Cavite PPO IMPLAN 19-2018 PROJECT “KARPINTERO”

1. REFERENCES:

a. IMPLAN 06/2017 to NHQ CMC 21/2017 Enhance Managing Police


Operation(MPO);
b. Community Mobilization Project PRO4A MC No. 2017-02; and
c. Revised PNP Operational Procedure, Series December 2013.

2. PURPOSE:

This IMPLAN prescribes the operational guidelines and policies of the Cavite
PNP to address the increasing number of crimes happening in construction sites
such as: physical injuries, rape, theft, homicide, and other crimes in collaboration
with the Local Government and stakeholders.

Likewise, this IMPLAN provides the guidelines and procedures to be


undertaken by Cavite PPO in the form of information/dissemination and coordination
with LGUs, Barangay officials and cluster leaders to profile and conduct background
check to determine the personal circumstance of all construction workers, helpers,
utility workers and the likes who is not a permanent resident in the area and to have
a proactive approach for the purpose.

3. SITUATION:

The fundamental factor that made a progressive community is a well-


managed/maintained peace and tranquility. The populace and investor’s feeling of a
well secured environment while at home or at work not only commercial industry but
as well as tourism. Thus, ensuring economic development in the Province of Cavite
badly needs law enforcers that will ensure that the AOR of Cavite is the home of
business and tourist friendly policemen.

Although Cavite appears to be the most peaceful place in the country, crime
prevention is still the number one concern of this province. Any threat to peace and
order must be address immediately.

Despite several directives and IMPLANs to intensify campaign against focus


crimes and wanted persons within the region, crime incidents particularly theft and
homicide and robbery are mostly committed by ordinary laborers in the area without
proper identification. Thus, gave police officers hard time to identify and immediately
arrest the suspects. Other crimes are likewise perpetrated by criminals using same
modus operandi to elude arrest from pursuing enforcers.

Based on CIRAS generated record from January to December 2018 for the
total of 1906 (8 focus crime) incidents were recorded wherein 598 (8 focus and other
crime) of those are committed by construction workers, and a total of 255 (8 focus
crime) incidents happened in the construction sites where most of the suspect is a
construction worker or laborer itself.

4. MISSION:

The Cavite PPO through the twenty-three (23) Cities/Municipalities, PMFC


and all Provincial Administrative and Operational Support Units in coordination and
collaboration with the local government units and the utmost support of the
community and stakeholders shall take a more systematic proactive approach to
prevent the occurrence of incidents perpetrated by construction workers in and out of
construction sites.

5. EXECUTION:

1. Concept of Operation:

This IMPLAN “KARPINTERO” will be executed in three (3) phases;

a. Information Phase:

a.1. Series of conference and consultations to be conducted by the


TWG of this PPO defining the implementation “IMPLAN
KARPINTERO”;
a.2. Conduct of Information dissemination thru dialogue with the
barangay officials and cluster leaders re crime prevention activities
happening in the construction sites and implementation of this
IMPLAN;
a.3. Conduct of information/dissemination thru visitations to all identified
construction sites;
a.4. Coordination with LGUs re implementation of this IMPLAN and to
formulate drafts on resolution requiring all non-resident workers to
secure their clearance and submit the same to the barangay
officials having jurisdiction to their place of work to determine their
personality;
a.5. Distribution of leaflets, posters, other info materials;
a.6. Use of Quad tri-media in the information dissemination drive; and
a.7. Install tarpaulin re this IMPLAN indicating PNP hotlines;

b. Implementing Phase:

b.1. All Cities/Municipal Police Stations intelligence officers in


coordination with the barangay officials, cluster leaders and
stakeholders shall conduct background check and profiling to all
construction workers, ordinary laborers, helpers, utility workers and
the likes in their areas;
b.2. Conduct of regular inspection with barangay officials and cluster
leaders to that effect; and
b.3. All found to have pending warrant of arrest shall be arrested
immediately and shall be turned over to the court of origin.

c. Feedback and Assessment Phase:

Weekly report shall be submitted to the Provincial Headquarters (Attn:


POPB) for the assessment of the effectiveness of this OPLAN in preventing and
reducing the number of crimes. To have a quarterly and year-end assessment to be
undertaken by the Oversight Committee on managing police operations.

