3. Amenities and Facilities in NMMC Area

3.1 Amenities and facilities

NMMC provides basic amenities like water supply, sewerage, sewage


treatment, storm water management, solid waste collection and
disposal, public toilets, crematoriums etc. to the population residing in
NMMC area. NMMC also provides facilities such as hospitals and
dispensaries, public transport, education. These facilities are also
provided by private sector.

In addition NMMC extends services such as fire fighting, undertakes


slum improvement, development and maintenance of parks, gardens
and open grounds, public libraries, tree plantation, entertainment
facilities etc.

The status of these amenities and facilities during 2001-2002 is


reviewed in this section.

3.2 Water Supply

NMMC does not have independent source of water. Treated water is


taken from MIDC and MJP. After checking for residual chlorine, if
necessary, chlorine is added in the storage tanks. This water is
distributed to NMMC area. 180 ML water is supplied to NMMC every
day. Out of this 50 ML water is taken from Maharashtra Jeevan
Pradhikaran (MJP) and 100 ML by Maharashtra Industrial
Development Corporation (MIDC). MIDC separately supplies 30 ML
water through 32 schemes to villages separately (Table 3.2.1). NMMC
supplies water to over 59,000 consumers through network of over 400
km long distribution systems with 90 service reservoirs (Table 3.2.2).

NMMC has tariffs based on consumption categories ranging from Rs.


3.75 to 4.65 per cum for domestic metered connections, and Rs. 60 to
100 per month for non metered connections. NMMC does not supply
water to industries in MIDC area (Table 3.3).

NMMC supplies water to slums either through public standposts or


through tankers (Annexure).

Even though, water distribution system in NMMC area is satisfactory


and NMMC is obliged to augment and improve the same. With
increase in population, demand for water supply is increasing in
NMMC area. Proposals for identification of separate source of water
supply including taking over scheme developed by CIDCO to NMMC
are under active consideration.

Schemes undertaken by NMMC for improvement of water supply


system include construction of ground level and elevated service
reservoirs, replacement of old lines with ductal lines, system for re-
chlorination of water etc. An amount of Rs. 4949.5 lakhs was spent on
these activities during 2001-2002.

3.3 Sewerage

A well planned system for drainage, sewage and holding ponds for tidal
water ensure freedom from flooding during monsoon exists in NMMC
area. Total length of sewers is over 40 km. (Table 3.3.1). Over 99 %
area of developed area in NMMC is covered by underground drainage
system. There are 6 number of sewage treatment plants in NMMC area
at CBD Belapur, Nerul, Sanpada, Vashi, Koparkhairne and Airoli. Total
capacity of these plants is to treat 205.5 MLD sewage and cater to 8.39
lakh population (Table 3.3.2). Present operation of these plants is at
122 MLD out of existing capacity 146.5 MLD. i.e. 85 % of sewage
generated in NMMC area.

During the year 2001-2002 an expenditure of Rs. 830 lakhs was


incurred on sewerage & sanitation. There is a staff of 19 officers who
look after sewerage and sanitation.

3.4 Storm Water Management:

There are masonry storm water drains network totaling 35.6 km in


length. Out of this 48 % drains are closed drains. The ratio of length of
storm water drains to total length of major roads in NMMC area is 90
%.

Navi Mumbai has been planned on the lines of the Netherlands. For
disposal of rain water holding ponds have been constructed in Belapur
(sector 20), Vashi (sector 8, 12, 10A, Vashi gaon), Turbhe (Sanpada
sector 30 A), Kopakhairane (sector 14 & 20), and Airoli (sector 18)
nodes. Bunds have been constructed around these ponds and control
mechanism for release of water during low tides has been installed.
NMMC maintains these ponds.

During the year 2001-2002 an expenditure of Rs. 2.88 Crores was


incurred on storm water drains. Storm water drainage system is looked
after by total staff of 98 persons.

3.5 Public Toilets

There are 246 public toilets in NMMC area. NMMC also has provided 6
mobile toilets for pay and use basis. The work of looking after these

toilet facilities has been given to seven social working organizations


(Table 3.5.1). The details of Expenditures incurred in maintenance and
repair of public toilets during the year 2001are in Table 3.5.2. The work
of reconstruction of 29 public toilets in village areas has also been
awarded to these organizations. During 2001-2002, 46 sulabh
shoauchalayas were constructed in NMMC area.

