Annexure I

PROJECT DETAILS & TECHNICAL SPECIFICATIONS :

It is proposed to paint all facilities, pipelines, structures, equipment, Sheds, buildings etc., as per Visual Identity standard at HPCL, Bharatpur Depot situated at the address given below: Address of the site : HINDUSTAN PETROLEUM CORPORATION LTD. BHARATPUR POL Depot BHARATPUR MATHURA ROAD DHORMUI BHARATPUR 321025 Ph: 05644-238407 , 238359 The contractor shall arrange all materials, equipment, scaffolding, Labour, tools etc required for execution & completion of the job. The tenderers are required to go through the tender document thoroughly and carefully and offer their most competitive rates for the job. They are also advised to visit the site if required before offering their quotation. NOTE: The work has to be carried out in a operating location. The contractor has to obtain all necessary work permits for executing the jobs. The contractor is required to strictly follow all the prevailing safety (like safety belts, Helmets, gloves, protection glass etc.) & statutory regulations that are being followed at the location.

TECHNICAL SPECIFICATIONS

Codes to be followed for painting : IS 384 : 1964 - Brushes for painting. IS 1477 : Code of practice for painting IS 2074 : Specification for ready mixed paint, primer. -------------------1.0 SCOPE These specifications cover the minimum requirements of all material, paint, equipment, consumables, utilities, application including all labour, supervision, inspection and tests of performance of all operations and incidentals necessary for painting of pipelines, steel structures, buildings as per detailed specifications given below. 2.0 SURFACE PREPARATION Surface preparation is the core of all painting jobs & hence due importance to be given to surface preparation. The surface preparation shall be done by the party at his cost by making full use of all mechanical tools by manual chipping and wire brushing and cleaning with sand paper to remove loose rust and scale to St.2 of Swedish standard SIS 05 5900. All the surface should be thoroughly dusted down before applying primer. The cleaned surface shall not be kept exposed to atmosphere for more than two hours (Particularly at night time when humidity percentage is more in atmosphere). 3.0 PAINTS:

a) All primer/paints shall be strictly in accordance with those given in the tender specifications for painting & general specifications for painting and no deviations shall be accepted. b) When ever necessary, the paints may be tested according to IS specifications (latest edition IS 101 ) for various chemical properties like consistency, spreading rate, time colour fasteners to light hardness, flexibility, adhesion, water resistance etc. at approved laboratory and as per the directions of the site engineer regarding the frequency of the test etc. Even if the party provides manufacturing test certificates of each batch showing all the above details, the Engineer in charge may advise the party get the paints test at his discretion. c) The contractor shall adhere to paint manufacturers instruction strictly and all coats shall be of uniform thickness as specified. d) All paints shall be of Ist quality Asian / Berger / Nerolac/Jenson & Nicholson/ICI make only. However, final discretion to use a particular brand of paints shall remain with HPCL depending upon performance, past experience and availability of the same. 4.0 SCAFFOLDING

Scaffolding has to be in steel, arranged by the contractor at his own cost for carrying out entire painting jobs at all height and provide all facilities for proper inspection of surface

at various stages. Material has to be erected as per safe methods. Ropes and guy wires shall be used for tying etc. The scaffolding shall be of steel and shall not endanger the painter. Scaffolding shall be sufficiently away from the tank shell/ surface to be painted so as to enable the painter to work with ease. The scaffolding shall be removed by the contractor promptly after completion of the work. 5.0 PRECAUTION AGAINST FIRE Paints and thinners leave vapors which are inflammable. Hence, adequate precautions shall be taken in the form of screens, covers etc against fire while painting, mixing of painting work is in progress. 6.0 DRYING TIME The time gap of 24 hours for each coat of paint is the minimum and if any deviation becomes necessary due to any reason, paint manufacturers shall be consulted and their instructions followed only with the approval of the site-in-charge (HPCL). 7.0 USE OF THINNER PAINTS The use of thinners shall be limited strictly to the paint manufacturers instructions. Each coat of primer and finishing coats shall be applied only after ensuring that the paint is free from dew or moisture and the surface is hard dry and free from dust. 8.0 APPLICATION OF PAINT BY AIRLESS SPRAY GUN OR BRUSH The contractor shall engage only skilled workmen for painting work. The application of paint on Tanks surface shall be made strictly by airless spray gun. The application of paint can be made by brush in case of inaccessible area or paint application area is small. The brushes used shall be of best quality suitable for painting. The paint brush shall not be dipped deep into the paint as the bristles get overloaded and the heels gets filled up with paint and thereby loses flexibility. The brushes shall be dipped to only of the total length of the bristles. After the brush is initially dipped, the end shall be wiped against the walls of the painting. The brush shall be held at an angle of 45 degree to the vertical surface and several light strokes applied in the area to be painted so as to first transfer the paint on both turned 180 degrees in order to ensure that the paint on both the faces of the bristles is utilized completely. The paint is then to be spread with gentle pressure so as to be ensured that the ends and not the sides of the bristles come into contact with the surface during painting. The paint shall be applied first using vertical strokes until the surface is covered and then brushed crosswise for complete coverage with light strokes so as to smooth out laps and brush marks and finally laid off with vertical strokes. 9.0 During painting, every time after the paint has been worked out of the brush bristles or after the brush is unloaded, the bristles of the brush (which are drawn together due to high surface tension of the small quantity of paint left in between the bristles) shall be opened up by stroking the brush against a portion of the unpainted surface with the end of the bristles held at right angles to the surface so that the bristles thereafter will collect the correct amount of paint when dipped again into the container. 10.0 A new bristle brush shall be properly conditioned by suspending it in raw linseed oil for a period of 24 hours. The oil soaks into the bristles which makes it further impervious to paint

