2. The candidates who possess requisite qualifications may apply On-line after satisfying
themselves about the terms and conditions of this recruitment. The number of
vacancies, remuneration payable and age limits are as under.
4. AGE: Minimum 18 years and maximum 34 years. The age is reckoned as on 01-07-2019.
5. (a) FEE: (Remittance of fee) Each applicant must pay Rs. 2,000/- (Rupees Two
thousand only) towards Online Application Processing Fee and Examination Fee. If
Applicants are belonging to SC/ST Communities they should pay Rs. 1,500/- ( Rs. One
thousand five hundred only) Physically Handicapped applicants should pay Rs. 500/-
(Rs. Five hundred only).
(b) Mode of Payment of fee: The fee mentioned at para- I (5)(a) is to be paid through
online payment gateway using credit card/debit card/net banking.
(c) The Candidate has to login to the website www.tscess2019.com to view the detailed
notification, User Guide and Application Form. The applicants have to invariably fill all
the relevant fields in the Application and pay the requisite fee. Immediately on
submission of application the Applicant will get an acknowledgement in the form of a
downloadable pdf document. The fee once remitted shall not be refunded or adjusted
under any circumstances.
The written examination for recruitment to the posts of Additional Assistant Engineers
will be held at THREE different centers Viz., Karimnagar, Kamareddy and Hyderabad.
I Step:- Create Login: The Applicant have to create their own Login ID and Password.
LoginID should be minimum 6 characters. For login Id you can use your mobile no or
email id etc., And you can choose your own password with minimum of 6 characters.
II Step:- Login: Login to the site using your LoginID and Password.
III Step:- Registration and Payment: Fill the registration form and proceed to pay the
Registrations Fee through online payment options(Credit Card/Debit Card/Net Bamking).
IV Step:- Upload Photo/Signature: The Applicant have to upload the photo and signature
as specified in PARA-IV.

V Step:- Submission of Application: The applicants have to fill all the relevant fields in
the application form and submit the form. After submission the applicant can take the
print out of application form.
NOTE:
1. The CESS Ltd., Sircilla is not responsible for any discrepancy in Bio-data particulars
while submitting the application form through On-line. The applicants are therefore
advised to strictly follow the instructions and User guide in their own interest before
submitting the application.
2. The particulars furnished by the applicant in the application Form will be taken as
final and data entry is processed based on these particulars only by Computer.
Candidates should therefore be very careful in Uploading / Submitting the Application
Form On-line.
5. Hand written/ Typed/ Photostat copies/ Outside printed Application Form will not be
accepted.
7. Candidates must be willing to serve anywhere in the jurisdiction of CESS Ltd., Sircilla.
8. Candidates have to submit application only through online mode well in advance to
avoid last day rush.

1. Applicants must fill up all relevant columns of application and submit the application
through website only. The particulars made available on the website shall be processed
through Computer and the eligibility decided in terms of notification.
2. The applications received online in the prescribed proforma available on the website
and within the time shall only be considered and CESS Ltd., Sircilla will not be held
responsible for any kind of discrepancy.
3. Applicants must upload his / her own scanned photo and signature through jpg format

i) Paste the Photo on any white paper as per the above required dimensions. Sign
in the Signature Space provided. Ensure that the signature is within the box.
ii) Scan the above required size containing photograph and signature. Please do
not scan the complete page.
iii) The entire image (of size 3.5 cm by 6.0 cm) consisting of the photo along with
the signature is required to be scanned and stored in *.jpg format on local
machine.
iv) Ensure that the size of the scanned image is not more than 50KB.
v) If the size of the file is more than 50 KB, then adjust the settings of the
scanner such as the dpi resolution, No. of colors etc. during the process of
scanning.
vi) The candidate has to sign in full in the box provided. Since the signature is
proof of identity, it must be genuine and in full; initials are not sufficient.
Signature in CAPITAL LETTERS is not permitted.
vii) The signature must be affixed only by the candidate and not by any other
person.
viii) The signature will be used to put on the Hall Ticket and wherever necessary. If
the candidate’s signature affixed on the answer script at the time of the
examination does not match with the signature on the Hall Ticket, the
candidate will be disqualified.

The candidate has to upload his/her Photo with Signature in the prescribed format by
clicking on the browse button at the time of submission of application form.
4. The applicants should not furnish any particulars that are false, tampered or
fabricated. They should not suppress any material information while making an
application through website.

