Inspired by the lofty ideals for the betterment of the economic and material well being of the civic
employees, this institution was registered under the Maharashtra Co-operative Society Act in the year 1952. After
having obtained a licence from Reserve Bank of India it undertook Banking Business and opened number of
branches in Brihan Mumbai with and object to inculcate the habit of banking and thrift in the Municipal employees
as also to their credit needs & make all types of banking facilities available to its members and depositors, who are

INFORMATION ABOUT CIVIC GOVERNMENT
Statutory Authorities :
There are nine Municipal authorities that have been charged with the responsibility of carrying
out the provisions of the ‘Mumbai Municipal Corporation Act 1888’
Apart from them, as per amendments made in Section 37 (I) of the Mumbai ‘Municipal
Corporation Act, 1888’, provides for the office of the Deputy Mayor in the Mumbai Municipal
Corporation. Section 37 - IA (1) of the ‘Mumbai Municipal Corporation Act, 1888’, respectively, for the
Leader of the Opposition and the Leader of the House, who also enjoy Statutory status. Apart from the
Statutory Committees, the Corporation has powers to appoint Special Committees including Women
and Child Welfare Committee, under Section 38A (1) of the ‘Mumbai Municipal Corporation Act, 1888’.
These committees consist of 36 members each. In addition, as required under Section 38 of the Said
Act, Consultative Committees have been appointed by the Corporation as per requirements.
By virtue of the Indian Constitution and for the purpose of making Municipal Administration
more public oriented and decentralize powers, seventeen Ward Committees have been established.
Each Ward Committee consists of the councillors representing the electoral wards within the territorial
area of the wards committee, the ward office incharge of the said wards committee and other
members not exceeding three, nominated from amongst the members of recognized non-government
organization and community based organisation engaged in social welfare activities working within
the area of the said Ward Committees. The main functions of Ward Committees are to dispose of
quickly the matters of local citizens relating to the water supply, cleanliness and other basic civic
amenities, etc; grant administrative approval and financial sanction to the plans for municipal works to
be carried out within the territorial area of the Wards Committee costing upto Rs. 5 Lakhs.
Tree Authority which is mainly concerned with protection and preservation of trees in Urban
area, consists fo Municipal Commissioner (Ex-Officio Chairman), 13 elected Councillors, Chairman,
of Markets and Gardens Committee (Ex-Officio Member) and 10 nominated members. It functions
under the Chairmanship of the Municipal Commissioner.

ASSESSMENT AND COLLECTION
The Corporation has adopted capital value based property tax system with effect
from 01-04-2010, all buildings & lands within Mumbai Municipal limits are assessed as per Capital
Value System. As per section 154 (1C) of MMC Act, 1888 Capital Value based u/s 154 (1A) can be
revised after every five years. Accordingly, Capital Value was supposed to be revised in the year 2020-
2021. However, considering the impact of Covid-19 pandemic on Social, Economical conditions, to
reduce the burden on tax payers, Property Tax bills for the period 2020-2021 have been issued same
as of 2019-2020 without any increase. Sub section 154 (1D) has been inserted in MMC Act, 1888 to
defer the revision by one year. Property Tax bills for the year 2021-22 have been issued same as for
the year 2020-21 i.e. without any increase in property tax, subject to amendment in section 154 of
MMC Act, 1888.
Recovery of Property Tax :
Property tax is payable half yearly in advance and property tax bill is served on the person
liable for payment of the same. Penalty is levied upon the unpaid bills & actions such as attachment of
property. Auction sale are initiated for recovery of property tax as laid down under the provisions of M.
M.C. Act. 1888. Capital value of Property and Payable Property Tax along with details of Property is
available on BMC website.
BMC. has undertaken ‘Integrated Property Validation Solution [IPVS]’, 360 Degree project
whereby the property related information has been collected from vendor company at initial survey,
has been validated with data available in Property Tax Department. On validation of the data, the
accepted deviations which were not in the Property tax Net, have been undertaken for further detailed
survey by the vendor company and on receipt of data from vendor company, assessment have been
undertaken with related corrections in Property Tax data of the department.
The capital value system has enabled citizens to calculate their property tax and to make
online payment of property tax. Similarly, the following facilities are available on the BMC. website.

There are seven zones in Mumbai viz. Colaba , Worli, Bandra, Versova, Malad, Ghatkopar, &
Bhandup.
Each of seven zones has a terminal sewage pumping station and sewage treatment plant.
The sewage collected through the sewerage network spread all over Seven Zones is conveyed to the
terminal Pumping Station and treatment facilities through a network of sewers and satellite pumping
stations for treatment and disposal.
The sewage treatment plant at Colaba provides tertiary treatment, Worli & Bandra provides
primary treatment and then sewage discharged respectively 1.5Km., 3.5 Km. and 3.7 Km. in Arabian
Sea through Marine Outfalls. Similarly, the sewage at Malad is discharged into Malad Creek after
primary treatment while from Charkop is discharged into Gorai Creek after tertiary treatment. The
sewage treatment plants at Versova, Bhandup and Ghatkopar, provides secondary treatment through
aerated lagoons and treated sewage is discharged into Malad & Thane creek.
The main sewer & pipe sewer section undertakes yearly programme for systematic de-silting
and cleaning of the sewer network of Mumbai City for smooth flow of Sewage thereby minimizing the
complaints of sewage overflow on the roads.
To keep the sewer lines in smooth working condition, the sewer lines are inspected, desilted
and cleaned at pre-decided intervals under a systematic cleaning programme. As per “Prohibition of
Employment as Manual Scavenger and their Rehabilitation Act 2013' to prevent direct contact of
sewer cleaners with sewage, the sewer cleaning machines/ equipments as detailed below are used
with all safety norms.

The department has three centralized control rooms one each at City, Eastern and Western
Suburb equipped with Power Rodding Machines and other equipments. These control rooms work
round the clock, 24X7 to attend and redress all complaints received pertaining to the sewerage
system.
Any complaint about the non functioning of the sewerage system is registered either with the
concerned ward or with any of the three main sewer control rooms as stated above. The complaints
are also recorded through the B.M.C. website or on the central complaint number 1916 or 14420. Most
of the complaints received are resolved within 24 hours.

Conservancy Services:
Advance Locality Management (A. L. M.) :- The ALM concept envisages great involvement
and interaction of BMC with neighbourhood groups in the Wards. These groups co-ordinate with the
respective ward office for a better management of civic related issues e.g. garbage, street adoption
etc.
Under A. L. M. some small steps are to be taken as follows :-
1) REDUCE the waste generated and what is generated should be reused and recycled. This
step is more applicable to dry (packaging) wastes.
2) STORE the wet and dry wastes in containers of choice e.g.bins, bags, drums etc. prior to
disposal.
3) DISPOSE OFF the separately stored wet and dry wastes through separate channels of
convenience. Dry waste is disposed through scrap dealers rag pickers and local sweepers is done.
About 610 tonnes of biodegradable waste is composted per day. Monthly meeting are conducted at
ward level.

“Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana):
1) Municipal Corporation of Greater Mumbai’s Standing Committee has stop the Dattak Vasti
Yojana and sanctioned new sheme i.e. “Swacch Mumbai Prabhodhan Abhiyan”(Vasti Swacchata
Yojana) on dt.16.01.2013 as per Subject No.27 (dt.09.01.2013) Resolution No.965 and it has been
started on 1st April 2013, as per this the cleanliness of slum area of Mumbai city is started.
2) In view of cleanliness, in this scheme the eligible organization is guiding the local people of
slum areas to keep their area clean. So with the help of local people the organization will keep the slum
area of Mumbai City clean.
3) In this scheme the motto is that the organization which has been appointed from slum area
should make progress of their slum area.
4) “Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana) this scheme is run with
the help of the organization formed by the help of people participation, fund collection from area
people and with the help of B.M.C.’s monthly allowance.
5) In this scheme B.M.C. Will not appoint their labour staff .
6) As per byelaws of “Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana)
byelaws no. 13 (A) to clean the slum area the organization will get one unit an allowance of Rs.
5,400/- per month and an addition allowance of Rs. 600/- per unit is provided for carrying out
activities like awareness, public participation and a conducive environment for the scheme. As per
byelaws of “ Swacch Mumbai Prabodhan Abhiyan” (Vasti Swacchata Yojana) bylaws no 13 (B) the
work which has been given to particular organization, if they are not able to complete the said work,
B.M.C. will take action against them.

Swaccha Bharat Mission -
In ordre to pay homage to Mahatma Gandhi on the eve of his 150th birth anniversary, Hon’ble
prime minister of India launched Swachh Bharat Mission to encourage cities to achieve higher
cleanliness standards. B.M.C. is implementing Swachh Bharat Mission as per the guidelines laid by
Ministry of Housing & Urban Affairs (MoHUA). As a part of IEC (Information, Education &
Communication) activities, B.M.C. has displayed banners/hoardings to spread awareness on
segregation of waste at source. composting, imposition of fines & penalties on littering, spitting,
urination on road etc.
Assessment of cleanliness standards within various categories such as Hospitals, Hotels,
Schools, Market Associations, Resident Welfare Associations & Government Buildings was
conducted in the city. Apart from this, in order to receive citizens active participation for cleanliness
activities, competition on Jingles, Posters, short films etc was conducted & ranking was done. Around
3400 beneficiaries availed the benefits of the grant received from Central & State Government for the
construction of individual House to House Latrines.

