Background
A traffic signal study was performed to determine whether the installation of a traffic signal is justified at the intersection
of 39th Street and Commerce Street on the near-West side of the City of San Antonio. The intersection is located about 800
feet east of the signalized intersection of Commerce Street and Hortencia Avenue and about 2200 feet west of the traffic
signal at 36th Street and Commerce Street. The intersection has an apartment complex and gas station on the southeast
corner and north east corner respectively. See Figure 1 below. For this study, Commerce Street serves as the major street
and 39th Street as the minor street.
The study included the evaluation of 24 hour traffic counts, crash history and existing field conditions. The findings and
recommendations of the study are based on conditions outlined in the Texas Manual on Uniform Traffic Control Devices
(TMUTCD).

Findings
This location did meet the minimum requirements for the installation of a traffic signal for the applicable signal warrants as
shown in Table 1. A traffic signal should be considered if any one of the warrants outlined in the Texas Manual on Uniform
Traffic Control Devices is met; however, the satisfaction of a traffic signal warrant or warrants shall not in itself require the
installation of a traffic control signal.

• In the previous study, none of the minimum requirements for any traffic signal warrants were met. However, the
study was very close to meeting the Crash Experience warrant as there were enough correctable crashes but the
required traffic volume levels were only reached for 7 hours instead of the required 8 hours.
• Since 2019, there has been an increase in traffic volumes on northbound 39th Street.
• This increase in traffic volumes was enough to meet the Four Hour Warrant for 5 hours whereas in the previous
study, only 2 hours had met the minimum criteria.
• The increase in traffic volumes was also enough to meet the volume requirements of the Crash Experience
Warrant for 8 hours. The hours that were met were the hours starting at 6:15 a.m., 7:15 a.m., 10:30 a.m.,
1:00 p.m., 2:15 p.m., 3:15 p.m., 4:15 p.m., and 5:15 p.m. It was shy of meeting two more hours by two vehicles
in the hour beginning at 6:15 p.m., and one vehicle in the hour beginning at 7:15 p.m.
Recommendation
Based on the results of the warrant study as well as an engineering review of the intersection, Traffic Management staff
recommends the installation of a traffic signal at this intersection at this time.