5. All the essential certificates issued by the competent authority of Telangana State
shall compulsorily be kept with the applicants so as to produce as and when required to
do so. Failure to produce the required certificates on the day of verification will lead to
disqualification.
6. Important : The claim of the candidates with regard to the date of birth, educational
/ technical qualifications and community are accepted only provisionally on the
information furnished by them in their application form and is subject to the verification
and satisfaction of CESS Ltd., Sircilla. Mere admission to any test or inclusion of the
name of a candidate in a merit list will not confer on the candidate any right for
appointment. The candidature is therefore provisional at all the stages and the CESS
Ltd., Sircilla reserves the right to reject candidature at any stage of the selection even
after the advice has been made.
7. The CESS Ltd., Sircilla is not responsible for any discrepancy in submission of

instructions and User guide in their own interest.
8. Applicant should compulsorily fill-up all relevant fields of application and submit
application through website only.
10. Before Uploading / Submission of Application Form, the candidates are required to go
through the detailed notification and to carefully ensure their eligibility for this
examination. No relevant column of the Application Form should be left blank, otherwise
application form will be rejected.
11. The applications received online in the prescribed proforma available on the website
and within the time shall only be considered and CESS Ltd., Sircilla will not be held
responsible for any kind of discrepancy
12. a) The following certificates must be kept ready by the candidates for the purpose
of verification.
c). The following Certificates (whichever applicable) with minimum 40% disability
should be obtained from Competent Medical authority as stated against the category of
certificate for the purpose of verification.
i) Medical Certificate for the blind from Sarojini Devi Eye Hospital, Hyderabad.
{For PH (VH) candidates} or from Sadarem camp, Govt.of Telangana (for PH (VH)
Candidates.
ii) Certificate of hearing disability and hearing assessment from ENT Hospital, Koti,
Hyderabad. {For PH (HH) candidates} or from Sadarem camp, Govt.of Telangana

13. Candidates will be required to appear for written test as and when conducted at
their own cost.
15. Mere admission for written test or calling the qualified candidates to the written test
to furnish documentary proof does not confer any right on the candidate for
appointment.
16. The decision of the CESS Ltd., Sircilla is final in selection and allotment of
candidates.
1. Vacancies: The vacancies are being filled up as per the G.O.Rt. No. 443
Agriculture and Cooperation (Coop. II) Department dated: 31-07-2017.
2. Recruitment: The Recruitment will be processed as per this notification and also
as per the rules and regulations of CESS as applicable.
3. Rules: All are informed that various conditions and criterion prescribed herein are
governed by the Rules and Regulations contained in the byelaws of CESS Ltd.,
Sircilla.
5. Local Reservation: For 95% of the posts, preference shall be given to the local
candidates.
The Districts covered for local reservation are Rajanna Sircilla, Karimnagar,
Kamareddy, Siddipet, and Medak. Out of 13 posts notified now (12) are for local
while (1) is for non-local. ( Annexure – II )
The select list will be drawn into two parts. The first part will comprise 5% of the
posts consisting of combined merit list of local as well as non-local and remaining
second part will comprise the balance 95% of the posts consisting of locals only
and the posts will be filled only following the rule of reservation and merit.
7. Rule of reservation: The CESS Ltd., Siriclla is following the rule of Reservation as
per the Government Norms. The posts allotted as per the rule of reservation are
set out hereunder.

Certificate excluding from Creamy Layer has to be produced at an appropriate
time. B.C. Candidates whose Parent’s income is less than limit prescribed by the
Government of Telangana come under Non-Creamy Layer. In case of failure to
produce the same on the day of verification of certificates, the Candidature will
be rejected without further correspondence.
10. The Candidates who have obtained Educational qualification certificate through
open universities are required to have recognition by the University Grants
Commission/DEC as the case may be. Unless such Degrees have been recognized
by the relevant statutory authority, they will not be accepted for purpose of
educational qualification. The decision of the management will be final.
(iv) Similarly, if the candidate has not studied up to seventh class in any
Educational Institution(s), but acquired higher educational qualification,
the place where the candidate resided from the age of 5 years to 12 years
will be taken into consideration and Zonal candidature is determined with
reference to the maximum period of residence or in the case of equal
periods of residence where the candidate has resided last in such equal
periods.

including the year in which he/she appeared for VII (7th). If however, he/she has not
studied in any educational institution and obtained 7th certificate he/she has to produce
residential certificate issued by the Tahsildar.
NOTE:
(A) Residence Certificate will not be accepted in respect of a candidate who has
studied in any educational institution up to 7th Class.
(B) The candidates who did not study in Educational Institutions have to submit
Residence Certificate only. Educational institutions mean a recognized institutions
recognized by the Government.
The question paper for written test carries 100 marks and consists of 100 multiple choice
questions. Each question carries 1 mark. The Part-A will contain 80 questions on core
technical subject of respective discipline and the Part-B will contain of 20 questions on
General Awareness, Numerical Ability etc.,
ii) Hall Tickets: The hall tickets will be placed on the website well on 05-01-2020
before the date of examination. The candidate has to download the Hall ticket
from the website only. Hall tickets will not be sent to the candidates by post. The
hall ticket has to be preserved till the final selection.
1. The test is of two hours duration. The date and time will be indicated on the Hall
ticket. Candidates should reach the test center in time. Candidates will be allowed in
to the examination hall half an hour before the scheduled starting time. Candidates
will not be allowed into the examination hall after the test has started and will not
be permitted to leave the examination hall before the closure of test time under any
circumstances.
2. The test will be of objective type with multiple-choice questions with only one
answer being correct among the four alternatives suggested.
3. A separate O M R (Optical Mark Reader) answer sheet with the carbon impression
paper will be provided to the candidates. The candidate has to indicate his response
to each question by darkening the appropriate bubble with a Black Ball Point pen.
No corrections with white fluid or any will be permitted.
4. The candidate has to bring a good quality Black Ball point pen to the examination
hall.
5. The candidate has to handover the original OMR Sheet to the invigilators in the
examination centre. He/she is however permitted to take away the duplicate OMR
Sheet (the carbon impression paper) along with the question paper after the
examination. If any candidate in violation of the above instructions takes away the
original OMR Sheet, his/her candidature to the recruitment will be rejected besides
invocation of penal provisions including debarment of the candidature for all future
recruitments to be conducted by CESS.

