1. GENERAL
INTRODUCTION
This document has been compiled by the Voltech Enginners Site Management Team engaged as
the E&I Sub Contractor on the DSSTW Project

The purpose of this MS is to provide instruction for the installation of 11KV cables 11kV cable
installation, joint and Termination works. This works is specifically for the enite DSSWT where
ever appliable of 11KV Cable and Termination installation works necessary for the proper
execution and timely completion of the project, in line with approved construction drawings and
project requirement.

2. SCOPE OF WORK:
This MS covers the execution for Laying of 11KV cables , joints and Termination in accordance
with the relevant reference standards, project specifications and approved Shop drawings
identified herein as reference documents.
The approved installation sub-contractor ( Q-PEC ) required to follow this MS at all times during
the whole working period.
The sub-contractor shall ensure that the safe work systems resulting from the Risk Assessments
are employed throughout the works described in this MS.
Q_PEC Construction Managers and WEBAG-VOLTEC construction and Safety Managers both
have the responsibility for ensuring that the MS procedures are adhered to, and are verified

All Site Operatives will be required to undergo site safety induction and suitable training prior to
undertaking any site construction works.As a minimum the following PPE will be provided in
addition to that identified in the Risk Assessment.

SPECIFIC
a) Issue Approved Method Statement & Risk Assessment to supervisors operatives prior to
the work commencement.
b) Conduct daily task briefing and toolbox talks before starting work and record all participants
by signing an attendance sheet
c) Obtain confirmation from Main Contractor that the designated construction areas have safe
access and that all related safety precautions and safety warning measures have been
implemented by subcontractor.
d) Provision of shaded rest area where practical on site and welfare facilities.
f) Activity related Health & Safety is covered under Section - Work Methodology.
All workers / staff involved in the installation works covered in this MS will be site Inducted and
therefore aware of the behaviour to be adopted in case of emergency. During the safety induction
a specific section will be dedicated to preparedness in case of emergency.
Notice board will be provided at the entrance to offices and welfares with instructions on what to do
in the event of an accident or “fire".
Lists of first-aid workers, emergency action team members will be identified on the Notice Board.
DSSWT, first aider’s have been identified and their names, pictures and contact numbers will be
posted on site. The role of first aider will be to provide an immediate treatment to injured/ affected
person to preserve till medical team arrives.

The emergency response procedure shall follow the procedures as detailed in the Project
approved HSE Management Plan.

5. ENVIRONMENTAL
The Environmental Threats Risks Issues and Concerns shall also be managed using the JHA
during the works: The main Environmental issues include:
a) Noise disturbance
b) Waste management
c) Lighting
d) Dust Control
5.1 QUALITY
The Inspection and Test Plan for the Laying of 11 KV Cables, Joints and Termination summarizes
the specific characteristics and objective that are to be satisfied. The Site Construction Manager
will be responsible to ensure stage wise compliance for these operations, and the QA/QC
Engineer will carry out quality control checks and report the inspection results. The ‘Hold Points’
are identified in the ITP
6. RESPONSIBILITIES
a) Project Manager is the responsible person for the planning, control, monitoring &
executing the project in accordance with the contract documents, specification, British
Standards and Local Authority regulations.
b) QA/QC Engineer is responsible to check and ensure the conformity of electrical installation
with British Standards and Local Authority regulations. He is also responsible to ensure that
the inspection and testing are done as per approved quality control procedures, as well as
for the verification and inspection, checklist and test shall be witnessed, recorded and
signed by QA/QC Engineer.
c) Site Engineer is responsible to carry out the work as per approved shop drawing and
method statements. He is also responsible for the inspection and testing of electrical
installations as per approved inspection and test plan. He is directly responsible for the
timely executions of all aspect of work in accordance with the other trades involved in the
project.

d) Site Foreman shall be responsible for the following activities. Assist Site Engineer for day
by day activities. Coordination with the site personnel for day by day requirements & control
of labors, materials and commencement of works. Control of Tools and Equipments.
Ensuring high quality of workmanship. Ensuring all works is in accordance with the
approved shop drawings.
e) Safety Officer shall be responsible to all HSE related function and to follow up the safety
procedures to be adopted at site. Coordinated with the engineers, foreman and workers to
strictly enforce the safety procedures for the different aspects of works to be handled by the
company staff. Monitoring of day to day housekeeping if undertake.Control of site as per
HSE Plan,Site access and Security Procedure,site emergency response plan,Summer
working plan
f) Lifting Supervisor is responsible for overseeing the set-up, maintenance and safe and
efficient operations of the lifting equipment. Responsible for coordinating and supervising
all lifting activities in accordance with regulations and is required to be present during
all lifting operations.
g) Pre-commissioning Engineer: To Ensure the pre-commissioning tests are done properly
and the system is ready for Final Commissioning
h) Commissioning Engineer is responsible for supporting project scope development,
preparing and implementing detailed commissioning plans, commissioning building
systems to verify proper Installation, and submitting reports to validate commissioning
completion.
i) Technician: Responsible for Laying and Terminatiion of HV Cables
j) Semi-skilled helpers: To support activities of Cable Laying and Termination

