OK so someone clearly enjoyed the acronym for the Environmentally Sustainable Procurement policy - ESP (Extra Sensory Perception?). Applauded the direction (and note the states have really pushed forward in these areas prior to this policy) - but certainly some key questions: 📆 Firstly... do we really need to wait a year to implement across broader categories. MP's have been vocal about textiles and noting their impact on the environment second only to the oil and gas sector... isn't his one of the low handing fruit rather than front ending construction services. 💰vs ♻️ - Secondly we are keen to see more specificity, even at a policy level that at least discusses how environmental measures should be evaluated / weighted compared with other measures. It would be disappointing to see departments or GOC's 'consider' the ESP but not really leverage this in a meaningful and consistent way when looking at cost and other factors. Overall though, great to see the direction and along with these sorts of policies it would be great to see broader legislation forcing suppliers to have accountability and responsibility for the circularity or end of life of their products. Congratulations to Tanya Plibersek and the Australian Government for listening and activating much needed circular policy, starting with the new Environmentally Sustainable Procurement Policy. This leverages governments purchasing power to activate new circular markets to reduce waste and ensure materials stay in the economy longer catalysing new circular services and products. This is strong progress in a short time and I’m proud to be a member of the Circular Economy Ministerial Advisory Group - DCCEEW led by John Thwaites which has been advising government and consulting with industry across sectors. Our interim report emphasises that to reach Net Zero we must embrace circular solutions with 70% of our carbon emissions linked to the way we make and use things. The report emphasises what we know is occurring globally - that regulatory reform, monitoring progress coordinated action particularly in the built environment and infrastructure procurement - drive new markets, job opportunities and improved productivity. The Government’s introduction today of the Procurement Policy aligns with our recommendations. To achieve a circular economy in Australia and participate in this new economy globally we all have a lot of work to do. More action is required and will come this year as our group engages with more sectors and prepares the final report to government at the end of the year. As a 29-year employee of Georgia-Pacific and in my capacity on the ISSA Sustainability Committee, I couldn't be prouder of the collaboration between Georgia-Pacific and Grainger to drive awareness on sustainability in MRO purchasing. The latest article highlights why determining the most sustainable purchasing decision can be so challenging. At its core, sustainability means conducting business in a way that reduces environmental impact, but the process is far from simple. Different products have varying impacts, from resource depletion to carbon emissions and waste generation. As part of its commitment to reduce waste and enhance the circular economy, the Australian Government is mandating the procurement of environmentally sustainable goods and services across the Commonwealth. In 2022-23, the Australian Government spent almost $75 billion buying goods and services. That’s approximately 17 per cent of Australia’s Gross Domestic Product. Due to the scale of Australian Government procurements, shifting to greater environmental sustainability in purchasing can make a substantial impact, for the better. A new Environmentally Sustainable Procurement Policy will take effect from 1 July 2024. This will ensure Australian Government officials are buying products that minimise greenhouse gas emissions, are safe for the environment and retain their value for longer. The policy requires suppliers to undertake activities to substantiate environmental claims and demonstrate compliance with the policy. The policy promotes procurement best practices by applying environmentally sustainable principles to four high-impact procurement categories introduced over two years, from: - 1 July 2024: construction services at or above $7.5 million - 1 July 2025: furniture, fittings and equipment, ICT goods and textiles at or above $1 million Environmentally sustainable procurement principles help the Australian Government buy products that minimise greenhouse gas emissions, are safe for the environment, and retain their value for longer. The Department of Climate Change, Energy, Environment and Water (DCCEEW) will be supporting businesses responding to the policy.
