I've been in the "boots on the ground" construction phase environmental space for over a decade. There are other people that can say that, but not as many as you would think from an industry that employs millions of people.
Retention rates are poor, and for Environmental Clerk of Works the situation is not great. This topic was raised at the Association of Environmental Clerk of Works AGM yesterday evening as membership numbers have seen only a slight increase. The association gets lots of applications, but lots of memberships lapse because people move away from the role.
In what is already a challenging work environment, where protection of the environment itself charts way down the priority list, ill defined and thought out roles and responsibilities create a whole load of unnecessary conflict. Despite significant progress on defining roles and responsibilities, be it the Associations definition which has been around for years, the recent endorsement of the position from The Heads of Planning Scotland (which include Scottish Environment Protection Agency, LPA's, The Energy Consents Unit, and NatureScot), IEMA, and The Office for Environmental Protection, the myth that an Environmental Clerk of Works can both deliver, advise, implement and independently monitor compliance is still peddled by consultancies and lapped up by developers.
There has been plenty of talk about a green skills revolution but if we want to protect people and create sustainable career paths, we need to recognise that creating more conflict by expecting one role to be everything to everyone in an already challenging environment is not the way to do it.
There needs to be a concerted effort from the industry as a whole to provide guidance on the environmental roles in the construction sector and how they all fit together.

FRANCIS SCOTT KEY BRIDGE REBUILD MOVES AHEAD WITH FEDERAL ENVIRONMENTAL APPROVAL, NEW RFP FOR ENGINEERING CONSULTANT (Key Bridge Rebuild NEPA process concludes with approval of a Categorical Exclusion): The Maryland Transportation Authority (MDTA) and the Maryland Department of Transportation State Highway Administration (SHA) today received key federal environmental approvals for the reconstruction of the Francis Scott Key Bridge in Baltimore. The Federal Highway Administration (FHWA) has issued a Categorical Exclusion (CE) classification and National Environmental Policy Act (NEPA) approval for the I-695 Francis Scott Key Bridge Rebuild Project.
The federal agency determined that because the replacement Key Bridge will be within the former bridge’s right-of-way and have the same capacity of four travel lanes, it is not anticipated to significantly impact community, natural or cultural resources. The approval document can be viewed here.
“Securing this approval marks a major milestone in rebuilding the Key Bridge and reconnecting communities following the March 26 catastrophic collapse,” said Maryland Transportation Secretary and MDTA Chairman Paul J. Wiedefeld. “This approval from the federal government formally gives MDTA the go ahead to move forward with plans to rebuild the Key Bridge. Through Governor Wes Moore’s leadership and with close, continual coordination, the MDTA, SHA and FHWA secured input from other state and federal partners to reach this critical step.”