b) 11 kV cables and other related accessories will be stored at dry location in lay down area.
They will be protected and covered by polythene sheeting.
c) After delivery, materials will be inspected by verifying for any damage, shortage none
compliance of project specification & materials submittal.
d) Necessary Factory Acceptance test to be completed and accepted as per approved FAT
procedure.
e) The 11kV cables, and accessories will be tagged, crated and protected for shipping as per
manufacturer’s recommendation.
f) Ensure the final cable schedule as per site measurement shall be prepared prior to cable
manufacturing, to avoid surplus/ shortage cable during cable drum measurement.
g) The lifting procedure will be strictly adhered too to ensure the 11 kV cable and accessories
are free from damage. Manufacturer’s recommendation for lifting procedure should be
followed.
h) All lifting equipment must be rated for the purpose and checked for damage before any
attempts are made to lift the 11 kV cables drums.
a) Notice for commencement of installation will be raised and a lifting and unloading request will
be raised giving the date, time, weight & dimensions to Main Contractor ensuring adequate
notice to prepare for lifting and unloading.
b) Approved Shop drawing shall be posted at the work place for site reference used and
installation works.

7.3 Delivery
a) The 11 kV cables and related accessories are factory packed for transport and should remain
until installation.
b) All documents will be available with the supplied 11 kV cable and it accessories i.e. Transport
/ shipping documents, packing list, delivery notes and Test Certificates etc.
c) The inward inspection of materials will be carried out in the presence of Engineer in
accordance with relevant ITP, QA/QC Plan and Procedures.
d) Deliveries to site should be closely aligned to the installation programme, so as to avoid
accumulation of 11 kV cable and to minimize double handling that may be possible of
causing damage to the material.
e) No materials will be permitted to enter the work location without being inspected and
approved by the client appointed engineer as a part of ITP for 11 kV Cables and its
accessories . Material delivery to site (MDS) to be sign-off.

b) Before commencement of any construction works, pre-inspections will be carried out on all
materials prior to being withdrawn from the storage area i.e. quantity, physical damage and
brand/make.
c) Safe Access to work areas shall be provided and shall be approved by the competent safety
person prior to commencement of works if applicable.
d) Check the work area tidy and remove flammable materials if any and ensure the safe
environment.
e) Where the RA identifies high risk works a permit to work must be obtained from safety
department and entered on SADD’s.
f) Competent manpower will be employed to carried out the construction work.
g) Prior to execution of 11 kV Cable and termination the setting out of the installation shall be
conducted to determine the location of cable route and other accessories.
h) The setting out of the works shall be on the basis of Client “Approved Shop Drawing”. The
common reference point (Gridlines or Offset from FFL) shall be mark by surveyor on the
available walls, columns and slabs on formation level for underground 11KV cables at site.
i) Ensure the required manholes to be ready for cable laying, obtain the necessary civil
clearance for any installation work.
j) Provide safety signboard and barricades on the area of work place if required. If the
installation required the used of scaffolding, only approved scaffolding shall be used for
staging platform and shall have scaffolding safety tagged prior to use.

9. INSTALLATION OF 11 kV CABLES
a) Cable installation and termination shall comply with reference codes, approved drawings
and other relevant project documents.
d) Cable Installation work shall be started after obtaining civil works confirmation.
e) Obtain approval for the installation of raceways where 11KV cables will pass through, prior to
commence for pulling cable.
b) Random or unplanned “take-off” of cables from new drum is strictly prohibited Cable shall
be cut from to which they have been allocated as per the cable schedule and drum
schedule.

f) Cable schedule and drum schedule shall be updated and controlled by Site Engineer. The
minimum items below shall be recorder on the drum schedule.
c) List of proposed cable which shall be laid in particular area shall be prepared as per cable
schedule and Routing, location of Panels/Equipment shall be identified.
d) Cable identification tag shall be made available for above cable in advanced and also after
glanding .
e) Ensure cable ladder/cable trays are free from any sharp edges and are having sufficient
spaces for installation.
f) Perform visual inspection to ensure that there are no sharp edges or burrs that could
damage wires and cable during installation. Transport the cable to site by a truck and
unload on nearest point of cable pulling start point.

