Introduction
In order to properly follow any system, it is of utmost importance to understand and
comprehend its fundamentals. The Handbook of Majlis Khuddamul Ahmadiyya Canada has
been designed to help and understand the basic structure of the organization from the grass
root up. This Handbook is an excellent source of information about the functions of various
departments in Majlis Khuddamul Ahmadiyya and their roles within the organization.
In this publication, the focus is to teach the office bearers of Regions, Majalis Muqami, and
Halqa on how to execute their responsibilities in the best possible manner.

Preface
By the grace of Allah, the 5th edition of the Handbook, containing the Constitution and Guidelines of
Majlis Khuddamul Ahmadiyya Canada is being published. It is intended to give guidelines to office
bearers on the structure of Khuddamul Ahmadiyya within the Jama'at and its pivotal role. This
handbook comprises of the latest updates to the Guidelines and Constitution of Majlis Khuddamul
Ahmadiyya Canada. The criteria of Alm In`ami and the reporting system for Majalis have been
revised.

Life of every nation depends on its youth. No matter how hard an effort is made to initiate a task,
unless consistent efforst are made towards the task, it shall end up in failure. Though, our
organization is a spiritual one, however, the aforementioned rule is also divine and therefore equally
applicable to us as well. Hence, it is our obligation to make you aware of these responsibilities which
will be laid upon you and inform you of the ways that will lead you to your designation. It is your
responsibility to listen to our words with full attention and try to act upon them so that we all have
an opportunity to fulfill the guardianship that has been entrusted to us by Allah.
Remember your duty is not only to reform yourself, but you are also responsible for the
reformation of future generations and advise them to think of their generations. This series of
guardianship should transfer from one generation to the next so that the river of bounties flowing
from Allah keeps on running forever and we are the ones to complete the task for which Adam and

Under the instructions and guidelines of the National Office Bearers, Majalis conduct their
respective programs within their own areas.
The year of Khuddamul Ahmadiyya starts on November 1st and ends on October 31st of the
following year. Those boys, who turn seven years of age during the year, join Majlis Atfalul
Ahmadiyya at the start of the year on November 1st and those Atfal who turn fifteen years of
age become members of Majlis Khuddamul Ahmadiyya from November 1st. Similarly, those
Khuddam who are turning forty years of age during the year become members of the
Ansarullah on January 1st of the following year (The year of Majlis Ansarullah starts in
January)

Regional/`Ilaqa Responsibilities
Regional/`Ilaqa Qaid is responsible for all the affairs of Majalis within his Region/`Ilaqa. It is
the responsibility of the Regional/`Ilaqa Qaid to evaluate the Majalis within his Region and
ensure that the instructions of National Markaz are being followed. Furthermore, he should
motivate the members of those Majalis in his Region which are falling behind. Regional/Ilaqa
Qaid must form his Majlis `Amila and seek its approval from Sadr Majlis Khuddamul
Ahmadiyya. Members of the Regional/`Ilaqa Qaids `Amila are referred to as Regional/`Ilaqa
Nazimeen.

Introduction
Purpose
This section provides detailed guidelines for the office bearers of Majlis Khuddamul
Ahmadiyya Canada at the Muqami (Majlis) and `Ilaqa/Region levels, providing a systematic
and easy to understand exposition of their responsibilities.
Structure
For each office, a four part description is provided consisting of its purpose, reporting
structure, a list of duties as per the Constitution of Majlis Khuddamul Ahmadiyya and a brief
account of the tasks involved in carrying out the aforementioned duties.
Note: The duties and tasks should not be taken as the only objectives but rather they are
broad guidelines.
Expectations
It is expected that the office bearers will review these guidelines to obtain guidance and
direction to achieve the goals and objectives of Majlis Khuddamul Ahmadiyya.
We should remind ourselves of the importance attached to the work of Khuddamul
Ahmadiyya by Hadrat Khalifatul Masih II
generation is looked after. Those programs that are longer are only
successful when continuous efforts are made by many generations in
order to complete these programs

That day is near when those who work for Ahmadiyyat will acquire
stature. But, the children of those who do not take interest in Jama`at
work now will be shunned. When nations like England and America
will send their representatives for advice and they will consider this to
be source of respect for them, then the children of these people will
ask to be included in the advices. But, then they will be told, Go! your
parents and grandparents rejected the advices in their time and did
not care about the work of Jama`at, hence you cannot be included in
this process either.

These guidelines are constantly under review. Readers are encouraged to provide their
comments to the National Markaz and help in making these guidelines as practical and
beneficial as possible.

Qaid Majlis
Purpose
A Qaid Majlis is responsible for supervising all the affairs of Majlis Muqami and is also
expected to represent and lead the Khuddam of his Majlis.
Reporting Structure
Reports directly to Sadr Majlis, National Majlis `Amila and Regional Qaid.
As a member of Majlis `Amila of local Sadr Jama`at, also reports to Sadr Jama`at for
assigned local duties.
Duties
Responsible for ensuring that all decisions and instructions of Majlis `Amila and
National Markaz are implemented.
A responsible, disciplined, trustworthy Khadim who abides by the Order of the Majlis
and is willing to help the members of his Majlis by taking a pro-active role in all
matters concerning Khuddam and Atfal.
A motivator who leads by example and understands that in order to be a good leader,
he must be a good follower.
Above all, the most exemplary quality of a Qaid is his absolute obedience to Nizam
Jama`at. This attribute alone will guarantee success for a Qaid and ensure that his
team is also humble and obedient to the Nizam Jama`at.

The most important goal for a Qaid Majlis is to ensure maximum participation of
Khuddam in prayers, programs and activities organized by the Jama`at/Majlis.
Expected to be a goal oriented person, who not only fulfills the goals set by National
Markaz, but sets and fulfills his own goals.
He should set deadlines for goals, monitor the progress or lack thereof, and make
adjustments as required. For example, he may set a goal to visit at least 20 Khuddam
per week and monitor his progress with a monthly review. Similarly, he should set and
monitor the goals for his Majlis `Amila.
He should plan and set goals to improve the general Ta`lim, Tarbiyat, Health and
Economy of Khuddam.
Be a leader who anticipates the future requirements of National Markaz and that of his
Khuddam. He should plan accordingly to meet those requirements. For example, he
should build a team of 20-25% of Khuddam in his Majlis who can be made available on
a very short notice for any Waqar `Amal or Khidmat Khalq duties.
He should be well informed about the geography and demographics of his Majlis and
surrounding areas, utilizing this knowledge to plan better Khidmat Khalq and Tabligh
activities while assisting the National Markaz in its various activities and programs.
He is expected to keep track of Khuddam moving into or out of his Majlis.
Ensure that the system of Sa`iqin is established through Za`im Halqa. A Saiq is the
link between the organization body and a Khadim. The success of a Majlis is
determined by the successes of the Saiq.
Available Resources
Various resources are available to the Qaid Majlis when he requires guidance and
direction in carrying out his responsibilities. An escalation path exists to address any
challenges that may be faced by a Qaid Majlis in the course of his work.
The first and foremost resource available to a Qaid Majlis is the book of Guidelines of
Majlis Khuddamul Ahmadiyya Canada. This book is an excellent source of information
on the departments of Majlis Khuddamul Ahmadiyya. Additional information is
available on the web site of Majlis Khuddamul Ahmadiyya www.khuddam.ca.
The second resource available to a Qaid Majlis is his Regional Qaid and/or Qaid
`Ilaqa. The Regional Qaid and his Majlis `Amila are responsible for providing support,
assistance and guidance to Qaid Majlis in carrying out his assigned responsibilities.
The third resource available to a Qaid Majlis is the National Majlis `Amila. All
members of the National Majlis `Amila are there to provide assistance in their
respective departments.
In addition to the above, the main resource and guidance available to a Qaid Majlis is
from Sadr Majlis Khuddamul Ahmadiyya.
To be effective, a Qaid Majlis must have a good team. This team includes his Majlis
`Amila and Zu`ma. Sa`iqin are a key player in Qaid Majliss team. The team must
consist of Khuddam who are able and willing to work as a team and individually.
Qaid Majlis shall form his Majlis `Amila, submit it to Regional Qaid and National
Markaz for approval by filling in the appropriate form. It is preferred that a Khadim be

