Title: Proposed Government Center with Community Support Facilities
The Philippines is a newly industrialized country with a total population of 100.9 million
people (1.41% of total world population) ranking 13th out of 200 on the list of countries by
population (Philippine Statistics Authority). Specifically, Manila, the nation's capital is one of
the most densely populated areas on earth with about 71,236 people per square kilometer
making it the most densely populated city on Earth (Worldmeters). This poses the problem of
overpopulation, and lack of space for housing which can mean a growing number of homeless
people. This lack of space poses various problems especially during times of crisis and
calamity which gives rise to the need of evacuation centers, shelter for the homeless, and
storage for supplies. Calamity shines a light on the shortcomings of our government and our
lack of facilities.
Due to the Philippines natural geographic location, the country is prone to typhoons,
earthquakes and volcanic eruptions. The need for appropriate facilities will always arise. The
Taal Volcano eruption last January 12, 2020 displaced about 60,000 families in the nearby
areas forcing them to rely on LGU's support and help. A good government center provides
ample amenities for the community whether it be services during the usual day-today or help
and evacuation care during times of disaster. During this time there was a concern regarding
private rooms for married couples and the LGU had a difficult time addressing this issue since
not all evacuation centers could provide this facility.
Apart from natural calamity, the new COVID-19 requires a different set of needs that
the government needs to address such as space for the homeless, quarantine spaces,
spaces to accommodate press conferences and spaces for storage of supplies. Although
highly developed cities may be prepared, some are not. In the media, we see a lack of action
especially concerning the homeless who have nowhere to turn to and a lack of supplies, and
space for conferences.
A good government center must serve the government officials, but it is also a public
space. It is a space where people gather and a place that people trust. It must be a
destination, especially for the surrounding community. The community can exercise, relax,
and even sleep in their government center.
The proposed government center aims to address the needs of its community
especially during calamity and disaster. It will have spaces where the community can visit
and enjoy as well as rooms for rent (cheap lodging) for tourists or even for the poor. The
center will offer open spaces for activity as well as evacuation point, a community gym, clinic
and, cheap lodging. Addition to this there must be allocated spaces for conferences or
meetings especially for disaster management. The government center will attempt to address
the usual unpreparedness and lack of spatial allocation in times of calamity and crisis. It must
be a destination that is multi-purpose and a place that people can count on when they are
displaced or in need of assistance from the government that they put in place.