pigments. Before use, the linseed oil shall be removed from the brush by washing it in a thinner compatible with the paint and subsequently used. After each days work the brush shall be cleaned in mineral turpentine oil or any other thinner compatible with paint to remove all paint and pigments from the bristles and the heel of the brush. If the brushes are to be re-used the next day, they shall be hung in a thinner or linseed oil in a container. The brushes shall not be allowed to stand on bristles. 11.0 PAINTING OF PIPELINES Brushes : The brushes used in painting shall confirm to IS:384-1964. Primer : as mentioned in the tender document. Only superior grade paints of approved make, quality and conforming to above specifications shall be used. Surface Preparation : Before painting, the surface shall be cleaned thoroughly leaving it free of all scales, rust, grease, oil coating, moisture and other matter. Any protrusions of weld metal etc. shall be ground by grinding machine to get smooth surface. Heavy deposits of grease and oily material if any shall be removed by a suitable solvent wash before painting. Painting : (a) The cleaned surface shall not be kept exposed to atmosphere for more than two hours. (Particularly at night time when humidity percentage is more in atmosphere). (b) The surface shall be applied with the first coat of primer of approved make, as given in the tender document, soon after cleaning and before any visible rusting occurs. (c) ) In all one coat of Self priming surface tolerant Epoxy high build coating with Polyamido amine catalyst primer of approved make of 100 microns DFT and two coats of first quality Acrylic Polyurethane of total of 80 microns DFT ( 2 x 40 microns), paint as given in the tender document shall be applied. The finish coats of Poly Urethane paint, as given in the tender document, shall be applied only after the primer coat is dried. (d) The paint coats shall be smooth and even and shall not show any trace of brush or uneven marks. If a uniform shining surface can not be achieved by two coats, contractor shall provide extra coats till the required surface is achieved at no extra cost to HPCL. The following colours shall be painted for different pipelines and the fittings : a) All above ground decanting product pipelines, the flanges on product pipelines shall be painted with first quality paint of shades as described / provided in this tender.

b) All the tank appurtenances viz. delivery, receipt water drain off etc. will be identified within 4 long x 1.5 thick size lettering. The tank No., product, capacity in litres, size etc. will be identified using approved shade. c) The water & foam lines shall be painted with first quality PU paint of approved make.

d) All above ground product pipelines, the flanges on product pipelines shall be painted with first quality paint of shades as described / provided. White paint shall be applied on white oil lines. Black oil lines shall be painted black. Colour Code bands shall be painted on the pipelines as per Industry Quality Control Manual (IQCM). Rate quoted shall be inclusive of the same. No separate payment for painting bands. Colour code bands :Latest specifications of Colour Bands as per IQCM shall be obtained from HPCL site engineer e) Name of the product along with the flow direction arrow mark as per the ICQM standard at specified places like bends, change of direction and other places as directed by the EIC. 12. PAINTING OF EQUIPMENTS : The job includes painting of all the DG sets, Fire Engines, transformer,pumps, Product/ Foam pumps motors loading arms, flowmeters and any other equipment advised by engineer I/c as per the colour codes mentioned in this attachment for each equipment. Rate to include the cost of scaffolding, surface preparation to make the surface free from dust , fungus algae , moss & other foreign matters ,materials and labour, wastages, mixing as per manufacturers specifications. 13. PAINTING OF STRUCTURES & PANELS : The job includes painting of all the structures of sheds like gantry, pump house, structural pedestals, stair case, railings, pillars, walkway plat farm grills, channels, angles,electric poles,towers, electrical stuctures, electrical panels etc. as per the colour codes mentioned in this attachment for each equipment. Rate to include the cost of scaffolding, surface preparation to make the surface free from dust , fungus algae , moss & other foreign matters ,materials and labour, wastages, mixing as per manufacturers specifications. 14.0 SPECIFICATION FOR PAINTING OF BUILDINGS, SHEDS & BOUNDARY WALL: 14.1 INTERIOR PAINTING OF BUILDINGS: It includes cleaning the buildings completely in all respects and cement primer of approved colour & approved manufacturer. application of 2 coats of

