Minutes of The Meeting Regarding Reopening of The University
With reference to the Order no. 704/CC/2021/38 dated 09-09-2021 issued by the Department of
Higher Education, Government of Madhya Pradesh, regarding physical reopening of
Universities/Colleges for the Academic Session 2021-22 from 15-09-2021, a meeting was
conducted at Academic Block – I consisting of Vice Chancellor, Deans, Chief Warden, Wardens
of various hostels, Registrar, Deputy Registrar, Faculty Members, Student Bar Association (SBA)
Office Bearers and Administrative Staff of the University. In the meeting following matters have
been discussed in the light of the abovementioned orders:
1. A formal letter of request is required to be sent to the District Crisis Management
Group for its approval by the Registrar to commence the academic activities with
the physical presence of the students of the University.
3. The physical classes of B.A.LL.B.(Hons.) Final Year, LL.M. and MCLIS Second
Year shall be conducted through hybrid mode. Physical classes shall be
conducted with the maximum 50% sitting strength of a class and for the excess
students, separate section shall be created, and remaining students shall continue
to attend their class through online mode using WebEx. Auditorium shall also be
available to accommodate more students if such a situation arises.
4. Class attendance shall be mandatory for all the students either attending class
through online mode or offline mode.
5. Teacher of the University taking offline classes will be required to keep their
laptops charged fully to ensure proper functioning of the hybrid classes.
6. The Assistant Systems Manager of the University shall take all steps to ensure
the proper functioning of the internet facilities continuously at all times on the
University campus including maintenance of uninterrupted power supply to all
the switches and Wi-Fi routers to enable the same.
7. Teachers of the University shall be provided with a Bluetooth headphone for use
in the hybrid classes.
9. SBA shall ensure and monitor that all the hostel resident students are following
COVID-19 protocol and other safety measures issued by the government as well
as by the University Administration.
10. Thermal screening of every person shall be ensured the main gate & in all public
buildings of the University.
11. Instructions shall be issued to the University guards to not allow any students
coming from outside without measuring temperature.
12. Students of the University shall be provided with a COVID-19 safety kit
containing masks, hand sanitizer, face shield, disposable gloves and a handwash
by the University. Students shall carry COVID-19 safety kit all the time and wear
mask while attending classes.
13. If any student is found without mask or in violation of COVID -19 protocol, then
they may be subjected to fine of Rs.100/- for the first instance of violation and
Rs. 200/- for the second violation, and upon the third violation student may be
expelled from the hostel.
14. Spitting on the University campus is a punishable offence per Rule Number 4.2.2
(xi) of the UGC Guidelines for Reopening. Any person found spitting on the
campus shall be liable to be punished with a fine, which may extend to Rs.
1000/- per instance, and in case a student violates the norm pertaining to spitting
on the campus, he/she may also be expelled from his/her hostel of residence for
the remaining duration of the academic year.
15. Registrar shall issue a show cause notice to any person violating COVID-19
norms on the University campus.
16. It is mandatory for the students to submit vaccination certificate for final
vaccination along with undertaking/declaration by the student and the consent
letter from the parents. Additionally, Registrar shall issue a notice to all the
employees of the University to submit vaccination certificates before the
commencement of physical classes. Student Bar Association of the University
will be authorized to collect all the certificates and reports of the students.
17. It is compulsory for all the hostel resident students to attend classes as per the
schedule prepared by the University.
18. The Office of the Registrar shall purchase N-95 masks with NLIU Logo in
sufficient quantity to be distributed to the students of the University and also to
be given to any person found in violation of the COVID-19 norms along with the
receipt for fine.
19. The Office of the Registrar shall purchase sufficient quantity (at least 25) of
sensor-enabled sanitization machines along with liquid sanitizer refill, for
installation at various places at Academic Blocks, Hostels, Mess and other
common areas. The Wardens of Hostels shall be authorized to refill the sanitizing
solutions in the machines and personal spray bottles of the residents of the
hostels.
20. At the gate of every functional Academic Block, two persons shall be deputed for
temperature measurement with thermal guns and for distributing sanitizers to the
students.
21. Library shall remain open between 10:00 a.m. to 9:00 p.m.
22. Students shall be eligible to get two books issued at a time from the library
instead of one.
