Functions of Village Development Boards (VDBs)

The Village Development Board is the development agency of the


village, which functions under the Village Council. It comprises of the General
Body which is composed of Representation of the whole village community. An
executive Committee with Secretary, a compulsory women representation of
one fourth of the executive committee to ensure that the women community
is represented and their needs are looked after, forms the Management
Committee of every VDB. Youth representation is also compulsory to ensure
that any development activity in the village benefits the entire community.

The VDBs are involved in all the phases of developmental activities and
their responsibilities include all aspects from the receipt of allocation of funds,
selection of beneficiaries or schemes, monitoring of progress of work and
expenditure and ensure completion of schemes. They are an accountable
organization, where keeping of accounts is mandatory and is open and subject
to any audit of its accounts.

Through the involvement of the VDBs, several major schemes have been
successfully implemented. This has been made possible, in several instances,
through contribution of free labour, organised by the VDBs to ensure that the
schemes were completed, even when funds allocated were not sufficient to
complete the project normally. The acceptance is the level of understanding
that any success and achievement under any scheme are for themselves and
for their benefit. Such approaches and capability indicates the level of maturity
the VDBs have attained.

Salient features

1. All permanent residents of the villages form the General Body of the
VDB.
2. A management committee is formed form the general body to manage
the affairs of the VDBs for a period of three years. A quorum of not less
than 51% of the management committee is required to pass resolutions.
3. The DC of the district functions as the Ex-Officio Chairman of the VBDs.
4. All funds/accounts are jointly operated between the chairman/DC and
the Secretary of the VDBs.
5. VDBs are to maintain their Fixed Deposit Accounts as this forms the main
basis for the existence of the VDB.
6. Funds received and programme/scheme selection are taken up during
the monthly meetings.
7. A panel of auditors approved by the Chairman audits VDBs accounts
annually.

Objectives:

1. Each of the 1175 VDBs to be made a vibrant institution with powers to


take decisions and implementation of schemes within the guidelines
both for state and Centrally Sponsored Schemes.
2. Capable of mobilizing its internal resources for investment in various
income generating and economically productive activities.
3. To check the migration of educated unemployed rural youths to towns
by ensuring self employment opportunities through their involvement in
taking up income generating and economically productive activities in
the rural areas.
4. Gradually transform the rural areas into standards of semi-urban areas
in so far as availability of the basic common facilities is concerned and
5. To enable themselves to act as financial intermediaries for managing
their own rural credit and loan activities.
