BRANDON PD - SGT. JOSEPH FRENCH


As the Narcotics Unit Supervisor, Sgt. French networks with law
enforcement agencies nationwide. His diligent work in highway interdiction on I-
20 has interrupted not only U.S. but international drug trafficking organizations.

CLINTON PD - PATROLMAN ASHLEY CROXDALE


In October of 2017, Croxdale used his jurisdictional knowledge to place
himself ahead of a suspected bank robber fleeing the scene. He stopped all traffic
allowing the suspect to be taken into custody without major incident.

COPIAH COUNTY SHERIFF'S DEPT. - DEP. REGINALD ROBINSON


After a suspected carjacker fled the scene, Dep. Robinson was able to
recognize the description on the suspect at a subsequent trespassing call. The
suspect was arrested within an hour of the original call.

COPIAH COUNTY SHERIFF'S DEPT. -DEP. TOBY WILLIAMS


With 7 years of law enforcement experience, Dep. Williams has demonstrated
initiative and thoughtfulness that allows him to respond to all assignments with a
well-reasoned approach.

FLOWOOD PD - SGT. DONELL REYNOLDS


While conducting patrol duties, Sgt. Reynolds noticed a man in a vehicle
sitting outside of a business. Due to his awareness, this person was identified as a
suspect in burglarizing a nearby business and vehicles and subsequently arrested.

FLORENCE PD - SGT. JONATHAN MCCARDLE


Under the sergeant's leadership, FPD has increased the number of DUI,
Narcotics and other violations as well as citations issued. He inspires his fellow
officers to go above and beyond the call of duty.

HINDS COUNTY SHERIFF'S DEPT. - SGT. TREY BRISTER


Beginning at Clinton PD, Inv. Brister has over 20 years law enforcement
experience. He is the recipient of numerous letters of commendation and gratitude
from crime victims throughout the state.

HOLMES COMMUNITY COLLEGE PD - SGT. JUDY TUCKER


Sgt. Tucker began her law enforcement career over 30 years ago with
Mississippi Highway Patrol. After retirement, she became chief of police of Flora.
In 2014 she brought her strong work effort to Holmes CC.

JACKSON MUNICIPAL AIRPORT PD - OFFICER YOLANDA COMMON
Ofc. Common recently received a letter of gratitude from a family traveling
through the airport. She provided aid and comfort to a medical emergency victim
with an escort to the hospital and assistance to the family.

JACKSON PD - CPL. ROBERT FLANAGAN


In August of 2017, Cpl. Flanagan applied a tourniquet to a robbery & gunshot
victim. This allowed the ambulance to get him to a hospital where his condition
was stabilized. AMR extended high praise to this officer's quick response.

JACKSON PUBLIC SCHOOL DISTRICT - INV. SHALONDA HILEY


A 27 year law enforcement veteran, Inv. Hiley has consistently shown a
desire and willingness to serve not only the citizens of the Jackson Public School
System but the people of the State of Mississippi.

MADISON COUNTY SHERIFF'S DEPARTMENT- LT. TREY CURTIS


An investigation into a drug trafficking organization led by Lt. Curtis led to
the seizure of 10 lbs. of marijuana, ½ lb. of cocaine, $143,000.00, firearms
(including a stolen automatic rifle) and the arrest of 6 individuals.

MADISON PD - JESSIE LEE CHAMBERS, JR.


Ofc. Chambers was voted officer of the year by his peers for his quick
response to administer lifesaving CPR on a Madison citizen. He began with MPD
since 2014 after graduating from the basic police academy at Camp Shelby.

MENDENHALL POLICE DEPARTMENT- PTL. CHRIS BARRON


In April of 2017, Ofc. Barron made a traffic stop that yielded 5 lbs. of
marijuana, 46 lbs. of tobacco, 8 cans of smokeless, 27 cell phones, 47 chargers, 3
phone batteries, 10 sims cards, 9 bluetooth, DVD's and MP3 players. All were
destined for a correctional facility.