Bye-laws :- “Greater Mumbai Cleanliness & Sanitation Bye-laws, 2006” are framed under
Section 461 (ee) of the ‘Mumbai Municipal Corporation Act, 1888’ for regulating all matters and things
connected with the collection, removal and disposal of solid waste. Maharashtra Government has
given approval to these bye-laws and same are published under No. BMC/2326/4074/C.R.238/06/UD-
21 dated the 14th December, 2006 through Gazette. Continuous efforts are being made by the
Corporation to keep the health of citizens unaffected by keeping the areas of Mumbai City and
suburbs clean. For the said purpose, people are convinced about importance of cleanliness through
various medias and by creating consciousness in them various measures, schemes are
implemented. For this, participation and cooperation of the people, Hon’ble individuals, councillors,
various government / non-government organisation is being taken, Appointment of Nuisance
Detectors Squad is made to take penal action on the nuisance creator who creates nuisance by
creating uncleanliness at public places. To do this work more vigorously and effectively “Greater
Mumbai Cleanliness & Sanitation Bye-laws, 2006” are framed. It is necessary and mandatory for
each citizen to follow the rules of these Bye-laws. Any citizen who violates these rules and will be
eligible for punishment as per the schedule given below :-

Deonar Dumping Ground –
At present Deonar Dumping ground is receives about 550-600 mt. garbage per day. For
prevention of environment of Deonar Dumping Ground and surround premises following measures
are taken-
(1) B.M.C. has provided facilities of spraying of herbal based deodorant regularly on the surface
of solid waste to control insecticides, flies etc. and provide water tankers for control of fire
smoke. In Public health point of view, herbal based deodorant is sprayed on vehicles which
transport garbage at check post.
(2) As well as pipes are installed in dome of garbage for flaring of gases which controls fire
incidents at dumping ground.
(3) Air quality monitoring & research Laboratory, Khar of B.M.C. conducts environmental
monitoring each month to have effective control over environment status in and around
Deonar site. This keeps check on ambient air quality by measuring gases like sulphur dioxide,
nitrogen dioxide, carbon monoxide, hydrogen sulphide, ammonia methane etc. The quality of
surface water is also monitored by checking the parameters like Ph. Suspended solids, BOD,
colour. odour etc. Similarly, noise level is also monitored to keep tab on noise pollution and to
reduce noise levels at the site.
(4) After the successful completion of the project by B.M.C. the pollution in the locality will
decrease and people of the nearby localities will benefit from the health point of view.
(5) Tender for 600 MT capacity Waste to Energy Project is invited and a tendering process of the
same is in progress.
Kanjur MSW Processing Facility :-
As per order of Hon. High Court, Mumbai and Hon. Supreme Court, the Government of
Maharashtra handed over a plot admeasuring 141.77 hectares area at Kanjur to B.M.C. on
24.10.2005 for developing MSW disposal site. Out of said 141.77 hectares area, mangroves area
admeasuring 23.36 hectares was retained by the Government of Maharashtra vide notification dtd.
02.04.2012. Hence, 118.41 Hectares land is availabe for B.M.C. project.
Kanjur MSW Processing facility has received Environment Clearance from State
Environment Impact Assessment Authority Maharashtra (SEIAA) on 05.12.2014 for 65.96 hectares
non CRZ area. Further, Kanjur MSW Processing facility has received Environment Clearance from
State Environment Impact Assessment Authority Maharashtra (SEIAA) on 29.10.2018 for Scientific
processing of MSW in 52.45 hectares CRZ-III area. Renewed authorization from MPCB is received on
19.08.2017.
At present, processing of about 4000 - 4500 TPD of MSW with bioreactor technology and
about 1000 TPD of MSW with windrow composting technology is being carried out at Kanjur MSW
Processing facility.
The measures that are being taken at Kanjur MSW processing facility to control the
odour nuisance are as below :-
1. Operator of Kanjur MSW Processing facility is spraying Enzyme based deodorant round
the clock on the MSW received for processing. Due to spraying of Enzyme based deodorant
odour generation from MSW reduces drastically.
2. Operator of Kanjur MSW Processing facility has installed misting arrangement around Bio
reactor cell to reduce foul smell.

3. Operator has installed flaring system at site through which landfill gas is being flared. Part of
landfill gas is also being used for generation of power which is at this juncture utilized for part of
captive consumption. The flaring / utilization of landfill gas helps to reduce odour.
4. Inactive area of Bio reactor Cell is daily covered by the Operator of Kanjur MSW Processing
facility with the help of soil to reduce foul smell.
5. The operator has set up control room to redress the complaints regarding foul smell in the
area.
The Ch.E.(SWM) New Project Dept. report regarding scientific processing of MSW generated
in Mumbai is as below :-
1. Development of Waste to Energy (WTE) Project at Deonar -
The tendering process for Waste to Energy is completed and the work is awarded to the
contractor. About 600 TPD MSW will be processed scientifically and 4 MW energy will be
generated from project.
M.C.G.M. also has planned for 1,200 TPD Waste to Energy project in second phase. Global
Expression of Interest for the same have been received & further tendering process is
underway.
2. Dumpsite Reclamation at Mulund Dumping Ground (MDG) in Mumbai by adopting
suitable technology for existing waste dump -
Work of Dumpsite Reclamation at Mulund Dumping Ground (MDG) is awarded to the
contractor. After obtaining required clearances and mobilization of equipment and
machineries required for the project, commencement of the project is started from
01.10.2019 upto 31.03.2021. contractor has scientifically processed and disposed off about
3,35,150 MT of legacy waste. M/s. MITCON Consultancy & Engineering Services Ltd. has
been appointed as Project Management Consultant. (PMC).
` 3. Scientific processing and disposal of Waste at village Karvale, near Taloja -
Government of Maharashtra has allotted about 52.10 Ha land to B.M.C. at village Karavale
(KH.), Tal - Ambernath, Dist - Thane, out of which about 39.90 Ha. is government land and
12.02 Ha. is private land. Out of the government land, the physical possession of about 12
Ha. of land has been given to M.C.G.M. on 16.02.2019. This land is used for Solid Waste
Management Projects of B.M.C. Acquisition of remaining government land and about 12.20
Ha. private land is being carried out by Collector, Thane. After receiving physical possession
of the said land, B.M.C. will undertake works for development of scientific waste processing
facilities.
4. Scientific processing of waste at Mulund (E) Near Airoli Bridge -
Government of Maharashtra has allotted 32.77 Ha. land to B.M.C. at Mulund (E) near Airoli
Bridge for development of scientific waste processing facilities. However, physical
possession of the land is not yet given. After receiving the actual physical possession of the
said land, B.M.C. will undertake works of development of scientific waste processing
facilities.
5. Collection, Transportation, Processing & Disposal of construction & Demolition
( C& D) Waste in Mumbai -
The B.M.C. is planning to process scientifically 1,200 TPD C & D waste. The tenders for
Collection, Transportation, Processing & Disposal of C & D Waste were invited. However, due
to inadequate response, tender is being re-invited.

ASHRAY YOJANA CELL
‘Brihanmumbai Municipal Corporation’ has proposed to redevelop 39 colonies of SWM
Conservancy Staff quarters to provide service quarters with extended area (up to 300 sq. ft.) to
approximately 29,816 SWM Conservancy staff by using 4.00 F.S.I. under Ashray Yojana Cell.
Redevelopment work in A ward at Cochin Street and in R/S ward at Powell’s Land are completed and
handed over to Head Supervisor department. The redevelopment work at Siddharth Nagar in E ward
and Gautam Nagar in F/S ward are in progress. The work orders regarding redevelopment work in city
area at Tankpakhadi and in western suburb at Hasnabad Lane are given to contractors and will be
started soon.
Tenders have been called for appointment of consultants for the work of redevelopment in city
and suburb area for 34 sites, 300 sq. ft. of 12,243 and 600 sq. ft. of 921 staff quarters. The draft letters
to municipal secretary are in process. The process of invitation of tenders for appointment of
contractors are in progress.
The construction work of 11 transit camps at 11 sites in city and suburb areas at Rajwadkar
Street, Palton Road, Walpakhadi, Siddharth Nagar, Mahim, Gautam Nagar, Kasarwadi, Yari Road,
New Hasnabad Lane & P. L. Lokhande Marg, Lion’s Garden are completed.

