Renewable Energy
Out of the 100 GW capacity of Solar Photovoltaic Power Plants planned till
2022, 35,605 MW has already been installed in the country as on March 31,
2020. Despite Govt. of India’s impetus on boosting domestic manufacturing
through CPSE Scheme Phase-II and manufacturing linked-developer tender,
imports continue to be cheaper compared to indigenously manufactured solar
PV value chain components. There is also an increased focus on integration of
Battery Energy Storage System (BESS) with the solar PV plants. The growth of
solar is driven by new technology developments in higher output from the
available area, ensuring continuous round the clock power supply by solar-wind
and energy storage hybrid solutions. However, volatile tender & auction activity
due to falling tariffs, land acquisition & power evacuation constraints, PPA
renegotiations, policy uncertainty around Anti-Dumping Duty, and GST, among
others are some constraints faced by the sector.
Cement Sector
Cement manufacturing capacity of India stood at 505 MTPA, to be expanded to 550 MTPA
by 2025. STG demand in sub 50 MW range continues to grow in this segment. Many major
cement industries are undergoing expansion.
With increase in the share of renewable energy in the electric grid, energy storage is set to
become an integral part of the power system to ensure grid stability and power quality. The
market potential for the energy storage market is expected to reach 2-3.5 GWh by 2022 as per
Indian Energy Storage Alliance (IESA) estimates. Companies such as NTPC, SECI, NLC
have floated tenders for energy storage systems to support Solar plants.
Railway Electrification
Indian Railways has a target of electrifying approximately 30,000 RKMs (Route
KMs) by 2022 and is releasing tenders in EPC mode. Through Central
Organization for Railway Electrification (CORE) tenders were floated for 7
sections totaling around 6266 RKMs on Two Stage Bidding Process (RFQ &
RFP). BHEL was short-listed as one of the applicants based on RFQ to
participate in the Bid Stage (RFP). Out of the 7 sections, tenders for 4 sections
were annulled and reissued with New EPC Model (single-stage, two packet
systems through IREPS). Finalization of these tenders is underway.

Quality Management
BHEL is one of the few organisations which made its Quality foundation strong since its
inception. During 1970-90, BHEL implemented Quality Manual for the entire organisation
including responsibilities, systems, processes and procedures. Second tier documents like
Quality Plans, standard technological procedures, process sheets, test plans and procedures,
non-conformance handling systems were implemented during this period. Since then BHEL is
foremost in Quality Planning, Calibration System and Quality Circle concept in India.
In early 90s, ISO 9001 came into implementation worldwide. BHEL acted fast to align its
systems to ISO 9001 right from 1992. Today 29 BHEL divisions (Manufacturing Units,
Power Sector Regions, Business Sectors, Engineering Centres, Corporate Office,
Corporate R&D) are accredited for ISO 9001:2015 version (latest) by internationally
acclaimed certifying agency. Each division has apex level Quality Management system
manual followed by department procedures, work instructions. These are well linked to
engineering documents, purchase specifications, product standards, technological standards,
process sheets, test procedures, quality plans etc. Document control system is well established
for computerised as well as manual documents.
Critical to Quality (CTQ) issues are identified right from order receipt stage followed by their
incorporation in design and operational documents. Quality checks for incoming goods, in-
process quality control, final checks and tests are performed as per approved Quality Plans and
manufacturing procedures. Customer approvals are taken right from pre-manufacturing stage
followed by hold point clearances during manufacturing and final inspection.
For erection and commissioning of BHEL equipment, erection and commissioning manual,
O&M manual, Field Quality Plans are available. Every power sector region has well identified
Field Quality Assurance groups to look into quality during erection and commission of
equipment.
Beside this, the organisation has gone ahead to satisfy the requirements of Aviation, Space, and
Defense Management Systems through AS 9100; AFQMS approval by DGAQA;
Environment, Health and Safety through accreditation as per ISO 14001 and ISO
45001. Today major IT centres of the organisation are certified for ISO 27001 and all major
laboratories are NABL accredited. Several products of BHEL are also certified by agencies
like Central Boiler Board, India; American Society of Mechanical Engineers (ASME), USA;
Bureau of Indian Standards (BIS); American Petroleum Institute (API), USA; UL India and
Lloyds Register.
To assess the maturity of a division with respect to Quality Systems, Quality Management
Effectiveness Review (QMER) concept was introduced in BHEL in 2005-06. This is an
approach for improving maturity levels of Quality Management System (QMS). QMER has
been designed and developed to understand and mitigate the gap between a mere ISO 9001
compliant company and a world-class organisation. QMER combines the process of
assessment, audit and evaluation of the QMS through Quality360 model in a structured manner
to assess maturity and leverage it for attaining better results and enhanced stakeholder value
through structured action plans.
The major quality initiatives taken in the Organisation are Root Cause Analysis (RCA) system
for quality problem solving in all units, Statistical Quality Control (SQC), improvement
projects in quality, engineering, manufacturing and other areas through the IMPRESS
(Improvement Projects Reward Scheme System) scheme. Strong management review at each
unit, structured Internal Audit, periodic Process/Product Audit at manufacturing units and Field
Quality Audit at sites, review of Quality Circles, focus on effective customer complaint
handling, structured customer satisfaction survey across the organisation, Quality Data
Capturing and Measurement system have brought excellence in our operations. Application of
information technology in quality management, design/engineering, manufacturing and other
functions have raised the bar of quality level of BHEL products and services.