23. Library In-charge shall ensure proper seating arrangements in the library in order
to maintain social distancing and implement COVID-19 protocols.
24. The library shall be functioning at 50% of its functional strength to ensure
implementation of the COVID-19 norms.
25. University Health Center shall be earmarked as isolation/ quarantine center for
persons who are required to be put in isolation upon recommendation of the
concerned warden or an available doctor. Registrar shall ensure the availability of
basic facilities and medicines to be available in the Health Centre.
26. In case any student is not keeping well, he/she may be asked to get his / her
health checkup done and be shifted to the isolation center.
27. Students residing within the municipal limits of Bhopal shall not be
accommodated in the hostels.
28. Students entering the University campus shall register themselves at the
University Main Gate and provide their vaccination certificates and RT-PCR
negative reports not older than 72 hours. The students will be required to submit
the details of the place from which they are coming. Additionally, all the day
scholar students of Bhopal will be required to register themselves at the
University Main Gate everyday before entering the University campus.
29. Hostel allocation plan for all the students coming back to the University shall be
prepared by the SBA of the University in consultation of the Wardens of the
respective hostels. The hostel allocation plan shall be prepared before the
students arrive in the University.
30. Students coming from Kerala, Maharashtra. Karnataka, Andhra Pradesh and any
other place where the COVID-19 cases are being found in high numbers will be
additionally required to be quarantined in the Guest House for not less than 5
days before entering the hostels.
31. The Health Centre attendant shall record the temperature of the students and
maintain a register for the same. For the Girls’ Hostel, in absence of the female
nurse, the temperature shall be recorded by any female hostel caretaker. In case a
student is found to have body temperature more than 99 degree fahrenheit, the
same shall be reported to the Registrar and Warden of the concerned hostel
immediately
32. Day scholar students shall not be allowed to enter the hostel premises.
33. Day scholar students shall be required to leave the campus latest by 07:00 p.m.
34. Parking space for the day scholar students will be the open space in front of the
Boys’ Hostels.
35. University shall provide pick-up and drop facility before and after classes at
Sakshi Dhaba to the day scholars, if required.
37. No students shall be allowed to go out of the campus without proper reason &
permission of the respective warden in-charge.
38. No student shall be allowed to remain out of the hostel after 11:00 p.m.
39. The sports facilities in which social distancing can be maintained will be
allowed. Any sport which leads to violation of the COVID-19 norms will not be
allowed.
40. Students of the University will be allowed to use the gym only after they have
reserved their time slots with the Sports Complex In-charge.
41. Registrar shall take effective steps to have proper fogging and pest control
treatment to be done on campus and hostels by the Municipal Corporation,
Bhopal.
42. The appointment of two female staff nurses in the Health Center shall be
processed by the Office of the Registrar.
43. Three jumbo size oxygen cylinders along with required equipment to be procured
in advance. In addition to this, two oxygen concentrators of high quality and
reliable brand shall be procured.
44. Time slots for the dining hall in the respective hostel mess, with the interval of 15
minutes shall be fixed by the Hostel Warden in consultation with SBA.
45. No students shall be allowed to carry food out of the dining hall; if any student
takes food out of the dining hall a fine of Rs 200/- shall be imposed by the
competent authorities. In case a student is found involved in the second violation,
he/she shall be liable to be punished with a fine of Rs. 500/-. In case of third
violation, the student shall be liable to be expelled from the hostel.
46. All the students of the University will be compulsorily required to carry their
own water bottles.
47. Students shall not be allowed to order food from outside the campus.
48. Mess of the University shall be made functional for the students residing in the
hostels ensuring all COVID -19 protocols.
49. Registrar shall ensure the resumption of University Canteen with all COVID-19
protocols.
50. Registrar shall ensure the resumption of the grocery/general store with all
COVID-19 protocols on the campus.
51. A task force shall be created under the Chairmanship of the Chief Warden, the
Registrar, Deputy Registrar, all hostel wardens, medical officers of the
University, Clinical Psychologist and SBA Office Bearers.
In addition, to the above student body agrees to follow all the measures prescribed by the
competent authorities in this regard.