given only one department. Exceptions can be made after discussions with Regional
Qaid and/or Qaid `Ilaqa.
Changes to the Majlis `Amila can only be made after seeking approval from Sadr
Majlis Khuddamul Ahmadiyya Canada. No Nazim can be replaced by a Qaid Majlis
without prior written approval of Sadr Majlis.
Nazimeen Muqami and Zu`ma Halqa will report to Qaid Majlis and be present in all
meetings of the Majlis `Amila of Khuddamul Ahmadiyya Muqami.
Personal Contact
To strengthen the Majlis, a Qaid Majlis must contact his Khuddam by personally
visiting them on a regular basis.
A Qaid Majlis is a member of the local Jama`at `Amila as per the rules of Tahrik
Jadid.
A Qaid Majlis is incharge of those members of the Jama`at who belong to Khuddamul
Ahmadiyya and is responsible for providing assistance for activities of the local
Jama`at, where required.
A Nazim implements and executes the programs for his department as prescribed by
the National Markaz and Regional Qaid.
A Nazim should seek approval of Qaid Majlis before appointing anyone in his team
including Naib Nazim.
A Qaid Majlis should be in regular contact with his Nazimeen and hold regular
meetings to monitor the progress of the assigned duties and provide assistance.
A Qaid Majlis must get regular reports from all Nazimeen to provide feedback to the
National Markaz and Region.
The most capable person in the Qaid Majliss team should be given the responsibility
of Nazim Atfal.
Nazim Atfal has similar roles and responsibilities to those of Qaid Majlis, therefore, it
is imperative to give due importance to this department.

Regular contact with the Regional Qaid and National Markaz is very important. It can
not only be a source of motivation but will also provide the Qaid Majlis with guidance
in performing his duties.
The Qaideen meeting held by the Regional Qaid and by the National Markaz is
another avenue for interacting with Markaz.
A Qaid Majlis must meet with all of his Nazimeen at least once a month to discuss the
past activities of the Majlis `Amila and plan future events.
In the Majlis `Amila meetings some basic points must always be discussed; these
include:
o Minutes of the previous meeting(s)
o Review of the previous activities along with action items
o Report of Nazimeen (oral and written)
o Follow-up of assigned responsibilities to Nazimeen
o Tarbiyat of Khuddam and their compliance with five time prayers
o Progress of Ta`lim activities
o Chanda membership and Ijtima` collection report for Khuddam and Atfal
o Tajnid changes
o Report of Nazim Atfal
o Report of Zu`ma
o During the `Amila meeting, each Nazim must present a written report which
includes at least the following points:
a) Does the Nazim offer prayers regularly?
b) Does the Nazim recite the Holy Quran regularly?
c) Has
the

d) Has the Nazim listened to the Friday Sermons of Hadrat Khalifatul
Masih
e) Has the Nazim met with the Muntazimeen of his department during the
month? (if applicable)

A separate meeting of Majlis `Amila must be held every month for Tabligh purposes.
Hadrat Khalifatul Masih IV
with regards to the Tabligh Subcommittee meeting
mentions:
I want to inform everyone that this work should be reorganized from the beginning.
One meeting of Majlis `Amila is not enough. Such meetings will have to be called time
and again. Even if a few days of holidays are taken as an emergency to gather everyone
and sit day and night, it should be done. But, the objective should be that we cannot be
satisfied at our current situation because this is a huge task that we must accomplish.
And if we do not perform this, we would be living in dreams. (Friday Sermon, November
15, 1991)
To make the `Amila realize their responsibilities and their obligations, Hadrat
Khalifatul Masih IV
mentions:
Think about these things in every Majlis `Amila meetings. Sometimes think about one
aspect of it and implement the strategy, and at other times, think about another
aspect and implement the strategy. Do not get tired or lose heart until every Ahmadi
man or woman, adult or child, is involved in this in his own way To establish the

goals of different parts of the Jama`at, and to increase these goals where they are set
too low is the work of the administration It is the administration that is responsible
to guide each person individually The general capabilities of Majlis `Amila should be
utilized Whatever I am saying or will say are the responsibilities of Majlis
`Amila.(Friday Sermon, June 6, 1997)
In order to increase the participation of Khuddam in all events of the Majlis and
Jama`at, it is imperative that Khuddam meet on a regular basis and be given an
opportunity to explore their talents. One forum to accomplish this are the Ijlasat
`Ama.
A list of topics for the Ijlas `Ama should be prepared at the beginning of the year so
that a variety of interesting topics are addressed to capture the interests of Khuddam.
These topics should address the various Ta`limi, Tarbiyati and secular issues faced by
Khuddam in everyday life. Topics can also cater to other possible interests of
Khuddam, such as, astronomy, sports, health and related issues, etc.
On occasion, special guests from National `Amila and other dignitaries of the Jama`at
should be invited to motivate and teach Khuddam.
Separate Ijlas `Ama should also be held for Atfal to address their interests and
encourage their participation.
The local Ijtima` of a Majlis is its prime event for the year. This event brings together
Khuddam and Atfal of the whole Majlis together to display their solidarity and love for
the Majlis.
The purpose of the Ijtima` is Tarbiyat. This must be kept in mind when preparing the
program for the Ijtima`.
Efforts in making an Ijtima` successful must begin from the start of the year. Regular
contact with Khuddam will ensure their attendance at the Ijtima`.
At the occasion of the Local Ijtima`, the Annual Report of the Majlis (Khuddam and
Atfal) must be presented to the Khuddam as per the Constitution of Majlis Khuddamul
Ahmadiyya Canada.
Details of the local Ijtima` are provided in the Salana Ijtima` package and should be
reviewed in great detail.
Qaid Majlis is also responsible for presenting reports at the Local, Regional and
National level.
Reporting is of two kinds
o Monthly Reports A monthly report form must be filled out and submitted to
National Markaz. The Qaid Majlis must review the report form before
submission. The report is to be submitted using the electronic reporting
system. The due date for the current months report is the 5th of the following
month.
o On-demand Reports These are the reports that the Qaid Majlis is expected
to present at the National and/or Regional level. In order to present this report