4. Scientific processing and disposal of Waste at village Karavale , near Taloja -
Government of Maharashtra has alloted about 52.10 Ha land to BMC at village Karavale
(Kh.),Tal- Ambernath, Dist. Thane. Out of which about 39.90 Ha. Land is Government Land and 12:20
Ha. Land is private land. Out of the government land, the physical possession of about 12 Ha. Land
has been given to BMC on 16.02.2019. This land will be used for various Solid Waste Management
Projects of BMC.
Acquisition of remaining government land and private land is being carried out through
Collector, Thane. After receiving physical possession of the said land, BMC will undertake works for
development of scientific waste processing facilities.
5. Collection, Transportation, Processing & Disposal of Construction & Demolition (C&D)
Waste in Mumbai.
The BMC is planning to process scientifically 1200 TPD Construction & Demolition (C&D)
Waste. The tender For Collection, Transportation, Processing & Disposal of C & D waste (1200 TDP)
has been invited.
MUNICIPAL HEALTH SERVICE
‘HEALTH SERVICES’
Main functions of Public Health Department of the B.M.C. are as follows:-
Registration of Births and Deaths : The Registration of Births & Deaths in the jurisdiction of the
BMC is done as per the provision laid down under the ‘Registration of Births & Deaths Act, 1969’, and
the rules there under by the Government of Maharashtra. According to the Act, the system of
registration of births and deaths has been uniformly implemented throughout the country. Reporting
and registration of births, still births and deaths has been made compulsory. The Act lays down that
information about live births, still births and deaths should be given to the Registrar (Executive Health
Officer) in the respective forms prescribed for the purpose within 21 days from the date of occurrence
of the event.
Erroneous entries are corrected or cancelled on production of documentary evidences. The
name of a newly born child is entered free of charge within 12 months from the date of registration of
the birth of the child. Otherwise it can be entered on payment of late insertion fees & compounding
charges upto 15 years of age.
At present, citizens can obtain Birth and Death certificates as per procedure by applying in
prescribed format and paying necessary charges at the Civic Facility Centres of BMC wards.
Marriage Registration : The work of Marriage Registration is carried out in the A to T ward offices of
Public Health Department of BMC since 5th March 2010. From March 2016 for marriage registration
citizen to go Civic Facility Centre (C.F.C.) of the respective ward office personally or he can avail facility
of online procedure by visiting website i.e. www.portal.mcgm.gov.in.

Ward), Oshiwara at Jogeshwari ('K-W' - Ward), Dahanukar Wadi ('R-South' Ward), Daulat Nagar

crematorium has been started in 6 B.M.C. cemeteries at Dahanukarwadi, Daulat Nagar, Charai, Sion,
Arambagh, Underai, Shivdham. 'Senior Citizens Sanstha' has installed P.N.G. in Santacruz Hindu
Cemetery and 'Shri Vypari Mitra Mandal' in Parasiwada Hindu Cemetery of B.M.C. In private
cemeteries, where the dead bodies are disposed in gas furnace, the reimbursement of gas bills is
done by B.M.C. after obtaining necessary sanction.
Permission for removal of dead bodies outside city limits : Permission for removal of dead
bodies outside B.M.C. limits is issued at the office of the Executive Health Officer between 10.30 a.m.
to 5.30 p.m. on week days and first and third Saturday and also in the office of Medical Officers of
health between 8.30 a.m. to 11.30 a.m. and 3.00 p.m. to 5.30 p.m. on week days (except Saturday
afternoon). In case of removal of dead bodies by motor vehicles to places which can be reached within
24 hours after death, permission is issued at the Municipal Hospitals in Greater Mumbai, if the death
occurred therein. Such permission is also issued during non working hours and on Sundays and
holidays by the Medical Officers of health and in the peripheral hospitals under the Health Department.
This hospital is authorised to grant permission for transit of dead bodies out of Mumbai by motor
vehicle to places which can be reached within 24 hours.
In addition to the Executive Health Officer, Deputy Executive Health Officer, Assistant Health
Officers, and Medical Officer of Health of Wards can give permission for re-opening of family graves for
fresh burials is granted by the Assistant Medical Officers on emergency duty in Kasturba , Bandra
Bhabha, Kurla Bhabha and Bhagwati Hospital.
IMPLEMENTATION OF PRECONCEPTION & PRENATAL DIAGNOSTIC TECHNIQUE ACT : PCPNDT
Act is implemented by B.M.C. since year 2001 as per instruction of Government of Maharashtra,
Government of India to stop female foeticide and improve female sex ratio. For implementation of
PCPNDT Act, M.O.H. appointed as appropriate authority in each ward. For Mumbai District PCPNDT
Advisory committee is appointed and meetings are conducted every month. Under this act, registration of
Genetic Counseling Centre/Genetic Laboratory/Genetic Clinic/Ultra Sonography Clinic Imaging center
and Infertility clinic is necessary. Till the end of March 2021, the report of registration of centers is as follows
Total PCPNDT centres - 1,628, Total MTP Centers - 736 , Sex ratio at Birth in year 2020 - 938/ 1000.
Janani Surksha Yojana (JSY) : Janani Surksha Yojana (JSY) is a safe motherhood intervention
under RCH - II programme which is being implemented with an objective of reducing maternal and
neonatal morbidity and mortality by promoting 100 % institutional delivery among the pregnant

Management System) post delivery. The Benefit of this scheme is given to pregnant woman whose
age is 19 and above and belongs to SC, ST and BPL Category.Total number of 5083 patients taken
benefit of Janani Surksha Yojana from April – 2020 to March 2021.
Maternal Deaths : In order to bring down maternal and neonatal morbidity and mortality, all the
maternal deaths occurring in all hospitals should be reported within 24 hours. All Hospitals having
more than 250 births per month should have facility based maternal death review committee and a
nodal officer in their hospital. Monthly review should be conducted and minutes of the meeting to
be submitted to Family Welfare Department under Special Officer, Family Welfare. District Level
QAC will investigate all maternal deaths on a monthly basis.

Family Welfare Programme : The Family Welfare Programme is a national programme sponsored by
Central Govt. implemented by Brihanmumbai Mahanagarpalika through the office of Special Officer
(FW). Under this programme following services are provided free of cost.

No Scalpel Vasectomy (NSV) : The Family Welfare Center situated in F-South Ward Office building,
provide services of No-Scalpel Vasectomy (NSV) on everyday (Monday to Saturday). F-South Family
Welfare Centre is accredited as Training Centre for NSV (No Scalpel Vasectomy ) Technique.
Incentive for Sterilization (Male/Female) and PPIUCD is disbursed Monetary compensation for
sterilization failure, complication and death by Family Planning Indemnity Scheme.
Education and Communication Cell : Information Education Communication Cell works for
spreading health awareness among citizens of Mumbai. It includes Health messages for prevention
early diagnosis and complete treatment of various communicable and non-communicable diseases
which are of public health importance. Following are commonly used mediums for display of Health
messages.
1) Printed material like Posters, Banners, Handbills, Hoardings, Newspaper advertisements.
2) Jingles which are broadcast on various audio visual media like Radio Channels, Cable
T.V.,Network, LED Panels on BEST buses and Railway.
3) Creation of short films, Slide Show, Animation Films which are displayed in theatres, Cable
Network, Health Exhibitions, LED panels in Municipal Dispensaries and Maternity Home
etc.
4) Street Plays, Interpersonal Contact, Group Talk, Health Talk etc.
IEC department gets input regarding subject of IEC with detail information from various
department like Malaria, Epidemiology, NCD Leprosy, TB department, EPI, FWMCH, MDACS etc.
The material is then prepared through various empanelled agencies and distributed for community
benefit using above 4 media.
Family Welfare and Mother Child Health (FWMCH) : B.M.C. is implementing Family Welfare
Programs since 1964. The main objective of this program is to counsel and give education to eligible
couples about importance of small family norms and help to control the population by decreasing birth
rate. Various Health activities like Reproductive & Child Health - 2 projects ‘Janani Suraksha Yojana’,
Janani Shishu Suraksha Karyakram Expended Program of Inmunization, Vitamin A & Dewooming
drive, Rashtriya Kishor Swasthyaa Karyakram and National Urban Health Mission are being
implemented under Family Welfare and Morher & Child Health services are mande available. These
program implemented through 3 Bureau Offices, 211, Health Posts, 4 Medical Colleges and Hospital,
5 Special Hospitals, 16 Peripheral Hospital, 27 Maternity Homes and 1 Mother & Child Hospital.
Pradhan Mantri Surakshit Matrutva Abhiyan, Pradhan Mantri Matru Vandana Yojana.
Health Posts and Urban Primary Health Services : Public Health Department of Brihanmumbai
Municipal Corporation has established & functionalised 56 health posts under out Reach Services
(ORS) since year 1985. Similarly 211 health posts were established under India Population Project - 5
(IPP- V) since, 15 health posts were established under ‘Reproductive Child Health’ 2 since 2009.
Under National Urban Health Mission (NUHM), B.M.C. has started 25 new Urban Primary Health
Centers (UPHCS) with 10 new dispensaries over 2016-17. The UPHCS provide comprehensive
services of health posts, dispensaries and laboratory under one roof. Thus a total 211 health posts are
existing & functional under B.M.C. for providing basic primary health care services in the nearby
vicinity of the HP / UPHC. A Health posts caters to approximately 60,000 population with a 1 Assistant
Medical Officer, 1 Public Health Nurse, 4 Auxiliary Nurses and Midwifes (ANMS 2 Co-ordinator and20
CHVS (Community Health Volunteers / ASHA (Accredited Social Health Activists). Through these
posts various health services are being provided including immuniaztion (PPI & IPP), Vitamin A and
De-worming drive of children between 9 months to 6 years, adolescent health services, antenatal
health checkups with promotion of institutional deliveries, postnatal follow up, providing family
planning services to eligible couples, motivational of eligible couples for permanent methods of
sterilization who have completed their family. Also, to conduct disease surveillance, epidemic survey
and necessary control measures for same. Every health post conducts baseline and follow up survey

of the population allotted to respective health posts and update the health profile of that area. All
National Health Programs are implemented through Health Post and Urban Primary Health Centre.
Maternity Homes : There are 27 Maternity Homes and 1 Mother & Child Hospital functioning by
B.M.C. Out of these 5 Sentinel centres and 7 are upgraded maternity homes. are functional. Oshiwara
Maternity Home, Marol Maternity Home, Savitribai Phule Maternity Home, Bhandup & Dr. Anandibai
Joshi Maternity Home, Kurla, Mahim Maternity Home , Kherwadi Maternity Home each have 5 beded
SNCU functioning with a total 30 beds. Mother and Child Hospital Magathane has 10 bedded
functional NICU.
At Maternity Homes , pregnant mothers are provided with antenatal delivery and post natal
services. Patients are provided with family planning and contraceptive services, Neonatal and
Pediatrics OPD services, Gynecologic OPD Services, Ultra Sonography etc. Matrutva Abhiyan etc.
Govt. Schemes like JSY, JSSK, PMSMA, Free diagnostic services, Free diet and medicines are also
provided in these maternity homes. To improve quality of services at all maternity homes, specialists
are appointed on contract basic, RMO’s, SMC’s pursuing CPS, DGO and DCH are also appointed at
maternity homes. Staff Nurses, Lab Technicians, Pharmacists, Data Entry Operator etc. are appointed
on Contractual basis under National Urban Health Mission alongwith the regular B.M.C. staff. At
Present 2 Maternity Homes are converted to Covid Care Centers for ANC and PNC patients
performance of maternity homes in the year March 2020- March 2021 is as follows.

