DECISION

APPROVING THE SCHEME "FOREIGN LANGUAGE TEACHING AND LEARNING IN
NATIONAL EDUCATION SYSTEM PERIOD 2008 - 2020"

PRIME MINISTER

Pursuant to the Law on Organization of the Government December 25, 2001;
Pursuant to Education Law June 14, 2005 and Decree No. 75/2006 ND-CP of August 2, 2006 of
the Government detailing and guiding the implementation of some articles of the Law on
Education;
At the proposal of the Minister of Education and Training,

DECISION

Article 1. Approve the scheme "Teaching and learning foreign languages in the national
education system period 2008 to 2020" with the following contents:

OBJECTIVES

1. The common goal

Comprehensive renovation of the teaching and learning of foreign languages in the national
education system, implementing training programs and learning a new language at the school
level, training level, to achieve by 2015 a signicant improvement in qualications, ability to use
language of human resources, especially for some of the priority areas; 2020 Vietnam Youth
majority of secondary graduates, colleges and universities have the capacity to use language
independent, condent in communicating, learning, working in environmental integration, multi-
language multicultural; turn become strong language of the people of Vietnam, serving the
industrialization and modernization of the country.

2. Specic objectives

a) Implement educational programs for 10 years, starting from grade 3 compulsory foreign
language at the high school level. Since 2010 - 2011 deployment of foreign language instruction
under the new program for approximately 20% of students in grades 3 and gradually expand the
scale to reach about 70% in the academic year 2015-2016; 100% in 2018-2019;

b) Implement training programs to strengthen foreign language courses for vocational education
for approximately 10% of vocational students, professional secondary school year 2010-2011,
60% in 2015-2016 and reached 100% in the academic year 2019-2020;

c) Implement training programs to strengthen foreign language for higher education (including
training facilities and specialized language terminology) for approximately 10% of college
students, the university in the academic year 2010 - 2011; 60% in school year 2015-2016 and
100% in 2019-2020;

d) To renew the teaching and learning of foreign languages in the continuing education program
content, training programs in accordance with the level of education, training levels contribute
actively to foster cooperation, improve language for human resources, staff and employees;
perform diversied forms of learning, the learner needs.

Strive for 5% of public servants and ofcials in the State language prociency level 3 or higher
in 2015 and reached 30% in 2020.

II. DUTIES

1. Regulations foreign languages are taught and learned in the educational institutions of the
national education system, English and several other languages.

2. Develop and issue qualications framework unied language, including detailed level 6, level
compatible with the level of international common language as a basis for compiling programs,
curriculum, planning teaching and building assessment criteria at each level of education, level
of training, ensuring the articulation of foreign language training between educational levels.

Qualications framework should clearly dene language prociency requirements, ability to
listen, speak, read and write compatible with the criteria for determining the level 6 held by the
Association of European foreign language examinations issued operator (abbreviated as
KNLNN) which is the lowest grade level 1 and level 6 is the highest grade.

3. Develop and implement new training programs compulsory foreign language at the high
school level qualications achieved as follows: primary school level 1 qualications according
KNLNN; A high school graduation level 2 qualication under KNLNN; graduated high school
level 3 qualications under KNLNN.

Organizations develop common foreign language program for 10 years, starting from grade 3 to
grade 12, compiled textbooks, learning materials, teaching, consistent with the provisions of the
qualications of each level classrooms. Encourage educational institutions to actively build and
implement bilingual programs, advanced training in their establishments.

In addition to training programs compulsory foreign language (language 1), students can choose
to learn a foreign language (language 2). The layout 2 only teach language perform from grades
6 to 12 with qualications equivalent to level 2 according KNLNN after high school graduation.

Develop and implement training programs and foreign language learning in some subjects such
as Mathematics and an appropriate number of subjects in the secondary school.

4. Implement training programs for new language professional education (secondary and
vocational) at the minimum level to achieve level 2 according KNLNN vocational school after
graduation and degree 3 under after KNLNN professional-grade graduation.

For professional education, language training program can be applied in a number of different
programs, in accordance with the study subjects who have common knowledge or different
levels.

5. Implement training programs for new language higher education. Content foreign language
training programs in institutions of higher education can apply for two main target groups: a
group of objects for learners of foreign languages learned under 7 year program in general
education and a group for people learning objects have foreign language curriculum at the
Ordinary 10 years.

For institutions of higher education are not the terminology, the new training program must have
the knowledge to achieve a minimum level under level 3 courses KNLNN after graduation.