In addition 6 toilet blocks of 12/16 seats have been constructed during


2001-2002, work of 13 blocks is in progress, and proposals to construct
25 blocks have been prepared.

3.6 Solid Waste Management

Solid waste management services were taken over by NMMC from


CIDCO on May 1, 1997, for CBD-Belapur, Nerul, Turbhe-sanpada,
Vashi, Koparkhairane and Airoli nodes. NMMC also looks after solid
waste collection from 44 villages from former Grampanchayat areas.

Solid waste management is looked after 82 zones through contractors.


As per the guidelines of Honourable Supreme Court of March 1999 and
Municipal Solid Waste Management Rules September 2000, solid
waste management system has been reorganized. Accordingly, norms
were formulated as 700 m road sweeping and 500 m drain cleaning per
worker. Areas have been allotted to the workers.

Domestic solid waste from NMMC area is collected by mechanical bin


lifters. Solid waste from areas excluding Vashi is collected using 23
refuse compactors. For this, 656 collection bins of size 1 cum each
have been placed in these five nodes. Solid waste from Vashi is
collected using 15 dumper placers. For this 81 bins each of 5 cum
capacity have been kept. Each solid waste collection bin has been
numbered and time of waste lifting has been recorded on the bins.
Signature of local identified resident is taken by the contractor after
lifting solid waste. Solid waste from village and slum areas is collected
by contractors using 30 trucks. 400 round bins and 150 hanging bins
have been provided in these areas.

Solid waste is collected through contractors and disposed on dumping


ground at Koparkhairane by sanitary land filling practices.

From NMMC area about 400 MT solid waste is collected per day. This
waste is disposed in sanitary landfill developed at Koparkhairane.
While disposing solid waste insecticide and AFM is sprayed to
minimize fly and odour nuisance. Security guards have been appointed
to avoid rag pickers. This dumping ground was transferred to NMMC
from CIDCO.

This area is close to coastal regulation zone. An abandoned mine at


Turbhe Survey No. 376, is being considered as alternate site for solid
waste disposal. NMMC proposes to use solid waste for generation of
electricity and compost at this site.

3.7 Health Services

Health Services in Navi Mumbai include Hospitals and Clinics of every


possible kind - allopathic, homeopathic, ayurvedic etc.

There are plenty of Private Hospitals and Navi Mumbai Municipal


Corporations Hospitals in the city. The Hospitals are well equipped with
the latest technologies and specialist doctors (Table 3.7.1). Every
possible aid in emergency cases is available in the NMMC Hospitals.
Also available are the day and night chemists in the city. Navi Mumbai
Municipal Corporation's Health Department holds the responsibility
of checking the spread of epidemics in its regions. Also Health
Education is provided in the remotest localities of Navi Mumbai by the
NMMC.

Health facilities in NMMC area are satisfactory and recently a 500-bed


hospital has been started in Vashi sector 10.

For Animal Health Care in Navi Mumbai quite a number of veterinary


doctors are available. The NMMC takes care of the health of stray
animals by vaccinating them against various diseases.

In order to control number of stray dogs in NMMC area, a control


centre has been set up in Sector 27 of Vashi zone.

Malaria and water borne diseases: Health Department is vigilant to


check and initiate effective measures for controlling and eradication of
malaria and water borne diseases. There is a special wing under the
expert medical team established by NMMC for surveillance of these
diseases.(Table 3.7.2 and 3.7.3).

3.8 Roads and Transport


National Highway 4, passes through the NMMC area. Navi Mumbai is
connected by road and rail Thane, Kalyan, Mumbai and Panvel. The
work of Thane-Belapur railway is in progress, the construction of
railway stations are likely to complete. Navi Mumbai is close to Sahara
International and Chhatrapati Shivaji domestic airport. A new airport is
planned in Navi Mumbai.

There is a network of roads about 238 km in length in NMMC area.


(Table 3.8.1). There are footpaths and pathways along major roads.
Total length of footpaths and walkways is over 46.8 km. (Table 3.8.2).

Navi Mumbai has six rail corridors, 157 km Railway System and an
independent mainline rail terminal connecting the city directly to other
parts of the country. Vashi, Sanpada, Juinagar, Nerul and Belapur in
Navi Mumbai are on Harbour line of the Central railway.

