NON – FORMAL EDUCATION(NFE)

• NFE – “ a means of providing learning to the sector of the population who are
not in a position to avail themselves of the facilities of formal education. It is also
a multi –component program that envisions to provide literacy and livelihood
skills to functionally and basically illiterate Filipinos. “

NATURE OF NON – FORMAL EDUCATION(NFE)

DJIWANDONE (1979) - In his article “Non-Formal Education for developing


societies”. NFE is a method or process of assessing the needs and interest of people,
communicating with them, or motivating them to participate.

COOMBS(1973) - NFE any organized educational activity outside the established formal
system.

THE CONTEXT AND RATIONALE OF NFE IN THE PHILIPPINES

• The main objective of the NFE program in the country is to improve the socio-
economic status of the poor by enhancing their basic educational attainment
through functional education and literacy, for them to be self reliant , to be
integrated more effectively into the social and economic activities of their
community and gain access to further self- enhancement and self growth
opportunities.

OBJECTIVES:

• Minimize, if not eradicate basic illiteracy and improve functional literacy in


targeted areas

• Develop flexible and relevant self learning programs for out of school youth as
non formal alternatives to the formal education system which will provide
opportunities for self improvement among the poor.

• Improve the quality and relevance of functional education and literacy and
continuing education programs and materials for the OSYs and adults in
marginalized communities, and provide demand – based learning, socio
economic development needs and aspirations.

LEGAL BASIS OF NON-FORMAL EDUCATION IN THE PHILIPPINES

• 1987 Philippine Constitution

 The state shall protect and promote the right of all citizens to quality education
at all levels. And shall take appropriate steps to make such education accessible
to all. (Art. XIV Sec 1, 1987 Phil. Consti.)
• RA 9155 (The Governance Act of Basic Education)

 This law recognized the ALS as a complement of formal education and a major
component of basic education.

 Education for All Plan 2015

 One of its main goals is to transform all non formal and informal education
interventions into an ALS to yield more EFA Benefits.

HISTORY OF NFE IN THE PHILIPPINES

 Back on 1908 when act no. 1829 was created to provide for the delivery of
civicoeducational lectures in towns and barrios.

 6 years later… The act was amended to assign teachers in public schools to give
the lectures .

 On 1936, Act no. 80 create the Office of Adult Education as part of the
Department of Instruction.

 A decade later, it is transformed into an Adult and Community Education division


of the bureau of public schools.

 After the declaration of martial law, The Marcos government’s Philippine


constitution of 1973 created the position of the Undersecretary of Non-Formal
Education

 The Aquino government, after the People Power Revolution enacted EO No. 117
in 1987 to create the Bureau of Non Formal Education.

 "The state shall encourage non-formal and formal learning systems, as well as
self-learning, independent and out-of-school study programs, particularly those
that respond to community needs; and provide adult citizens, the disabled and
out-of school youth training in civics, vocational efficiency and other skills."

THE NFE AND THE ALS PROGRAM

• ALS – IS A PARALLEL LEARNING SYSTEM THAT PROVIDES A VIABLE ALTERNATIVE TO


THE EXISTING FORMAL EDUCATION SYSTEM. IT ENCOMPASSES BOTH THE NON
FORMAL AND INFORMAL SOURCES OF KNOWLEDGE AND SKILLS.
