Multi Tenanted Premises


For multi-tenanted domestic and commercial premises, the owner / developer /
Joint Management Committee shall have the option of taking supply via bulk
supply or individual supply to landlord and tenants respectively.

If taking bulk supply, it shall be the responsibility of the owner / developer of the
multi tenanted premises to obtain independent distribution license from Energy
Commission.

If to take individual supply, the owner / developer is responsible to ensure the


connection schemes and meter locations of landlord / tenants to comply with
TNB requirement.

The design, installation and operating of such electrical system shall comply with
requirements of all the relevant authorities including the Energy Commission’s
and TNB’s.

Main Specifications of The New Connection Scheme

1. Service feeder to landlord and tenant to be separated at TNB substation /


installation.

2. Water pump load is connected from tenant MSB to comply to legal requirement
for landlord to have a 2nd account (to mitigate the risk of NTL)

3. Current Transformer (CT) and Potential Transformer (PT) or Voltage Input


installed at TNB installation.

4. Landlord meter is installed at Metering Room at TNB Substation (for customer


with substation)

5. Landlord meter is installed at Outdoor Meter Panel / Kiosk (for customer without
substation)

a. All tenant meters to be located at a central location / next


to risers at ground floor
b. No Sub Meter to do the summation of all tenant meters
c. Summation of all tenant meters to be done through billing
system (BCRM).

For building more than 5 storey:

a. All tenant meters to be located at a central location/ next


to risers at every floor.
b. No Sub Meter for summation of tenant meters.
c. Summation of tenant meters to be done through billing
system (eCIBS/BCRM).
d. TNB recommends that developer / landlord to install
‘Check Meter’ at lateral mains to identify irregularities on
meters that might happen to the ‘Tenant Meters’

Advantages of This New Connection Scheme


1. Dedicated isolation mains from utility to landlord and
tenants separately for ease of account management &
disconnection.
2. Aligned to owner responsibities of RISER mains, i.e. owner
to ensure healthy and safe tappings at vertical mains
(RISER).

Note:
Connection scheme 2E was withdrawn in the ESAH addendum.

processes, involved additional requirement of PTW issuance
by the premise charge-man. 13