Continuous R&D at manufacturing units and Corporate R&D Centre at Hyderabad, having
various Centres of Excellence, are carrying out focused improvement in products and
processes. Modernisation of manufacturing facilities, inspection/testing and laboratory
facilities across the organisation are significant steps towards making the customers satisfied
for BHEL products.
Apart from building strong foundation on basic quality from concept to commissioning, BHEL
has adopted the philosophy of Total Quality Management in its journey towards business
excellence. To give thrust to the movement for business excellence, BHEL has adopted
EFQM model (European Foundation for Quality Management) of Business Excellence
guided by CII-Institute of Quality. Major divisions of BHEL have been recognised
under CII-EXIM Bank Award on Business Excellence since year 2000. BHEL-HEEP at
Haridwar was the first Public Sector Undertaking division to get coveted CII-EXIM Bank
Prize in the year 2006.
BHEL has taken immense effort in training the new recruits and retraining the experienced
personnel in all fields with special focus on product knowledge and quality management.
BHEL is in the journey of excellence since several years and institutionalised many excellence
initiatives. With “Customer Success” as motto, BHEL has taken challenge in continual
improvement in all operations at all divisions. ‘Quality First’ Initiatives in BHEL are being
taken up in mission mode. Thrust is being given on various excellence initiatives for Quality
improvement in Product, Process and People with emphasis on 5S, Quality Circle, Root Cause
Analysis (RCA), Quality360, Total Quality Management (TQM), Digitalisation,
Standardisation, Qonverse – sharing and learning best practices, etc. These initiatives are
driving BHEL in its journey towards business excellence leading to customer success.
People Management
As an organisation contributing greatly to the growth of the economy, BHEL is a people-strong
company with an objective of ensuring employee growth and development
With a sturdy foundation of more than fifty years of engineering excellence, BHEL is a people-
centric PSU that has contributed greatly to the growth of the country as a whole. An integrated
power plant equipment manufacturer that is counted among the largest engineering and
manufacturing companies working in the field of design, engineering, manufacturing,
construction, testing, commissioning and servicing of products, systems and services for a
number of core sectors of the economy, BHEL has been a pioneer in initiating employee
engagement practices. Through these practices, the organisation aims at delivering well on its
employee expectations in the short and long run.
While the organisation has been busy working towards achieving many more accolades for
itself, it surely does not leave its people behind, as, at the core of all its achievements, are its
people. It is remarkable that the organisation's satisfaction index among its employees has been
at 7 on a scale of 10, which is commendable in contemporary circumstances.
Skill development
As a dependable name in the engineering sector, BHEL provides a lot of importance to skill
development of its employees as is evident from the various training programmes that are
organised in house regularly. The total number of training man-days per employee every fiscal,
are in the range of 4 to 6, showcasing that the organisation is committed towards providing the
best of training for skill development to its employees. Workshops and training programmes
are organised at regular intervals to develop management skills, functional skills and also
technical skills of the workforce that is an integral part of this employee-oriented company.
Adhering to its primary objective of keeping the employees motivated at all times, BHEL has
come up with a scheme named 'Executive Coaching Scheme' besides other mentoring schemes.
Training and coaching programmes have been developed here keeping in mind the fact that
these programmes would ultimately benefit the organisation in terms of higher work
performance and more committed workforce. The organisation reckons the fact that these
schemes go a long way in developing new talents and also engaging the workforce. These
schemes at BHEL focus on enhancing individual effectiveness on the job, developing business
related competencies, and sharing best practices.
BHEL, being a leading PSU of the country, has an inherent culture with a timeline of more
than five decades. The parameter on culture and values has been rated the highest in various
internal as well as external surveys. The amount of trust the society has placed in this
organisation is visible from the fact that there are several instances of three generations of the
same family working here. A number of surveys have highlighted the fact that BHEL has, over
the years, remained a preferred employer with the attrition rate being less than 1%.
Key HR practices
In line with its commitment towards its human resource, HR policies in BHEL are user-friendly
for its employees. While adopting all contemporary workplace practices, the organisation has
ensured transparency in all HR practices that have instilled two-way trust. Multiple
mechanisms have been adopted for getting employee feedback to ensure that the employees
are content. BHEL introduced an online transparent performance management system way
back in 2001-02. It was a milestone as, at that time, this was not even a norm in the PSUs. Bell-
curve system is utilised for employee appraisals. Plans are evaluated and individual scores are

With a stable organisation like BHEL, issues like career instability do not crop up for the
employees. Job security, high potential employees' scheme, job rotation, specific growth
processes and succession planning systems are in place since several years.
The entire process of recruitment in BHEL is e-enabled and transparent. Being a central PSU,
all government guidelines on recruitment and selection are adhered to. The vacancies for which
the candidates are invited from all over the country are widely advertised in the prescribed
manner. Besides, notification is also given to recognised SC/ST associations and employment
exchange, wherever required. The selection committee is constituted in the manner prescribed
in government directives and the best suitable candidates are hired. Besides, the reservation
guidelines on recruitment are complied with.
Employees' opinions and perceptions are consolidated and acted upon while framing
organisation's strategies and policies. Career growth-oriented promotion policy provides the
platform for growth and development to all individuals. HR systems are regularly reviewed
and benchmarked with the best-in-class, whether they are HR policies regarding recruitment,
employee benefits or HR systems like online information and claims systems, and employee
centric welfare schemes like medical, housing and insurance.
BHEL fosters a culture of recognising and incentivising the best work done at all levels.
Therefore, to reward its employees, in addition to the best mployee of the quarter, the company
has started the Excel Awards scheme, besides a number of other recognitions.
