Despite all efforts, despite all hype, despite all surveys, and despite all the press it's been getting 'Employee Engagement' is at an all time low.

It's not that nothing is being done about it but that the quality of the efforts doesn't match employee needs. I would even go so far as to say that 'Employee Engagement' is something the world at large does not fully understand yet. Even the big consultancies don't understand engagement, gosh they even get confused between Vision and mission and purpose. So how can we expect them to be clear on Engagement?

Honestly, I think that the "engagement" stuff asks too much from employees. For it to succeed there needs to be emploYER engagement too. You cannot balance only one side of the equation and expect that there will be equilibrium. The more you ask from employees, takes away from their time out of work, encroaching on their lives (which is even more important to them than a job/career), yet more and more employers - even government policies for that matter - do not translate that in their verbal intent into actions. Example: job security. Also, though I agree with your findings, it would be great if you please through analysis, break it down into sectoral activities. Because some sectors have worked harder than others to make engagement a real thing and they ought be applauded for that.

once we are talking about most of the employees thus the top management attitude, mentality, leadership skills, wisdom, team building skills have to be reviewed.

Those in charge or leading.... name it.... are not matching actions with words at an unprecedented rate... whom to believe... whom to follow... bigger lies to cover smaller ones has become the norm... so not surprising at all....
