Inline with the MSC Malaysia vision to transform Malaysia into a knowledge economy
(K-economy), the MSC Malaysia - IHL Business Plan Competition (MIBPC) continues
to be the nation’s foremost business plan competition that attracts the innovative minds
of Malaysia’s new generation. Challenging their creativity and capacity in business,
science and technology, the aim of the competition is to create a new genre of
successful technology entrepreneurs (Technopreneurs) that takes charge of their own
destinies and create employment opportunities for the good of the community.

2.2 Scope
To help realise MSC Malaysia’s objective in growing a vibrant ICT industry, the
competition welcomes business ideas and business plans related to Information
Communications & Technology (ICT) or Bio-Informatics, focusing particularly in the
following three clusters:
The competition is open to all Institutions of Higher Learning in two categories, namely
Business Idea and Business Plan.
The Business Idea category is open to all undergraduate students. A Business Idea
submission has to demonstrate the commercial viability of the idea but does not require
a prototype or product.
The Business Plan category is open to all Undergraduate and Postgraduate students,
researchers, academic and non-academic personnel. Submission will include a
comprehensive Business Plan detailing the commercial viability and preferably coupled
with a prototype or product.
The competition has three (3) Phases as illustrated in the table below with the respective
timelines:
Pre Qualification:
3 Business Idea and 3 Business Plan per IHL (For

1 Business Idea and 1 Business Plan per IHL
(For IHL did not conducted Internal Competition)
Pre Qualification of top teams from all IHLs by a Panel Dec 2010 –

3.3 Registration
All IHLs that intent to participate in the Competition must register with the Competition
Organising Committee not later that 30th June 2010. Please refer to
Section 9. Contact Details for details on whom to contact for registration.
A train-the-trainer session will be conducted this year targeting to the Science and
Technology based lecturers and MIBPC student ambassadors who is currently involved
with entrepreneurship based club eg. SIFE, Technopreneurship Club etc.
The TTT session, held over two and half (2.5) days, focuses on the following key
considerations for creating a successful ICT venture for their articulation in a Business
Plan:

Market & technology trends
Business Model
Go-To-Market Model
Sales & Marketing Strategies and Plans
Financial Projections
Funding Requirements & Strategies.
A special invitation to the universities registered for the Competition will be forwarded
for them to take advantage of the course offered.
The submission of Business Ideas and Business Plans for the Pre Qualification Phase is
on 15th December 2010 before 12:00 noon.
The actual dates for the two-day event will be determined and announced at a later date.
Participating IHLs will be notified by e-mail and post. The Finals of the MIBPC
2010/2011 will be held in the MSC Headquarters, Cyberjaya, Selangor.

4. Prize
The table below shows the prizes in cash and vouchers that will be given to the finalists
of the MIBPC 2010/2011. Cash prizes will be awarded to all finalists for both
competition categories of the MSC Malaysia – IHL Business Plan Competition.
In bringing the finalists and winners closer towards realising the potential of their
ideas and innovation, MDeC thru TED will offer selected teams, Development
Programmes* where they will be able to experience and learn the basics of
technopreneurship. Through this programme they will have access to our incubation
programme and technology labs to further develop their ideas into prototypes or
full-fledge products.

5. Costs
The following table depicts the costs that will be borne by the respective organisation
involved in the MIBPC 2010/2011.
To participate in the Competition, your IHL must register your IHL’s participation by
30th June 2010. The Competition organiser within your IHL will act as the liaison with
the Competition Organising Committee.
Participation in the Competition by individuals and teams must be under the auspices of
their respective IHLs.
The participating teams and their respective IHLs will retain all rights to
their Business Ideas, Business Plans and / or Intellectual Properties.
Copies of Business Ideas and Business Plans submitted for the Pre
Qualification and Finals phases of the Competition will be kept strictly
confidential by MDeC and all judges on the judging panel.
Oral presentations and Q&A sessions during the Finals are open to
MDeC, the organisers, fellow participants and invited guests during the Finals.
As such, MDeC, the organisers and the panel of judges shall not be held
responsible for any information discussed or revealed during the Finals that will
likely to enter the public domain.
6.3 Eligibility
All Business Idea and Business Plan submissions must be in the areas of
ICT or bioinformatics.
Each team must comprise of a maximum of three (3) undergraduate students. Final
year students are highly encouraged to participate as a team member. This is to
ensure that the BI is in a better position to be taken to the next stage of
commercialisation by the team.
Each team can comprise of a maximum of four (4) members with any combination
of undergraduate, postgraduate students, researchers, academic and non-academic
personnel.
All Business Idea and Business Plan submissions must be in accordance with the
document templates provided at http://www.mscmalaysia.my/unipreneur.
All submissions must include Five (5) sets of hardcopy documents and one (1) set of
softcopy format in either Microsoft Word or Adobe Acrobat PDF formats, according to
the following document settings:
Paper size: A4.
Paper orientation: Portrait (except where the inclusion of tables and graphs
necessitate the landscape format).
Margins: Top and Bottom at 1 inch, Left and Right at 1.25 inches.
Font type: Arial.

Submissions must adhere to timelines as per Section 4.2 Competition Categories and
Phases.
(a) Business Idea Category: Each team will be given 20 minutes to present its
Business Plan. This will be followed by a 10-minute Q&A session between the
team and the panel of judges.
(b) Business Plan Category: Each team will be given 20 minutes to present its
Business Plan. This will be followed by a 15-minute Q&A session between the
team and the panel of judges. There also will be a prototype demonstration
before/after the presentation of Business Plan.
(c) Time limits will be strictly enforced. During the team presentation, the
presenting team will be alerted five (5) minutes and one (1) minute before the
end of the allocated time of twenty (20) minutes.
(d) All members of the team are encouraged to participate in the formal presentation
of the Business Idea or Business Plan and the Q&A session that follows. This
demonstrates teamwork and appropriate allocation of focus areas of expertise
within the team.
(e) The presentation room will be set up with the following equipment:-
(f) A booth will be provided to each team to showcase / demo the prototype for
Business Plan Category. Judges will visit all the booth and evaluate the
prototype.
(g) All teams participating in the Finals are allowed to observe all Business
Presentations and Q&A sessions during the Finals.
English shall be language used for all aspects of the Competition, including for the
submission of Business Ideas and Business Plan and all presentations at the Finals.
6.8 Disqualification
The Competition Organising Committee reserves the right to disqualify any teams that
do not adhere to these guidelines.
