THE RESEARCH PROBLEM
Statement of the Problem

This study aims to evaluate the effects of distance learning in Talisay City College.

More specifically, this study seeks to answer the following questions:

1. What is the demographic profile of the respondents in terms of:

1.1 Age

1.2 Sex

2. Do you think distance learning is enough to cover the rest of studying?

3. What are the biggest challenges educations is facing now?

4. What are the positive and negative effect of distance learning?

5. Based on the findings, what alternative solution can be proposed?

THE PROBLEM AND ITS SCOPE

Rationale and Background of the Study

According to Merriam Webster, distance learning is a method of study where both the

teacher and student meet virtually through mails, etc. Due to the spread of virus,
governments around the world decided to put a measure, where that measures requires

also a temporary physical closure of educational institution (Frontiers, 2020). In the

Georgia State University, had to create distance learning opportunities enable students to

complete the 2019-2020 academic year. The uncertain duration of the approach presented

challenges at all academic levels (Elizabeth Armstrong-Mensah, Kim Ramsey-White,

Barbara Yankey, and Shannon Self-Brown). Distance learning can be also called distance

education, e - learning, mobile learning, or online learning (Frontiersin.org). The lack of

access to free technology, daily expenses, and internet services makes the students don't

have the determination about what to choose, whether they want to take an online course

or not (Elizabeth A.M, Kim R.W, Barbara Y., and Shannon S). In addition, distance

learning are faced with numerous problems such as lack of instructional facilities,

adequate funding, training of personnel, electricity, computers, internet connectivity

makes it difficult for effective implementation of any technological and communication

development especially in third world countries like Nigeria (Catherine Osuji, and
Johnson C Amadi). And added, the government at all levels should make internet

connectivity a priority for higher education. Meanwhile, Filipino learners across

academic levels who have to stay at home and comply with the Philippine government

quarantine measures (UNESCO, 2020). Villarin, 2020 state, “all students can learn at

their own pace”. And DepEd Secretary, Leonor Briones quipped, “Education must

continue even in times of crisis, whether it may be a calamity, disaster, emergency,

quarantine, or even war”. Furthermore, petitioners argue that “access to the internet

connection and learning devices continued to be a privilege up to this day, placing those

with poor internet access at a when it comes to online classes.”(Jeremiah Joven B.J,

Hazel T.B, and Mark Antony D). 45% of Filipino citizens (46 million) and 74% (34,500)

of public schools do not have access to the internet (Jones, 2019). And locally, based on

the survey conducted by the division, public school students opt to do printed modular

learning as they don't have gadgets for offline or online learning, Caecent No-ot

Magsumbol (2020). And added, "Offline learning is for those with laptops or personal
computers and other gadgets, but do not have an internet access, thus they will have to

retrieve lessons via a CD-ROM or USB". As what Labella said, “The future of the

country depends on the young people. Let us always be reminded that the future belongs

to our young Cebuano’s". The success of the basic education, learning continuity plan

also lies in the cooperation and support of the parents (KQD FREEMAN). Now, learners

will highly depend on the household members to instill good values, including honesty,

resilience and empathy.

This study assumes that both the government and education department play an

important role in establishing a quality distance learning among college students of

Talisay City, Cebu. This is because they are the one who can make an alternative

solution that is relevant to the student.