Rashtriya Bal Swasthya Karyakram : (RBSK) is implemented in B.M.C. since December 2017.
1) In this 55 mobile medical teams are sanctioned out of which 33 teams are functional at
ward level and are appointed in Angawadi and School of 24 ward. In each team, 1 Male &
Female Doctor, 1 Pharmacist & 1 ANM are working and vehicles are provided to each
team.
2) Examination Kits, Medicines, Screening tool com referral card, Stationary, laptops are
provided to each team.
3) Aim of this programme is to examine Children of age group 0 to 18 yrs. twice in a year to
detect and treat at the earliest their congenital defects, nutritional defects, Delay growth
and various sicknesses.
4) In preliminary examination Body Mass Index (BMI), Eye Examination, Nail Examination,
Heart Beats and parent counseling etc are done.
5) Necessary medication are given to examined children.
6) Children those have major illnesses are reffed to MCHM’s or Private designated
Hospitals (like SCRCC, SL Raheja, Kokilaben Ambani, Fortis (Mulund) as per MOU for
treatment.
7) In this Heart, Orthopeadic, Cleft Surgeries are performed on free of cost basis after
scrutinizing and certification of relevant documents by HOD of Surgery department of
LTMMC and Hopitals.
8) Bill are paid after surgery as per RSBK model costing.
Annual medical screening of children has not been conducted for year April 2020 to March 2021
due to Covid - 19, as all Anganwadi of Mumbai are closed from 16th March 2020 till April 2021.

COMPLAINTS AND EMERGENCIES
Training Cell: The objective of Training Cell of Public Health Department is to undertake regular
Training programmes, both Induction and In-service, for sustainable, quality health services.various
activities undertaken by Training Cell are as follows.
1) Induction training is given to newly recruited staff for orientation of working setup of this
department.
2) In-service training is given to impart current knowledge about the activities of Public
Health Department and to refresh knowledge about important activities.
3) Training on new project and implementation.
4) Arranging various workshops for Medical Officers.
5) Deputation of staff for specialized training.
6) Updating the knowledge about prevention and control measures of Monsoon Related
Diseases such as Leptospirosis, Dengue, Maleria, Gastroenteristis and Swine Flu.
7) The training cell is accredited by Maharashtra Medical Council to conduct continued
Medical Education for Medical Staff.
School Health Services : School Health Department conducts annual medical screening of students of
the all B.M.C. school students from Std. 1st to 10th. According to the need, these students are referred to
B.M.C. dispensaries and school clinics in hospitals for further management. In academic year i.e. from
June to April the medical screening is being conducted successively visiting each school by medical
team. Each medical team consist of one Medical Officer, one Health Visitor and one Peon. School
students, parents and teachers are being imparted health education by arranging parents-teachers
meeting in schools and through virtual classroom.
Deworming tablets are given every six months on National Deworming days to students of Std.
1st to 10th.For the prevention of anemia in school students ‘National Iron Plus Initiative Programme’
(NIPI) has been implemented in schools since November 2017. Under this programme students of 1st
to 10th standard are given Iron tablet once a week under the observation of class teacher. Annual
medical screening of students has not been conduced for academic year June 2020 to April 2021 due
to Covid - 19 as all B.M.C. schools are closed from 16th March 2020 till April 2021.
Expanded Programme of Immunization (E.P.I.) Under the Universal Immunization Programme of
Govt. of India all children under 5 years of age are vaccinated agasinst Vaccine Preventable Diseases
namely Polio, Diptheria, Pertussis, Tetanus, Tuberculosis, Measles, Rubella, Hepatitis-B and
Hemophilus Influenza Type -B & Rota Virus digheria. Expectant mothers are also immunized against
Td as a part of Routine Immunization. Vaccination is done at Municipal Hospitals, Govt. Hospitals,
Dispensaries, Maternity Homes, Health Posts, free of cost.
From 2015, as per directives of Central Govt. of India Mission Indradhanush Programme is
implemented in Mumbai to increase the full immunization coverage of drop out / miss out of children.
In 103 B.M.C. health facilities Anti Rabies Vaccination is given free of cost to the beneficiaries.
Covid - 19 Vaccination programme was launched on 16 Jamuary 2021 in M.C.H.M. jurisdiction.
Till date 24,48,118 doses were given to the beneficiaries.
Since, March 2014 all international travellers travelling to Polio endeminc countries are given
extra polio vaccine and certificate in 4 designated centers in Mumbai.
Kasturba Hospital for Infectious Diseases, at Sane Guruji Marg : Kasturba Hospital is
located in the middle of City. It is largest infectious diseases hospital in the South East Asia, which
admits patients of all the infectious disease.

Non-Communicable Diseases : Public Health Department B.M.C. started services for detection,
treatment and referral for non communicable diseases like diabetes and hypertension at all municipal
dispensaries at primary health care level taking into consideration the rising burden of these diseases.
4,21,562 patients have been tested for blood sugar in municipal dispensaries and 49,316 new
Diabetes cases have been detected Till March 2021. Diet counseling services were provided with help
of private agency in 144 Municipal dispensaries for benefit of patients.
Special campaigns are organized on World Diabetes Day and World Health Day & World
Health Day to raise awareness amongst general population. On surge of Covid - 19 pandemic and
diabetes being prominent risk factor. “Control Diabetes & Be Safe” awareness campaign is launched
in various media like display of posters inside panel of railway. Jingle announcement on public address
system of railway and display of hoardings in public places. A Website www.jaanbachao.in was
prepared by this department with the help of private partners. A short film featuring Mr. Akshay Kumar
& focusing on healthy lifestyle was released through this website along with other material related to
non communicable diseases. Eye testing camps was conducted with the help of private agencies for
early detection of complications related to diabetes.
Central Analytical Laboratory at ‘G North’ : Public Health Departments Municipal Laboratory is
located in the ‘G North’ ward office building, Harishchadra Yelve Marg, Dadar, Mumbai - 400 028. The
Chemical and microbiological analysis of food and water samples is done in the laboratory using
advance analytical instruments and techniques.
The Chemical analysis include the following :
v The laboratory provides cost-effective service to the public for Chemical analysis of food and
water samples as per the standards prescribed in Food Safety & Standards Act 2006 and
Bureau of Indian Standards (BIS).
v Analysis of food samples send by Food Safety Officer of the Food And Drug Administration
(FDA), Central Railway, Western Railway and Kokan Railway under the Food Safety and
Standards Act 2006.
v Analysis of Cigarettes sent by the Office of the Commissioner of Customs
v Analysis of Mid Day Meal for Calorific value and Nutrition value supplied to the Education
Department of Municipal Corporation under the Integrated Child Development Services
(ICDS) by various agencies and NGO’s.
v Analysis of Peanut and Rajgeera Chikki for Nutritional value.
v Analysis of food articles sent by the various Police stations of Mumbai in Food Poisoning
cases.
v Analysis of Gutkha & Flavoured Tobacco sent by the Crime Branch of Police Department
collected by Raids, Illegal Store etc.
v Analysis of articles such as Paints, Soaps, Detergents, Bleaching Powder, Soda Ash
Powder, Brushes etc. for the tender verification from the Central Purchase Department.