a Qaid must have an accurate picture of his Majlis at all times in all
departments.
To operate a Majlis properly, its financial system must be setup with appropriate
accounts and book keeping.
A Majlis must open an account in a banking institution in the name of the Majlis and
not in the name of the Qaid Majlis or Nazim Mal. A letter for this purpose must be
obtained from National Markaz.
The bank account should have three signatories on it, i.e, Qaid Majlis, Naib Qaid and
Nazim Mal
To withdraw funds, two of the three signatories must sign the cheque. In case of Qaid
Majliss absence, Naib Qaid will sign the cheque.
All financial records must be retained and an audit by the Muhasib Muqami be
performed once every quarter with the results of the audit submitted to Regional
Muhasib.
If a special fund raising event is to be conducted, permission must be sought from
National Markaz for it.
All funds must be collected against the receipt books issued by Jama`at.

Purpose
The Mu`tamad Muqami maintains records of the Majlis activities and co-ordinates between
Markaz and Majlis. He administers the secretariat of the Majlis.
Reporting Structure
Tasks
Submit the monthly report of the current month to Regional Qaid and National Markaz
by 5th of the following month.
Regional report for the current month must be submitted to National Markaz by 10th
of the following month.
Arrange dates, venue and time for `Amila meetings with the approval of Qaid Majlis.
At least one `Amila meeting must be held every month.
Prepare an agenda for every `Amila meeting. After approval of Qaid Majlis it should
be made available to Nazimeen before the meeting.
As per the instructions of Hadrat Khalifatul Masih IV
, Majlis `Amila must
dedicate time for Namaz and Tabligh purposes at least once a month.
Maintain a record of attendance for all `Amila meetings.
Take minutes of the Ijlas `Amila (`Amila meeting) and other meetings and record all
decisions made in Majlis `Amila meetings.
Assist Qaid in preparing reports and correspondence with National Markaz and other
organizations. Correspondence sent to National Markaz must also be forwarded to the
Region.
Forward appropriate correspondence to related Nazimeen.
A Mu`tamad should establish and maintain an office for local Majlis and undertake
following steps to ensure its smooth operation:

Maintain a hard copy of all reports and detail of activities submitted to Region and
National Markaz.
Maintain a record of all correspondence with Region and National Markaz.
Create separate folders for each Nazim and for every project in place.
A proper filing system must be established as per the following guidelines:
Minutes of the Meeting This folder should contain all the minutes along
with the agenda and attendance for the meetings.
Circular This folder should contain the circulars that are sent out from
National Markaz and/or Region. The circular contains instructions by
Muhtamimeen to be completed for the month by Majalis for their respective
departments.
Mail Folder This folder has two subsections, Inbound and Outbound. All
mail that is delivered to and sent out by the Majlis must have a reference
number associated with it. These numbers are to be recorded in this folder
along with summary information.
Incoming Letters This folder contains all letters received by the Majlis
along with their reference numbers as assigned and recorded in the Mail folder
above. Appropriate sub-divisions should be made to combine letter for a given
department. (e.g., collate letters by department, Halqa, etc)
Outgoing Letters This folder contains all letters that are sent by the Majlis
along with their reference numbers as assigned and recorded in the Mail folder
above.

Books must be maintained for all events of the Majlis. Appropriate sections
should be created for each local event, e.g, Tarbiyati classes, Ijlas `Ama, etc)
Annual Report This folder contains the annual report of the Majlis
presented during the local Ijtima` of the Majlis.
Maintain a record and log book of all correspondence with a reply by date to
ensure compliance by Nazimeen.
Ensure that all correspondence received from National Markaz/Region is done so in
a timely manner by the respective Nazim and/or Za`im Halqa.
Keep an up to date inventory of all the movable and immovable properties of the
Majlis. This should be updated at least once a quarter.
Establish a sign-out system of all assets of the Majlis.
Hold refresher courses for office bearers.
Prepare a Calendar of Events for the activities of the Majlis for the year, by making
use of the National Calendar of Events.
Conduct at least one Ijlas `Aam (General Body meeting) every month and prepare an
agenda for General body meeting with the approval of Qaid Majlis.
Arrange for the election of Qaid Majlis and Za`im Halqa within the times specified in
the Constitution of Majlis Khuddamul Ahmadiyya Canada.
Arrange to hold elections right away if Qaid Majlis/Za`im Halqa moves during the year
after seeking approval from National Markaz.

Utilize the system of Sa`iqin to inform Khuddam about the programs of the Majlis.
Co-ordinate between different departments.
Prepare the Ijtima` program by consulting the Salana Ijtima` section and submit the
program to Region for approval.

Feedback received from the National Markaz about the monthly report form should be
replied to in the next monthly report.

Nazim Khidmat Khalq shall adopt such means as to do maximum service to the poor,
the helpless and the needy without any discrimination of religion, creed, cast and
color.
He shall continue trying to eliminate unemployment and poverty in society.
Tasks
Collect food and clothing for distribution to the needy on a regular basis.
Collect and distribute books so that students may benefit from them.
Visit the sick and the needy to alleviate their suffering.
Create a spirit of love and respect for humanity among members of the Majlis.
Advance a desire to serve mankind without prejudice amongst the members of the
Majlis.
Urge members of the Majlis to volunteer their time at food banks, hospitals, nursing
homes, drop-in centers, etc.
Establish programs for members of the Majlis to learn CPR and First Aid.
Assist members of the Jama`at who are moving into new residences.
Prepare teams for pre and post funeral arrangements.
Arrange visits to jails, asylum centers and hospitals to meet with residents.
Arrange visits to shelters and senior citizen homes.
Arrange for efficient and safe parking facilities.
Address the transportation requirements of members of the Majlis and Jama`at.
Arrange for food preparation/distribution and other related duties at events organized
by the Majlis/Jama`at.

