Values Development for Citizenship Training

What does preamble mean?

An introductory and preliminary statement in a document in a document that explains


the document’s purpose and underlying Philosophy. The preamble to the constitution of
the Philippines dictates that the Philippines and the Filipino people are the sovereign
masters of the Philippine Islands.

We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a
just and humane society and establish a Government that shall embody our ideals and
aspirations, promote the common good, conserve and develop our patrimony, and
secure to ourselves and our posterity the blessings of independence and democracy
under the rule of law and a regime of truth, justice, freedom, love, equality, and peace,
do ordain and promulgate this Constitution.

What is the purpose of the preamble of the Philippines?

The preamble of the Constitution provides that we should establish a Government which


shall "conserve and develop our patrimony." Our "patrimony" includes our public forests,
mangroves, wildlife, and flora and fauna which should be conserved, protected and
renewed.

Philosophy of values

Understanding the philosophy of human values is necessary in understanding Filipino


values.

Values are both subjective and objective. They involve a subject or person who values
(e.g. a young girl) and an object of value to be realized. (e.g. pagkamahinhin). Justice is
objective because it is a value that should be realized by all. There is a difference
between value and disvalue such as pleasure and pain, life and death, poverty and
affluence, heroism and cowardice, truth and falsehood, right and wrong, holiness and
sinfulness. The difference is not only in the mind or simply a matter of personal taste or
preference. It is real and evident.

1. Filipino values are a blend of east and west.

Ex. Ideal (value) of moderation

Confucianism and Buddhist – middle way or path

Filipino equivalent = walang labis, walang kulang

2. Like all people in different countries elements of values are ranked, combined, or
emphasized so that they take on a distinctly Filipino slant or cast.

Ex. In China, honesty and hard work rank first


Ex. Chinese and Japanese cultures greatly value politeness and beauty
Ex. American culture highlights promptness and efficacy;
Ex. Filipino culture emphasizes spirituality and family centeredness

In this sense of value ranking and prioritizing, we can speak of dominant Filipino
values.

3. Universally, human values in Filipino context (historical, cultural, socioeconomic,


political, moral, and religious) take on a distinctive set of Filipino meanings and
motivations.

This is true to aims, goals, beliefs and convictions and social principles of
traditional value systems of lowland rural families.

This is also true to Filipino “nationalistic” tradition (pagsasarili, pagkakaisa,


pakikisama, pakikipagkapwa tao, and pagkabayani.

Filipino value is not a discrete item which exists alone, in isolation, or in a


vacuum. Filipino values are clustered around core values like social acceptance,
economic security and social mobility.

They are always found in a definite context or set of circumstances

4. Values in the sense of historical consciousness had evolved among the Filipino
people, leading to the concept of justice evolving from inequality to equality and
to human dignity. From the tribe, to the family, and to the nation, consciousness
of different values varies during the distinct periods of Philippine history.

How are we to know toward what goal or direction Filipino values ought to move?

*Now that we regained our democracy, how do we transform Filipino values to


build a more “just and humane society’?

What external structural and internal cultural change do we need?

2. Love for Fellowmen or Pagkamaka-tao

3. Love of country or pagkamaka-bayan

4. Love of environment or pagkamaka-kalikasan

Roots of the Filipino Character

1. The Family and Home Environment

What are these?


- Child rearing practices
- Family relations
- Family attitudes and orientation

2. The social environment

- Social structures (the relations between upper, middle, and lower layers are
feudal in nature

- Social systems (interpersonal, religious, and community interaction)

 These are our mechanisms to survive


Ex. Being dependent on kinship and interpersonal relations

Ex. Hiya system, sensitivity (being balat sibuyas) euphemism etc.


3. Culture and language

Ex. Utang na loob, tayo-tayo, sense of humor, close family ties, etc.

Ex. How our level of proficiency of English or foreign language may affect our self
Esteem. Not only language but even music and taste for foreign food etc

4. History

-We are a product of our colonial past.


-Our past contribute to our colonial mentality
-Colonial mentality is the culprit behind our lack of nationalism
-Our educational system is influenced by past colonial masters

5. The educational system

- Use of foreign language in our educational system

Ex. English became our measurement of intelligence, w/c is wrong because


there are different kinds of intelligence

It’s good K-12 allows the mother tongue to be used as medium of instruction
in early education

- Lack of suitable local textbooks and dependence on foreign textbooks

- Hidden curriculum (teachers as the central focus in the education system not
the learner, most of the time authoritaarian)

- Students learn passivity and conformity

6. Religion – source of Filipino optimism and endure and accept hardships

7. Economic environment – Many local traits are rooted in the poverty and hard life.

Ex. Ilocano industriousness

Ex.Sadly, poverty becomes an excuse for corruption

8. Political environment – is characterized by centralization of power

Ex. Power is concentrated in the hands of few elite.


Ex. Proliferation of dynasties

These political environment transforms most of Filipinos into voters


*elected officials and voter are tied into a patron-client relationship

*basic services do not reach majority of the Filipinos since most of government
offices are concentrated in Manila. This leads to inefficiency

9. Mass Media – reinforce our colonial mentality

10. Leadership and role model – Most Filipinos look at leaders as role models

*When leaders violate laws, show themselves to be self-serving driven by


personal interest and when there is lack of public accountability, there is negative
impact on the Filipinos.

Nationalism and Patriotism

Patriotism is love and support of your country. An example of patriotism is


waving the flag proudly on your home. Love and loyal or zealous support of one's
country. The desire to compete with other nations; nationalism

support for its interests, especially to the exclusion or detriment of the interests of other

Conclusion:

A value literally means the worth or importance of a particular thing. Some things
have greater value than others. Things with greater value are more preferred and
sought out by individuals. They serve as basis for decision-making since people
normally choose those which will bring them happiness and contentment both
intrinsically and extrinsically.

Happiness is the end of every human action. This desire for happiness helps
create the picture of what we really need or we want to have or experience. In the
process we are the identify the things which we value most.
