POSITION DESCRIPTION

JOB TITLE: Staff Inspector

DUTY LOCATION: Bureau of Medicine and Surgery (BUMED) Detachment, Naval Support
Activity (NSA) Bethesda, MD

TRAVEL REQUIRED: 40-60%

CONDITIONS OF EMPLOYMENT:

• Meet and maintain Navy Physical Readiness Standards

OVERVIEW:
The statutory mission of the Office of Medical Inspector General (MEDIG) is to inspect,
investigate, assess or inquire into any and all matters of importance to the Department of the
Navy and Chief, BUMED, with particular emphasis on readiness, including, but not limited to:
effectiveness, efficiency, discipline, morale, financial stewardship, ethics and integrity;
environmental protection; safety and occupational health; medical and dental matters; physical
security; information systems management; personnel support services and other issues affecting
quality of life; command relationships and organizational structures.

The MEDIG serves as a confidential agent of Chief, BUMED, ensuring Chief, BUMED is fully
informed of problems and deficiencies in Navy/Navy Medicine programs impacting unit
operational readiness and/or mission accomplishment making recommendations for further
consideration.

MEDIG staff work under the general supervision of the MEDIG who outlines objectives and
assigns responsibilities to include inspections, inquiries, assistance, and other IG related tasks as
needed. Works as a member of a team assuring programmatic compliance following established
policies and practices exercising a substantial degree of autonomy. The incumbent provides
summaries of policy, guidance, and functional requirements.

MEDIG staff members serve as advisors to the MEDIG, they communicate and collaborate
directly with BUMED program managers and Navy Medicine Regional Commands, assumes
additional responsibilities as necessary.

This position requires independent development of objectives, priorities, deadlines and


considerable evaluative judgment on matters of misconduct, mismanagement, improprieties,
fraud, waste, abuse, etc.

MAJOR DUTIES: Duties include, but are not limited to, the following:
• Serve as the Lead for assigned MEDIG programs.
• Ensure complete independence and impartiality in the performance of the prescribed duties.
• Protect confidentiality of MEDIG activities and information.
• Respond to requests for assistance.
• Lead staff in planning, developing, and conducting complex inquiries, inspections, surveys,
focus groups, and special reviews of Navy Medicine activities.
• Interview personnel.
• Review, analyze and evaluate programs, and conditions in organizations to determine the
state of morale, discipline, mission effectiveness and compliance.
• Compile data, develop and present written reports/oral briefings. Communicate findings
clearly, concisely, and diplomatically.
• Develop recommendations for improving program compliance, effectiveness, efficiency, and
accountability.
• Teach and train as appropriate for assigned programs/issue(s).
• Assess the progress of corrective measures.
• Deliver periodic updates of trends, evolving issues, and ongoing systemic challenges.
• Maintain liaison with Program Managers and other subject matter experts as required.
• Assist in the development of the MEDIG annual inspection plan, through the analysis of
trends and systemic issues that are identified in MEDIG inspections, cases and other sources.
• Execute good stewardship and resource management in support of the MEDIG’s Mission.
• Represent the MEDIG.
• Perform other duties as assigned.

QUALIFICATIONS, KNOWLEDGE, SKILLS AND ABILITIES (KSA) REQUIRED:


• To visualize and anticipate ramifications of changes recommended.
• To conduct informal training or instruction involving military personnel and civilian
employees to assist them in correcting procedures and improving processes they are involved
with.
• To direct taskings, assess and manage performance, collaborate on goal setting, and support
personal and professional development at all levels of personnel.
• To use superior analytical and critical thinking skills, including the ability to think
strategically and identify needs, requirements, and develop expert recommendations based on
qualitative and quantitative data.
• To understand operating priorities, and to plan review procedures, and identify needed
resources required to complete assigned work to function under established deadlines and
budget constraints, and to carry out other duties expected of a team member in a complex
inspection/assessment environment.
• To use a command issued laptop and assorted software operating programs such as Microsoft
Word, Excel, and PowerPoint.

Acumen/Management: This core qualification involves the ability to possess an understanding
and awareness of Navy culture, doctrine, current strategy relating to the Navy Medicine
Enterprise, its organizational activities and its relationship to the Military Health System/Defense
Health Agency.

and externally to achieve common goals.

Dental Corps:
• O-6 preferred, senior O-5 considered

Medical Corps:
• O-6 preferred, senior O-5 considered

Medical Service Corps:


• O-5/O-6 preferred, senior O-4 considered

Nurse Corps:
• O-6 preferred, senior O-5 considered

Senior Enlisted:
• E-9 preferred, E-8 considered
• Independent Duty Corpsman preferred
