INTRODUCTION
● Digital India is a programme to transform India into a digitally empowered
society and knowledge economy.

● Indian Government's Digital India campaign is a step in creating an India of


the 21st century powered by connectivity, technology and the opportunity that
such connectivity offers in terms of access, services and platforms or
unleashing India's creative talent.

● It is about delivering reliable and scalable services in all sector in order to


improve administration, governance, communication, employment etc.

● It is about providing needed public service to the people nationwide on digital


highways, which will be the highways of tomorrow.

● Background work has been done in the last 10 years at the cost of $20 billion.
WHAT IS DIGITAL INDIA?
The Digital India mission scheme has been launched by
the Government of India for offering high-speed internet
connections in rural areas. The Digital India Mission was
launched by Prime Minister Narendra Modi in July
01,2015. It is beneficiary schemes for already existing
schemes like Make in India, Bharatmala, Sagarmala,
Start-up India, and Stand-up India.

Focussed areas Digital India Mission Scheme:

● Providing digital infrastructure facilities as a


source of utility for each of the citizen.

● Governance and services on demand.

● Looking after digital improvement for each of the


citizens of India.
The objective of the Digital India Mission:
The main objective of the Digital India Mission is ‘Power to Empower. The
three core components of Digital India Initiatives are digital delivery of
services, digital infrastructure creation, and digital literacy. Read here about
the objectives in detail:
● Offering high-speed internet in all gram panchayats.
● Easy accessing to Common Service Centre in all the locality.
● The digital India initiative is the combination of ideas and thoughts into a single,
comprehensive vision so that each of them is seen as part of a larger goal.

The Digital India Programme also focuses on restructuring many existing


schemes that can be implemented in a synchronized manner.

CHALLENGES IN IMPLEMENTING DIGITAL INDIA
The government of India has taken an initiative through the Digital India
Mission to connect the rural areas of the country with high-speed internet
networks. Apart from the various initiatives taken by Digital India, there are
several challenges faced by it.

DIGITAL INDIA WEEK
The Digital India Week, launched on July 1, 2015, is being conducted in the
capital and will last for a week. The project involves digitalising India and
was launched by the PM along with India's top businessman such as Anil
and Mukesh Ambani. They have promised to provide broadband services to
250,000 villages by 2019.

There are various other features of the campaign, listed below:

● Citizens will be provided digital lockers to store important


documents such as passports, PAN cards, mark sheets and
degree certificates.
● Having all information stored in cloud will not only reduce
storage space, but will also save time, money and effort.
● Setting up Wi-Fi hotspots in 2,500
cities by the govt owned BSNL.
● An e-hospital portal will be
made available, online so
that the people can make
appointments with doctors

● Paper documents such as
birth and death certificates,
land records, degree
certificates and other
important documents will
be recorded digitally than
on hard copies.
Digital India Initiatives & Implementation
The Government has taken up many initiatives under the Digital India campaign.
Discussed below are few such important initiatives:

● DigiLockers - This flagship initiative aims at ‘Digital Empowerment’ of the


citizen by providing access to authentic digital documents to citizen’s digital
document wallet.
● E-Hospitals – It is a Hospital Management Information System (HMIS)
which is a one-stop solution in connecting patients, hospitals and doctors
through a single digital platform. Till February 2021, as many as 420
e-Hospitals had been established under the Digital India campaign.
● E-Pathshala – Developed by NCERT, e-Pathshala showcases and
disseminates all educational e-resources including textbooks, audio, video,
periodicals and a variety of other print and non-print materials through the
website and mobile app.
● BHIM – Bharat Interface for Money is an app that makes payment
transactions simple, easy and quick using Unified Payments Interface (UPI).
APPROACH & METHODOLOGY OF
DIGITAL INDIA PROGRAMME
● Ministries / Departments / States would fully leverage the Common and
Support ICT Infrastructure established by GoI. DeitY would also evolve/ lay
down standards and policy guidelines, provide technical and handholding
support, undertake capacity building and R&D etc.

● The existing/ ongoing e-governance initiatives would be suitably revamped to


align them with the principles of Digital India. Scope enhancement, Process
Reengineering, use of integrated & interoperable systems and deployment of
emerging technologies like cloud & mobile would be undertaken to enhance
the delivery of Government services to citizens.

● States would be given flexibility to identify for inclusion additional


state-specific projects, which are relevant for their socio-economic needs.

● Successes would be identified and their replication promoted proactively with


the required productisation and customisation wherever needed.
The Programme Management
Structure for Digital India

MONITORING COMMITTEE OF
For effective management of

Structure would consists of a
Monitoring Committee on
Digital India headed by the
Prime Minister.
Key components of the Programme Management structure would
be as follows:
● Cabinet Committee on Economic Affairs (CCEA) for
programme level policy decisions.
● A Monitoring Committee on Digital India under the
Chairpersonship of Prime Minister which will be constituted
with representation drawn from relevant departments to
provide leadership, prescribe deliverables and milestones, and
monitor periodically.
● A Digital India Advisory Group to solicit views of external
stakeholders and to provide inputs to the Monitoring
Committee, advise the Government on policy issues and
strategic interventions necessary for accelerating the
implementation of Digital India programme across the Central
and the State Government departments.
● Expenditure Finance Committee (EFC)/Committee on Non Plan
Expenditure (CNE) to financially appraise/ approve projects as
per existing delegation of financial powers.
● A Council of Mission Leaders on Digital India would be
established as a platform to share the best practices in various
existing and new eGov initiatives under Digital India and also to
sensitize various government departments about ICT projects of
DeitY(Department of Electronics and Information Technology).
● State/UT Apex Committees on Digital India would be constituted
at the State/UT level to allocate required resources, set priority
amongst projects and resolve inter-departmental issues at the
State level.
● For effective monitoring of Digital India, usage of Project
Management Information System would be mandatory in each
new and existing Mission Mode Projects to capture the real or
near real-time details about the progress of the project.
CONCLUSION
The vision of digital india is grand. It is a huge step towards
building a truly empowered nation, if successful it will transform
the citizen access to multimedia information content and
services.
However, the goal is still faraway since nine pillars of digital india
mission are facing serious challenges in implementation. It is
imperative that focused and persistent attention must be given to
each and every Pillar so that this program will not end up in
failure.
In fact we all should be prepared mentally for the change and to
face the challenges only then it would be possible to make the
vision of reality…