6. The candidate has to follow meticulously all the instructions given on the question
paper booklet and OMR Answer Sheet, else, the answer sheet may not be valued.
8. The provisional key will be placed on website within 7 days of written examination.
9. If there are any objections on the provisional key, the same can be raised within 3
days from the date of placing of provisional key to email [email protected]
i) The selection of candidates for appointment will be made entirely based on the
written examination. There will be no interview.
ii) Only those candidates who qualify in the written examination by being ranked
high, community wise will be called for verification of Original Certificates in
1:1 ratio.
iii) The contract Assistant Engineers working as on the date of Notification in CESS
and having relevant experience and acquired minimum qualifying marks in the
written examination only are entitled for the benefit of weightage marks.
c) Service less than six months will not be considered for weightage. A
minimum of six months of continuous service as outsourced is necessary for
considering weightage.
d) The weightage marks shall be added to the marks secured in the written
examination depending on the length of the service rendered by them in
the power utilities.
f) The experience must be in the relevant job, for one to become entitled to
be granted weightage marks.
iv) In the event of candidate getting same marks, candidate whose age is higher
will be ranked high.
v) If any Assistant Engineer working on contract with CESS and another candidate
obtain same marks preference will be given to the Contract Assistant Engineer.
vi) The minimum qualifying marks in the written test for the above selection process
shall be as follows:
OC – 40% BC - 35% SC/ST - 30% PH - 30%
Note: Mere securing minimum qualifying marks does not confer any right to a candidate
for being called for verification of original certificates.
2. Reporting: The candidates appointed to the post shall be under the supervision of a
Divisional Electrical Engineer of CESS and will have to report to him from time to time.
At the time of joining the post, they shall deposit their Original certificate such as Date
of Birth (SSC), Degree (B.Tech/BE), Caste and Study/Residence Certificates etc.
3. Place of posting: The candidates appointed shall be required to work anywhere in the
jurisdiction of CESS.
4. The service of the candidates will be governed by the rules and regulations applicable
or as framed by the CESS and amended from time to time.
5. Execution of Service Bond: At the time of joining the service, the candidates shall
have to execute a Bond to serve CESS for a minimum period of 5 years. The candidate
who leaves the CESS before the period shall refund the emoluments received by him/her
plus Rs. 50,000/- (Rupees Fifty Thousand only) by way of liquidated damages.
PARA-X: DEBARMENT:
a) The Candidates should make sure that they are eligible to the post applied for and
that the declaration made by them in the format of application regarding their
eligibility is correct in all respects. Any candidate furnishing incorrect information
or making false declaration regarding his/her eligibility at any stage or suppressing
any information is liable to be debarred for five years from appearing for any of
the examinations conducted by the CESS. His/her candidature will be summarily
rejected. If it is found at later stage that incorrect information is furnished the
selected candidate will be removed by due process.
b) The Penal Provisions of Act 25/97 published in the State Gazette No. 35, Part-IV.B
Extraordinary dated: 21/08/1997 shall be invoked if malpractice and unfair means
are noticed at any stage of the Recruitment.
c) The CESS is vested with the powers for recruitment and selection as per
regulations duly maintaining utmost secrecy and confidentiality in this process and
any attempt by anyone causing or likely to cause breach of this constitutional duty
in such manner or by such action as to violate or likely to violate the fair practices
followed and ensured by the CESS will be sufficient cause for rendering such
questionable means as ground for debarment and penal consequences as per law
and rules and as may be decided by the CESS.
The decision of CESS in all aspects and all respects pertaining to the application and its
acceptance or rejection, as the case may be, conducting of examination and at all
consequent stages culminating in the selection or otherwise of any candidate shall be
final in all respects. CESS reserves its right to alter and modify terms and conditions laid
down in the notification for conducting the various stages up to selection, duly
intimating details thereof to all concerned, as may be warranted by any unforeseen
circumstances arising during the course of this process, or as deemed necessary by CESS
at any stage.