For educational institutions specializing in language training, new training programs have
achieved a level of knowledge after graduation grade 4 and grade 5 colleges after graduating
from university courses and students forced to simultaneously two foreign language training in a
training course, a main language (language 1) and a secondary language (language 2), in which
the amount of extra language training not exceeding half the amount of time for the training of
foreign languages.

Develop and implement programs in foreign language teaching some basic courses, specialized
facilities and optional in some key sectors in the undergraduate program at the university last

6. Implement innovative language training programs for continuing education.

Language training program applied in the regular educational institutions should match the
needs of diversied forms and subjects, the level of training to meet the learning needs, have a
positive effect on recovery limitations of formal education.

Foreign language training programs in educational institutions often required to ensure the
content and quality. The level of language skills of the graduate school of education regular
basis to achieve the equivalent level of training in the form of the corresponding formal
education at all levels, training levels.

7. Renewal test methods and evaluation in foreign language training; build data bank questions,
serve the test, assessment of learners of foreign languages; enhance the application of
information technology in foreign language training; enhance the effectiveness of testing and
quality inspection of foreign language training.

III. SOLUTION

1. Establishment of the Central Steering Committee in directing the organization to implement
this scheme include representatives of the leadership of the ministries and agencies concerned,
the Minister of Education and Training as its head.

2. Organization reviewing, planning, training plans, training, retraining and recruitment of
teachers, trainers and educational institutions throughout the country, to satisfy the demand for
quantity, structure, training level.

- Conduct a review and assessment of the status of teachers, foreign language teachers at all
educational levels, especially at the secondary educational institution, on the basis that
planning, recruitment plan, training and retraining of teachers every year and the period up to
2010, in 2020, in accordance with the regulations, the current criteria;

- Implement the training plan, training, recruitment of teachers of foreign languages at all
educational levels, to supplement, standardized training qualications prescribed team. Open
training courses, certication pedagogical qualications for the prescribed language that wishes
to be employed as a teacher, lecturer of foreign languages;

Promote innovation methods of training and retraining. Encourage teacher training through
international training courses in the country and abroad, internationally certied;

- Capacity building, training quality of colleges and universities specializing in foreign language
training available; expand the scientic establishment of language training at a number of
universities and colleges have secured conditions, build focus, develop a network of training
institutions qualied foreign language teachers colleges school in the Northwest, Northeast,
Central Highlands, the Mekong Delta;

- To renovate the entrance exam of foreign language teacher training by increasing the
autonomy of the work of school enrollment in training;

- Encouraging strong, creating favorable mechanism to link schools, collaborative teaching,
training, recruitment Vietnam in foreigners or foreign language qualied as a foreign language
teacher in the school. Especially for specialized language schools, language training programs
enhanced, bilingual teaching. Help attract, engage training institutions, teachers volunteered
quality of the English-speaking countries, France, Russia and China.

3. Study, modications and supplements thereto mechanisms, policies and regulations
necessary, accordingly, to meet the requirements of the teaching and learning of foreign
languages in the national education system.

- Review and adjust and supplement mechanisms and policies appropriate for teachers, foreign
language teachers at all educational levels, to facilitate the implementation of program activities
improve the quality of teachers , education managers;

- Develop and promulgate the investment policy, the criteria for building infrastructure facilities
for foreign language training;

- Promote socialization, attracted the society's contribution to the teaching and learning of
foreign languages; encourage foreign investment expanding the types of establishments
language training;

- Complete regulations on teaching and learning, testing, assessment, diplomas, certicates
foreign language; encourage the establishment of training institutions, foreign language training
quality.

4. Increase investment in infrastructure, equipment for teaching and learning foreign languages

- Establish minimum equipment list serve for foreign language teaching and learning at all
educational levels, training levels; standards promulgated by the foreign language classrooms,
audiovisual room and media room;

- Step by step procurement of teaching equipment and learning a foreign language appropriate
to the educational institutions under the project's roadmap, ensuring that 100% of the scheme
participants are foreign language classrooms and audiovisual room;

- Develop and implement training plan for regular, routine use of work equipment foreign
language teaching and learning, ensuring robustness and efciency; enhance the application of
information technology in teaching and learning foreign languages in school.

5. Strengthening international cooperation in teaching and learning foreign languages

- Priority is part capital development aid to education and training investments in foreign
language teaching and learning in the school;

- Encourage educational institutions to expand and diversify the forms of cooperation with
international organizations in the country with the national language or languages appropriate to
the teaching and learning of foreign languages in Vietnam; implementation of cooperation
programs, teacher exchanges with foreign countries in order to create favorable conditions for
foreign teachers who participate in language training in colleges and universities of Vietnam.

