1.0 GENERAL
The Emergency lighting system and all its components shall be designed & installed to
meet the local civil defense requirements & the respective EN50171 & BS standards and
regulations applicable on the project. The product shall bear CE certification for
electromagnetic compatibility.
Ensure fire alarm call points, fire fighting equipment and other life saving equipment on
the premises are illuminated.
Permit operations concerned with safety measures & to shut down all hazardous
process
Each emergency supply panels shall be used for supply, automatic testing & monitoring
of maximum 20 Nos. Escape route, EXIT & Safety on each circuit. Panels should be
distributed on the building based on Security Zone or Typical Areas etc., to minimize
wiring. The product shall have local civil defense authority approvals. The Exit lights,
downlights and EL shall be connected in same circuit using latest smart technology.
Battery back up required for Duration of Three Hours under emergency operation, with
100% light output on connected fittings.
The battery housing shall be sheet steel, powder coated housing IP 32 with removable
screwed front, rear & top doors to provide complete access to the batteries. The
electronics section shall have IP 54 sheet steel enclosure with transparent
polycarbonate window for all central systems & IP 54 sheet steel enclosure with full
metal door for all substations.
The electronic compartment shall have large cabling compartments with cable entries
from top via four or more undrilled removable metal flange plates. All incoming cables &
looping circuits shall be connected on protected & fused terminals as per ENVDE0100.
All outgoing luminaire circuits shall be connected direct to relevant components via plug-
in type terminals 2.5 sq. mm. The electronic components shall have 19” slide in
technology for installation and maintenance.
The system shall be built up in a modular format with changeover modules or inverters.
The outgoing circuits shall be fed through programmable changeover modules or DIN
rail mounted MCBs. Emergency & Exit lights will be connected to each circuit, thereby
allowing connection of luminaries of all switching modes, namely Maintained, Non-
maintained and Switched Maintained in the same circuit. All outgoing circuits shall be no
load and short circuit protected with independent fuses / MCB for mains and battery
supply and will have LED status indication for operation & failure.
Each panel shall have a spare fuse carrier with at least three spare fuses for each size
used in the panel.
1.3 Battery
Central Battery panel will have maintenance free sealed lead acid batteries with 10
years service life at 25 °C and capable of supporting the connected load for 3 hours. The
room shall be without any special battery room ventilation requirement. Where the space
required for the batteries does not permit the installation of same in standard enclosure,
the batteries shall be installed in a fire rated room, on purpose built support stand /
enclosure.
Battery catalogues and calculation details should be submitted as part of Submittal. The
cover of the supplied batteries shall be fire retardant type.
1.4 Charger
Charger module shall be boost charge type, microprocessor controlled module with
temperature controlled voltage charging to IU characteristics. It shall have charging &
supervising method via battery monitoring for failure indication of battery circuit as well
as battery charger. The charger shall be designed for a 80% recharge of a fully
discharged battery set within 12 hours of commencement of recharge.
Each panel will have modular freely programmable control module liquid crystal display,
touch pad keys for programming and monitoring of the panel & constant memory back
up with logbook facility.
It also displays battery voltage level, withdrawn battery current, interrupted battery
charge circuit, luminiare failure with address with text location. The control module has 3
LEDs for status indication of main supply ON/OFF, luminaire or unit failure and battery
supply. It should be provided with 8MB smart card drive for logging and programmable
via PC. Each battery panel shall be fitted with mode to facilitate communication to the
BMS system (LON).
An automatic monitoring and testing facility shall be installed with permanent cyclic
charger and battery monitor at intervals of five minutes or less with daily/weekly function
test of the complete load supplied from the battery, charger, wiring, luminaires,
registration and logging of tests and results. The panel should also have the facility to
conduct automatic battery duration test once in a year.
Each changeover module shall be fully encapsulated plug-in type, freely programmable
to suit type of luminaires connected on outgoing circuits i.e. maintained, non maintained
or switch maintained. The individual lamp monitoring circuits shall be included in the
changeover module. Each changeover module shall have LED indications for Circuit On
& Lamp failure & shall be fit to monitor upto 20 luminaires maximum as required by
DIN/VDE0108/pr EN50171. All outgoing circuit terminals shall be provided to monitor the
sub distribution boards.
