CHAPTER III

LOCAL CLIMATE CHANGE ADAPTATION PLAN OBJECTIVES

A. Comprehensive Land Use Plan Objective

The following reflects the Local Government Unit‟s objective based on the
Comprehensive Land Use Plan 2013-2022:

“To improve the quality of life through capability development initiatives


paving the way for more job opportunities, improved revenue generation, promote
awareness on environmental protection, and ensure accessibility to infrastructure
and basic services beneficial to all.”

B. Objective Analysis

The specific goals of the Local Climate Change Action Plan 2017-2022 of the
Municipality of Pantukan are anchored on the objectives specified by the National
Climate Change Action Plan 2011-2028 on food security, water sufficiency,
environmental and ecological stability, human security, climate-friendly industries
and services, sustainable energy and knowledge and capacity building. These
objectives include:

To ensure availability, stability, accessibility and affordability of safe


and healthy food amidst climate change
To ensure the resilience of water resources, manage supply and
demand, manage water quality and promote conservation
To protect and rehabilitate critical ecosystems and restore ecological
services
To reduce the risks of women and men to climate change and disasters
To create green and eco-jobs and sustainable consumption and
production
To promote and expand energy efficiency and conservation and
develop sustainable and renewable energy, environmentally
sustainable transport
To enhance the knowledge on climate change, capacity for climate
change adaptation, mitigation and disaster risk reduction

C. Local Climate Change Issues and the LCCAP Goals and Objectives

Through significantly acquired information, the Municipality Pantukan has


reached a strong consensus that climate change is indeed occurring. Climate
change impacts include threats not only to the infrastructure but everyone‟s health,
safety and to the economic vitality of the municipality. Climate studies agree that
there are only three approaches to addressing the impacts of climate change:
retreat, resist or ignore. There is a cost associated with each of these paths.

Incorporating climate resilience planning into all that the municipality can do allows
addressing some of these difficult decisions in advance and taking advantage of
potential opportunities to protect residents, social, infrastructure, environment, and
economic well-being. This Municipality of Pantukan Climate Change Adaptation Plan
creates a framework for decision makers to build a more resilient and sustainable
community, one that is informed by the most current climate science.

With mountainous areas and vast Davao Gulf, Pantukan has a vibrant beach
area that preserves the diversity and quality of its natural environments, creates a
satisfying quality of life for its residents and attracts visitors. Its unique position,
along with the Gulf and rivers running through its downtown, is admirably appealing,
yet these features also increase the area‟s vulnerability to the impacts of climate
change. Every aspect of the municipality — its economic prosperity, social and
cultural diversity, infrastructure and environmental — is threatened by potential
impacts of climate change. Pantukan has experienced in preparing for and
responding to disasters such as landslide, earthquakes, floods, sea level rise, and
drought. The community has come back from each experience stronger and better
prepared for what lies ahead. The municipality has not only recovered from these
hazards but has strengthened itself by taking steps to avoid the impacts of these
hazards should they occur again.

Awareness of potential climate change impacts, especially sea level rise, and
planning for such impacts, is critical for the future of Pantukan. It is accepted that
climate change mitigation and adaptation planning of this impact are identified as
critical actions needed to be adopted by the local government.

The intent of this Local Climate Change Adaptation Plan 2017-2022 is to


identify the most significant potential climate change risks and vulnerabilities and to
create an action plan that will guide current and future decision makers in protecting
human-made and natural environment, residents, economic base, and quality of life.

Having crafted, formulated and thought out Local Climate Change Adaptation
Plan creates the opportunity for the municipality to search for any funding
institutions that will be able to assist in addressing the identified adaptation
priorities.

Identified vulnerabilities include:

Flooding
Landslide
Sea level rise
Erosion
Drought

The concept of sustainability includes a community„s environmental, social,
infrastructure, and economic as well as disaster resilience. Traditionally, the
municipality views disaster resilience as preparation for sudden hazard events such
as earthquakes or floods. This Climate Change Adaptation Plan expands disaster
resilience to include climate change impacts which may occur gradually or in the
future. Because of the more gradual and long-term impacts of climate change, the
Planning Team has the opportunity to prepare and take advantage of opportunities
to incorporating climate adaptation into actions.

Aside from the goals set forth by the Philippine‟s National Climate Change
Action Plan 2011-2018, this Local Climate Change Adaptation Plan also establishes
specific goals and objectives for the Municipality of Pantukan to adapt to mitigate
climate change impacts while maintaining the community„s environmental, social,
infrastructure, and economic health.

Climate Adaptation Goals

1. Protect the unique characters in social, infrastructure, economic and


environment from being compromised by climate change impacts;

2. Support initiatives, legislation, and actions to respond to climate


change;

3. Build resilience into all programs, policies and infrastructure;

4. Encourage climate change resilience planning and actions in private


companies, institutions, and non-government organizations essential to
a functioning Municipality of Pantukan;

5. Encourage community involvement and public-private partnerships


to respond to potential climate impacts; and

6. Ensure that Pantukan remains a safe, healthy and attractive place


with a high quality of life for its residents, businesses and visitors.

Objectives

The LCCAP Team selected the objectives listed below to meet multiple goals.
The objectives will also be used to help establish priorities.

1. Consider potential climate change impacts in planning and decision-


making processes;

2. Coordinate adaptation planning with other planning, including


Comprehensive Development Plan/ Comprehensive Land Use Plan
3. Collaborate with others to raise awareness about climate change
impacts;

4. Seek opportunities to inform the community on potential climate
change impacts;

5. Incorporate ongoing monitoring processes to inform decisions;

6. Seek opportunities to develop an environmentally sustainable


economy;

7. Continue Green House Gas (GHG) mitigation efforts;

8. Minimize impacts of future sea level rise;

9. Maintain and add to the tree canopy and increase tree diversity
within urbanized areas; and

10. Support protection of the Aqua Marine Sanctuary as listed in the


Pantukan Municipal Coastal Zoning Plan.