Striving since 2015 were held for 100% of the foreign language teachers of colleges and
universities and a teacher of foreign languages department of the high school, vocational,
professional secondary school training and retraining of short or long-term expertise in the
foreign country.

Develop, nalize policy on international cooperation in teaching and learning foreign languages;
policy, attract mode Vietnam abroad, the foreign experts involved in the training of foreign
language in the country.

6. Develop an enabling environment to support teaching and learning of foreign languages,
create foreign language learning motivation of the young generation in Vietnam.

- Strengthen advocacy to raise awareness throughout society; especially for the younger
generation about the teaching and learning of foreign languages in the national education
system to meet the new requirements;

- Develop and promote strong self-learning environments, improve their self and all use of the
object language;

- Construction work environments that use language in the agency ofces; mounting foreign
language requirement in the recruitment and use of public servants and state employees;
regularly organizes language training for staff, public ofcials, civil servants, especially for
cadres, civil servants and employees of the child;

- Maintain regular, extended, improving the quality of television programs, radio dedicated to the
teaching and learning of foreign languages. Using the channels of foreign language teaching
radio and television overseas. To encourage the issuance of newspapers and magazines in
foreign languages; cultural activities, music, art, information and communication, promote
language use;

- To encourage clubs to develop foreign language teachers.

IV. IMPLEMENTATION

1. Implementation Plan

The scheme was implemented in three phases as follows:

a) Period 2008 - 2010: the focus of this phase is completed to ensure conditions for the
construction and piloting new programs and foreign language preparation for mass deployment
in the high school level. Specically:

- Construction details of the training program;

- Develop a plan and allocate funds made the project objectives for the period 2008 - 2010;

- Completion of the construction program and compiled in popular textbooks under 10 year
program and programs, curriculum, teaching materials for secondary vocational schools,
professional colleges and universities and teachers regular exercise. At the same time
implementing the selection and use of a number of programs, textbooks, teaching materials of
foreign language in accordance with the objectives and requirements of teaching foreign
languages in Vietnam;

- Completion of program development and teaching and learning materials enhance foreign
language, and bilingual professionals in a number of subjects of general education, a number of
subjects, disciplines of colleges and universities;

- To review and assess the status and implementation of recruitment plans, training and
retraining of teachers of foreign languages in primary and junior secondary schools to prepare
for the deployment of a new language program at and elementary school years 2010 - 2011 and
high school in school year 2012 - 2013 as planned;

- To review and assess the status and implementation of recruitment plans, training and
retraining of teachers of foreign languages for vocational schools, professional secondary,
college and university, preparing for the year School 2009 - 2010;

- Strengthening teaching equipment, building foreign language classrooms, audiovisual room
and media room for some schools in the grade and level of training;

- Complete the development and promulgation of policies to encourage and attract the good
citizens of Vietnam and foreign language teachers are Vietnam abroad, the foreign teachers,
foreign language teachers organized by the volunteer of the English-speaking countries,
France, Russia, China to participate in the teaching of foreign languages at all educational
levels;

- In 2009, the province, the city completed construction plans foreign language programs in the
local 10 year period from 2010 to 2020. Especially encouraging schools in large cities, urban
market towns, townships and schools have implemented two modes of teaching sessions / day

- Complete the development and promulgation of policies for the built environment, culture,

learning motivation among the younger generation;

- In 2009 - 2010 deployment training programs teaching advanced English at the university
level;

- From 2009 to conduct a pilot program for 10 years in secondary and enhanced foreign
language program for the training facility.

b) Period 2011 - 2015: the focus of this phase is the mass deployment of foreign language
programs in general education and 10 years of teaching programs and learning foreign
languages enhanced with the level, training level.

- Continued recruitment, training and retraining, and improve language skills of foreign language
teachers at the school level, training level;

- Continue to develop the teaching and learning of foreign language room, audio visual room,
and multi-media learning for schools at all levels;

- From the academic year 2010 - 2011: implementing foreign language programs under the 10-
year goals for general education;

- Deployment of teaching and learning foreign languages enhanced at the training facility,
priority sectors of information technology, banking and nance, tourism and business
administration;

- Deploying foreign language teaching math in about 30% of secondary schools in the city, large
urban Hanoi, Ho Chi Minh City, Hai Phong, Hue, Da Nang and a number of key areas other
points. Each year increased by approximately 15 - 20% of cases, extended 5 provinces and a
number of other subjects;

- Implementation of programs in foreign language teaching some basic courses, specialized and
intensive sectors in a number of key university in the last year, starting with about 20% of the
students of the National University, the University of area and a number of other key universities
and increasing the annual rate, gradually expanding to schools and local number.

c) Stage 2016 - 2020: the focus of this phase is to develop foreign language program for 10
years on a national scale and deploy training programs and enhance language learning for all
vocational schools, secondary professional colleges and universities.

