COMPLAINT
The Complainant, being duly sworn, makes complaint to the above-named Court and states that there is probable cause to believe that the Defendant committed the following offense(s). The complainant states that the following facts establish PROBABLE CAUSE:
___________________________________________________________________________________________ Complainant, Ann Kjos, of the Minneapolis Police Department, has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On or about July 3, 2013, officers responded to a hit-and-run call at the intersection of West 28th Street and Pleasant Avenue South, in Minneapolis, Hennepin County, Minnesota. Officers learned from witnesses at the scene that the suspect vehicle had traveled northbound on Pleasant Avenue with no illuminated headlights and at a high rate of speed. The suspect vehicle failed to stop at the stop sign at the intersection of West 28th and Pleasant, but instead entered the intersection and struck an adult female riding a bicycle. The driver of the suspect vehicle failed to stop after the collision, but instead drove off without remaining to render aid or provide identifying information. The bicyclist, an adult female later identified as Jessica Rose Hanson (hereinafter Victim), was severely injured and was transported to Hennepin County Medical Center. Officers spoke with witness A.S., an adult female. Witness A.S. told officers she witnessed the accident and then followed the suspect vehicle as it fled the scene. Witness A.S. informed officers that she observed the license plate of the suspect vehicle to be SDW-895, a Minnesota plate. Officers learned that the license plate SDW-895 had been registered for a Toyota Camry, and that the owner lived at 3416 Chicago Avenue South, apartment 1, in Minneapolis. Officers went to that address and spoke with a young female who indicated that her family did own a baby-blue Toyota Camry and that her brother, an adult male later identified as ABDIRAHMAN ABDI ALI (hereinafter Defendant) was currently in possession of the vehicle.

On July 5, 2013, the Camry was located and towed from a street near 3416 Chicago Avenue South. The Camry was light blue in color and appeared damaged with several dents, a missing window on the drivers side and a missing rear-view mirror. The vehicle appeared freshly-washed on the outside and recently-vacuumed on the inside. It should be noted that a light-blue rear-view mirror was recovered at the accident scene on July 3. Officers interviewed witness A.B., an adult female. Witness A.B. informed officers that, on July 3, she was driving southbound on Pleasant Avenue South from West 27th Street when she observed a vehicle coming northbound on Pleasant with no illuminated headlights. Witness A.B. said she didnt see this vehicle until a collision nearly occurred. Witness A.B. told officers that when the vehicle passed her, the driver illuminated the headlights and disappeared from view. At about 7:30 p.m. on July 5, a male identifying himself as ABDIRAHMAN ABDI ALI called the Fifth Precinct. The caller admitted he had hit a person while driving on Pleasant Avenue. The caller stated that someone had been shooting at his car, so he took off and didnt know what or who he hit. Later on July 5, officers spoke with H.Y., the mother of Defendant. H.Y. indicated that she had spoken with Defendant that morning. H.Y. informed officers that Defendant admitted he had been in an accident and that he thought he hit a bicyclist. Victim succumbed to her injuries and died at 10:21 a.m. on July 5, 2013. Defendant is currently in custody.
OFFENSE COUNT 1: CRIMINAL VEHICULAR HOMICIDE (FELONY) MINN. STAT. 609.21, SUBDS. 1(1), 1a(a) PENALTY: 0-10 YEARS AND/OR $20,000 That on or about July 3, 2013, Minneapolis, in Hennepin County, Minnesota, ABDIRAHMAN ABDI ALI did, by operating a vehicle in a grossly negligent manner, cause the death of victim . COUNT 2: CRIMINAL VEHICULAR HOMICIDE (FELONY) MINN. STAT. 609.21, SUBDS. 1(7), 1a(a) PENALTY: 0-10 YEARS AND/OR $20,000 That on or about July 3, 2013, Minneapolis, in Hennepin County, Minnesota, ABDIRAHMAN ABDI ALI did, by operating a motor vehicle, cause an accident that caused the death of victim and ABDIRAHMAN ABDI ALI left the scene of that accident.
NOTICE: You must appear for every court hearing on this charge. A failure to appear for court on this charge is a criminal offense and may be punished as provided in Minn. Stat. 609.49. THEREFORE, Complainant requests that said Defendant, subject to bail or conditions of release be: (1) arrested or that other lawful steps be taken to obtain defendants appearance in court; or (2) detained, if already in custody, pending further proceedings; and that said Defendant otherwise be dealt with according to law.