Purpose
Make arrangements for teaching The Holy Quran and Namaz with translation and promote
the habit of reading the books of the Promised Messiah
and scholars of the Jama`at.
Hold Ta`lim classes and ensure Khuddam participate in the National Ta`lim exams.
Establish Majalis Ansar Sultan-ul-Qalm and Bazm Husn Bayan.
Reporting Structure
Nazim Ta`lim shall implement plans to make the Jama`at familiar with Islamic
Knowledge.
He shall arrange to educate the illiterate.
He shall strive to establish libraries in the Majlis.
He shall implement appropriate schemes to enhance literary taste and raise the
intellectual standard in Jama`at.
Tasks
Make arrangements to ensure that every Khadim can recite The Holy Quran (Nazra).
Encourage Khuddam to learn The Holy Quran with translation.
Distribute booklets of Namaz and translation to all Khuddam.
Ensure that every Khadim knows correct Namaz with translation.
Ensure that Khuddam observe the etiquettes of fasting during the month of
Ramadhan.
Establish regular religious and general education classes with a view to teach religious
beliefs and Islamic views on issues faced in society.
Hold literary events to increase awareness of Jama`at literature amongst the
members of the Majlis.
Ensure that Khuddam write exams as prescribed by National Markaz.
Prepare educational programs for M.T.A International.
Employ a variety of methods to encourage Khuddam to read the books of the
Promised Messiah

Incorporate M.T.A International transmissions into the Majliss programs for religious
education of Khuddam.
Hold religious knowledge and educational competitions.
Urge Khuddam to read the history of Islam and Ahmadiyyat.
Urge Khuddam to strive for higher levels of education, for example, Colleges or

Purpose
Inculcate the habit of offering five daily prayers, establish Islamic values such as
truthfulness and trustworthiness and to promote the schemes of the Hifz Quran and Waqf
`Arzi. Encourage Khuddam to write letters to Huzur
requesting prayers,
participate in the system of Wasiyat and arrange for Tarbiyati classes.
Reporting Structure
Nazim Tarbiyat shall strive to make members of the Jama`at abide by the Islamic
injunctions. Also, he shall try to introduce Islamic morals and etiquettes to them.

Purpose
Make sure that 100% of Khuddam and Atfal pay their Chandajat according to the
prescribed rate and collect the Chandajat regularly.

Nazim Mal, having the forms of assessment budget filled by the members, shall
send these to the National Headquarters. He shall collect the prescribed
subscriptions up to 20th of every month and send to the National Headquarters its
share.
He shall present to Qaid Muqami the names of those Khuddam of urban areas who
have not paid their subscriptions for three months, and those of rural area who
have not paid the subscriptions for six months.
He shall keep a proper record of income and expenditure of the Majlis.
Tasks
Prepare and submit the Annual Budget of the Majlis to Markaz for approval prior to
July 15th of each fiscal year.
Every Khadim must be contacted to get their exact budget as per their income. The
Chanda is paid on the net income, i.e., after taxes but before excluding any expenses
(e.g, rent, insurance payments etc.)
Strive towards a 100% collection of subscription with 100% participation from the
members.
Report actual amount of Membership and Ijtima` Chanda collected every month.
Collect Chandajat of Majlis regularly every month.

Remain knowledgeable about the events in the neighborhood. Any incidents requiring
immediate attention should be reported to the Markaz without any delay.
Keep the Qaid Majlis informed about the situation in the local area.
Make appropriate arrangements for the safety and security of all Jama`at properties.
Ensure that all Jama`at and Majlis functions are held in a safe environment.

important information in this respect to the members of the Jama`at.

Encourage interested Khuddam to become certified referees by taking courses at their
own expense to assist Majalis in sporting activities.
Arrange for picnics and/or Kulo Jammiyya (pot lucks) for Khuddam and Atfal to
promote outdoor activities, brotherhood and sense of sharing.
Organize hiking and camping trips.

Nazim Waqar `Amal shall establish among the members of the Jama`at, dignity of
doing work with their own hands, and shall inculcate this trend in Jama`at.
He shall urge Majlis to engage themselves in collective work and issue general
instructions in this respect.

Hold Waqar `Amal activities, e.g., cleaning local Namaz centers, local Mosques and
neighborhoods.
Encourage members to perform personal chores themselves e.g., washing their own
cloths, ironing, cleaning their own rooms etc.
Urge Khuddam to perform Waqar `Amal at various functions organized by the Majlis
and the Jama`at.
Actively participate in construction, cleaning and other activities at Jama`at
properties.
Educate Khuddam to keep their environment as clean as possible, e.g, to dispose of
their garbage at appropriate places.
Hold Exemplary Waqar `Amal at the Majlis and Region levels
o An Exemplary Waqar `Amal must be performed outside Jama`at.
o At least 25% of the Majliss Tajnid must participate in this Waqar `Amal
o At the Regional level, all Majalis must participate in the Exemplary Waqar
`Amal. At least 15% of the Regions Tajnid must participate in it.
o For Regional Waqar `Amal, it is not necessary to conduct the Waqar `Amal in
a single location. The Exemplary Waqar `Amal can be organized in multiple
locations within a Region.
o For a Waqar `Amal to be considered Exemplary, a minimum of two hours must
be spent doing Waqar `Amal.

Purpose
Prepare the Ahmadi Children in a proper manner so that they may be molded in such a
way that they are able to utilize their God gifted abilities towards the progress of the
Jama`at.
Reporting Structure
Aims and objects of Majlis Atfalul Ahmadiyya shall be the same as those of the
Majlis Khuddamul Ahmadiyya.
Nazim Atfal shall train Atfalul Ahmadiyya in the Islamic way, for example:
a) He shall impart preliminary knowledge concerning Religion, Nation and
Country to Atfal.
b) He shall make appropriate arrangements for sports and exercises for the sake
of physical health of Atfal.
c) He shall adopt means to safeguard Atfal from the evils of the environment,
and shall exhort to inculcate in them excellent morals.
d)
He shall make them abide by the timings of education.
Organization
Where there are more than two Ahmadi Children between the ages of 7 to 15, Majlis
Atfalul Ahmadiyya should be established.
Every Halqa having Atfal in it, should have a Muntazim Atfal appointed.
Murabiyyan Atfal should be selected from amongst the most sincere, trust worthy and
kind hearted Ansar or senior Khuddam.
Atfalul Ahmadiyya is divided into two age groups
o Mayar Sagheer Ages 7 to 11 years
o Mayar Kabeer Children between 12 to 15 years inclusive.
A Tifl who turns 12 years of age during the year shall remain in Mayar Sagheer until
then end of the Khuddamul Ahmadiyya year, i.e, October 31st.

Purpose
Arrange an effective system of Tabligh. Teach Khuddam basic arguments explaining the
truthfulness of Ahmadiyyat and clear any misconceptions about Ahmadiyyat.

Department of Tajnid
Purpose
Maintain full records of Khuddam living in the Majlis. Inform Markaz of the address of
those who moved in or out of the Majlis. Create Ahzab and appoint a Saiq per Hizb.
Reporting Structure
Nazim Tajnid shall keep record of all members of the Majlis and their necessary
particulars.
Tasks
Make arrangements to register new Khuddam. The Tajnid forms should be submitted
to Sadr Jama`at for verification.
Inform the National Markaz about those Khuddam who moved in and out of the Majlis
during the month.
Ensure that all Khuddam who are living in the Majlis have filled out the Personal
Information Form (PIF) in full.
Ensure that the Tarbiyat Survey Form is completed by Khuddam and submitted to the
National Markaz.
Inform National Markaz about Atfal turning 15 years of age and Khuddam turning 40
years of age to make appropriate Tajnid changes.
Updated Tajnid database along with Personal Information Forms (PIF) must be
submitted to National Markaz by August 31st.
Establish and maintain Sa`iqin system. It is recommended that one Sa`iq be
appointed for every ten Khuddam.

