    ABSTRACT

    Despite the grand opening of the new Senior High School building in St. Bridget
    College, it has been observed that there is still a problem when it comes to the facilities
    of the school. Specifically, the Senior High School Building still lacks a library for the
    senior high school students and faculty. The senior high school students and teachers
    of St. Bridget College are using the library of the college department which is too far
    from their building. It will take time to go to the college library which somehow may have
    a tendency to discourage the students and teachers to go to the library. Thus, the ARK
    Management Associations submits this project proposal which seeks to build a new
    library at the back of the Senior High School Building. In particularly, this project aims to
    achieve the following objectives: (1) Establish a new and modernized library for the
    Senior High School Department. (2) Encourage the senior high school students and
    teachers to go to the new library for their research and other classes. (3) Improve the
    access to the library for the estimated 350 students, faculty members and future
    students of the Senior High School Department. (4) Improve the quality of the learning
    process in the school. To attain these objectives, the project will consult field specialists
    that will help us in monitoring and evaluating the construction of the new Senior High
    School Library.

    CONTEXT OF THE PROPOSAL

    The Senior High School Building of St. Bridget College has been opened to the
    senior high school students this school year. Although it has a good ambiance,
    approachable faculty and staff, and a refreshing environment suited for the SHS
    students, it also lacks the facility of having a library exclusively for the senior high school
    department. A library is the store house of knowledge and a place where vast
    collections of academic books are kept. It is also a place for the students to gain and
    increase knowledge and understanding about various subjects (Team Work, 2015).
    According to the Queensland Government (2014), having a library is important for it
    creates and develops learning spaces of students. It also equips students with the skills
    necessary to succeed in a constantly changing technological, social and economic
    environment. The library also provides and promotes quality fiction to develop and
    sustain in students the habit and enjoyment of reading for pleasure and to enrich
    students' intellectual, aesthetic, cultural and emotional growth. It also caters for
    differences in learning and teaching styles through the provision of, and equality of
    access to, a wide range of curriculum resources - fiction and non-fiction, digital, print,
    audio and video. And also, a library provides teachers with access to relevant
    curriculum information and professional development materials within and outside the
    school; and opportunities to cooperatively plan, implement and evaluate learning
    programs (Queensland Government, 2014) Given the benefits of having a library to both
    the students and the teachers, it is a must for the Senior High School Department to
    have their own library at the back of their building.

    The Senior High School students deserve their own library for the library that
    they are using in college department should only be for the college students. The
    numbers of the senior high school students that utilize the library in the college
    department is growing so the space in the college library will become small for the
    upcoming and current senior high school students. We should also consider the
    distance of the college library from the Senior High School Building. And also, the time
    that the students and teachers are consuming when they go to the library. The senior
    high school students deserve having their own library because this place is a peaceful
    place will help them in studying and focusing in reviewing on their examinations. It is
    beneficial to them for it is near their building and it is exclusive for them. The other
    departments of the school have their own libraries. Now that there is a new department
    in the campus, then it should have its own library exclusively to the students and
    teachers of the Senior High School Department.

    For the stated purpose, this proposal seeks to build a new library at the back of
    the Senior High School Building. In particularly, this project aims to achieve the
    following objectives: (1) Establish a new and modernized library for the Senior High
    School Department. (2) Encourage the senior high school students and teachers to go
    to the new library for their research and other classes. (3) Improve the access to the
    library for the estimated 350 students, faculty members and future students of the
    Senior High School Department. (4) Improve the quality of the learning process in the
    school.

    This project proposal will attempt to solve the problem of the Senior High School
    Department with the library. Though it would take a lot of months and money to build
    this said library, this proposal will try to push this project for the benefit of the Senior
    High School Department. This project will coordinate with some professionals that will
    help us, ARK Management Associations, to fulfil the said project. This project is backed
    by some of the biggest funding agencies.

    MONITORING AND EVALUATION

    Three field professionals will help us in monitoring and evaluating the activities in
    this project. It is to ensure that the project is effectively implemented. This will be done
    at the end of each month from September to March

    REPORTING

    The project status and finances will be reported by the end of each phase. The
    project status will detail the completed tasks, on-going tasks and the plans. While on the
    other hand, the expenses and the remaining budget will be determined in the financial
    report of the project.
    CONCLUSION

    The lack of having a school library of the senior high school students have
    affected the time that they are consuming when they go to the library in the college
    department, which somehow discourage them to go there. To this end, this project was
    proposed for the construction of the library for the Senior High School Department. This
    project will benefit the senior high school students and teachers for they will have a
    library that is not too far from their building. It will also encourage the students and
    teachers to utilize the new library for it is near the building and it is modernized that suit
    the interest of the students for they are what we called the 21 st century learners. The
    new and modernized library of the Senior High School Department will also benefit the
    teachers for them to know and to cope up with the 21 st century learners. With the new
    and modernized library, the senior high school students and teachers will develop the
    habit and enjoyment of being in the library which is the storage house of knowledge.