For mains operation common switching of general lighting & safety lighting by means of
local light switches a compact fully encapsulated module shall be provided. In built timer
facility should be provided for controlling stairwell lights via push button.
Final non maintained / switched Individual lighting circuits shall be monitored for
operation & when failure is detected in supply voltage. The circuit shall be automatically
be transferred from normal supply to emergency supply with 100% light output on the
luminiares.
The electronic ballast with monitoring facility and easy accessible address module shall
have an automatic cut-out fuse for failures within the lamp circuit.
All electronic ballasts for the safety luminaries supplied by others, but connected to
Central battery system must comply with above clauses.
Unless otherwise stated all EXIT luminaires shall be operated via an CENTRAL
EMERGENCY BATTERY SYSTEM (ECBS).
All Exit luminaires shall have pictogram legends as per DIN 4844/CEN TC 169, BS 5499
42 or markings as per local civil defence requirements with viewing distance of 30
meters. The luminaire shall be built according to EN 60598.
All Exit and safety luminaires shall have a monitoring component with easy accessible
addressing module. All luminaires with high frequency ballasts shall have a built in or
separate monitoring facility. Outside of every installed exit and safety luminaire a label
(Red / White) with the circuit and luminaire reference number shall be installed.
It shall be non maintained type, slave luminaire with 8 watt fluorescent lamp with
addressable low loss electronic ballast which can communicate with central control
module. Luminaire housing shall be sheet metal. Luminaire shall be suitable for wall /
ceiling mounting, with rectangular shape and rated to IP 54.
4.1.2 Staircase
It shall be non maintained type, slave luminaire with 13W / 15Watts lamp with
addressable low loss electronic ballast which can communicate with central control
module. Luminaire housing shall be sheet metal. Luminaire shall be suitable for wall /
ceiling mounting, with rectangular shape and rated to IP 54.
Same as above (4.1.1) but IP-65 and with 13Watt / 15Watts lamp.
4.1.4 False Ceiling areas (Type EL)
1 x 8W fully recessed Emergency luminaire. Housing metal with sheet metal white trim
electronic ballast and communication module.
It shall be non maintained type, slave luminaire with 13 Watt / 15 Watt compact
fluorescent lamp with addressable low loss electronic ballast which can communicate
with central control module. Luminaire housing shall be sheet metal. Luminaire shall be
suitable for wall / ceiling mounting, with rectangular shape and rated to IP 54.
Maintained 8W luminaire, wall mounted with low loss addressable electronic ballast
which can communicate with the panel. Housing sheet metal. Exit luminaries to be
pendant type, when fixed to ceiling slab with Bi directional arrows to IP 54.
5.0 WIRING
Wiring, both power and control wiring between the central battery, substation panels and
luminaires shall be carried out in fire proof enhanced cables or equivalent cable of
suitable size as per the local civil defence requirements.
Armoured 3 core fire resistant cables with earth wire shall be provided to feed
substations from central battery panel. Cable size selection details must be provided
based on the electrical load of each substation. Cross zoning shall be followed as
required by Local Authorities.
EL and EXIT lights shall be connected in same circuit as shown on drawings. Separate
wiring shall be carried out for AC System as required by the manufacturer.
For AC Systems separate fire proof cabling shall be provided for monitoring / control
wiring as required by the AC System manufacturer.
All central battery panels shall transfer complete data to the building managements
system in Lon works standard. Fit 10A transmitter based plug in type Lon module
should facilitate complete integration with automation level with BMS system to indicate
the voltage, charge, current, battery capacity, failure information including individual
lights faults with location details from the central battery system. It should be possible to
conduct function and duration tests form the BMS computer.
The central monitoring shall be through BMS and the Client PC for Emergency Lighting
system.
