An interesting debate; however, I do not think that the cost of obtaining suitable water is taken into account in the modelling. In the onm-shore scenario water is available for the H2 plant; this means that a site with water sources nearby has to be considered. In the second scenario the cost of the desalination unit has to be taken into account.