PEARL PD - GLENN WESTBROOK


Ofc. Westbrook used his training to assist a mentally unstable man who was
reported to PPD via 911 calls from citizens. He was sitting on the side of 120. After
charging the officer with a handgun, shots were fired for officer preservation and
citizen safety.
RANKIN/MADISON COUNTY D.A.'S OFFICE - JEFF ROBERTSON
A 30 plus year law enforcement officer, Inv. Robertson's career started at
Morton Police Dept., led him through Brandon PD, and onto a federal task force
with the Department of Treasury.

RANKIN COUNTY SHERIFF'S DEPARTMENT-TOMMY PHILLIPS
Lt. Phillips' law enforcement career started in 1968. It led him through 5
agencies to finally retire from Rankin County S.O. His years of knowledge will be
missed by all.

RESERVOIR PD - JEFFERY G. WILSON


Last October, Ofc. Wilson responded to a shots fired call. The suspect was
distraught, chemically impaired, and threatening suicide. Wilson deescalated the
situation with SRT assistance.

RICHLAND PD - SGT. BIFF MONK


Currently Sgt. Monk leads the Animal Control Division. He organized this
division by creating great relationships with the citizens of Richland. His excellent
work ethic and judgement has garnered the public's trust when dealing with RPD.

RIDGELAND PD - ERIN BOYD


Ofc. Boyd began CPR and maintained care until medical personnel arrived at
the scene of an unresponsive motorist. She also serves as a field training officer.

SIMPSON COUNTY SHERIFF'S OFFICE - KELVIN JENKINS


After 4 years in the Air Force, Dep. Jenkins then attended the JPD Training
Academy in 1995. He is currently a well-deserved sergeant and is an asset to
Simpson County.

TERRY PD - MICHAEL RECIO


Sgt. Recio began his career with Jackson Police Department and then Hinds
County S.O. He is being recognized for this dedication and service to protecting the
citizens if Terry.

UMMC POLICE DEPARTMENT-TONI SUMRALL


In 2017, Ofc. Sumrall was responsible for several arrests involving domestic
violence, assaults, and disturbances at the medical center. We thank her for her
dedication to the community and UMMC.

UTICA PD - BURNETTE HARRIS


Ofc. Harris has shown great leadership with the Utica Police Department. He
has gone beyond the call of duty and is 2018 TOP COP Job well done Ofc. Harris.

VICKSBURG PD - BOBBY JONES
Sgt. Jones started at VPD in 2000. He has served in patrol, Traffic, Criminal
Investigations and is now a Sergeant/Watch Commander. He has a passion for law
enforcement and is dedicated to his family, career, and community.

WARREN COUNTY SHERIFF'S OFFICE - VINCENT WOODS


Sgt. Woods commands 10 certified officers in the Court Division. This
includes courtroom security, judicial security, Civil Process and prisoner
transportation. He also works special assignments like ball games and festivals.

YAZOO CITY PD -ARTHUR THOMPSON


A 19 year law enforcement veteran, Capt. Thompson has served with Yazoo
City for 5 years. Last September he saved the life of a substance abuse detainee.
Witnessing her attempted suicide by an improvised noose, he responded with
medical attention until EMS arrived.

MS AGRICULTURE THEFT BUREAU - KEITH SETTLEMIRES


Inv. Settlemires recently assisted the New Albany PD and the Union County
Sheriffs Office with arresting 5 suspects in tractor theft operation that spanned
across several states.

MS ALCOHOL BEVERAGE CONTROL - WILLIAM ORR


Agent Orr is one of the agencies top leaders in the service of warrants, illicit
distillery investigations, moonshine investigations, and overall criminal
enforcement duties.

MS ATTORNEY GENERAL'S OFFICE -TONYA MANGUS


Inv. Mangus is assigned to the Public Integrity Division where her current
and past cases involve public corruption, sex crimes against women & children,
domestic violence and sex trafficking.

MS BUREAU OF INVESTIGATION - RUSTY CLARK


While off duty in Brandon, MSgt. Clark stopped a violent domestic assault in
the Kroger. Clark physically restrained the suspect until Rankin County 8.0.
arrived and took the male into custody.