Purpose
Produce publications and encourage Khuddam to send articles to local publications and
other types of media.
Reporting Structure
Nazim Isha`at shall inform all the members of Khuddamul Ahmadiyya of the
activities of the Majlis.
He shall endeavor to make the members understand the program of the Majlis and
its aims, and shall inform the public of its remarkable activities.
He shall manage the publication of high standard books and periodicals on behalf
of Majlis Khuddamul Ahmadiyya.
Tasks
Produce a local newsletter on a regular basis highlighting the events of the Majlis and
other issues of interest for both Atfal and Khuddam.
Introduce book review e.g. introduce a book of Jama`at to create awareness and
interest amongst Khuddam to read the book.
Collect articles of general interest from the media and monthly periodicals, e.g.,
Readers Digest, Scientific American etc, and suggest them to Khuddam for general
reading.
Encourage Khuddam to write articles for An-Nida, newspapers and other magazines.
Ensure that Khuddam receive An-Nida and local newsletter regularly.
Send reports of activities of Majlis to National Markaz for publication in An-Nida or
other magazines.
Collect advertisements for An-Nida and send it to National Markaz.
Produce magazines, books and souvenirs.
Design and publish (paper and/or electronic) event specific flyers for various programs
of the Majlis.
Provide design and publication services as required by other departments.
Note: Any publication, electronic, paper or otherwise, must be approved by Markaz
Jama`at in writing. No publication should be distributed amongst members of the
Majlis and/or Jama`at without prior written permission from National Markaz.

Nazim `Umur Talaba shall implement plans to organize Ahmadi students both at
the Majlis and at the school levels.

to various institutions.

Encourage Nau Mubai` Khuddam to attend Namaz centers regularly to offer Namaz in
congregation.
Encourage all Nau Muba`in to participate in Namaz Jum`a.
Educate the Nau Muba`in about the compulsory Chandajat of Jama`at and Majlis;
include them in the financial sacrifices even if they make nominal contributions in the
beginning.
Nau Muba`in must be encouraged to write letters to Hadrat Khalifatul
Masih
. A template can be provided initially to assist them in writing the
letter.
Make special arrangements to include them in the Ijlasat and Ijtima`at.
Include Nau Muba`in in social events (e.g, marriages, funerals, dinners, etc.) so that
they are become familiar with the traditions of Jama`at.
Nau Muba`in with families should be invited to homes of Jama`at members and visit
them to increase love and affection.
Ensure accessibility to M.T.A International for Nau Muba`in so that they can derive
maximum
benefit
from
it.

Purpose
Ensure accurate records of the Majlis are maintained and perform audit once every
quarter.
Reporting Structure
Muhasib Muqami shall audit the accounts of Halqajat at least once in three months
and shall report the irregularities to the Qaid, a copy of which he shall send to the
National Office.
Tasks
Ensure that all financial affairs are conducted according to the rules and regulations of
Majlis Khuddamul Ahmadiyya.
Submit quarterly income and expenditure reports.
The account details must be audited as per the following schedule:
o Halqa Every quarter (4 times a year By Majlis)
o Majalis Every 6 months (twice a year By Region)
o Region Every 6 months (twice a year By Markaz)
Ensure that all receipts and expenditures are properly recorded.
Majlis must have a bank account operated by at least two out of three signatories:
o Qaid Majlis
o Naib Qaid
o Nazim Mal
Maintain a record of all receipt books issued to the Majlis.
Ensure that the Bank account information is accurate and up-to-date.
Za`im Halqa
Purpose
Work with Qaid Majlis with the same responsibilities as those of Qaid but in his respective
Halqa.

Under the instructions of Qaid Muqami, the duties and powers of Za`im Halqa and
Muntazimeen Halqa shall be the same as those of Qaid Muqami and Nazimeen.
Tasks
Za`im shall supervise all affairs of the Halqa. The responsibilities of Za`im Halqa are
similar to those of Qaid Majlis.
He shall be responsible for having all the instructions of the local office bearers
implemented.
Za`im shall be authorized to suspend or dismiss the office bearers nominated by him.
In case of dismissal, he shall intimate the Qaid Majlis of it.
If needed, the Za`im shall be authorized to appoint any member of his Majlis Aamila
to officiate in his place. If such an appointment is for a period extending beyond fifteen
days, its approval shall be sought from the National Headquarters.
Saiq
Purpose
Establish and maintain regular contact with the assigned members of the Majlis

Be the contact person who motivates and encourages members of the Majlis to attend
events organized by the Majlis and the Jama`at.
Be responsible for providing information to the assigned members of the Majlis.
Ensure that the exact message is conveyed to Khuddam right away.
Be responsible for making personal contact with every assigned member of the Majlis
and assist them in solving their problems.
Be aware of all the relevant information regarding the assigned members of the Majlis.
Visit every assigned member on a regular basis and establish brotherly relationship
with them.
Provide information and collect various reports from all assigned members of the
Majlis on time.

`Alm In`ami
(The Award Flag)

Introduction
`Alm In`ami (The Award Flag) is the highest award a local branch of Majlis Khuddamul
Ahmadiyya can win.
It is awarded annually to the best Majlis in the country whose
performance has met all the criteria for the award of `Alm In`ami. In order to qualify for the
`Alm In`ami a Majlis must earn at least 40% of the maximum allowable marks, and to be
eligible to win the `Alm In`ami the Majlis must score a minimum of 50% of the maximum
marks.
Traditionally `Alm In`ami for Majlis Khuddamul Ahmadiyya is awarded at the occasion of Jalsa
Salana by Hadrat Khalifatul Masih
or his representative. The Qa`id Majlis,
along with the members of his Majlis `Amila, receive this prestigious award.
Before the next Jalsa Salana, the `Alm is returned to the National Markaz so that it can be
awarded to the new winner.
An award this prestigious has many conditions attached with it which must be obeyed at all
times. The recipient Majlis must strictly observe the following rules:
1. The security of the `Alm is the responsibility of the Majlis.
2. The `Alm cannot be hoisted on a building or property without the written permission
from National Markaz.
3. Whenever the `Alm is hoisted or waved all Khuddam present must stand and recite
the pledge of Majlis Khuddamul Ahmadiyya.
4. The `Alm should be well maintained and cleaned at least three times a year.
5. In order to give due respect to the `Alm and also for the security of the `Alm, it is
mandatory that at least seven Khuddam be present when the `Alm is being
transferred from one place to another.
6. The winning Majlis is to prepare a silver plate bearing the name of the Majlis and the
year in which `Alm In`ami was awarded to them. This plate will be attached to the
pole of the `Alm. The size of the silver plate shall be no larger than 2 long and 1
wide. The expenses of preparing this plate shall be the responsibility of the Majlis.
7. The representative(s) of the Majlis must agree to these conditions before they are
awarded the `Alm.