It shall have programming/automatic testing facility for time duration test, function test,
location of luminaire, manual reset & acoustic alarm
The Client PC for emergency lighting system shall have the following minimum
requirements:
A CBS system shall comply with the requirements of BS EN 50171 with battery safety to
BS EN 50272.Luminaires would need to comply with BS EN 60598-2-22.It should have
automatic test facilities to IEC 62034. Also note the CBS wiring shall be fire rated.
8.1 The self testing shall routinely test all the fundamental aspects of the emergency lighting
luminaire, reporting status through the LED. The unit shall comply with the latest
International Standard for Emergency Lighting Testing systems, and exceed its testing
requirements.
A continuous green LED indication specified for Auto Test emergency modules shall
confirm the following:
The self testing shall go into self test mode automatically at a suitable time, the test
schedule commence within a period of 37 days of commissioning. This is programmed
into the modules during manufacturing to ensure that no more than 15% of luminaries in
an installation are on test in any one day. After this period, tests will be carried out on a
30 days time frame as required, at a period of low risk, normally when the switched
supply is off. If a period of low risk does not arise within 7 days of the required test then
the test will be carried out immediately. A longer duration test will be carried out every
6th and 12th test.
Three durations of test are provided. Monthly the unit is activated for 5 minutes and the
output to the lamp tested at the start and finish, 6 monthly the test will be conducted for
one hour, and annually the test will be conducted for the full duration of 3 hours.
To reset the LED, after the fault condition has been rectified, the user simply switches
the switched or unswitched supply ON / OFF twice within 10 seconds.
After each monthly test, the memory status is incremented by one. The current status is
displayed by the extinguishing of the LED each time the mains is turned on. After a
delay of 30 seconds the LED extinguishes (in groups of three to facilitate counting), to
indicate the number of tests carried out, and reset after each annual test.
In this way, user can be assured that essential monthly, 6 monthly and annual test have
been carried out, and complete any supporting records that they may require. For
example, 7 extinguishes at switch on followed by a steady LED indicates 6 previous
monthly tests have been executed, and the unit is fully operational.
An audible alarm sounds should a fault condition be found during a test. The alarm will
sound for 3 seconds every 30 minutes until the fault condition is rectified and the unit
reset.
The self testing modules shall be compatible with all known high frequency ballasts,
utilizing 4 pole change over relays, and incorporating ballast disconnection to ensure
that ballasts are powered down during tests.
This will enable them to be reset as if they had been switched off. Self test luminaries
should be left powered off until the installation is finally commissioned.
The system shall provide real time monitoring and automatic testing of emergency
lighting.
The control panel electronics shall be housed in a high quality steel enclosure with
sealed front label protecting the control keys, LED indicators and liquid crystal display.
The graphic display shall be backlit to improve visibility in poor ambient light conditions.
The system shall be modular in construction. A single line driver shall be used to
connect up to 249 Pulse Line Unit (PLU) addressable luminaries or I/O modules over a 2
core cable. Each line driver shall take the form of a small, plug-in circuit card and each
panel can control up to 4 line drivers. Further expansion shall be easily achieved by
networking up to 200 panels.
The installation can be divided up into a maximum of 200 zones (1000 zones when
networked) to correspond with the building fie zones, with each luminaire capable of
being identified by its zone description and individual location description. In addition,
the installation shall be divided up into 50 test groups, per panel, for automatic or manual
testing, thereby permitting the testing of alternative luminaires within a zone.
A user friendly, menu driven software shall used to assist in commissioning systems and
for general operation of the panel. Once luminaires are connected to the panel, a simple
‘learn’ procedure is run to quickly identify the quantify and types connected on each line.
Self testing can be carried out at any time of day or night. Flexible programming shall
allow the time, date and duration of test for multiple groups of lights to be quickly
specified, with up to 400 unique time / date / periods per year. The panels shall be fully
on site programmed using the front panel alphanumeric keypad. Alternatively, the panel
programming can be configured from a PC via the isolated RS232 serial port.
Software running on a remote PC shall be set to periodically dial into each panel and
check for any faults. Again proof of all tests carried out on each luminaire, showing the
time, date and duration of each test can be automatically printed from the PC.
Note: Compatible centre monitoring system in compliance with above specification can also be
accepted, if local authority approvals are obtained.