MS BUREAU OF NARCOTICS - KENNETH BLANFORD


Agent Blanford planned a multi-agency and jurisdictional arrest detail
culminating in Operation Pipeline. This resulted in the arrest and prosecution of
drug offenders in Atlanta, San Ysidro and Dallas.

MS BUREAU OF NARCOTICS - MICHAEL MITCHELL


Assigned to the DEA Gulfport Office, Agent Mitchell with fellow agents
began numerous Federal Title III email investigations. As a result 2 Chinese
nationals and their local drug traffickers were indicted for smuggling.

MS DEPARTMENT OF CORRECTIONS - KEITH M. BROWN


Keith established training for and sat on the SRT selection committee. This
team is rnsponsible for seizing contraband and apprehending absconders. His
military experience was ideal for his position on this team.

MS HIGHWAY PATROL- KELVIN JONES


Trooper Jones stopped a vehicle traveling at a high rate of speed with hazard
lights flashing. In the back was a woman in labor. Based on his experience as an
EMT, Jones knew she was about to give birth. Jones delivered the child in the car.
When EMS arrived they transported the mother and child to the hospital.

MS DEPARTMENT OF WILDLIFE FISHERIES & PARKS - BEN MCCURDY


Last year, Sgt. McCurdy assisted in the rescue of a teenager trapped in rising
flood waters and two subjects whose vessel sank after taking on water. All three
were rescued without injury.

MS OFFICE OF HOMELAND SECURITY - JAMES BRINSON


Last summer, Director of Operations Brinson responded to a military plane
crash in Leflore County. He coordinated with state and local agencies to secure the
scene and recover all casualties.

MS OFFICE OF THE STATE AUDITOR - TIM POWELL


In the 3 years Agent Powell has been with the investigations division he has
been instrumental in serving over $580,000.00 in demands and recovering over 75
illegally obtained firearms purchased with public money.

MS PAROLE BOARD - MARLOW STEWART


Ofc. Stewart's career in corrections began in Oxford as a field officer in 1997.
He worked his way up the ranks to associate director in the Hinds County Office.
He was most recently promoted to Community Corrections Director.

MS STATE CAPITOL POLICE - MELVIN J. JONES


Sgt. Jones is the supervising officer over 2 museums in Jackson. He uses a
common sense approach with citizens working in and visiting the capitol complex.

MS STATE FIRE MARSHAL'S OFFICE - BRADLEY EVANS
Dep. Evans was involved with a fire investigation that destroyed a
administration building at MS Delta Community College. His investigation led to
one person being arrested and charged.

DRUG ENFORCEMENT ADMINISTRATION - ERIC PEACOCK


As a result of an investigation into suspects converting liquid meth into
crystal meth, TFO Peacock actions resulted in the federal arrest of 2 Mexican
Cartel members and the Mississippi based distributor.

FEDERAL BUREAU OF INVESTIGATION - DUSTIN BLOUNT


Through his violent gang investigation in North Mississippi, S.A. Blount
identified a drug trafficking organization out of the U.S. Virgin Islands. This
resulted in arrests that stopped the significant smuggling of these drugs into North
Mississippi.

U.S. HOMELAND SECURITY INVESTIGATION - MALCOLM C. MCMILLIN


Last year, through his tireless work ethic and investigative efforts, SA
McMillin was responsible for the arrests of 21 individuals. Many of these
individuals were members of transnational criminal organizations (TCOs) that
were attempting to smuggle and distribute narcotics within the greater Jackson,
MS Metropolitan area and surrounding counties.

U.S. MARSHAL'S SERVICE - CARLOS COSBY


Supervisory Inspector Carlos Cosby, with the U.S. Marshals Service's Gulf
Coast Regional Fugitive Task Force conducted a proactive "Violent Crime
Reduction" initiative in the Jackson Metro Area. The goal of this operation was to
target known gang members and their associates that have been historically
involved in much of the violent crime in the local area.

U.S. PROBATION - PETER LANG


A probation officer must act as a change agent and assist offenders by
helping those secure social services, employment, or other necessary services.
USPO Lang maintains a high level of compassion for the caseload.
