Be it enacted by the Philippine Senate and House of Representatives in Congress assembled:

SECTION I. Concise. The “Department of Information and Communications Technology Act of 2015” shall
be the title of this Act.

SECTION 2. Policy Declaration. – The following is declared to be the State’s policy:

(a) To recognize the critical role of information and communication in the development of nations;

(b) To ensure that the provision of £ is strategic, dependable, and cost-effective. Infrastructure,
systems, and resources in information and communications technology (ICT) centered on
citizens as instruments of good governance and global competitiveness;

(c) To ensure that everyone has access to high-quality, affordable, dependable, and secure
identification services;

(d) To encourage the development and widespread use of emerging information and
communication technologies, as well as to foster and accelerate the convergence of ICT and ICT-
enabled facilities;

(e) To ensure the availability and accessibility of ICT services in areas where the private sector is
insufficiently represented.

(f) To foster an ICT sector policy environment that fosters broad market-led growth in the ICT and
ICT-enabled services (1CT-ES) sectors, a level playing field, collaboration between the public and
private sectors, strategic alliances with foreign investors, and balanced investment between
high-growth and economically depressed areas;

(g) To promote and assist in the development of indigenous ICT content, applications, and services,
including through strategic partnerships, support for ICT-based start-up enterprises;
h) To advocate for the use of ICT to improve critical public services such as education, public health and
safety, revenue generation, and socio-civic purposes;

I To promote and develop the country’s arts and culture, tourism, and national identity through the use
of ICT;

(j) To increase citizens’ digital literacy, ICT expertise, and knowledge base in order to enable them to
participate and compete in an evolving information and communication technology era:

(k) To empower marginalized segments of the population, including the elderly, disabled, indigenous,
and minority groups, through the use of ICT;

(l) To protect individuals’ rights to privacy and confidentiality regarding their personal information;

(m) To ensure the security of critical information technology infrastructures, including the government’s,
individuals’, and businesses’ information assets; and

(n) To exercise oversight over agencies that govern and regulate the information and communications
technology sector, ensuring consumer protection and welfare, data privacy and security, and promoting
competition and growth in the ICT sector.