The Microbiological analysis include the following :

reports are sent within 24 hours by E-mail to the related authority for taking further action on
unsafe water samples location.
v As per the directives of Hon. Municipal Commissioner under special drive of surveillance
department to prevent water borne diseases, water samples and ice samples are collected
from Hawkers, Street Food Vendors,Juice Center, Ice Factory etc by Medical Officer of
Health (MOH) are daily sent for bacteriological analysis. The ice water is analyzed for
potability. The analysis reports are sent by E-mail to the related authority for taking further
action on unsafe samples.
Training Activities at Municipal Laboratory :
v Municipal Laboratory conduct training sessions on ‘Technique for Water Sampling’ for Staff of
Medical Officer of Health (MOH) and AEWW - Quality Control.
v Municipal Analyst conduct the lectures / demonstrations on Food Safety, Detection of
adulterants and Water Analysis for the students of D. P. H. Medical Collage, Nursing, M. H. A.
from T. I. S. S., Sanitary Inspector Diploma etc.
The Laboratory is ISO Certified : On 2nd Dec. 2020, Municipal Analyst Laboratory has been
accredited in accordance with the Standards ISO 17025:2017 for testing by NABL. Due to this
accreditation, the status of Municipal Laboratory has been recognized internationally. Laboratory
testing reports are accurate and reliable; hence the trust worthiness will be increased among citizens.
Acworth Municipal Hospital for Leprosy at Wadala : National Leprosy Eradication Programme
for Mumbai District is under administrative control of Assistant Director of Health Services Leprosy
(Mumbai) This programme is implemented collaboratively by State Government, B.M.C. and the
NGOs.
As per guidelines of NLEP each organization has to carry out the leprosy related work in their
project area for early detection of leprosy patients and organize various health educational IEC
activities throughout the year. The project area of Acworth Municipal Hospital for Leprosy is 'F/S', 'F/N'
& 'E' ward. Hospital is conducting various programme in these wards as per NLEP guidelines. The
prevalence rate of leprosy in its project area is 0.1/10000 population. In year 2020-21 in Mumbai total
166 new leprosy patients are diagnosed out of which 123 are MB (Infectious) & 43 PB (Non-Infectious)
The prevalence rate of leprosy in Mumbai is 0.1/10000 population.
NLEP special activities in the year 2020-21 : Integrated Campaign 2020-21 : National Leprosy
Eradication Programme has been included in the Pradhan Mantri Pragati Yojana. Under this program,
in Mumbai City and suburbs from 01.02.2020 to Between 16.12.2020. Integrated Campaign for
detection of new patient leprosy and tuberculocis was jointly organized by the B.M.C., NGO’s working
in field of Leprosy & Health Services, Government of Maharashtra. In this Campaign 17 New Leprosy
patients were dignosed & started on Leprosy treatment. Out of this 17 patient 11 patienst MB patients
& 7 patients PB patients.
Information of Mumbai District TB Control Society : The Central TB Division has felicitated Parel
TB district with Silver medal and Ghatkopar, Grant Road & Prabhadevi TB districts with Bronze medal
for progress towards TB Free status.

v Upfront CBNAAT Testing - For diagnosis 35 CBNAAT machines at 25 cbnaat site are
offering upfront cbnaat for immediate diagnosis of TB. Soon five new cbnaat machines of
8 modules & 1, 16 modules are being installed.
v Five Truenat machines received under CSR are functional and additional four Truenat
machines are being received from MLA fund. These machines are currently being used
for diagnosis of Covid - 19.
v Culture & DST lab at Kasturba Hospital will be functional by June 2021 end & K.E.M.
Culture & DST lab will be fully functional by May end.

v Drug Sensitive TB patients are receiving FDC treatment through the B.M.C. Dispensaries
& Health Posts.
v 21 DRTB centres all over Mumbai are offering DRTB treatment services for MDR/XDR
patients. Two private DRTB centres are functional at Hinduja & Sarvodaya Hospital.
v Paediatric DRTB centres are functional at J. J. Hospital & Wadia Hospital. These centres
are provided paediatric formulation with support from Global Health Services and
pulverised medicine.
v Regular meetings with Chemist Ass. & Drug Distributors for streamlining the reporting.
Special Initiative for TB patients :-
v TB Champions - Cured TB patients are being meaningfully engaged as TB Champions
for Peer counselling and supporting the TB patients on treatment for successfully
completing the treatment, post treatment follow-up. DBT payment, contact tracing,
counselling the patient for Covid & TB testing.
v Artificial Intelligence - Identification of TB suspects by X-ray with Qure.ai - In partnership
with STOP TB & Qure.ai for immidiate identification ( within 3 minutes) of TB suspects on
X-ray.
v Wadhwani AI - Artificial intelligence support is been taken for predicting patients who
have high probability of defaulting and not completing the treatment.
v End - MDR TB project at Dharavi with partnership of SHARE - India for Regular Home
visits. Active monitoring, Audiometry & ECG monthly, Migration tracking & Contact tracing
mnothly of MDR patients.
Indoor admission facility for TB patients -
v 5 bed each are Proposed at two peripheral hospitals namely Centenary Hospital, Govandi
& Kasturba Cross Road Hospital, Borivali.

Ophthalmic Services : Municipal Eye Hospital is situated at Maulana Shaukat Ali Road, Do Taki,
Mumbai 400008 is the only speciality Hospital run by the Public Health Department of B.M.C. since
1940. The said hospital has 80 beds, under the guidance of Chief Medical Officer, patients are treated
for various opthamalic diseases and operations are performed. National Blindness Control
Programme for Mumbai District is also implemented under the guidance of Central Government and
State Government by this hospital.
Malaria Control : Surveillance Department works for prevention and control of Malaria in Mumbai.

Epidemiology Cell :
Epidemiology Cell of Public Health Department is established on 25th April 2007 at Kasturba
Hospital Campus, Ward No.11. The basic objective of this cell is to collect, compile and analyze the
data of communicable diseases received from public sector hospitals and major Hospitals from
Private sector. Epid Cell also monitors the trend of communicable diseases for controlling the

outbreak and provides guidelines for implementation of prevention and control of communicable
diseases like Dengue, Lepto, Malaria, Gastro, H1N1 etc. in Mumbai. This year Epid Cell has been
involved in collecting, compiling and analyzing data for Covid - 19.
Key Activies of Epid Cell :
1. Every year Control Room is activated during monsoon on 1st June at Epid Cell and information of
the patients admitted due to communicable diseases at Public Sector Hospitals and select major
Private Hospitals is collected. It is analyzed, complied and then informed to local MOH to take
necessary steps to prevent further cases. Apart from monsoon period the information about
above mentioned diseases is also collected and after analysis necessary containment measures
are taken. This information is also communicated to higher authorities and to Director Health
Services, Maharashtra.
2. Preventive measures for control of Malaria and Dengue are implemented as per the guidelines of
NVBDCP (National Vector Borne Disease Control Programme) of GOI.
3. Inter and Intra sectoral coordination with Insecticide Officer and Municipal Analyst and other
stake holders is carried out for keeping the disease situation under control and to prevent
outbreak situations.
4. Along with surveillance of drinking water & hawker’s hater, surveillance of ice samples from
hawkers, trades & ice factories is undertaken in co-ordination with Municipal Analyst.
5. Prevention and Control measures for leptospirosis are implemented with involvement of other
department such as Solid Waste Management (SWM), Pest Control Officer (PCO), Water and
Veterinary Department with joint action on stables as per the Comprehensive action plan.
6. House to house surveillance for chemoprophylaxis of leptospirosis as per the category of risk
exposure is undertaken by the outreach staff under the supervision of Medical Officer Health
following heavy rains or flood like situation.
7. H1N1 vaccination centers are initiated at all maternity homes, selected dispensaries and
Peripheral Hospitals for vaccination of High Risk Groups as per the guidelines of GOI.
8. Mobile Health Unit is attached to Epidemiology Cell which conducts the surveys to point out
prevalence of various communicable diseases from time to time and assist MOH / H. P. Staff
during any outbreak.
9. With advent of Covid - 19, EPID Cell played the role of central reporting and monitoring unit. EPID
Cell Collects and analyses data pertaining to cases and deaths of COVID - 19 in Mumbai and
prepares report about trends, facility availability as well as various field activities like contact
tracing containment action, etc. as per guidelines issued from time to time. EPID Cell is
responsible for further reporting to media and coordination with state and central agencies.
Ambulance and Hearse Services : The Municipal Ambulance services are available round the clock
in major Hospitals. Also Ambulance service under the control of Fire Brigade are provided on charge
basis for carrying cases of maternity, street accident and non – infectious medical patients to the
hospitals. The Municipal Corporation provides Ambulance Service free of charge for carrying
infectious patients to the infectious disease hospital.

include the condition that the trade activities will be carried out in a hygienic manner.

Destruction of Unwholesome Food : As per the provisions of Section 415 and 416 of MMC Act,
destruction of unwholesome food articles kept for sale by shopkeepers and hawkers is done daily by
Junior Overseer and the staff of Encroachment Removal of Licence Department in each ward.
Control of Certain Trades. Cinema & Theatres : Certain trades like Flour Mills, Hair Dressing
Saloons, Eating Houses, Bakery, Lodging Houses, Sweet Meat Shop, Loundry, Pan Shop are
controlled from public health point of view, by imposing specific license conditions under section 394 of
MMC Act. Drama Theatres, Cinema Theatres are inspected and issued NOC after ensuring that from
public health point of view, Sanitary conveniences are maintained while granting new licenses or
renewing the old licenses by police department.
Registration of Nursing Homes under Bombay Nursing Home Registration Act 1949 : Private
Nursing Homes, including Maternity Homes etc. are required to be registered with the Corporation, as
per the Bombay Nursing Home Registration Act, 1949 and the Rules framed there under. Change of
user is necessary from competent authority. For Registration/ renewal of Nursing Home , process is
made online. And now Fire Compliance certificate is mandatory for Nursing Home.
Licensing of Nurses Establishment : Nurses establishments require license under the provisions
of the Bombay Nurses, Midwives and Health Visitors Act, 1954 and the Rules and By Laws framed
thereunder. The license is issued on application and payment of prescribed fees to the respective
Ward M.O.H.
International Health Certificate : Inoculation against Yellow Fever is necessary to visit certain

