I. About the Project: Yuhom Bacolod: RADYO ESKWELA School–on–Air, a pilot test run for Radio
Based Instruction (RBI) of DepEd Bacolod City

The pilot test run of the Division-initiated Radio Based Instruction (RBI) intends to explore its
effectiveness and efficiency as a medium of delivering quality instruction to public schools and their
learners in the Schools Division of Bacolod City. To ensure compliance to health standards in this time of
Covid19 pandemic, RBI, as the most cost effective remote learning modality, needs to be tested to
generate data as bases for adjustments of its mechanism. It is also important to gather worthwhile
teaching–learning experiences useful for policy review and recommendation prior to its actual
implementation on August 24, 2020.

Yuhom Bacolod: Radyo Eskwela School–On– Air is a remote learning modality where classes are
conducted on air supported by modules and worksheets. Interaction of learners and teachers is done
through accomplishments of worksheets by the learners while the teacher–on–air provides information
and instruction. This modality is one of the nearest and most cost–effective remote learning delivery in
lieu of face-to-face teacher-learner interactions.

II. Project Description:

Yuhom Bacolod: Radyo Eskwela of DepEd Bacolod City Division is broadcasted free by its radio
partner, 1233 DYVS – “The Sweet Voice of Salvation”, a regional AM radio. It will also be live-streamed
through the station’s official Facebook Page and shared in DepEd Tayo Bacolod City, the official Facebook
Page of DepEd Bacolod City, so parents who are working but need to facilitate their children’s learning
could go back to the lesson by logging on the FB pages anytime at their convenience, accessing the saved
video, and assist their children in the accomplishment of the worksheets.

Considering that the radio frequency of the partner radio station covers the whole of Negros
Occidental and Panay islands, all DepEd Bacolod public elementary schools are participating in the RBI
pilot test run. However, only learners and parents who signify to join the pilot test run by signing the
Parent Consent shall be monitored for the purpose of data gathering and the conduct of Action Research.

In radio based instruction, the teacher shall conduct the lesson using the medium of instruction
of the subject to be taught.

III. Project Goals and Objectives:

Yuhom Bacolod: Radyo Eskwela School–On–Air, a Radio Based Instruction of DepEd Bacolod City,
generally aims to ensure the continuity of learning amidst the Covid19 pandemic where social distancing
is the new norm and face-to-face classes are not yet feasible.

Specifically, the project aims to find out:

1. the effectiveness of the radio based broadcasted lessons in ensuring remote

learning; and
2. the efficiency of broadcasted lessons in terms of reach and participation.

IV. Process/ Methodologies:

A. Selecting the Lecturers/Demonstrators/Presenters

Basically, the ability of the teacher – on – air to orally communicate the content of the lesson to
the learners with or without visual effects measures the effectiveness of radio based instruction; hence,
each Education Program Supervisor shall choose their respective teachers to conduct the lesson in their
learning areas based on a set of standard: mastery of the subject content, proficiency in oral and written
communication in the medium of instruction used in the subject taught, and proficiency in RBI material
production.

B. Selecting the Content for Broadcasting

Together with the selected lecturers, demonstrators, or presenters, each Education Program
Supervisor will take the lead in reviewing the curriculum content of their respective learning areas and
selected topics which will be appropriate and can easily be learned through listening to and/or following
the lecture on air using printed modules and/ or worksheets.

C. Preparing and Quality Assurance of Materials to be used for the Broadcasted


Lectures/Presentations

Preparation of RBI materials on various learning areas shall be spearheaded by the Education
Program Supervisors, Curriculum Implementation Division on their respective specialization.

With content for the broadcast decided upon, each lecturer, demonstrator or presenter will be
assigned the topic/s for which he/she will develop a script/s and accompanying digital audio recording.
This shall be submitted to the Program Management Team who will coordinate with the partner radio
station airing the Radyo Eskwela, School – On – Air of DepEd Bacolod City Division.

The scripts and accompanying audio recording shall have passed Quality Assurance of the
concerned Education Program Supervisor.

V. Project Management Team:

The School Governance and Operations Division (SGOD), through the Social Mobilization and Networking
Unit, shall spearhead the formalizing of partnership with the partner radio station.

Once the partnership is established, Radyo Eskwela School – On – Air shall be managed,
implemented, and supervised by the Curriculum Implementation Division (CID).

Governance support shall be provided by the SGOD through its Education Program Supervisor
under the supervision of the SGOD Chief.

VI. Clients/ Stakeholders


Basically, the radio based instruction is module based. Activity worksheets are distributed to
learners to be accomplished during classes on – air. However, accomplishment of worksheets for K to 3
classes are parent/ guardian assisted; hence, this may be done at their convenient time.

The direct beneficiaries of this pilot project are:

1. Kindergarten, Grade 1, Grade 3, and Grade 6 learners currently enrolled for SY 2020 – 2021;

2. learners engaged in remote /home based learning activities related to the content of the
broadcast preferably those without or with concerns in internet connectivity;

3. parents who support learners as they engage in remote learning activities; and

4. teachers who wish to use the broadcasted content as a material for remote radio based
learning of their learners and passed screening by the respective Education Program Supervisor
of the learning area.

VII. IMPLEMENTATION SCHEDULE AND PROGRAM IN - CHARGE

This radio based instruction pilot run shall broadcasted at 1233 DYVS, Monday to Friday, from July
20 to August 14, 2020,.

VIII. Assessment

Modules and activity worksheets shall be delivered to learners through their parents on the
agreed pick up and drop off points. Once accomplished, these shall be collected by the respective teachers
every Friday afternoon on the same pick up/ drop off points identified. For those with internet access,
submission may be done by taking the pictures of the accomplished modules/ worksheets with the child
if permitted by the parents.