Majalis getting at least 40% of the above marks will enter the competition but to get the
`Alm In`ami at least 50% of the above marks must be secured in aggregate. If in any
year, no Majlis is able to come up to this required standard, the `Alm In`ami will not
be awarded but instead a shield will be given.

Annual Ijtima`
Introduction
The Annual Ijtima` is the most prestigious and grand event of a Majlis. The objective of
Ijtima`at is to train and educate Khuddam and Atfal. Charging them, refreshing them
spiritually and physically and giving every member an opportunity to show his physical and
educational talents are only few of the benefits of these Ijtima`at.
Ijtima`at are held at various levels viz. Local, Regional and National Ijtima`.
Local Ijtima`
This is the annual gathering of Khuddam and Atfal of a Majlis Muqami. It is organized by
Majlis Muqami under the supervision of Qa`id Majlis.
Regional Ijtima`
This is the annual gathering of Khuddam and Atfal of a Region. It is organized by the Region
under the supervision of Regional Qa`id.
National Ijtima`
This is the annual gathering of Khuddam and Atfal of a country. It is organized by the
National Majlis under the supervision of Sadr Majlis Khuddamul Ahmadiyya.
There are certain traditions attached to an Ijtima` that should be followed in order to
maintain the true color of Ijtima`. Following is a brief description of certain traditions and
highlights of an Ijtima`:
Ijtima` Site
Usually an outside site is selected where camping can be done. If a suitable site is not
available or is too expensive then Ijtima` can be held in a Mosque or Prayer Center. Some
requirements of a good Ijtima` site are:

Duration of Ijtima
National Ijtima` is traditionally for three days. Regional or Local Ijtima` can be held as
one or two day events. If possible, Regional and local Majalis should try to hold their
respective Ijtima`at for two or three days.
Ijtima` Programme
There should be separate programme for Khuddam and Atfal. However, the opening
and closing sessions are combined together. Local language (English and French)

should be used. The Ijtima` programme consists of many features some of which are:
Opening Session
The opening session is presided by Amir Jama`at, Sadr Majlis, Sadrs
representative or Sadr Jama`at. This session must have the following items in this
sequence:

Announcements can be made after the silent prayers have concluded to inform the
attendees about the upcoming programmes.
Talqin `Amal
Educational or Tarbiyati speeches are important part of the Ijtima`. Scholars should
be invited to deliver Tarbiyati speeches.
Educational Competitions
Educational competitions are not only very important part of Ijtima` but they are
also very popular sessions. Traditionally, Tilawat, Nazm, Azan, speech and
impromptu speech competitions are held. Memory test and message relay
competitions are also popular events of the Ijtima`. Bai`at Bazi is another
competition that is held if time permits. The topics for the Educational Competitions
are provided by National Markaz at the beginning of the year.
Sports Competitions
Soccer, Basketball, Volleyball, Races and Tug of War are popular Ijtima` sports.
Wrist Wrestling, Kabbadi and some other sports are also played. Other sports can
also be added as long as the overall traditions of the Ijtima` are kept in mind.
Annual Reports
The Annual report of Khuddam and Atfal are presented at the Ijtima`. The purpose
of the report is to highlight the work done in each department during the course of
the year and inform members of the Majlis about the activities of the Majlis.

Closing Session
The closing session is presided by Amir Jama`at, Sadr Majlis, Sadrs representative
or Sadr Jama`at. This session must have the following items in this sequence:

The Recitation of the Holy Quran and Nazm are traditionally done by the Khuddam
who stood first in the respective competitions with the translation being read by the
speech competition winners.

SECTION V
Procedure
While conducting the election session, great care must be taken that the proper procedure is
followed. Please review this package carefully and follow the instructions as provided below.
1. The session must be conducted in the following sequence:
a. Recitation and Translation of the Holy Quran
b. Pledge of Majlis Khuddamul Ahmadiyya
c. Read the Rules and Regulations of Electing the Office Bearers
d. Silent Prayers
e. Start of the Elections
2. After the rules are read out, the members should be given an opportunity to ask any
questions with regards to the proceedings of the elections.
3. When conducting the elections, clearly state for which office the election is being held.
4. The minimum quorum needed is based on the total Tajnid of the Majlis. Khuddam who are
at work, out of city/country, ill, inactive etc. cannot be removed from the count to lower the
number of Khuddam needed to achieve the quorum restriction.
5. Inform the attendees about the minimum quorum requirements for the election and
whether the present attendance meets the criteria.
6. If the quorum restriction is not met, follow Rule No. 69.
7. When accepting names for the proposers, ask them to stand. For each proposed name, the
proposer must first give his name followed by the proposed name. Each name must be
seconded before proceeding to the next name. A person wishing to second a name should
quietly stand up, if he is already standing than he should raise his hand to indicate his
willingness to second the name.
8. If a proposed name is not seconded, it is automatically dropped from the election process.
9. Starting from the right hand side, ask the proposer to state his name, followed by the name
of the person he wishes to propose.
10. The proposer and the seconder must vote for the name that they have proposed and
seconded, respectively.
11. Once all the names have been proposed and seconded, solicit names of those members
who would like to speak in favour of any of the proposed names by asking interested
members to stand up and give their names.
12. Each member has only one vote (except for Shura delegate elections) and therefore can
only vote for one person.
13. For the elections of Shura Delegate, each member has the right to cast the number of votes
equaling the number of delegates that can be elected for a given Majlis. Refer to Rule No.
40 for the details.

Note: It is expected that all office bearers shall strive to say Tahajjud
prayer.
b) Following persons shall not be eligible to hold any office in the Majlis:
i) A person who is in arrears of Chanda `Am or Chanda Hissa `Amad for over six
months or Chanda Jalsa Salana for over 12 months.
ii) A person who is in arrears of Chanda membership for over 6 months or Chanda
Ijtima` for over 12 months.
iii) A person who bypasses the local Jama`at system and insists to send his
Chandajat directly to the Markaz.
iv) A person against whom Jama`at took disciplinary action and a period of two
years has not yet been completed after his pardon.
v) A person whoes Wassiyyat has been cancelled by Sadr Anjuman Ahmadiyya by
way of disciplinary action or due to non payment of Chanda Wassiyyat.
vi) A person who ever brought Jama`at funds or Auxiliary Organization funds into
personal use.

Those Khuddam who complete their 40 years of age any time during the year ending on
31st Fath (December) shall join Majlis Ansarullah as from first Sulha (January) the next
year.

Until an approval of the fresh elections or appointments is granted, the previous office
bearers shall continue to hold their offices.

The quorum for all elections of Majalis Muqami shall be 50% of the total membership.
The restriction of quorum shall be enforced on subsequent calls of election as well, save
permission of Sadr Majlis.

The voting shall be done openly (e.g. by show of hands). No member shall be permitted
to canvass for himself or someone else, openly or otherwise. Of course, it shall be
permissible to speak with the permission of the Chairman of the session as provided in
Rule 58. Also, it shall be compulsory for every Khadim to exercise his right to vote.

