Special Education Programs and Services
Special Education Programs and Services are designed for those students who are mentally,
Physically, Socially and/or emotionally delayed. This delay is broadly categorized as a
developmental delay which places the child behind his or her peers pertaining to overall
development: physical, cognitive, academic, and social.
Due to these requirements, students’ needs cannot be met within a traditional classroom
environment. Therefore, Special Education Programs and Services adapt content, teaching
methodology and delivery instruction to meet the appropriate needs of each child.
Educational Placement
- Also called as Educational Program, as used in IDEA (Individuals with Disabilities Education
Act)
- It is the unique combination of facilities, personnel, location or equipment necessary to
provide instructional services to meet the goals as specified in the student’s IEP.
- Take note that educational placement is a set of services, and not just a location. Least
- Children should learn in the Least Restrictive Environment. Meaning, Children should spend
as much time as possible with peers who do not receive special education.
- 2 key Concepts:
o The child should be with kids in general education to the maximum extent that is
appropriate.
o Special Classes and the like should only happen when the child’s learning or thinking
difference is severe that supplementary aids and services cannot provide the child
with an appropriate education.
⮚ Inclusion
o This is in a general education classroom that has students who receive special
education.
o It is a teaching approach that focuses on including student with special educational
needs in the school community.
o This aims to have a child participate in the classroom lessons and extracurricular
activities.
⮚ Specialized Program
o This includes private schools, residential programs, and hospital programs.

Modification vs Accommodation
⮚ Modification
o Directly alters the material or curriculum
o Changes what a student is taught or expected to learn
o Provide student meaningful and productive learning experience based on individual
needs and abilities
o Examples: Removing a difficult question during tests (Altering the material) Open
notes during tests (more materials provided)
Modifying Grades based on the IEP
⮚ Accommodation
o Affects the way a student accesses the curriculum
o Changes how a student learns the material
o Provide equal access to learning and equal opportunity to demonstrate what is
learned
o Examples: Extended time (longer access)
Underlined Notes (Focused Access)
Preferential Seating (Closer access)
Audio Books or Book read aloud (Verbal Access)
Individualized Education Program/Plan (IEP)
- The annually written record of an eligible individual’s Special Education and related services, describing
the unique educational needs of the student and the manner in which those education needs will be
met.
- Sample IEP Format