Providing and applying 2 coats of first quality Acrylic emulsion (for interiors of buildings) of approved manufacturer and of required shades as approved by HPCL and of required shades on all surfaces and heights to give an even shade, surface evenness after thoroughly brushing the surface free from mortar dropping, etc.. Cost includes all. 14.2 EXTERIOR PAINTING OF ALL BUILDINGS, WALLS, PLATFORMS : Cleaning & Painting of Buildings, AC Sheets of Sheds External & Internal , RCC Reservoir, Dyke Wall, Boundary Wall and any other area as advised by the Officer Incharge.

Annexure II GENERAL INSTRUCTIONS

1. Painting shall follow immediately after satisfactory surface preparation /manual cleaning. 2. No painting shall be carried out when there is a danger of dew or moisture or high humid conditions on the surface to be painted. 3. Tools used shall be clean and not worn out. 4. The paint in drum shall be mixed thoroughly and proper mixing shall be done in case of two pack systems as per manufacturers specifications before application. The drum shall be inspected for the correct grade and to see that no sediments is left in it. 5. In case paint is thickened because of evaporation of solvents, its viscosity shall be adjusted as recommended by the paint manufacturer. 6. Each coat shall be inspected and allowed sufficient drying time to make the surface hard dry but not excessive before applying the next coat. Manufacturers specifications for drying time shall be adhered to strictly. 7. Each individual coat shall be properly applied and shall be free from dust etc. 8. BASIS OF MEASUREMENT AND PAYMENT As per calculation based on physical measurements. 9. INSPECTION AND APPROVAL OF SURFACE After each coat, surface would be inspected by HPCL Engineer and only after obtaining clearance from him, in writing, next coat would be applied. HPCL Engineer at his own discretion, can ask the contractor to arrange the visit of authorized representative of paint manufacture for inspection of the surface and contractor would be required to arrange the same, at no extra cost, as per the instructions of HPCL Engineer. If contractor fails to arrange the visit of paint manufacturers representative, HPCL may arrange the same at the risk and cost of contractor. If the surface does not meet the specified requirements, the same shall have to be rectified by the contractor, free of cost.

The DFT for a particular surface/pipeline length/structural/pipeline fittings/tank appurtenances would be calculated by taking the average of readings as per the sole discretion of HPCL Engineer. If during inspection, DFT specified is not found on painted surface, the contractor shall provide additional coat to make up the deficit in DFT, at no extra cost. Only sealed paint tins to be brought at the site. The party is supposed to maintain an inspection book at the site . Job progress to be written on the same & to be brought every day before taking out the permit.

10. OTHER TERMS AND CONDITIONS : 10.1. The Contractor should provide sufficient manpower for carrying out the job awarded. The workmen engaged by the contractor shall be deemed to be under the employment of the contractor and not that of corporation. 10.2 Contractor shall comply with all the provisions of labour laws and get the ESI, EPF coverage for the employee and confirm to all statutory requirements as stipulated by the Government. If the company is required to pay any amount to the contractors employees under any law, the same will be recovered from the contractor bills. 10.3 The Contractor should provide full address and arrange Police verification for the personnel/workers employed by him for the job & produce to HPCL. 10.4. The contractor and his workmen should use PPE like safety shoes, helmets, gloves etc and follow all safety practices at the location. The contractor is fully responsible in all respects. 10.5. The contractor has to obtain photo Identity cards from the depot for self and all the contract workmen engaged by him and wear photo Identity cards while carrying out the job inside the premises.These passes are only valid for working within the HPCL premises and should not be used for any other purpose or out side HPCL. 10.6. The contractor and his workmen shall strictly adhere to the safety practices, rules and regulations prevalent in the corporation, HPCL reserves the right to ask the contractor to remove/ replace any of his employees in case of misbehavior/ non working as desired.