A Khadim having arrears of compulsory subscriptions of Majlis for six months or more,
who has been reminded in writing but does not pay the arrears nor gets permission from
National Headquarters to pay later on, shall not have the right of casting his vote in any
election held by the Majlis.

If the name of a person is proposed for a certain office and it is rejected by Sadr Majlis,
then the name of such a person shall not be proposed again for election during that term
for the same Office.
Qaid Muqami shall be elected every two years. The same person shall not be elected
more than thrice consecutively without obtaining permission from National Sadr Majlis
Khuddamul Ahmadiyya.
65.
Elections for Qaidin Muqami shall be held from 15 Tabuk (September) to 1st Ikhaa
(October). The new office bearers shall take the charge of their offices as from 1st
Nubuwwat (November) after due approval.

Elections of Qaid Muqami shall be held under the Chairmanship of the representative of
National Headquarters, Qaid `Ilaqa, Regional Qaid, Amir Jama`at or Sadr Jama`at, the
report of which shall be sent by the chairman with his remarks to the Sadr Majlis. In
case more than one such officer is present, the above mentioned sequence shall be
followed.
Note: No election shall be held under the chairmanship of a Khadim whose name can
be proposed for the same election.
Za`im Halqa shall be elected annually. The same person shall not be elected more than
four times consecutively.
66.
Elections for Zu`ma Halqa shall be held as from 1st Nubuwwat (November) to 10
Nubuwwat (November).

Election of Za`im Halqa shall be under the Chairmanship of Qaid Muqami or his
representative.

This department was not present in the original version of this Constitution. In 1991 a clarification was sought
from Hadrat Khalifatul Masih IV
by the Sadr Majlis at the time and upon Huzurs approval the
department of `Umur Talaba was added. Please refer to the Additions and Amendments to Constitution
section for the duties of this department.
The department of Tarbiyat Nau Mubai`in was added by Hadrat Khalifatul Masih V
in a
letter dated October 10, 2003. A copy of the letter is attached in the Additions and Amendments to
Constitution section.
(c) Region:
Regional Qaid shall be able to nominate the office bearers of his Majlis `Amila as
needed.
(d) Muqam:
This Majlis shall consist of Qaid Majlis, Naib Qaid/Naib Qa`ideen, Mu`tamad
Muqami, all Nazimeen, Muhasib and Zu'ma of Halqajat.
(e) Halqa:
This Majlis shall consist of Za`im, Naib Za`im, Mu`tamad Halqa, Muntazimeen and
Saiqin.
SHURA
21) This Majlis shall represent the Majlis Mulk.

a) Mulk: This Majlis shall meet once a year. Sadr Majlis may call more than one
meetings as required.

c) Muqam: This Majlis shall meet at least once a month.
d) Halqa: This Majlis shall meet at least once a month.

36) Majlis `Amila Mulk shall be authorized to make internal changes in the approved budget.
40) For every twenty members or a part thereof one Khadim shall be elected from every Majlis
to represent in the Majlis Shura, Qaid Majlis shall automatically be a member of Shura.
but shall be included in the total number of representatives of which the Majlis has the
right. In case Qaid Majlis is not attending Shura, a substitute representative shall be duly
elected, the Qaid shall not nominate anybody in his instead.
41) Majlis Shura shall have the authority at some event to delegate its powers in part or full to
any sub-committee.
42) No member of a sub-committee shall have the right of voting or speaking in Shura against
any decision made by the sub-committee save if he has already secured his such right
about the specific matter during the meeting of that sub-committee.
43) Any Khadim having arrears of Chanda Majlis shall not be eligible for membership of Shura.
44) If during the year it is deemed necessary to change any specific decision made by Shura,
Sadr Majlis shall be authorized to do so with the approval from Hadrat Khalifatul
Masih

It is desirable that Sadr Majlis lives in the city which is the Markaz of the Jama`at in
the country.
For the election of Sadr Majlis, names of only those Khuddam shall be proposed
whose membership to the Majlis does not expire before the completion of period of
Sadarat according to the rules.
56) For the election of Sadr Majlis, names shall be proposed during the session of the Shura.
Shura shall elect three persons, hence every member shall have a right of three votes.
57) Names of the elected ones along with the number of votes they got shall be submitted to
Hadrat Khalifatul Masih
for final approval.
58) During election session, it shall be permissible to speak precisely in favour of some
proposed name, but there shall be no permission to speak against anybody.
59) Qaid Muqam shall be elected after every two years. The same person shall not be elected
more than thrice consecutively without obtaining permission from National Sadr Majlis

72) A Khadim of an Majlis having arrears of compulsory subscriptions of Majlis for six months
or more who has been reminded in writing but does not pay the arrears nor gets
permission from National Headquarters to pay later on, shall not have the right of casting
his vote in any election held by the Majlis 10.
73) Election of Za`im Halqa shall be under the Chairmanship of Qaid Muqami or his
representative.
74) If the name of a person is proposed for a certain office and it is rejected by Sadr Majlis,
then the name of such a person shall not be proposed again for election during that term
for the same Office.
Naib Sadr
84) In case Sadr goes out of National Headquarters, Naib Sadr shall officiate in his place,
except that the Sadr appoints someone else as acting Sadr.
85) Duties and powers of Naib Sadr shall be those delegated to him by Sadr Majlis.
86) In the event of Sadr's sudden death, Naib Sadr shall become Sadr until next election of
Sadr, save if Hadrat Khalifatul Masih
gives some order concerning the
matter.
Mu`tamad
88) Mu`tamad shall do the correspondence with all Majalis Khuddamul Ahmadiyya in the
country concerning all matters, under the instructions of Sadr.

89) He shall supervise the work of National Headquarters office, keep its records in order and
shall be responsible for its security.
90) He shall attest the bills of the National Office signed by the concerned Muhtamim.
91) He shall keep record of minutes of Majlis `Amila meetings and shall inform Majlis and
members of it.
Muhtamim Ta`lim
94) Muhtamim Ta`lim shall implement plans to make the Jama`at familiar with Islamic
Knowledge.
95) He shall arrange to educate the illiterate.
96) He shall strive to establish libraries in the Majalis.
97) He shall implement appropriate schemes to enhance literary taste and raise the
intellectual standard in Jama`at.
Muhtamim Tarbiyat
98) Muhtamim Tarbiyat shall strive to make members of the Jama`at abide by the Islamic
injunctions. Also, he shall try to introduce Islamic morals and etiquettes to them.
99) He shall adopt appropriate reformatory plans for the training of the youth.
100) He shall keep adopting schemes to inculcate national spirit and determination in Jama`at
members.
Muhtamim Mal
101) Muhtamim Mal shall strive to keep the Majlis in sound financial position.
102) He shall be responsible for the collection of Chanda from all the Majalis.
103) He shall operate the Majlis account jointly with the Sadr Majlis. Majlis `Amila Mulk shall

106) Muhtamim `Umumi shall perform the affairs assigned to him by the Sadr Majlis.
Muhtamim San`at-o-Tijarat
111) Muhtamim San`at-o-Tijarat shall adopt such means which shall increase among the
Jama`at an interest in learning skills, crafts and trade.
112) He shall arrange to teach Khuddam at least one skill.
Muhtamim Atfal
114) Muhtamim Atfal shall supervise all affairs of Majlis Atfalul Ahmadiyya.

