III.) The Bellbrook Sugarcreek Local School District, Fairborn City School District, Xenia
Community School District, Cedar Cliff Local School District, Greene County Career
Center, Greene County Learning Center, Beavercreek City School District, Greene
County Educational Service Center, Greeneview Local School District, and Yellow
Springs Exempted Village School District agree to:
A.) Receive notifications from first responders through the designated contact person(s) as
described in sections II A and B above. Notifications shall be disseminated to the school
districts through the designated contact person(s) within each school by forwarding to
them information provided to them through the Handle With Care message from a first
responder. The designated school district contact person will contact the school
counselor, or other identified building personnel, to relay this information and be
responsible for this information. Upon receipt of a Handle With Care notification
identifying a child who has been exposed to an adverse and potentially traumatic event,
the designated point person within each school will also disseminate notification to
appropriate teachers, social workers, guidance counselors, and any other relevant staff
member. The Mental Health administrator at the Greene ESC will determine if the
referred child is already engaged in mental health services in the school district;
B.) Provide these identified students who are exhibiting behaviors that are not consistent with
their normal behavior receive additional supports such as a safe person to speak with, a
safe space where they can regroup, the postponing of a test, being permitted to miss an
assignment, or allowing the student to rest if he or she is having a hard time focusing or
staying awake, but otherwise not addressing the child about the incident;
C.) Determine potential need for and a referral to on-going counseling or other intervention if
the student is not currently involved with mental health services;
D.) Provide education on trauma informed care to all school personnel, parents and guardians,
as requested;
E.) Maintain the confidentiality of student’s information, including but not limited to
academic records, health records, and mental health services. Notifications may be
maintained for any purposes consistent with the purpose of this MOU, but shall not be
part of any student’s permanent record;
F.) Engage all school employees in training requirements set forth by the national HWC
program.
IV.) Greene County Juvenile Court agrees to:
A.) Provide services through the Greene County Juvenile Court Assessment Center that may
include referral to or direct counseling through a licensed mental health counselor to meet
with the child subject to the HWC notification upon notification from the school counselor
advising that ongoing mental health services are potentially beneficial to the child;
B.) Provide the services of a Service Coordinator to wrap services and community resources
around the family if deemed necessary;
C.) Provide the services of an interdisciplinary team working through the Assessment Center
that meets weekly to assess referred cases, make recommendations and collaborate with
community partners to wrap services around youth and families.