- Continued recruitment, training and retraining, and improve language skills of foreign language
teachers at the school level, training level;

- Continue to develop the teaching and learning of foreign language room, audio visual room,
and multi-media classrooms for schools at all levels;

- Deploying 10-year program for students in grades 3 100% in both countries;

- Implement training programs and enhance language learning for all vocational schools,
professional secondary schools, colleges and universities in the country.

2. Funding and implementation of the scheme funds

- The budget estimate for the project implementation period 2008 - 2010 is 1.060 billion for the
period 2011 - 2015 is 4,378 billion, period 2016 to 2020 was 4,300 billion, a total of 9,378 billion
VND.

- Capital from the State budget shall be included in the national program objectives and
estimates non-regular yearly decentralization provisions in the current Budget Law;

- The loans, grants and other funding sources.

3. Responsibilities of ministries and agencies

a) The Ministry of Education and Training is the lead agency responsible project:

- Lead and coordinate with ministries, relevant agencies, the local specic content of the
program scheme, a detailed implementation plan to direct and guide the implementation,
testing, monitoring, evaluation, synthesis results of the implementation of the scheme in the
country every year and according to each stage, and periodically report to the Prime Minister;

- Lead and coordinate with ministries, relevant agencies established inter-agency steering
committee to direct the implementation of the scheme including leading representatives of the
ministries and agencies concerned, the Minister of Education and Training as its head;

- To coordinate with the Ministry of Home Affairs, amending and supplementing the provisions
on teacher stafng norms, foreign language teachers; mechanisms, recruitment policy, use and
management of teaching foreign languages in the national education system;

- Lead and coordinate with the Ministry of Home Affairs guiding implementation of foreign
language training, regular staff, ofcers and employees.

b) Ministry of Labour - Invalids and Social Affairs shall:

To assume the prime responsibility and coordinate with the Ministry of Education and Training
and the agencies involved in directing, guiding and organizing the implementation of the
scheme in the eld of vocational training, in accordance with the roadmap, joint deployment plan
by the Ministry of Education Education and Training chaired guide.

c) Ministry of Planning and Investment is responsible for:

- Lead and coordinate with the Ministry of Education and Training synthesizing plans and
investment activity carried out under the scheme every year and each period for planned
economic development - economic development of the country, the Prime Minister under the
regulations;

- To coordinate with the Ministry of Finance, Ministry of Education and Training, Ministry of
Labour - Invalids and Social Affairs to synthesize and formulate investment plans of state
budget for the implementation of the Scheme.

d) The Ministry of Finance is responsible for:

To assume the prime responsibility and coordinate with the Ministry of Education and Training
and the Ministry, relevant agencies allocate and guide, inspect and supervise the expenditure of
funds under the scheme implementation with current regulations of the Law on Budget water.

e) The Ministry of Interior is responsible for:

To assume the prime responsibility and coordinate with the Ministry of Education and Research
Training, guidance, issued or the competent authority to promulgate amendments and
supplements the provisions of mechanisms and policies to recruit and use teacher stafng
norms, appropriate language teachers in the national education system.

e) Ministry of Information and Communications is responsible for:

To assume the prime responsibility and coordinate with the Ministry of Education and Training
directing agencies to strengthen information media propaganda, raise awareness throughout
society about the innovative programs of education, language training in the national education
system to meet the new requirements; cultural environment, favorable conditions for foreign
language teaching and learning.

g) of the People's Committees of provinces and cities directly under the Central Government
shall:

- To direct the education and training sector, the local authorities in developing and
implementing programs and plans for implementation of the scheme in the area; inspection,
monitoring, evaluation, synthesis results of implementing the project locally, and periodically
report the Steering Committee and the Ministry of Education and Training;

- To coordinate with the Ministry of Education and Training and the ministries, central agencies
to conduct unied, uniform, consistent with the requirements and general national plan to
implement this scheme in the area.

h) The educational institution shall:

- Grasping and taken seriously organized, efcient operations involving foreign language
training in their facility, meet the requirements of direction, goals and tasks set out the scheme;

- Positive, proactive deployment tasks in a competent scheme has delivered.

Article 2. Decision takes effect from the date of signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached
agencies, presidents of People's Committees of provinces and centrally-run cities shall have to
implement this Decision. /.
