 About the News


Pasig government regularizes dozens of city hall workers

With the goal of giving job security to employees, Mayor Vico Sotto made a
decision to regularize 53 employees who have served as contractual workers in the
local government for at least 20 years. This move according to him is purely to give light
the hope of these employees who have been controlled and threatened before by
previous administration during election period. This move doesn’t involve political affairs
as he reiterated. – CNN Philippines, January 22, 2020.

 Analysis

Irregular and unsecured. These words best associate with the word "endo" which
is an acronym for end of contract wherein an employee loses his/her job after a fixed
time set by the contractor. It is a short term for employment where the benefits of being
a worker is deprived where it can lead to an unsecured future for the company does not
guarantee the benefits the workers deserve. The company believes that if they do give
their workers the benefits they should have then maybe it can cause deficit to their profit
which can lead to bankruptcy.

Endo is an existing problem here in the Philippines. Different conflicts also arise
in the workplace because of this unlawful crusade by companies. The right to have
health benefits, retirement security and enough salary are not given to those who work
for it because they are not considered as official employees of the company. Some can
renew their contracts while some were unfortunate enough to do so leaving them piled
in the unemployment rate of the country which is simultaneously inflating.

Vico Sotto, a millennial mayor from Pasig City created a good noise in mass
media by regularizing 53 endo employees who served the government of Pasig City for
the past 20 years. Mayor Sotto have unveiled the fear of the people who have
experienced death threats due to politics which came from a family dynasty before
Mayor Vico have snatched the victory.

The regularization of those employees will surely create a good impact to their
performance because acquiring their rights as workers will motivate them to do well as a
sign of gratitude to the government The will to provide the best service to their clients
will be highlighted because they are now considered as official members of the
organization.

These scenario will surely have implications to some areas of organizational


behavior namely: cooperation, leader-subordinate relationship, loyalty, motivation and
work ethics.

Cooperation

In every organization, it is important that each member who composed the group
should cooperate and work as one in attaining the common goal – to meet
organizational objectives. The rationale behind is that an organization is compared to a
human body having different systems and organs and a malfunction of just one
particular system or organ will greatly affect the whole body.

Take the case of Pasig City government headed by Mayor Sotto who just recently
regularized dozens of employees. Participation for generating ideas and equal division
of labor can now freely happen within the vicinity of the workers. Those who have been
announced as regular employees can have the confidence to work with those official
employees.

Cooperation will now take place inside the organization involving these newly
regularized employees because each of them are now given their roles to do as part of
their jobs as regular employees. They can have their focus on their separate tasks but
despite this separation they still have this similar goal which is to be a team who
provides quality service the people of Pasig City deserve. With cooperation, the
workload can be lessen because each will contribute to easy flow of transactions for
everyone is lending their hands to each other.

Leader-Subordinate Relationship

The good actions of Mayor Vico Sotto made a good atmosphere in the workplace
of Pasig City government. Mayor Sotto embedded the thought that the workers can trust
him because he will do everything to give them the accurate benefits as service
providers of the masses. The announcement of the abolishment of endo from these
workers will surely create a positive impact to their performances. As sign of gratitude to
their leader, the subordinates will do their best to return all the goodness in the form of
great service.

In a workplace, when the superior implanted the thought of appreciation and trust
to their workers then it will create an approachable organization where the subordinates
will not be afraid to ask questions and make suggestions for they believe that they will
be listened to. The betterment of the service they give to their clients will be the aim and
it will be carried out when the leader is ready to assist and when the workers are not shy
to ask questions. Workload can be lessened and good relationships will be established.
Loyalty

The good deeds you made for someone will always be remembered. As for the
case of Mayor Sotto, he positively created a relationship between him and those
regularized employees that can even last a lifetime. 20 years in the service with late pay
plus uninsured future but those 53 employees stayed in the government without
hesitations and waited patiently until recognized as official employees with the right
benefits. Mayor Vico established trust and loyalty to its subordinates because he gave
them what they should have 20 years ago.

The assurance of working well after the promotion will be the main aim of the
promoted endo workers. The goal is to serve the Pasig well under the instructions of
Mayor Sotto who have uplifted them from the grounds of irregularity.

Motivation

Every individual working in an organization always need something that can


cheer them up to work well and can motivate them to even do better. One gets inspired
to report in their work early and religiously and get things done easier. Also, it is in
motivating your employees that keep them going. That is why some great leaders try to
understand and study the need of his or her subordinates and provide them in any way
possible. They reward them with raises, praise, and promotions – both intrinsic and
e extrinsic.

Mayor Sotto did the right thing as a leader of Pasig City. His action to regularize
those contractual workers was an act of motivation. In one way or another, this act
inspires and motivates these employees to even become more cooperative in every
task and goal of their organization. They may exercise integrity in everything they do
inside the organization due to gratitude

Leadership

Leaders help themselves and others to do the right things. They set direction,
build an inspiring vision, and create something new. Leadership is about mapping out
where you need to go to win as a team or an organization. Yet, while leaders set the
direction, they must also use management skills to guide their people to the right
destination, in a smooth and efficient way.

Prior periods, Mayor Sotto was making rounds across social media for being a
good leader of Pasig. At his young age, he accepted the challenge to guide people of
Pasig into an entirely new and progressive city. He manages to set an inspiring vision
on his own for the future and motivates and inspires people to engage with that vision.

Work Ethic

Having a strong work ethic involves upholding the values and goals of the company by
performing your job to the best of your ability. It means focusing on completing assigned
tasks on time.

A contractual worker given an opportunity to be regularized may have strong work ethic
and will be professional in attitude and appearance. They honor their employment
agreement by working the required hours, which may involve overtime to meet
deadlines. They also understand the significance of how their role fits within the
company. While they are primarily focused on performing their role, their main focus is
helping their company succeed.

 Conclusion

However, this analysis has limitations and is not true to all especially this has something
to do with employees in Local Government Unit (LGU). As everyone knows, not all
employees display a strong foundation and observance to this identified behavior. But
with the presence of great leaders nowadays, this thing is slowly going out of the line
and not anymore a case.
