HR works for management and will always side with management even if the manager is a bully.

HR Manager is bound to fulfil the roles mentioned in HRBP, without these the position cannot be termed as HR Manager. HRBP and HR Manager are roles, not designations. HR Manager may be designated as GM, VP, ED, etc. as per policies of respective organizations. HR Manager will have team members who may be given part of his/her overall responsibilities and may be designated accordingly.