Also available is the water transport facility like the hovercraft, which
connects the Gateway of India to Central Business District of Navi
Mumbai. Plan to develop a domestic airport in Navi Mumbai is in the
offing.

The proposed trans-harbour link between Mumbai and Navi Mumbai is


further expected to enhance the status of this city by forming yet
another link with Mumbai.

Public transport system in Navi Mumbai comprises train, bus,

autorikshaw and taxi. NMMC has its own bus service. In addition the
buses of BEST and Maharashtra State Road Transport Corporation ply
through Navi Mumbai.

NMMC Transport undertaking has 176 buses catering to 1, 66,000


passengers per day (Table 3.8.3).

There are over 5.76 lakh vehicles registered in Thane district of which
NMMC area forms for vehicle registration (Table 3.8.4). This has
resulted in traffic problems in certain areas. NMMC has undertaken
programme for improvement of internal roads to reduce the problem.

However, the major concern in traffic is increasing number of road


accidents and deaths due to accidents. (Table 3.8.5)

3.9 Foot paths in NMMC Area

CIDCO while planning Navi Mumbai complex had provided foot paths
within the city area. Foot paths are important since they are used by
pedestrians which form the large cross-section of the society. Besides
well maintained foot paths relieve traffic congestion problem on the
road surface area thereby minimizing vehicular emission which is
mainly responsible for deterioration of air quality. The nodewise detail
prevailing to foot paths and road is summarized below. The total length
and area of the footpaths provided is 174020 mts and 413021 sq. mts.

In fact foot path length should be at least equal to length of the roads
within the city.

After handing over the area to NMMC, maintenance, repairs as well as


providing additional foot paths is entrusted to NMMC. During the year
2001 – 02, budgetary provisions for footpath were Rs. 134.65 lakhs out
of which Rs. 103 lakhs were spent. For the year 2002-03 for new
construction of footpaths as well as repairs and maintenance is
budgeted to Rs. 406.31 lakhs. The details are in Table :3.9.1.

From above information, construction of additional footpaths at


Koparkhairne and Airoli area has been planned. Whereas for other
urban areas expenditure that may be incurred are mainly required for
repairs, maintenance and improvement. It would be seen that for Nerul
area cost of maintenance and repairs is on the higher side mainly
because of work of laying optical fibre cable and other utility services is
under taken.

3.10 Electricity

Maharashtra State Electricity Board supplies electricity to NMMC area


and supply is satisfactory.

3.11 Education

Navi Mumbai, strategically located on the proposed Mumbai Pune


`Knowledge Corridor', has been receiving a lot of thrust with respect to
Information Technology. The Government of Maharashtra has plans
drawn up to develop Mumbai, Navi Mumbai and Pune as high tech
habitats for IT Industry.

A strong educational base is the most important pillar on which a


person can build a career. A liberal spread of quality educational
institutes ensures the availability of learning and gaining knowledge to
one and all. Navi Mumbai has been built up with a strong Social
Infrastructure. It has 13 Engineering Colleges, Medical Colleges and 51
other colleges and reputed schools offering high standard education.
The Schools and Colleges in Navi Mumbai are equipped with qualified
and experienced faculty. Infrastructures for social activities have
proved conducive to attract children from even lower income
categories.

Navi Mumbai has excellent educational facilities. All kinds of


educational institutes are there in Navi Mumbai : kindergardens,
schools - both primary and secondary, junior colleges, ITI and
Diploma Colleges, Arts, Commerce and Science Colleges,

Engineering and Medical Colleges, Management institutes etc. There


are 133 primary schools, 62 secondary schools and 15 colleges (Table
3.11.1).

During 2001-2002 in section 3 of CBD Belapur a public library building


with expenditure Rs. 1.38 Crores has been constructed.

3.12 Crematoriums:

NMMC has provided crematoriums in each node. Some of the


crematoriums are declared as the ‘Central Crematoriums’. At Nerul
and Vashi there are provisions of all the facilities in crematorium for all
the religions. (Table 3.12.1)

3.13 Fire-fighting

NMMC has its own fire fighting cell. There are fire fighting stations at
CBD Belapur, Vashi, and Airoli (Table 3.13). NMMC has set up
emergency centre at Khirane MIDC area for Trans-Thane industrial
area.