Drug-de-addiction Centre : Drug-de-addiction Centre is situated at ‘Bhardawadi Maternity Home’
Bldg., 2nd floor, Andheri (West), Mumbai 400 058, (Tel.No. 26778768). It is a centre with outpatient
department (OPD) facility, 20 bedded indoor facility and counselling facility. Since , March 2016, Drug
Treatment Clinic (DTC) has been started at this centre under the scheme of strengthening of De-
addiction programme by Ministry of Health and Family Welfare (MOH FW), Govt. of India. Patients of
OPIOID Dependence are given OPIOID substitution Therapy (OST) at his clinic free of Cost.
MUMBAI DISTRICTS AIDS CONTROL SOCIETY : Mumbai Districts AIDS control Society is
established under the guiding principles of National AIDS Control Organization for control of HIV/
AIDS in Mumbai. Mumbai Districts AIDS control Society provides services through Government /
Municipal Hospitals, Maternity Homes and Urban Primary Health Centres through following divisions.
Basic Services : Integrated counseling and HIV testing Centers (ICTC) are established across
the city in all Government / Municipal Hospitals/ Maternity Homes. HIV screening of all pregnant
women and linkage to treatment services is provided to seropositive women and their babies.
Anti-Retroviral Treatment (ART) : Free lifelong ART treatment to People Living with HIV /
AIDS is available through 20 ART Centres and these patients are regular monitored with CD4 and Viral
Load testing.
Blood Sefety : Preventing HIB Transmission through infected blood by ensuring access to safe
and adequate blood for the needy patient is one of the important services of MDACS-20 Government,
Municipal and Trust blood bank in Mumbai are supported by provision of trained manpower, HIV
testing kits and grants. Regular Voluntary Blood Donation Camps are organized in collaboration with
Blood Bank and NGO’s.
Sexual and Reproductive Health Services : Sexually Transmitted Disease can be easily
diagnosed and effectively treated by syndromic management. 27 Designated STI / RTI Clinics
(DSRC) are set up throughout the city for effective Management of STDs and patients are provided
counseling on responsible sexual behavior to prevent HIV.

Targeted Intervention (TI) Projects through NGOs : In Mumbai 34 Targeted Interventions
are aimed at offering comprehensive package of prevention and care support and treatment services
to high risk population [(Female Sex Workers (FWS), Men having Sex with Men (MSM)-, Transgender
(TG / Hijra / Third Gender), Injecting Drug User (IDU)]. The targeted prevention services are also
provided to bridge population of slum migrants and long distance truckers.

INSECTICIDE BRANCH
Vector Control : Mumbai is the pioneer city where Vector Control for Vector Borne Diseases
is dealt with professionally since 1923. Main Function of Insecticide Branch of Public Health
Department is control of Malaria Vector Mosquitoes, Dengue and Chikungunya Vector mosquitoes,
Filaria Vector (nuisance) mosquitoes, Fly Control, Rodent Control and Cockroaches Control.
Anopheles stephensi is the only vector which transmits Malaria in Mumbai. To control the malaria
vector (An. stephensi) under the anti-malaria campaign, source reduction i.e. removal of disused
containers / odd articles, filling up depressions etc. Engineering methods i.e.mosquito proofing of
wells and tanks etc. Introduction of larvivorous fishes under biological control method & as a last
resourse use of insecticies and fumigation is done. Legislative (Legal) action is used to implement the
above mentioned strategies as a part of integrated vector management. Effective control measures
are carried out by early action to control the An. Stephensi breeding places. ‘Mumbai Mantra’ - a Five
point program is implemented in Mumbai since year 2011. This program is highly successful and
number of malaria cases in Mumbai has reduced considerably.
Dengue and Chikungunya vector, Aedes aegypti mosquito breeds in domestic and peri-
domestic containers i.e. drums, tyres, scarp material, tins, cans, Flower pots, dishes kept below the
flower pots, artificial ornamental fountains. feng-shui plants, coconut shells etc. Therefore, above
mentioned temporary dmestic and Peri domestic containers are either remove / destroyed or they are
emptied and refilled at least twice a week. General public is made aware of source reduction to control
dengue by above mentioned measures. Sensitisation of office bearers of housing societies,
commercial buildings, schools and industrial estates is done through awareness programmes
Massive awareness programs are also taken up in slums when anti-larva measures along with
fogging is done.
Nuisance (Culex) mosquitoes are controlled by insecticide spraying in covered storm water
drains & nallahs and by means of fogging, if spraying of larvicides is not possible. Channelization of
nallahs and removal of water hyacinth are some of the measures adopted to control culex mosquitoes.
Rodent control and fly control programme are also carried out in all 24 wards of BMC. Pest Control
treatment like antilarval measures and fumigation, if demanded in private premises, is given by the
BMC against payment of charges by the owner.

commercial and small drama groups. Besides this one hall and two make-up rooms are also used
for marriages, engagements, nameing ceremonies and Hindu cultural programs as well as for

• Swarsamrat Kundanlal Saigal Open air Theatre : Situated at Goshala Lane Daftary Road,
Malad (E), This theater has been constructed at Goshala Lane Daftary Road, Malad (East), in the
year 1979 and it was named as “ Swar Samrat Kundanlal Saigal Municipal Open Air Theatre” on
26th March 1984. The sitting capacity of the theatre is about 1500. This theatre is having a big
open ground and the same is used by public for sitting and various games. Also the jogger park
has been constructed on the ground for the citizen. Open ground is also given on hire for marriage
ceremonies, social, cultural and religious functions etc.
At present, a stage, one hall and a mini hall with kitchen at Kundanlal Saigal Open Air Theatre
are given on rent Stage capacity of 350 seats and also there is one Hall and Mini Hall having

Prabhodhan Keshav Sitaram Thackeray Natyamandir Complex is situated at Sodawala Lane,

Conference Hall are air conditioned and both the multi-purpose halls have been newly air-

Swimming facilities are provided of scheduled fees. Arrangements are made for giving

Construction) E.S. The Olympic-level swimming pool and other sports facilities will be set up at this
place. However, as soon as possible, new Swimming Pool and Sports Complex will be made

every year more than 5,000 members are taking advantage of this pool. The said Swimming pool
is taken for redevelopment work, there for it is closed for public till completion of the work which is
done by B. M. C.’s Garden Cell department with Olympic Swimming Pool, Baby Pool, Cafeteria
etc. At present the said work is completed. The Sports Comples with all the amenities will be made

(4) General Arunkumar Vaidya Swimming Pool : “General Arunkumar Vaidya Swimming Pool” is
situated at Chembur (East) adjacent to “M-West” Ward Office of Municipal Corporation of Greater
Mumbai. Said swimming pool is reopened for the members from 11.09.2018 after completion of

the renovation work. The said swimming pool is as per the Olympic size of 25 x 50 meters. Diving
pool size is 18.10 x 12 meters and Kids pool size is 16 x 8 meters. The Swimming pool is open for
members from Tuesday to Saturday in 8 batches daily (2 batches for ladies only), each batch for
45 minutes and on Sundays and Public holidays it is open for half day in 5 batches (1 batch for

5) Swimming Pool at Priyadarshani Sports Complex Mulund (West), “Priyadarshini Indira
Gandhi Kreeda Sankul,” Mulund (W), was built by BMC in the year 1988 to provide excellent sports
and cultural facilities in different sports to the citizen residing in the Eastern Suburbs of Mumbai.
Management and maintenance of the Sports Complex is entrusted by the B.M.C. to
“Brihanmumbai Kreeda Ani Lalitkala Pratishthan” Trust.
The Trust is managed by Board of Trustees Consisting of Mayor as Chairman, Municipal
Commissioner as Dy. Chairman and V.I.P. dignitaries from various sports and cultural fields as
members. There is an Olympic standard swimming pool, wherein thousands of people have
acquired expertise training in swimming, under the able guidance of trained coaches.
“ Sport Training Centre” provides Badminton, Table Tennis, Yoga, Karate and New Ultra Modern
Gym. In Diwali and Summer vacations sports and cultural activities like Swimming, Badminton,
Cricket, Aerobics, Yoga, Karate, Skating, Dance, Drawing etc. are provided to the children residing
near Complex. Recently Basket Ball and Rifle shooting started in the complex alongwith library for
Senior Citizens and also a sitting arrangement for them named as “Senior Citizen Katta”.
“Mahakavi Kalidas Natya Mandir” is situated in the Complex which is second biggest A/C
Auditorium having seating capacity of 1,313 seats meant mainly for Marathi dramas and other
programmes. Here also Lawn Tennis, Squash and Gymnastic sports activities were opened fro the
members. Open Space is used for marriages, conferences, satsang and other programmes.
Excellent food facilities are provided through canteen for the benefits of members and various
Artists who gathered at the time of programmes. In addition to that open ground and two big hall
with Air-condition facility are provided on rental basis. The following main Sports / Programme

