E-Governance Blockchain Case Study – India

Over the past few years, governments in several countries have been experimenting with the application of this novel technology to a wide variety of functions and services, including land registration, educational credentialing, health care, procurement, food supply chains and identity management.

Many governments hoped that blockchain would be a game changer for issues such as security and operational challenges. Indeed, this technology has the potential to help agencies make improvements in many areas, including accelerating the speed of transactions, such as for land-use registry, digital identity , certificate issuance & verification and many more e-governance services.

A blockchain-based government has the potential to solve legacy pain points and enable the following advantages:

  • Secure storage of government, citizen, and business data

  • Reduction of labor-intensive processes 

  • Reduction of excessive costs associated with managing accountability

  • Reduced potential for corruption and abuse

  • Increased trust in government and online civil systems

As per the NASSCOM Blockchain Report, as many as 50 percent of the states are involved in blockchain technology’s adoption in varying degrees. Karnataka, Kerala, Tamil Nadu, Maharashtra, Telangana, and Andhra Pradesh are at the forefront of the adoption.

Ministry of IT & Telecommunications (MEITY) India released national Blockchain strategy. NIC & CDAC is working on implementing this national strategy.

  • Telangana govt. has setup T-hub, one district to support and build blockchain-based solutions, Tamil Nadu state has its own state-level blockchain strategy. Telangana hosted India’s first blockchain city. Giving subsidies for blockchain companies attracting the presence there.

  • Indian govt. Niti Ayog (Planning commission of India), NISG (National Institute of Smart Governance) initiatives to use blockchain in e-governance.

  •   Indian Govt. issued their national blockchain strategy and Centre of Excellence for Blockchain (Apiary by Meity & STPI) to help start-ups and government to adopt blockchain technology for smart governance.

  • Government announced national Blockchain strategy, Blockchain Centre of Excellence by MeitY (Ministry of electronics & IT), NISG, Election commission, Niti Ayog, C-DAC, TRAI, NASSCOM and other government bodies/departments are working towards blockchain adoption in India.

  • Niti Ayog did POCs in “track and trace of drugs”, claim verification and approval for fertilizer subsidy, verification of university certificates, transfer of land records.

  • TRAI(Telecom authority of India) implemented blockchain to combat Pesky calls.

  • CBSE introduces Blockchain to go paperless, secure results - CBSE has established this blockchain network with nodes at Bengaluru, Pune and Jaipur. Presently, the certificate chain is managed by NIC at its data centres

  • Technology COE setup in collaboration with MeitY, STPI, Govt. of Haryana. Apiary-CoE aims to incubate 100 start-ups in the field of blockchain technology. https://apiary.stpi.in/

  • Maharashtra government is using blockchain technology in Land records, citizens certificate like vaccine , Caste certificate, etc.

There are many such blockchain e-governance projects from government bodies like NIC, CDAC, NISG etc.

Case Study: Govt. of India in collaboration with NIC & CDAC for implementing various use cases. There are various chains are built like Property chain, Certificate chain, Judiciary chain, Document chain, Drug logistics chain and these chains are being used by various state governments and center government departments. There are also new chains are in development/Pilot stage – GST Chain, Blood Bank chain, public distribution systems (PDS) chain.

Technology Stack : Based on the nature and the requirement of the application the platform can be decided. NIC is using the following platforms for the development of the products. 

Hyperledger Fabric : It is a platform having a modular architecture. It has a membership service and consensus. It can enable a network of networks. Members of the fabric network can use network work together in this platform. Hyperledger Fabric provides the user a secure and scalable platform to support their confidential contracts and private transactions.

Really insightful read Kamlesh Nagware , never knew about CBSE's foray into blockchain. Still not seeing that much adoption of RWA based use cases, would love to know if you have any insights on how RWAs can be promoted more in India ?