2. TASKS:

DPDO

1) Over-all supervisor of the Implan; and


2) Perform other task as indicated.

PIB:

1) Strengthen counter intelligence operations and case build-up to


identify wanted criminals and personalities operating in PRO4A;
2) Maintain a database of criminal groups and personalities;
3) Responsible in the validation of reports gathered through feedback
mechanism; and
4) Perform other task as indicated.

POPB

1) Monitor the implementation of this OPLAN;


2) Conduct assessment and submit recommendation to the over-all
supervisor;
3) Direct the operating group to submit after activity report on a weekly
basis to IMPLAN “KARPINTERO” Secretariat/POPB) every Thursday
of the week; and
4) Perform other task as directed.

PLB

1) Provide POL allocation and other logistic support when necessary;


2) Perform other task as directed

PPCRB

1) Will be the front in the conduct of PCR activities such as information


dissemination, solicitation of cooperation from the government and
private agencies/corporations, NGOs and other stakeholders; and
2) Perform other task as directed.

PFB

1) Provide financial support as necessary;


2) Perform other task as directed.

PIDMB

1) Deputy supervisor of the Implan;


2) Conduct investigation and case monitoring;
3) Submit detailed report of crime incidents to POPB; and
4) Conduct verification whether personalities involved has other crimes
outside the province and have existing Warrants of Arrest and
5) Perform other tasks as directed.

All COPs

1) Submit to the provincial secretariat (POPB) respective IMPLANs within


48 hours upon receipt of this IMPLAN;
2) Initiate the conduct of PCR activities such as information
dissemination, solicitation of cooperation from the government and
private agencies/corporations and NGOs to gain the support of the
community regarding the project,
3) Must submit after activity report with database of profiled construction
worker on a weekly basis to the Secretariat (POPB) every 9:00 AM
Thursday of the week;
4) Closely coordinate with their LGUs and NGOs for the passing of local
ordinances requiring all building construction to have a profile of their
construction workers to include: Police Clearance, NBI, Latest picture,
Residence and latest known address; and
5) Perform other task as directed

CPMFC

1) Assist the police stations in the conduct of information/dissemination of


this IMPLAN and submit a weekly report of the activity;
2) Initiate same activities in coordination with the COP and submit report
to the Secretariat (POPB) every 9:00 AM Thursday of the week; and
3) Perform other tasks as directed.

PNP Crime Laboratory Unit

1) Provide PPOs necessary assistance in the processing of the crime


scene;
2) Submit a matrix indicating cities/municipalities with corresponding
mobile contact hotline numbers (globe), and
3) Perform other task as directed.

Other Operational and Administrative Support Units

1) Provide appropriate support to all operating units based on respective


mandates and expertise; and
2) Perform other tasks as directed

6. COORDINATING INSTRUCTIONS:

a) Conduct lateral coordination with LGUs, NGOs and other force


multipliers in the conduct of this project;
b) Provincial RED Team shall conduct random inspection to monitor the
conduct of this project at the provinces,
c) All provisions of this IMPLAN shall be vigorously enforced by all
operating units without fear or favor.
d) All reports and accomplishments relative to the implementation of this
IMPLAN shall be submitted to the Secretariat (POPB) Weekly
accomplishments reports of the PPOs shall be submitted to the RU,
PRO CALABARZON
e) The PNP Operational Procedures shall be strictly observed and
followed in all operations

7. ADMINISTRATIVE AND LOGISTICAL SUPPORT

a) All tasked units shall initially support its operational requirements


b) Additional support will be provided subject to the availability of funds