Scuba diving activity is going to start shortly. Free library facility has been started for the
Members of the Complex and Senior Citizens. Priyadarshini Indira Gandhi Kreeda Sankul has
newly started facilities like artificial Football turf, Lawn Tennis, Cricket, Archiery, Multipurpose
games facilities. a beside this footbole facility also started recently. Members of swimming pool,
Badminton, Gymnastic has shown trimendious performance in District, State and National level
vompetitions. Administrationis trying their best efforts for renovation of swimming pool.
(6) Shahaji Raje Bhosale Kreeda Sankul, J. P. Road, Andheri (West) : “Shahaji Raje Bhosale
Kreeda Sankul,” Andheri (W) was built by Mumbai Municipal Corporation in the year 1988, to
provide excellent sports and cultural facilities to the citizens residing in the Western Suburb of
Mumbai. Management and maintenance of the Sports Complex is entrusted by B.M.C. to
“Brihanmumbai Kreeda Ani Lalitkala Pratishtan” Trust. The Trust is managed by Board of
Trustees consisting of Mayor as Chairman, Municipal Commissioner as Dy. Chairman and V.I.P.
dignitories from various sports and cultural fields as members.
A) Sports Training Centre : We have an Olympic standard Indoor Games hall which provides
games like Badminton, Table Tennis etc. In Diwali and Summer vacations, sports and cultural
activities like Swimming, Karate, Yoga, Aerobics, Skating, Dance, Drawing etc. are provided to
the outstation students and other people. In the Sports Training Centre building various
competitions of the games like Chess, Carrom, Weight Lifting, Power Lifting, Badminton Etc. are
conducted at various levels like Inter-Schools, Inter-Collegiate, Inter State and an International.
There is a Lecture Hall providing about 225 chairs and a stage with a podium. There are 3 other
halls which are used for meeting, conferences and small functions, etc. In addition to this,
excellent lodging arrangement consisting of 56 rooms, of which 28 rooms are fully furnished A/C.
Residence facility provided to NDRF. Excellent food facilities are provided through canteen for
the benefits of members.
B) Swimming : We have an Olympic standard swimming pool, wherein thousands of people
have acquired expertise training in swimming, under the able guidance of trained coaches. We
have trained national as well as international Standard of players, Advanced training batches and
also diwali and summer camps are arranged for the members. Various levels of competitions like
District, State, National, International level and also for disables are conducted in the swimming
pool. Next to the swimming pool there is an Art Gallery named ‘Dinanath Dalal Kaladalan’ for
upcoming artist to demonstrate their art to the public in a very reasonable rate.
C) Open Air Stadium : In the Open Air Stadium there is a International Level Football ground
covered with natural grass provided with facilities like Players Changing Room, Medical Room,
Toilets, Office Refree Room, Anti Doping Room, Highmast, Store Room, Match Commissioner
Room, Press Conference Room etc. In the Open Air Stadium football matches will be held like
District, State, National and International levels. In Open Air Stadium is an articial turf football
ground connected with natural grass football ground. There is an independent space for jogging
members. In future there is a proposal for different activities in the stadium.
Open Space in the Tennis Ground is used for Marriages, Conferences, Satsang, Culture and
other small Programme. Facilities which are conducted by pratishthan gives 50% rate
concession to the Senior Citizens and School students who cannot afford private clubs. Free
library facility has been started for the members of the Complex and Senior Citizens.
(7) Shri Murbalidevi Swimming Pool & Gymnasium : Shri Murbalidevi Swimming Pool &
Gymnasium, Dahisar (East) was constructed by the Deputy Chief Engineer (Building
Construction) on 17-09-2016 and it has been inaugurated by the then Hon’ble Chief Minister,
State of Maharashtra and started to use for the citizens of the area through membership

(1) Road Reforms : Road is an important and visible infrastructure. With increase in traffic intensity &
loading, related norms have been upgraded and project approach has been adopted. As per new
approach; road work also includes provision/improvement of footpath provision/augmentation of
municipal utilities such as water mains, sewer lines. S.W. Drains etc. as per necessity, provision of
traffice amenities, beautification etc. In accordance with the recommendation of the 56th Standing
Technical Advisory Committee (S.T.A.C.) on 28 Dec. 2016 for roads, major changes have been made
in approach to road construction, improvement and maintenance. Trenching & reinstatement

Technical experts. In Mumbai, the total length of the roads in 1914.15 Km. Out of which, 506.46 Km.
length is in City division, 927.64 Km. length is in Western Suburbs division and 507.06 Km. length is in
Eastern Suburbs.
(2) Cement Concrete Roads : In City area approximately 4 Km. of roads were concretised in the year
2020-2021. In City major roads such as New Prabhadevi Road in ‘G-S’ Ward and N. S. Patkar Marg in
‘D’ Ward and other major roads have been concretized. In Western Suburbs approximately 121.17
KM. of roads were concretised in the year 2020-21. It includes important roads such as Sangeet
Samrat Naushad Ali Road(Carter Road) in ‘H-West’ Ward. K. D. Gaikwad Road in ‘K-West’ Ward and
Wamanrao Pai Road in ’R- Central’ Ward. In Eastern Suburbs approximately 5.575 Km. of roads were
concretised in the year 2020-21. It includes important roads such as D. P. Road at Nahur Amrut Shakti
(1st Road from Khairani) in ‘L’Ward, Lake Road in ‘S’ Ward & Tata Colony Road in ‘T’ Ward.
(3) Asphalt Roads : In City area approximately 4.8 Km of Asphalt roads improved In the year 2020-
21. In city major road such as Upper Pochkhanwala Road in ‘G-South’ Ward and other major roads
have been improved. In Western Suburbs around 19.97 Km of Asphalt roads were improved/widened
in the year 2020-21 It includes important roads such as Dayaldas Road in ‘K-East’ Ward, Amrutvan
Road in ‘P-South’Ward, and Mahindra and Mahindra Compound Road I ‘R-South’ Ward. In Eastern
Suburbs approximately 29.275 Km of asphalt roads were improved/widened in the year 2020-21
includes important roads such as MIG Colony C Type Road in ‘L’ Ward, Deonar Colony Road in ‘M-
E’Ward, Shell Colony Road No. 5 in ‘M-W’Ward Vikhroli Station Road in ‘N’ Ward & Pawar Wadi ,
Powai in “S’ Ward.
(4) Traffic Engineering : The work of Traffic Planning & Traffic Co-Ordination department is carried
out under the control of Cy. Ch. Eng. (Traffic) who works under Ch. Eng. (Roads & Traffic). This office
look after the matters pertaining to prescription of regular line of road, design & construction of traffic
islands, Providing & Fixing Signage works. Also, this office scrutinizes and approves parking layout
proposals received from building proposals and Slum Rehabilitation Authority. This office also looks

after the work of the signal maintenance along with new signal installation work. This office prepares
policy for providing street light on newly constructed roads as well as improvement of existing street
lighting & making co-ordination with all Ward officers to get the above works done through three
service provider electric companies viz. BEST, Adani Electricity & ‘Maharashtra State Electricity
Distribution Co. Ltd.’ made by traffic department.
(5) Parking Policy : In order to avoid traffic congestion due to unauthorized parking on roads tender
procedure has been initiated for execution of on-street and off-street parking schemes. Out of 73 pay &
park schemes on roads contractors have been appointed for 44 sites to start pay & park scheme.
Similarly contractors have been appointed to operate of 29 Public Parking Lot and out of 32 Public
Parking Lot which have been handed over BMC under DC Regulation no. 33 (24) of 1991 and
Regulation No. 33 (18) of DCPR 2034. There are 29 nos. of amenity parking places handed over to
Municipal Corporation of Greater Mumbai.
(6) Parking Authority : As per the recommendations in DP and provision in DCPR-2034, creation of
Parking Authority is initiated by B.M.C. for regulation and management of parking in Mumbai. This
Parking Authority shall decide the Parking Charges in various regions / zones in Mumbai. Accordingly,
committee has formed to create the Parking Authority. M/s. Tata Institute of Social Science (T.I.S.S.) is
appointed to collect the information and GIS mapping of various parking locations for this authority.
(7) LED Lights : B. M. C. has started the implementation of fixing LED street lights in 2020-21. There
are about 1,40,595 Sodium vapour lamps in Mumbai out of which 1,36,211 conventional lamps have
been replaced by LED. It is proposed to replace balance 5,080 LED lights in Mumbai for year 2021-22.
This causes more savings in energy bill. This savings in energy will go up as more lights will be
converted to LED. The budget provision for LED conversion is Rs.64 crore for the year 2021-22.
(8) Traffic Signages : B. M. C. has invited tender for modern signages with upgradation of
signages for major road networks for 200 km. Further B. M. C. is planning to invite zone-wise
tender for signage work in all seven zones in the year 2021-22.
(9) Initiative on Road Safety & Black Spots : There are 39 Black Spots in Mumbai, out of which
17 black spots are under B. M. C. jurisdiction. For long term measures in road accident prone
B.M. C. road area, this office has appointed consultant M/s. Bloomberg Philanthropis for 11 Black
Spot. Out of 11 Black Spots, M/s. Bloomberg has submitted the report of 10 Black Spots. This
report forwarded to concerned Dy. Ch. Eng. (Roads) Department to take long term measures
accordingly. Further the office Dy. Ch. Eng. (Roads) Planning department has initiated to appoint
the consultant for the remaining 7 black spots.
(10) Area Traffic Control (A. T. C.) : At present 258 Signals in Greater Mumbai has already been
converted into fully adaptive automated Signal System and are working satisfactorily. The
maintenance of remaining 388 conventional system and 216 flashing beckons are carried out.
ENVIRONMENT DEPARTMENT
Under National Clean Air Programme, Air Draft Action Plan has been prepared to improve the
Air Quality of Mumbai City & brought to the level of Ambient Air Quality Standard, as per the guidelines
of Central Pollution Control Board & Maharashtra Pollution Control Board & format provided by them,
same has been approved by the C.P.C.B. on 24th October 2019. Being a co-ordinating agency, B.M.C.
has informed all internal stake holders i.e. departments form B.M.C. & external stake holders to start
the implementation of action points approved Air Action Plan. The B.M.C. departments such as Ch. E.
(Roads & Traffic), Ch. E. (SWM), Ch. E. (D.P.), Ch. E. (M. &E.) Executive Health Officer,
Superintendent of Garden, Assistant Commissioners of all wards are the main internal stake holders
responsible for implementing Air action plan. The R.T.O., Traffic Police, M.M.R.D.A., B.E.S.T.,
Railway, Metro Railway, Mahavitaran Adani Electicity, M.S.R.D.C., MHADA, Transport Ministry,
Petroleum Ministry, Mining Ministry are the external stake holders has important role in the action plan.

