1. PURPOSE
To define the method of installation of Grounding System to be employed to ensure that the
installation works to be undertaken on site are complying with the following:
The method statement describes herein the procedures for material delivery inspection, storage,
installation, and inspection of Grounding System.
This method statement also focuses within site materials inspection, installation, testing method to
ensure that the Grounding System has supplied, installed, and inspected for the works is in
accordance with project requirements. The work method summarizes into the following:

All materials to be used shall be approved by the designer and comply as required on the above
stated for construction drawings.
According to the work program, and planned site access availability at the site, appropriate staff,
labors equipment and materials will be mobilized to the site and install the grounding system in
accordance with the approved “For Construction” Drawing issued by EELHI and approved by the
Electrical Works Design Consultant.

The actual mobilization of staff, workers, equipment and the materials delivery schedule will be
dependent on site accessibility. Actual site access will need to be notified by NGCB at least 2
weeks before actual execution of the works.
It is understood that NGCB will be responsible for the provision of appropriate type of crane for
the transportation of materials and equipment to complete the works including temporary
construction power supplies and lighting system.
7 CONSTRUCTION EQUIPMENTS
It is envisaged that no major equipment will be required by NSC for the activities involved in the
supply and installation of Grounding System. The typical construction equipment requirements
are as listed below and will be used up to the completion of the activities.
NOTE: All electrically powered tools shall be suitable for use with a 220V power supply.
8. PERSONNEL
Installation of the grounding system will be organized from central location by Project
Construction Team, both General Contractor and Nominated Subcontractor. It is envisaged that
the installation of grounding system will be conducted by the followings:
Site Engineer
Survey Team
Quality Control Engineer
Electrical Foreman
Electricians
Helper Electricians
Above mentioned personnel shall be competent and trained to carry out all works associated with
the installation of Grounding System. They shall have attended the required contractor’s safety
induction and will abide by the Health and Safety Plan, policy and procedures as well as
environmental plan.
9. MATERIALS
All materials delivered to the site will be inspected EELHI Engineers In-charge, to check that it is
in accordance with the site requirement and conform to the approved design and material
qualification. The materials should be free from any damage caused during delivery on site.
Delivery documentation shall be checked for completeness. Defective or damaged materials shall
be either be returned to the supplier’s facility or stored in the site at a suitable quarantine location.
Non-compliance to remove rejected materials within two (2) days from the date of rejection will
constitute the issuance of Non-Compliance Report from EELHI.
The inward inspection of materials will be carried out in accordance with the relevant a QC/QC
procedures and or Quality Plans approved by EELHI.
EELHI Engineers has the authority to perform any inspection for the storage of materials from his
own point of view for the checking of material quality to maintain the quality compliance and
sufficiency of materials in the site.

10. CONSTRUCTION PROCEDURES AND CONSTRUCTION METHODS
The construction procedures and methods described herein are based upon the scope and
application of the method statement summarized in section 2 of this method statement and the
work methods are structured accordingly.
Before the commencement of the installation, the following are required to be carried out:
Check the design of the grounding system if is approved and that the drawings for the
installation are issued with Approved for Construction status and in accordance with
document control procedures.
Check that the site access to the work area for installation is available, that the work area
is clean & safe and that the temporary services provisions are available.
Check that all the materials have been ordered and inspected at NGCB Warehouse and
available / ready to use in the site.
Check also that the tools & equipment are inspected at NGCB Warehouse and available /
ready to be use in the site.
All delivered materials shall be inspected on the arrival in the site. The inspection shall be
advised in advance as required by the ITP.
The delivered materials shall be inspected in accordance with the appropriate Quality
Plans and Procedures.
The delivered materials shall be in accordance with the approved design technical
specification, approved for construction drawings and approved material submittal.
The Materials approvals in form of approved SRF and all applicable documentations and
certifications shall be available during incoming materials inspections.
The materials shall be free from defects & damaged.
Any materials delivered in the site that are not complying with the approved material
submittals and electrical technical specification or ejected by EELHI Engineer shall either
be returned to the point of supply or stored in the site at a suitable quarantine store. NCR
shall be raised for all such materials.
Generally, prior to commencement of the delivery of the materials, the setting out of the
installation shall be conducted to determine the location and elevation of ground rod.
The setting out of the works shall be on the basis of an “approved for construction
drawings and or approved shop drawings”. Settings points shall be from the common
reference point established & provided in the site by NGCB.
Any discrepancy between the common reference point on the approved for construction
drawings and the actual site provisions shall notified to EELHI and an NCR shall be
raised.
Check the location of ground rods or ground wells as per approved shop drawings.
Drive the ground rod to the soil until it reaches the required depth based on the approved
shop drawing, use wooden mallet for driving the ground rod
Provide block-out for the location of ground well based on the desired dimension of
ground well. Make sure the block-out is properly installed so that no concrete will poured
during concreting
Then start the roughing-ins for the layout of the pipe of the pipe based on the
interconnection of the grounding system.
As soon as the roughing-ins is completed, grounding conductor (BCW) pulling can now
be proceed

Use grounding connectors & clamps to interconnect the grounding rod & ground
conductor
And then proceed with the testing of grounding system
Finally, fabricate the Reinforced Concrete cover of the ground well
AC current of non-standard frequency is usually used for grounding testing to minimize the
effect of galvanic (DC) currents as well as 60Hz fundamental and harmonic currents which
are present in the earth.
In the fall-of-potential Method, two small ground rods – often referred to as ground spikes
or probes – about 16” long are utilized. These probes are pushed or driven into the earth
far enough to make good contact with the earth (8” – 12” is usually adequate). One of
these probes, referred to as the remote current probe, is used to inject the test current
into the earth and is placed some distance (often 100’) away from the grounding medium
being tested. The second probe, known as the potential probe, is inserted at intervals
within the current path and measure the voltage drop produced by the test current flowing
through the resistance of the earth.
Based on the empirical data (data determined by experiment and observation rather than
being scientifically derived), the ohmic value measured at 62% of the distance from the
ground-under-test to the remote current probe, is taken as the system ground resistance.
The remote current probe must be placed out of the influence of the field of the ground
system under test. With all but largest ground systems, a spacing of 100ft between the
ground-under-test. And the remote current electrode exists, a plateu will be developed on
the test graph.
Note: A remote current probe distance of less than 100 feet may be adequate on small
ground system.
When making a test where sufficient spacing exists, the instrument will lead zero or very
near zero when the potential probe is placed near the ground-under-test. As the electrode
is moved out toward the remote current electrode, a plateu will be reached where a
number of readings are approximately the same value (the actual ground resistance is
that which is measured at 62% of the distance between the ground mat being tested and
the remote current electrode). Finally as the potential probe approaches the remote
current electrode, the resistance reading will rise dramatically.
12. RESPONSIBILITY
The Project Manager (EELHI) is the overall responsible body for the implementation and
execution of the works. At the same time, maintaining construction’s quality assurance & quality
control program and quality standards.
The Contractor (NGCB) will be responsible for all construction activities in the site and will directly
supervise through Construction Supervisors, Foreman and skilled workers at the site. The QA/QC
Manager will be responsible for arranging and controlling the inspection and testing activities.
Notwithstanding the above, it is the responsibility of each individual employed in the project to
take due care to ensure their own personal safety and that of their work colleagues.
Aside from approved design drawings, installation shopdrawings will be prepared & to be
submitted by NGCB for approval before commencement of the works. The approved
shopdrawings along with the approved materials submittals and this method statement will be the
basis and guidelines during the installation works.

The execution of works will strictly follow the Project Quality Plan.