3.14 Trees and Gardens

Gardens are termed as lungs of city. CIDCO had transferred 113


gardens to NMMC on March 23, 1999. Now, there are 115 gardens
covering an area of 4, 96,420 sq m area in NMMC (Table 3.14.1). In
the year 2001-2002, NMMC has started work of development of 25
gardens. Out of these 2 gardens in Vashi and Nerul zone each, are
being developed as theme based gardens/parks.

As per the requirements of Government of Maharashtra, a Tree


Authority has been established for NMMC area on May 16, 2001.
Experts in the area of tree plantation have been nominated on the
Authority. To continuously monitor the activities meetings of the
Authority are convened after an interval of 45 days. Special care is
taken by the Authority to ensure illegal tree felling. It has been made
obligatory to plant two trees for each tree cut, in unavoidable
circumstances.

During the year 2001-2002 total 5058 trees were planted in NMMC
area (Table 3.14.2). An expenditure of Rs. 5.64 lakhs was incurred for
tree plantation.

An ambitious tree plantation programme of planting about 16000 trees
have been planned for the year 2002-2003. The gardens in NMMC
area are being converted to theme parks. For details of plantation
please see table 6.11. These plants will have entertainment facilities for
children water sports, etc. These gardens are being improved to attract
tourists and visitors. Plantation would be undertaken along roadsides,
open ground boundaries, near schools, lake/pond boundaries, drain-
sides, and road dividers. A provision of Rs. 58.3 lakhs has been made
for year 2002-2003. The Tree Authority also involves local
organizations like Youth Council, Thane-Belapur Industry Association,
and Lions Club in the scheme of greening Navi Mumbai. On World
Environment Day 2002, a publication named Palavi giving information
on tree plantation and protection programme of NMMC was released.

3.15 Slum Improvement

Navi Mumbai has been developed as a planned city. As a result the


population residing in slum areas is much less than the other urban
areas of India. However, the land acquired for development of Navi
Mumbai earlier had many villages. Also, in order to meet requirement
of labour in construction, industry, domestic servants, trade and
commerce, an employment seeking population has migrated to Navi
Mumbai. Due to low income levels, such population resides in slum
areas. While the percentage of population residing in slum areas is
insignificant (less than 2 percent). In developed zones like CBD-
Belapur, Nerul, Vashi, Koparkhairane and Airoli, over 80 % population
in Ghansoli and Digha areas resides in slums. (Table 3.15)

NMMC has been implementing slum improvement programme. As a


part of this programme water supply, public toilets, drainage, roads and
street light facilities are provided in slum areas.

3.16 Entertainment

Salient facilities in NMMC area include cinema halls, lakes, gardens,


study centres, Vishnudas Bhave Natyagriha (Theatre), 105 restaurants
and 295 hotels. NMMC also proposes to construct Olympic size
swimming pool.

There are two cinema halls, Vishnudas Bhave Natyagriha (Theatre), 37


lakes, 115 gardens, 400 hotels/eating places, 5 swimming pools in
NMMC area. A regional park is being developed at Advali-Bhutwali.
CIDCO is planning to establish five star hotels.

3.17 Public Grievances Redressal and Information Mechanism

Public disclosure and participation forms an integral part of community


management. While many activities are undertaken by the municipal
bodies for public welfare, common man is unaware of the same. On
the other hand a general feeling may develop in the public that the
system has apathy for common man. To eliminate these problems and

to commemorate 10th anniversary of NMMC, under guidance of


Municipal Commissioner a publication titled “Satat Sampark” (Constant
Touch) has been started by NMMC from January 1, 2002. NMMC is
also implementing Rajiv Gandhi Gatimanata Abhiyan for making
NMMC administration people oriented.

Regional offices of health department of NMMC organize awareness


campaigns on health education, family welfare, immunization
programmes, and epidemics. Advertisements are given in local
newspapers for increasing awareness during epidemics.

The area now developed as Navi Mumbai, was earlier marshy land.
Even today it has long coastline and vast marshy area. Such places
are ideal breeding ground for mosquitoes. This may lead to spread of
malaria, especially during monsoon. NMMC has erected 10 hoardings
providing information on malaria, has been prepared 6 sets each
comprising 12 boards for providing information on malaria. NMMC also
organized 30 street-plays and distributed over 10,000 handbills.
NMMC has established mosquito abatement committee.

NMMC has also established “Help Line” to address and initiate actions
to comply the necessary grievances.
