METHOD STATEMENT FOR PAINTING AND INSTALLATION

OF RAILS AT NPS AND KPS

1 INTRODUCTION
1.1 PURPOSE
This method statement describes the procedure and resources required in the painting, installation,
replacement and strengthening of rails at NPS and KPS.

This method statement summarizes suggested method of executing works safely within any
constraints. This method statement offers advice and guidance to the personnel involved in this
activity to:

 Carry works in a manner that’s safe at all times;

 Know the hazards involved in the activity;

 Ensure controls to steer clear of hazard exposure are in place.

1.2 SCOPE
The methods cover;

 Personnel and equipment mobilization

 Temporary works

 Job risk assessment for the works

 painting work procedure

 rail installation and strengthening procedure

 Materials, equipment and tools needed to carry out the works

2 MOBILISATION
The site team will be comprised of 11 personnel housed at Njeru. There will be full time presence
of a site Engineer, HSE supervisor and a trained First aider. A van will transport personnel to and
from site. Equipment will be stored on site at a designated area provided by Eskom. Eskom will
provide an office for site Engineer and HSE supervisor.
2.1 SITE ORGANIZATION CHART

3 HSE
The major risks involve work at height, Confined space entry (to access the rails), and hot works
(welding and grinding). As work will be carried over water, there is also a risk of drowning. A
comprehensive risk assessment has been carried out (see attached JRA) to manage the risks. All
works will be covered by permit to work system.

Upon arrival to site, all personnel will attend a site induction, where all required site rules and
procedures and emergency procedures will be explained and strictly adhered to. Confirmation of
site induction safety paperwork will be signed by operatives to confirm induction.

3.1 FIRE PREVENTION & EMERGENCY PROCEDURES

Site Emergency procedures will be developed. These procedures will include an emergency
contact notice list details of all relevant services and authorities will be displayed on site. An
arrangement will be made with Njeru hospital to provide an ambulance and other medical support
in case of an emergency. A trained first aider will be permanently available on site.

A dedicated spot will be established for Strucon personnel on the facility’s muster point. Fire
Drills will be carried out weekly to ensure the evacuation strategy put in place is up to date and
effective.
3.2 WASTE MANAGEMENT

Maintaining a high standard of site cleanliness is essential to allow works to progress on site in an
effective and a safe manner. Site waste will be segregated into labeled skips which will be disposed
offsite to Jinja Municipal waste disposal site. The skips will include;

 Food waste (organic materials)


 Waste metal for recycling
 Plastics
 Specialist Waste (e.g. oil drums, paint tins, spray cans etc)

4 TEMPORARY WORKS
4.1 SCAFFOLDING
Work at height will require erecting scaffolding all activities will be executed with due regard to
HSE of all the employees and third parties (see attached JRA).

Procedure

 Place the standards (verticals) on base plates above level and firm strata that’s capable to
support the load without settlement

 Erect the initial lift. Fasten all connections securely before erecting following lifts

 All platforms must be planked entirely with a minimum width of 460 mm

 Install guardrails on all open sides

 Provide adequate accessibility for example ladders, stairway, ramps and walkways as
required.

 Install debris nets to defend persons from debris and some other falling objects

4.2 SAFETY NETS


Safety nets shall be installed when there is a high risk of fall and or drowning. Installation will be
undertaken by a fully qualified team of installers and appropriate standards will be followed.

4.3 POWER
General power on site will be 110v provided by Eskom. All temporary services will have identified
isolation points to enable quick and effective isolation in case of an emergency.
5 WORKS PROCEDURE
5.1 PAINTING PROCEDURE
Surface Preparation
 The surface of the area to be painted will be prepared by removing loose particles,
blemishes, and deleterious materials by way of sanding and grinding where applicable

 Surfaces will be prepared in accordance with good painting practices and in accordance
with the technical product information sheets of the painting products.

 Painting will not take place where the surface are moist or greasy or may become so before
application of the first coat of paint

 Prior to any application, the surface must be stable, firm, dry and free of dust and concrete
laitance. The surface must have no cracks.

Paint Mixing
 All paints shall be thoroughly stirred in a container. Approved thinners shall be used if required.
Mixing shall be carried out in a well-ventilated area.

 During Mixing and Painting Application, appropriate mask shall be worn in accordance with
the recommendation of approved MSDS. MSDS shall be available at site and made known to
workers.

Paint Application
 Apply two coats of undercoat. Each coat shall be applied uniformly over the entire surface.

 Each coat shall be allowed to dry for the time specified before application of any
succeeding coat.

 Apply 2 coats of high gloss enamel paint of an approved color and type

 The time interval between applications of two (2) successive coats must not exceed that
specified by product. Any coating shall be cleaned and free of spray dust before the next
coat is applied.

 Before application of final coat, all damaged areas shall be properly repaired using the
original paint system.

5.2 WELDING PROCEDURE


HSE

To minimize the risk, rails and ladders shall be pre-welded offsite in the Strucon workshop and
transported to site for installation. For on-site works see attached JRA. Obtain a work permit
signed by site Engineer and HSE supervisor before commencing the work.

Before commencement of any welding the following works;

 Check materials to be used have approved material submittals.

 Check work areas are clean and safe ensuring that the area is free of all Flammable or
volatile material.

All welding work shall be carried out in open or ventilated areas. Welder’s qualification will be
verified as per requirement.

Onsite Welding shall involve installing and joining pre-welded sections.

5.3 STRENGTHENING EXISTING RAILS PROCEDURE
HSE
The major risks will involve using a powered hand drill. Check attached JRA. Obtain a work permit
signed by site Engineer and HSE supervisor before commencing the work.

 Drilling through concrete for bolting
 Install plates on rails and secure the same with bolts
 Grouting of the welded plates
 Painting the plates and rails
 House keeping
