DRIVING DAY (S-D DAY) FROM THE FIRST DAY OF MARCH TO THE
LAST DAY OF FEBRUARY OF EVERY YEAR.
27. Proclamation No. 405 AMENDING PROCLAMATION NO. 267, DATED FEBRUARY 27, 1956, WHICH
RESERVED AMONG OTHERS, A CERTAIN PARCEL OF LAND SITUATED IN THE MUNICIPALITY OF SAN JOSE,
PROVINCE OF MINDORO OCCIDENTAL, ISLAND OF MINDORO, FOR PUERICULTURE CENTER SITE
PURPOSES BY REDUCING THE AREA RESERVED FOR THE PURPOSE TO 1,000 SQUARE METERS AND
DECLARING THE REMAINING PORTION OPEN TO DISPOSITION UNDER THE PROVISIONS OF THE PUBLIC
LAND ACT.

28.Proclamation No. 1377 GRANTING AMNESTY TO MEMBERS OF THE COMMUNIST PARTY OF THE
PHILIPPINES- NEW PEOPLES ARMY-NATIONAL DEMOCRATIC FRONT (CPP-NPA-NDF) AND OTHER
COMMUNIST REBEL GROUPS.

29.Proclamation No, 50 GRANTING AMNESTY TO ACTIVE AND FORMER PERSONNEL OF THE ARMED
FORCES OF THE PHILIPPINES AND THEIR SUPPORTERS WHO MAY HAVE COMMITTED ACTS OR
OMISSIONS PUNISHABLE UNDER THE REVISED PENAL CODE, THE ARTICLES OF WAR OR OTHER SPECIAL
LAWS COMMITTED IN CONNECTION WITH THE OAKWOOD MUTINY, THE MARINES STAND-OFF AND THE
MANILA PEN INCIDENT AND RELATED INCIDENTS.
