LISTAHANAN 3 PREPARATORY AND DATA COLLECTION PHASE
CY 2019

Listahanan Round 3, or the National Household Targeting System for Poverty


Reduction (NHTS-PR), is an information management system that identifies who and where
the poor are in the country. The system makes available to national government agencies and
other social protection stakeholders a database of poor families as reference in identifying
potential beneficiaries of social protection programs. The National Household Targeting
Office (NHTO) of the Department of Social Welfare and Development (DSWD) spearheads
the implementation of this project

This year Listahanan Project was already conducted last September 25, 2019 in
Province of Surigao del Norte, City of Surigao. The City has a target household of 3,558 and
the field workers has successfully assessed only 2,978 of the target.

This report highlights of the accomplishment of the Listahanan 3 Preparatory and


Data Collection Phase from September 9, 2019 to December 15, 2019

I. HIGHLIGHTS OF ACCOMPLISHMENTS
PREPARATORY PHASE

September 16, 2019, Area Supervisor of DSWD LISTAHANAN was already deployed
in the field to conduct courtesy calls, barangay local government unit orientations,
identifying pocket of poverty and conducting ocular visits. My assigned area in City of
Surigao, I already conducted courtesy call calls and sit in during barangay sessions and
barangay assemblies for orientation to the following barangays: first barangay to report
according to my deployment plan was in rural areas, these are (island) Buenavista,
(island) Danawan, and (island) Cagutsan, next is rural mainland, these are: Serna,
Poctoy, San Roque, Togbongon, Quezon and lastly Rizal which is urban. Since Rizal
was identified as urban barangay of my assignment area, I coordinate and talk to
barangay captain Hon.Severo A. Del Rosario Jr to identify the pocket of poverty in the
barangay. After identifying the pocket of poverty, I conducted ocular visit at the area
to check out and evaluate if which part of the purok/sitios are in pocket of poverty. I
also conducted ocular visit at rural barangays. During the ocular visit, I was able to
meet people in the barangay who really need to be assessed. The situation of the house
and those people whose homeless and the area was witnessed by me. Going to different
barangays in Surigao City was a great, unforgettable and experience by me.
II. COLLECTION AND ANALYSIS PHASE

There are 5 enumerators assigned in BARANGAY, BUENAVISTA, DANAWAN, CAGUTSAN, SERNA,


POCTOY, SAN ROQUE, TOGBONGON, QUEZON and RIZAL. The start of their house to house
assessment was October 25, 2019 and ended on December 6, 2019 but they are being extended up to
December 10, 2019 for clearing in the area.

Barangay BUENAVIST is an island and was under target because some households were already
moved out from City and the barangay target basis of was every family, so that their target was
beyond the actual count.

Barangay Quezon was also under target because there are resident that had been abandoned
their own houses. They move for work.

Barangay Rizal is an urban, also under target because and most of the time field workers assessed
those household wanted to be assessed even their situation was not for the poor. The total target
given was not fit on the actual assessment, some household too was abandoned and moved.

EXIT CONFERENCE

We already conducted exit conference last December 11, 2019 together with the barangay
captains, MSWDO, enumerators, and AC. The agenda was the overview of LISTAHANAN,
presentation of target households per barangay versus actual no. of assessed households per
barangay, problems met during the actual assessment and issues and concerns.

Last December 12, 2019, we also conducted exit meeting together with MSWDO, mayor, and AC.
The agenda was the presentation of target households per barangay and actual assessed
households.
IV- SOCIAL MARKETING ACTIVITIES
October 16, 2019, we are posting posters at the municipal hall to let everyone in the
municipality be informed about the purpose of DWSD LISTAHANAN. There are also websites
and Facebook pages of DSWD LISTAHANAN where in different photos from the conduct of
household assessment has taken.

I. BEST PRACTICES
During the conduct of household assessment, everyone was involved supporting
the said project. No household should be left behind was imposed but at some
point, the motto/saying remains a phrase because of some households that were
not assessed. Meanwhile, the field workers was hands on and determined to locate
those households who really needs to be assessed. A good teamwork from my team
was showcase.