10.7. Any act of indiscipline misconduct, theft or pilferage by any employee of the contractor shall be viewed very seriously and HPCL have the rights to terminate the contract forth and claims damages. 10.8 If the Contractor fails to undertake the work satisfactorily, HPCL reserves the right to re do the work for which there will be no extra payment. 10.09 If the party does not follow the given schedules or any delay in carrying out the job HPCL shall get the job done through any other party and the expenses incurred by the corporation shall be recovered from the contractor. 10.10 The contractor is responsible for any negligence, default or failure at any time on the part of the house keeping contractor, to perform, carry out observe any of the terms and conditions hereof/and/or if the Housekeeping contractor shall become insolvent or bankrupt or enters into any composition or agreement with his creditors, this agreement shall stand terminated at once. 10.11 The job shall be carried out only during normal working hours of the depot and the workmen have to leave the depot premises once the day's job is completed and should not loiter inside the depot without the prior permission from HPCL officer. 10.12 If any accident or damage to property/life etc. arises by reasons of any act of negligence of contractor or contractor's men/default or noncompliance of any terms and conditions of statutory or rules and regulations applicable within HPCL premises, the compensation has to be paid by the contractor. Contractor shall agree to keep HPCL indemnified and will be liable

to pay compensation towards all claims whatsoever inclusive of damages / costs or otherwise arising from injuries or alleged injuries or death of a person whosoever ( including HPCL' s representatives and employees ) or damages or alleged damages to third party's property arising out of any accidents. 10.13 All terms and conditions as per GTC are applicable in addition to the above.

Annexure III

SPECIAL TERMS OF CONTRACT (SPECIAL CONDITION OF CONTRACT SHALL BE READ IN CONJUNCTION WITH GENERAL TERMS AND CONDITIONS OF CONTRACT) 1. PRICE : The rates offered shall be inclusive of taxes, charges for mobilization of men/material, steel pipe scaffolding etc. complete for carrying out the job. In case the rates are exclusive of the same, the vendors have to quote all charges specifically. No extra payment shall be made other than the quoted rates. The rates shall be firm till completion of supply. No escalation is allowed. 'C' form will not be given by HPCL, hence rate to be quoted without 'C' form. 2. COMPLETION PERIOD : The entire scope of work should be completed within 3 months from the date of LOI /PO. The party has to submit a schedule details of time limits for each of Pipelines, structures, equipment, buildings etc. before beginning of the work and shall adhere to the same. 3. PAYMENT TERMS:
Payments will be made against Running Accounts bills certified by the Owner's Engineer-in-Charge/Site-inCharge within 15 days from the date of receipt of the bill. The payment shall be credited to the

contractor's account through electronic mode (e-payment).


Payment of final bill shall be made within 30 days from the date of receipt of the certified bill by the Disbursement Section of the owner.

Partial payment is allowed. 4. OFFER VALIDITY : Should be 90 days from the due date / extended due date of tender. 5. DISTRIBUTION OF QUANTITY : The entire quantity of the items shall be offered to the L1 bidder. 6. SECURITY DEPOSIT: The contractor who is awarded the contract shall be required to submit a security deposit of 1% of the PO value in the form of account payee crossed Demand Draft in favour of HPCL, payable at Jaipur. The security deposit will be refunded to the contractor without interest 12 months after satisfactory completion of the job.

7. LIQUIDATED DAMAGES: The liquidated damages shall be initially at the rate of 0.5% (half percent) of the total contract value for every week of the delay subject to a maximum of 5% of the total contract value. The final calculation of LD shall be on the value of the unexecuted portion/quantity of material as on the CDD ( Contractual Delivery Date ) /Completion date. Other sub- clauses are applicable as per GTC. 8. DEFECT LIABILITY PERIOD : The job done made against this order shall be fully guaranteed against any defects / poor workmanship / inferior quality etc. for a period of 12 months from the date of completion of the job. During this period the contractor will arrange to rectify/ redo the job at the places identified In case the contractor fails to do so HPCL reserves the right get the job done by any other party and the cost towards the same shall be charged to the contractor. 9. MANUFACTURERS GUARANTEE : Contractor & Paint Manufacturer, whose paint party intend to use, will have to give joint Guaranty for painting of structural paintings like tanks, pipelines, gantry structure etc for a period of 4 years after defect liability period on Rs.100/- Stamp paper in the prescribed format which shall be filled & submitted on award of contract. (Building painting is excluded from this guarantee) 10. WATER & POWER : Water & Power required for the work and workmen shall be arranged by HPCL.

WATCHING & LIGHTING : The contractor shall provide and maintain at his own expense all lights, guards, fencing and watching when and wherever deemed necessary by the Site In charge for protection of the works or for the safety and convenience of those employees on the works or public. All the terms and conditions are applicable as per GTC.
