Implementing Rules and Regulations Scholarships
I. PURPOSE:
The Philippine Constitution puts premium to the importance of education to the Filipino people.
It is manifestly expressed with the education sector getting the highest share in the national budget.
College education remains to be elusive to a number of deserving students due to financial inadequacy. In
fact, only 23 out of 100 elementary graduates proceeds to college to pursue tertiary education.
The Makati City government, through the initiative of Mayor Mar-Len Abigail S. Binay, believes
in the inclusivity and recognizes the right of every individual to equal opportunity. Being true to the
trust of the City to further improve the competencies and capabilities of its youth, so that they
can be globally competitive and productive contributors to the continuous development of the
City of Makati.
An equal opportunity advocacy, qualified scholars will be able acquire their tertiary
education in colleges and universities which are considered as centers for excellence, and
acquire priority or specialized courses. Hence, the Revitalized College Scholarship Program is
established by virtue of City Ordinance No. ________;
II. OBJECTIVES:
2. To establish a pool of Makatizen scholars who are committed to serve Makati and contribute to
its progress and development;
1. Applicants must be bonafide residents of Makati for at least 5 years, immediately preceeding the
application (As evidenced by the Comelec Voter’s Registration of both the applicant and parents)
2. Applicant must be from within the top 10 percent of the senior high school graduating class (as
certified by the School Registrar) and must be of good moral character.
3. He/she must be committed to love and serve Makati City through a service commitment.
4. The scholar shall be responsible to gain admission in the school of choice

TYPES OF SCHOLARSHIP PROGRAM
1. Prepare the implementation plan and provide rules and regulations for the scholarship program
2. Screen and recommend to the Chairman the qualified scholars
3. Monitor and evaluate the progress of the scholars and serve as oversight committee for the program
V. OTHER PROVISIONS
o The total number of scholars shall be determined by the Scholarship Committee subject to fund allocation per year.
o Any circumstances that may arise which are not cited in the above mentioned provisions shall be deliberated upon
the Scholarship Committee subject to final approval of the Chairman/.City Mayor
o In the event of non-compliance to any of the general and specific provisions herein cited, the Scholarship Committee
may recommend the termination of the scholarship grant.
a. First time applicant for the scholarship shall submit a duly accomplished application form and to the
Scholarship Committee Secretariat c/o Education Department, 8th Floor Makati City Hall together with the
certified documents as required by the Scholarship Committee, forty (40) days prior to the schedule of
enrolment in the school of choice of the Scholar;
b. The Scholarship Committee shall evaluate all applications and shall recommend to the Chairman/City Mayor
the qualified applicants thirty (30) days prior to the enrolment schedule of the school of choice;
c. The Scholarship Committee Secretariat shall then post the results and the list of qualified scholars, and notify
the scholars, twenty five (25) days before the scheduled enrolment. The Secretariat shall also facilitate with
the Budget and Accounting Departments the scholarship benefits, in accordance with prevailing accounting
and budgeting rules;
d. Continuing scholars shall submit their grades to the Scholarship Committees at the end of every semester, to
determine compliance and qualification for the next term;
VII. MONITORING
The Scholarship Committee shall monitor the status of the scholars and shall regularly submit report to the
City Mayor at the end of every term.