In the action plan the stress is given on widening of road, to reduce the Traffic Jam by removing
the bottle neck, synchronization of Traffic, introducing Intelligent Traffic Management System, to
control the air pollution in Bandra-Kurla complex & Lower Parel area by reducing the vehicle
emissions, to control the Air Pollution & subsequently Noise Pollution & concentrating on related
abatement measures. This plan is time bound, The Grant in Aid of Rs. 10 crore is sanctioned to
Municipal Corporation under National Clean Air Programme. The ministry of environment,
Government of India under fifteen finance commission have granted a grant of Rs. 330 cr.
(approximately) to BMC for , “Air quality improvement programme and 324 cr. (approxmately) for
conservation, supply and management of water and solid waste management. Thus for improvement
of air quality and water quality under these programme BMC has undertaken various activities such as
procuring mechanical sweeper with water sprinklers facility, procuring e-vehicals for its transportation
fleet, installing battery charging stations,, waste to energy conversation plants, improving green cover
by planting and maintaining trees etc.
Noise Pollution Control : In the matter of public interest litigation No. 173/2010 filed by Mahesh
Bedekar V/s State of Maharashtra, as per the direction given by Hon’ble High Court Bombay for the
compliance of same, the NEERI has carried out of Noise Monitoring and Noise Mapping of 55
locations in Mumbai City, Noise Mapping Report prepared for Mumbai City, the NEERI has given
recommendations & suggestions to control Noise Pollution in Mumbai City and identified the role of
various Government / Semi Government authorities to control Noise Pollution in Mumbai City. As per
directions of Member of Secretary of M.P.C.B. the environment department of B.M.C. has written
letters to various concern outside department / authorities and various concern internal department of
B.M.C. to submit monthly report to Environment department about action taken for implement the
recommendations & suggestion made by NEERI. Thus environment department is coordinating the
activity in the subject matter. As per the directions in the NEERI report the B.M.C. has formulated the
City Noise Pollution Control Committee, which will formulate the guidelines to monitor & control the
Noise Pollution in the Mumbai City.
Air Quality Monitoring & Research Laboratory sub department : Scientific Approach - As per
74th amendment of the constitution of India in 1992 (12th schedule) the Maharashtra State Government
issued an ordinanace amend Municipal Corporation Act - 1888 making “Environment protection,
promotion of ecology and urban forestry” as an oblgatory duty vide section 61 (ab) in the year 1994.
And under the section 63-B of Mumbai Municipal Corporation (MMC) Act. 1888. Environmental Status
Report is prepared and submitted every year before 31st July to the Corporation. There are 4 working
units in Air Quality Monitoring & Research Laboratory like Air Monitoring, Gaseous, Instrumentation &
Mobile Monitoring Van. In the territory of B.M.C. Ambient Air Quality Monitoring network comprises of
four manually operated monitoring sites vz. Worli, Andheri, Bhandup & Deonar.
1) Air Monitoring Unit : To collect the samples of various pollutants from four fixed monitoring sites
with the help of High Volume Samplers by this unit like Sulphur Dioxide(SO2), Nitrogen Oxide(NO2),
Ammonia (Nh3) & Suspended Particulate Matteres (SPM), temperature and relative humidity daily.
The Air Quality monitoring is carried out as per the CPCB guidelines. Whenever the complaints are
received from citizens, special monitoring is carried out and the reports are submitted to higher
authority and concerns
2) Gasesous Unit : In this section samples of gaseous pollutants collected are analysed with the help
of UV Spectrophotometer and result of pollutants are compared with standards set by Central
Pollution Control Board (CPCB) and Monthly / Annual report is forwarded to Dy. Ch. Eng. (Civil) Env.
Ch. Eng. (SWM) and HOD EPRC department (KEM). The annual report is included in Environment
Status Report (ESR) yearly.
3) Mobile Van Monitoring Unit : With the help of Mobile Van, monitoring is carried out at traffic
junctions namely Wadala and Andheri. Similarly at the dumping grounds namely Deonar & Kanjur. The
pollutants analysed are So2, NO2, CO, O3, Pm10, PM2.5, Hydrocarbans, VOC etc. Whenever the
complaints are received from citizens, special monitoring is carried out with the help of Mobile Van and

the reports are submitted. Result of pollutants are compared with standards set by Central Pollution
Control Board (CPCB) and Monthly Annual report is forwarded to Dy. Ch. Eng. (Civil), Env. / Ch. Eng.
(SWM) and HOD EPRC department (KEM). The annual report is included in Environment Status
Report (ESR) yearly.
SAFAR - MUMBAI : The important project ‘SAFAR-MUMBAI’ is a joint venture of BMC, Indian
Meteorology Department (IMD) Mumbai & Indian Institute of Tropical Meteorology (IITM) Pune. Under
SAFAR project various monitoring sites are installed at different places in the area of BMC. Viz. Air
Quality Monitoring Stations (AQMS) 9 Nos. Automatic Weather Station (AWS) 16 nos. & Digital
Display Board (DDB) 13 nos. Data received from ‘SAFAR - MUMBAI’ is further analysed by A.Q.M. & R
Laboratory and Monthly ( NO2, CO, O3, Pm10, PM2.5,). Yearly report is submitted to concerned
departments. The annual report is included in Environment Status Report (ESR) yearly. Under
‘SAFAR -MUMBAI’ program Status of Air Quality, Weather Forecast & Air Quality Index is now
available to citizens on mobile app namely ‘SAFAR - Air’.
Environment Status Report : Under the section 63-B of Mumbai Municipal Corporation (MMC) Act
1888 Environmental Status Report is prepared and submitted every year before 31st July to the
Corporation. Environmental Status Report for 2020-2021 is already submitted to the corporation. In
the year 2021-22 the sanction has been received from Standing Committee for the installation of 5
Continuous Ambient Air Quality Monitoring Stations in the jurisdiction of BMC. The air quality data is
made available to college students and researchers of concerned environment field by Air Quality
Monitoring Research Laboratory.
Civil Section : Repairs work of SWM Project are being carried out by Dy.Ch.E.(Civil) Environment
department as per requirement. In Mumbai city there are 46 Colonies for Conservancy Staff of Solid
Waste Management department of BMC where approximately 5,592 workers are residing. The co-
ordination of repairs related works of the building from these colonies and that of the building of
Transport Garages and wherever necessary repairs of dumping grounds are being carried out by this
section.
MUMBAI COASTAL ROAD PROJECT
The Mumbai Coastal Road Project (South) is one the most prestigious project undertaken by
B.M.C. The Coastal Road Project of 10.58 km from Shamaldas Gandhi Marg (Princess Street) Flyover
to Worli End of Rajiv Gandhi (Bandra Worli) Sea Link. The work of project is in progress. This project
will resolve the traffic congestion in South Mumbai in addition to providing several environmental
friendly features to the city. The proposed Coastal Road having a 4+4 lane configuration & it
comprises of road on reclamation, bridges, elevated roads and tunnels etc. The Mumbai Coastal
Road Project will reduce the travel time, decongest existing roads, reduce the air and noise pollution
levels, improve public transport by a dedicated bus lane and also generate much needed additional
green open spaces. The Estimated Total Project Cost including contingencies and Consultants fees of
this work is about Rs. 12,950 Crs.
This Project is divided into three packages. Package I - From Priyadarshini Park to Baroda
Palace and Package IV - From Shamaldas Gandhi Marg (Princess Street) Flyover to Priyadarshini
Park is awarded to Contractor M/s. Larsen And Toubro Ltd. Package II - From Baroda Palace to Rajiv
Gandhi (Bandra Worli) Sea Link is awarded to Contractor M/s. H.C.C.- H.D.C. (joint Venture). In the
Coastal Road Project, Project Management Consultants for each packages have been appointed as
Employer’s Personnel and General Consultant has been appointed as Employer’s representative.
This Project work is commenced in October 2018 and expected to be completed by December 2023..
The required Budget Provision of Rs. 2,000 cr. has been proposed in the financial year 2021-2022.

MAYOR’S FUND
The Mayor’s Fund is a permanent fund through which prompt
financial assistance is rendered to the victims of calamities such as
Cyclones, Floods Famines, Earthquakes, House Collapse and Fire.
Since the establishment of this fund in the year 1956; crores of rupees
have been distributed from this fund as financial assistance to the victims
of natural calamities all over India.
The Mayor’s Fund committee in the special meeting held on the

20 September 1990 made certain changes in the object of the Mayor’s
Fund so as to extend financial assistance for Open Heart Surgery, By-
pass Surgery, Kidney Transplantation, Dialysis, Cancer and generally for
major operations from this fund as financial assistance for the aforesaid
operations etc. The Executive Committee of the Mayor’s Fund Committee

held on 18 June 2012 has approved to publish the list of beneficiaries on
the web site of the Corporation.
All donation towards this fund should be sent in the name of “Mayor
Fund Committee” at the Municipal Head Office, Mahapalika Marg,
Mumbai - 400 001. Donations to the Mayor’s Fund are exempted from the
Income Tax u/s 80(G) of Income Tax Act, 1961.