g) When drum reaches to designated areas, the cable drum shall be unloaded to the proper
cable jack directly for easy cable pulling operation.
h) Before removing the hoist, check direction of arrow on the drum. It must be the same
direction as the pull.
i) After unloading of cable drums, insulation resistance (Megger) test shall be carried out
internally by Q-pec for complete drum to ensure there is no damage occurred during
transportation & lifting.
j) After successful insulation resistance (Megger) test required cable length shall be ready for
laying.
k) Place the necessary cable roller in cable passage, and connect the cable winch and
pulling grips to the cable.
l) Allocate required number of manpower nearest to the cable winch as well as cable drum.
m) Ensure the proper coordination and communication between work force.
n) Choose the required pulling grip. When selecting a pulling grip, it is extremely important to
select a grip of the correct type, size and maximum rated capacity.
o) Erect scaffolding at location of cable installation.

p) When unrolling cable, a plastic or plywood sheet should be provided and laid in ground for
cable protection. Avoiding any scratches and damages the cable outer sheet insulation.
q) Collect and keep ready at site, materials such as cable pulling sleeves / net tools and
cable roller guides etc.
r) Cable roller guides shall be placed under the cable during pulling over longer distances
and standoff rollers for acute bends, to ensure that the cable is pulled with minimum effort
and cable outer jacket is free at scouring lines.
s) Pull the cable into position by hand, where possible using an adequate number of
operative roller guides suitably positioned along cable length
t) Do not allow cable to twist or rotate about its longitudinal axis during pulling process
u) Where two or more cables are to be installed all cables shall be neatly run in all cable tray
and ladders.
v) Cables shall not be bent during installation, either permanently or temporarily to radius less
than the allowed minimum bending radius allowed by the manufacturer.
w) Check ladders / trays are provided with bends to accommodate the minimum bending
radius of cable. This is to ensure that cable is not subject to undue stresses.
x) Ensure that the installation is free from any cables crossing over.
y) The cable shall be spaced in accordance with approved shop drawings and tied to the
ladder / tray using approved cleats and or cable ties for both horizontal and vertical run.
z) Earth cable shall be pulled along with the power cables.
aa) Mark both power cable and earth cable for pairing them on both sides of connections, at
the send and receiving ends.
bb) In case the cable length is more than one cable drum, all cables which can be laid from
original position to be completed. Then the cable pulling set up to be repositioned to the
next location ( End point of previous laid cable) and continue the cable pulling/ Laying.

d) Manually lay the rope above the cable tray until it reaches the starting point of cable
pulling. Rope must be above the rollers. See figure below
e) Insert the correct size of the cable stocking grip over the outer sheath of armor cable,
pull the cable stocking grip and fix 3 wire coils to end of the cable stocking grip.
f) Connect the pulling rope to the eye of cable stocking grip using shackle.
g) Start cable pulling process and ensure cable outer sheath must not be damage during
cable laying.
h) Manhandle/guide the cable while feeding into tray end.
i) Manually feed the cable to the cable tray / ladder at the starting point and pull the rope
without unreeling cable on the drum to develop certain pressure between cable
stocking until it fully grips the cable
j) After checking the grip and everything is satisfactory, the site engineer can give order
to start pulling the cable to the workers assigned at the rope side.
k) During the entire pull, only the person in-charge i.e supervisor or foreman should give
command to workers pulling the cable in order to synchronize with the workers
releasing cables at drum end.
l) For horizontal pulling, assigned guider to check cable condition at every cable tray
corner or offset locations.
m) After the cable has reached the other end, measure the exact length required for
termination to the equipment or panel board termination.
n) Provide enough allowance (slack) for every termination point before cutting

o) Arrange the cable in the tray (follow correct spacing as per the drawings Afterwards,
cut the cable from the drum and separate each phase of the cable in preparation for
another insulation test.
p) Conduct insulation test again on the cable and record all results.
q) Discharge to ground the power on cable after the megger test.
r) Apply insulation tape on both cut ends of cable to seal it
s) Identify cable at both ends for proper identification of cable. Marker sign shall be same
as the feeder designation in the cable schedule.
t) Coil the cable at each until termination to equipment has started
u) Provide red tape to coiled cable so that the personnel shall not step on it and no
materials shall be stocked on top of it.
v) Where cables passes through a fire barrier, approved fire stopping material shall be
provided by approved specialist subcontractor.