Muhtamim Tajnid
116) Muhtamim Tajnid shall keep the record of all members of the Majlis and their necessary
particulars.
117) He shall strive to establish new Majalis.
Muhtamim Isha`at
118) Muhtamim Isha`at shall inform all the members of Khuddamul Ahmadiyya of the
activities of the Majlis.
119) He shall endeavour to make the members understand the program of the Majlis and its
aims, and shall inform the public of its remarkable activities.
120) He shall manage the publication of high standard books and periodicals on behalf of
Majlis Khuddamul Ahmadiyya.
Muhasib
121) Muhasib shall audit the accounts of Majlis Mulk and subordinate Majalis and see that the
accounts are kept properly.
122) He shall sanction the bills according to the regulations.
123) He shall supervise that the amounts given in advance and loans have been settled within
due period and shall audit the same.

He shall inspect the Majlis and shall guide and supervise them in respect of National
Program.
He shall keep the National Headquarters informed of the activities of Majalis and give
them useful advice.
He shall establish new Majalis.
He shall strive for the betterment of the financial condition of the Majlis, and shall
help Majlis Mulk in this respect.
He shall find solutions for the difficulties.
He shall arrange coordination between all the Majalis.
125) If Qaid `Ilaqa/Region deems necessary, he shall recommend to the Sadr Majlis for the
suspension or dismissal of his subordinate office bearers.
126) Qaid `Ilaqa/Region shall have the power to suspend or dismiss the office bearers
nominated by him.
It shall be compulsory for him to inform Sadr Majlis of the
suspension, and to get his approval of the dismissal.
127) Qaid `Ilaqa/Region shall supervise that in his `Ilaqa/Regions the elections of Qa`ideen
Muqami are held within due period. In case this is not done, he shall take immediate
steps to accomplish it.
128) Qaid `Ilaqa/Region shall have the power to nominate the officiating official in case he
leaves his `Ilaqa/Region for 15 days. In case he leaves for more than 15 days, he shall
have to get the approval of the officiating officer from Sadr Majlis.
129) Qaid `Ilaqa/Region shall be authorized to inspect any Majlis whenever he desires. If he
thinks it to be proper, he can write down his remarks in the register of the Majlis and
send its copy to the National Headquarters.
130) Qaid `Ilaqa/Region shall have the power of holding a meeting of Qa`ideen `Ilaqa/Region
and their Majlis `Amila/Ama if he deems it necessary.
131) Qaid `Ilaqa/Regions shall have the power to reject the majority opinion in respect of
matters concerning `Ilaqa/Region. But if any aide demands, it shall be necessary for
Qaid `Ilaqa/Region to inform Sadr Majlis of it within 15 days.
Mu`tamad `Ilaqa/Region
132) He shall do all the correspondence under the instructions of Qaid `Ilaqa/Region. He shall
prepare all records and keep them secure. He shall perform his work according to the
duties assigned and powers delegated to him.
And he shall send to National
Headquarters the monthly report of the activities of his `Ilaqa/Region signed duly by the
Qaid concerned.

Naib Qaid
141) The duties and powers of Naib Qaid shall be those as delegated to him by the Qaid.
Mu`tamad Muqami
142) Mu`tamad Muqami shall do all the correspondence of all affairs concerning the Majlis
under the instructions of the Qaid. Also, he shall keep a record of all decisions,
correspondence and proceedings of the Majlis `Amila meetings.
143) He shall send to the National Office a monthly report signed by the Qaid before the 5th of
the next month 11.

144) Nazim Mal, having the forms of assessment budget filled by the members, shall send
these to the National Headquarters. He shall collect the prescribed subscriptions up to
20th of every month and send to the National Headquarters its share.
145) He shall present to Qaid Muqami the names of those Khuddam of urban areas who have
not paid their subscriptions for 3 months, and those of rural area who have not paid the
subscriptions for six months.
146) He shall keep a proper record of income and expenditure of the Majlis.
Other Nazimeen
147) Other Nazimeen Muqami shall have the same duties and powers in their limited areas as
have the National Muhtamimeen in their wider area.
Muhasib Muqami
148) Muhasib Muqami shall audit the accounts of Halqajat at least once in three months and
shall report the irregularities to Qaid, a copy of which he shall send to the National
Office.
156) Majlis Shura of Khuddamul Ahmadiyya shall have the power to fix rates subscriptions. In
changing conditions, Majlis Shura shall be authorized to fix the shares of Majalis of
Muqam, Region, `Ilaqa and Mulk out of the subscriptions of Majlis Khuddamul
Ahmadiyya.

Reformatory Measures
158) Sadr Majlis, Majalis `Amila, Qaid Muqami and Za`im Halqa shall be authorized to
prescribe appropriate reformatory measures to reform their subordinate Majalis or
members.
In 1993, Majlis Shura recommended to reduce the Majlis Muqamis share to 25% and give the Regional Majalis a
share of 5%. This recommendation was graciously approved by Hadrat Khalifatul Masih IV
.

166) Muhtamim Atfal shall train Atfalul Ahmadiyya in the Islamic way, for example:
a) He shall impart preliminary knowledge concerning Religion, Nation and Country to
Atfal.
b) He shall make appropriate arrangements for sports and exercises for the sake of
physical health of Atfal.
c) He shall adopt means to safeguard Atfal from the evils of the environment, and shall
exhort to inculcate in them excellent morals.
d) He shall make them abide by the timings of education.
167) The rate of subscription for Atfalul Ahmadiyya shall be fixed with the approval of Sadr
Majlis.
168) The subscriptions of Atfalul Ahmadiyya shall be received against receipts issued by
Jama`at.
He should help students in career planning and assist them in their admissions to
various institutions.
d) He should emphasize the importance of religious education among the students and
involve them in Tabligh activities.

System of Transliteration
In transliterating Arabic words we have generally followed the system adopted by the Royal
Asiatic Society.
at the beginning of a word, pronounced as a, i, u, preceded by a very slight aspiration,
like `h in the English word `honour.
th, pronounced like `th in the English word `thing.
h, a guttural aspirate, stronger than h.
kh, pronounced like the Scotch `ch in `loch.
dh, pronounced like English `th in `that.
s, strongly articulated s.
d, similar to the English `th in `this.
t, strongly articulated palatal t.
z, strongly articulated z.
`, a strong guttural, the pronunciation of which must be learnt by the ear.
gh a sound approached very nearly in the r grasseye in French and in the
German 'r', it requires muscles of the throat to be in the `gargling position while
pronouncing it.