j) Obtain construction approval of trenches prior to pulling cables for direct buried
installation.
k) Lay dune sand to a thickness of 200mm on the bottom of the trench for direct buried
cables to lie on.
l) Cables shall be laid at a depth of 1000mm or in other cases shall be coordinated with
other mechanical services as per approved shop drawing.
m) Minimum horizontal clearance for 11KV cables and pilot cables installation shall be as
per Approved Shop Drawings
n) Cables shall be laid with adequate separation and shall be “snaked” to avoid tension
during backfilling operations.
o) All laid cables shall be inspected by Engineer, before sanding and backfilling.
p) After cables have been laid and approved, it shall be covered! by a further layer of
dune sand on top to a thickness of 200mm, before the trench is backfilled.
q) After sanding cable cover tiles shall be placed in position to overlap the cables by a
minimum of 50 mm either side of the cables
r) Backfilling supervision will be from Q-pec to ensure that cable cover tiles are
undisturbed and that larger rocks, stones and the like are eliminated from backfill
spoil.
s) Cable route markers shall lay in position at a maximum of 10 meters apart and at
entries to buildings and any change in direction.
t) Cable rout markers shall be provided to the approval of the engineer and engraved
“Electricity Cables", or other suitable legend, with the appropriate voltage.
u) Cable route passes through open area shall be provided with concrete post route
marker to the approval of the Engineer and “Electricity Cables”, or other suitable
legend, with the appropriate voltage.

c) In cases where cable glands are to be used for cable termination the following check
shall be conducted.
1) Cable gland size is fit for the cable outside diameter.
2) Cable gland packing is suitable for each cable finish.
3) Conductor have not been damage in cutting of the armored.
d) The following checks shall be conducted before cable termination work:
1) Continuity test, insulation resistance measurements.
2) Cable supports have been installed completely.
3) Check panel terminal blocks / boards are suitable for the cable sizes.
4) Sufficient cable length required for termination.
5) Panel boxes have been installed and fixed properly.
e) Pressure and compression terminals to be used shall be correct sized for the cables.
f) Cable conductor shall be terminated with crimped lug or pins to suit the equipment
connection facilities.
g) Cable core identifying color, tapes, wire numbers or other markers shall be firmly
attached.
h) Cable arrangement after termination shall be neat and orderly.
i) After completion of terminations, insulation test and inter phasing continuity shall be
conducted.

a) Jointing of high voltage cables shall only be carried out by personnel trained and
accredited for a particular joint type.
b) Prior to ordering cable, proper schedule to be prepared as per end to end
measurement for each cable lengths to avoid cable joints.
c) Cable jointing shall be allowed, if the distance for the supplied equipment’s exceeds
the maximum length for the cable.

d) Before laying a cable, proper locations for the proposed cable joints, if any, shall be
decided, so that when the cable is actually laid, the joints are made in the most
suitable places.
e) Prior to joining, each cable section shall be meggered and the results be recorded.
f) Joints shall be in an accessible location and under no circumstances Joints may be
located under carriageways or driveways where repair crews could be endangered by
vehicles.
g) Jointing shall not be happen in wet or dirty conditions. Make outdoor Joints under a
suitable tend or shelter.
h) Immediately after removal of the cap and outer sheaths, the core insulation should be
completely dry.
i) Conductors shall be carefully cleaned of oil, compound, etc., prior to crimping.
j) If moisture is observed, the joint is not to proceed, and measures are to be taken to
remove the contaminated section of cable.
k) Ensure when jointing no reduction in the number of strands of a cable core shall be
allowed at a cable joint.
l) Joints shall be carried out by QGEWC certified cable jointer in accordance with the
manufacturer's recommendations.
m) Joint cable in straight through joints and main cables in tees and other branching
joints core to core.
n) All ferrules, compression connectors and bare portions of cable core resulting from a
jointing process shall be insulated with an approved type of insulating tape or heat
shrinkable tubing after completion of process.
o) After the joining procedure, insulation resistance and Voltage withstand test ( Hi-pot
test) to be completed.

d) Cable tests are to be carried out in accordance with the requirements of the
Regulations and Standards.
e) Test Equipment: Provide megger testers of various ranges as applicable, and MV test
equipment as necessary for testing MV installations.
f) Use 5000 V megger on MV installations for initial checks.
g) On installation of high voltage cables and before electrical circuitry has been
energized, demonstrate product capability and compliance with requirements.
h) Provide cable test set with D.C. output voltage and ampere range sufficient to test MV
cables. Cables are to be laid in position (trench or duct bank), jointed where
applicable, but left uncovered, with ends free of equipment and clear of ground.
i) D.C. test voltage is to be applied between core under test and the screen in steps,
pausing one minute or more each step up to maximum test voltage.
j) Each cable/core is to be tested independently.

This MS has been developed specifically for the works specified in the designated area. A Risk
Assessment of this work has been undertaken by the approved safety manager as required under
QCS 2014 Site Construction Management Requirements (i.e. CDM Regulations)
This MS has been prepared specifically for the purposes of the installation of 11KV cable and
termination works and should not be used for any other purpose.
The Risk assessment follows the QCS 2014 Regulatory requirement Section 11 Part 1 Item 1.1.7
